México todavía afronta retos importantes, por lo que es decisivo para México continuar con su agenda de reformas. Además, se requiere fortalecer algunas de las reformas recientes, mantenerlas actualizadas y promoverlas para garantizar su aplicación eficaz. La OCDE está lista para seguir acompañando a México en este camino.

    Abstract: Following a remarkable transformation in the past century in research and innovation, in particular through the development of new technologies and processes in sectors such as oil and gas, shipbuilding and also fisheries and aquaculture, Norway is today increasingly facing a “triple transition imperative” in which it needs, first, to shift toward a more diversified and robust economy; second, to move to a more competitive, effective and efficient innovation system; and third, to support research and innovation activities that can confront an array of societal challenges (climate change, food security, aging, health and so on). The Long-Term Plan for Research and Higher Education 2015-2024 (LTP) launched by the Norwegian government has set the base to enhance the capacity of the research and higher education system to cope with these transition challenges. This report proposes recommendations to take advantage of the revision of this comprehensive strategic plan in 2018 to improve the horizontal coordination and add more concrete structural policy initiatives, without changing the plan’s general orientation nor giving up the sectorial and the consensus principles that form the basis of Norwegian policy making.

    Abstract: What is important for citizens to know and be able to do? The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. The PISA 2015 Assessment and Analytical Framework presents the conceptual foundations of the sixth cycle of the triennial assessment. This revised edition includes the framework for collaborative problem solving, which was evaluated for the first time, in an optional assessment, in PISA 2015. As in previous cycles, the 2015 assessment covers science, reading and mathematics, with the major focus in this cycle on scientific literacy. Financial literacy is an optional assessment, as it was in 2012. A questionnaire about students’ background is distributed to all participating students. Students may also choose to complete additional questionnaires: one about their future studies/career, a second about their familiarity with information and communication technologies. School principals complete a questionnaire about the learning environment in their schools, and parents of students who sit the PISA test can choose to complete a questionnaire about the home environment. Seventy-one countries and economies, including all 35 OECD countries, participated in the PISA 2015 assessment.

    Abstract: The cost estimation process of decommissioning nuclear facilities has continued to evolve in recent years, with a general trend towards demonstrating greater levels of detail in the estimate and more explicit consideration of uncertainties, the latter of which may have an impact on decommissioning project costs. The 2012 report on the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations, a joint recommendation by the Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission, proposes a standardised structure of cost items for decommissioning projects that can be used either directly for the production of cost estimates or for mapping of cost items for benchmarking purposes. The ISDC, however, provides only limited guidance on the treatment of uncertainty when preparing cost estimates. Addressing Uncertainties in Cost Estimates for Decommissioning Nuclear Facilities, prepared jointly by the NEA and IAEA, is intended to complement the ISDC, assisting cost estimators and reviewers in systematically addressing uncertainties in decommissioning cost estimates. Based on experiences gained in participating countries and projects, the report describes how uncertainty and risks can be analysed and incorporated in decommissioning cost estimates, while presenting the outcomes in a transparent manner.

    Abstract: Since joining the OECD in 1996, Korea has made impressive progress in raising living standards. Over 1996-2016, the country closed the gross domestic product (GDP) per capita gap with the OECD average by 26 percentage points. Vibrant exports underpinned strong economic growth, with Korea becoming the eighth largest exporter in the world. The country’s focus on innovation (its R&D spending is the second highest in the OECD) combined with its highly skilled population (it is among the top performers in the OECD’s Programme of International Student Assessment) supported this success. However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: Large quantities of materials arising from the decommissioning of nuclear facilities are non-radioactive per se. An additional significant share of materials is of very low-level or low-level radioactivity and can, after having undergone treatment and a clearance process, be recycled and reused in a restricted or unrestricted way. Recycle and reuse options today provide valuable solutions to minimise radioactive waste from decommissioning and at the same time maximise the recovery of valuable materials. The NEA Co-operative Programme on Decommissioning (CPD) prepared this overview on the various approaches being undertaken by international and national organisations for the management of slightly contaminated material resulting from activities in the nuclear sector. The report draws on CPD member organisations’ experiences and practices related to recycling and reuse, which were gathered through an international survey. It provides information on improvements and changes in technologies, methodologies and regulations since the 1996 report on this subject, with the conclusions and recommendations taking into account 20 years of additional experience that will be useful for current and future practitioners. Case studies are provided to illustrate significant points of interest, for example in relation to scrap metals, concrete and soil.

On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

    Abstract: This report, commissioned by the XIX Government of Portugal, provides an evaluation of the comprehensive labour market reforms undertaken in Portugal over the period 2011-2015. It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy – unless productivity growth is strengthened.

    Abstract: Since joining the OECD in 1996, Korea has made impressive progress in raising living standards. Over 1996-2016, the country closed the gross domestic product (GDP) per capita gap with the OECD average by 26 percentage points. Vibrant exports underpinned strong economic growth, with Korea becoming the eighth largest exporter in the world. The country’s focus on innovation (its R&D spending is the second highest in the OECD) combined with its highly skilled population (it is among the top performers in the OECD’s Programme of International Student Assessment) supported this success. However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: This report examines the current system of water abstraction and pollution charges in operation in Brazil. It assesses the current system’s implementation challenges and provides possible solutions. The report explores how water charges can be both an effective means for dealing with water security issues, and a tool for enhancing economic growth and social welfare. Specific analysis is put forward for three case studies in the State of Rio de Janiero, the Paraiba do Sul River Basin and the Piancó-Piranhas-Açu River Basin. The report highlights that water charges need to operate in conjunction with an effective water regulatory regime and concludes with an Action Plan based on practical steps and recommendations for its implementation in the short, medium and long-term.

Ce rapport évalue les données actuellement disponibles et conclut que d’importants obstacles empêchent une analyse économique de l’ampleur et des effets des pratiques de BEPS, soulignant le besoin d’améliorer ces données et méthodologies. Concernant les limitations propres aux données, un tableau de bord regroupant six indicateurs des pratiques de BEPS a été créé, afin d’analyser diverses stratégies de BEPS à partir de plusieurs sources de données. Selon ces indicateurs, la réalité des pratiques de BEPS ne fait guère de doute, et il semble même qu’elles aient pris de l’ampleur au fil des ans. De nouvelles études empiriques menées par l’OCDE permettent d’estimer que le manque à gagner subi par les États en recettes de l’impôt sur les bénéfices des sociétés serait compris entre 100 et 240 milliards USD chaque année aux niveaux de 2014. Le rapport présente également de nouveaux outils d’analyse pouvant aider les pays à mesurer l’efficacité des mesures prises au titre du projet BEPS. Ces recherches ont aussi souligné l’existence d’importantes distorsions, de nature non fiscale, générées par les pratiques de BEPS, et le rapport formule des recommandations pour utiliser au mieux les données disponibles et améliorer les analyses de suivi de ces pratiques à l’avenir.

    Abstract: This report analyses Greek legislation in a number of sectors and identifies about 350 legal provisions which could be removed or amended to lift regulatory barriers to competition. The work undertaken in the project has involved the review of over 1 200 pieces of legislation in these sectors of the economy, using the OECD Competition Assessment Toolkit. The analysis of the legislation and of the Greek sectors has been complemented by research into international experience and consultation with stakeholders from the public and private sectors. The OECD has developed recommendations to remove or modify the provisions in order to be less restrictive for suppliers and consumers, while still achieving Greek policy makers’ initial objectives. If these recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all sectors. Throughout this report, the authors identify the sources of those benefits and, where possible, provide quantitative estimates.

    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. New PISA 2015 analyses help highlight the relationship between the number of years of ECEC and academic performance at age 15, and the effects of ECEC attendance on health and well-being, and mothers’ employability.

Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3.     Abstract: Giving people better opportunities to participate actively in the labour market improves well-being. It also helps countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources. Weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Australia is the third country study published in a series of reports looking into strategies to encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Australia. However, the gap in employment rates is still considerable for some groups of the population, including women with young children, disadvantaged youth, people with disability, people with mental health problems and the indigenous population. This report discusses the size of the gap and the - often multiple - barriers underlying low labour market participation of these groups, and it provides a non-exhaustive number of good practice policies and measures from other OECD countries which could guide Australia's policy development in the coming years.

    Abstract: As “market referees”, regulators contribute to the delivery of essential public utilities. The internal and external governance of regulatory agencies are essential to determining how regulators and the sectors they oversee perform. The OECD has developed an innovative framework that looks at the institutions, processes and practices that can enhance regulators’ performance. In this report, the framework is applied to the external governance of Mexico’s energy sector and its three regulatory bodies, the Agency for Safety, Energy and Environment (ASEA), the National Hydrocarbons Commissions (CNH) and the Energy Regulatory Commission (CRE), following a structural reform of the sector and its regulatory institutions. The review offers insights into the progress and challenges in the implementation of the reform, highlighting the importance of structured co-ordination and accountability mechanisms based on a common strategic agenda, alignment of processes for good regulatory outcomes as well as sufficient operational flexibility. The report is complemented by forthcoming reviews of the internal governance arrangements of the three regulatory agencies, constituting a comprehensive body of work on the regulatory governance of Mexico’s energy sector.

    Abstract: This 2017 report sets out recommendations for branch mismatch rules that would bring the treatment of these structures into line with the treatment of hybrid mismatch arrangements as set out in the 2015 Report on Neutralising the Effects of Hybrids Mismatch Arrangements (Action 2 Report). Branch mismatches arise where the ordinary rules for allocating income and expenditure between the branch and head office result in a portion of the net income of the taxpayer escaping the charge to taxation in both the branch and residence jurisdiction. Unlike hybrid mismatches, which result from conflicts in the legal treatment of entities or instruments, branch mismatches are the result of differences in the way the branch and head office account for a payment made by or to the branch. The 2017 report identifies five basic types of branch mismatch arrangements that give rise to one of three types of mismatches: deduction / no inclusion (D/NI) outcomes, double deduction (DD) outcomes, and indirect deduction / no inclusion (indirect D/NI) outcomes. This report includes specific recommendations for improvements to domestic law intended to reduce the frequency of branch mismatches as well as targeted branch mismatch rules which adjust the tax consequences in either the residence or branch jurisdiction in order to neutralise the hybrid mismatch without disturbing any of the other tax, commercial or regulatory outcomes. The annexes of the report summarise the recommendations and set out a number of examples illustrating the intended operation of the recommended rules.

    Abstract: This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women’s ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made – in particular in the aftermath of the 2011 uprisings – following the adoption of constitutional and institutional reforms to strengthen women’s status. Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice. Through targeted policies, countries can tackle these challenges, and help unleash women’s potential to boost growth, competitiveness and inclusive social development.

Each case study focusses on the drivers of reform, the types of obstacles encountered, key features of the policy reform, and the lessons learned from the reform experience.

The book presents current outcomes, policy trends, as well as detailed analysis of the drivers of paid and unpaid work and how more equal partnerships in families may help sustain fertility rates. The book examines policies to promote partnership, looking both at persistent shortcomings and progress achieved through reform since the mid-2000s. The book includes a set of policy recommendations designed to enable parents to share work and family responsibilities more equally.

    Abstract: This paper estimates agglomeration benefits across five OECD countries, and represents the first empirical analysis that combines evidence on agglomeration benefits and the productivity impact of metropolitan governance structures, while taking into account the potential sorting of individuals across cities. The comparability of results in a multi-country setting is supported through the use of a new internationally-harmonised definition of cities based on economic linkages rather than administrative boundaries. In line with the literature, the analysis confirms that city productivity increases with city size but finds that cities with fragmented governance structures tend to have lower levels of productivity. This effect is mitigated by the existence of a metropolitan governance body.

    Abstract: We revisit the issue of how best to measure the labour and capital shares in OECD economies, distinguishing between production- and income-based perspectives. The former adopts a producer perspective with gross income as a reference: it uses a production function in a market setting. The latter adopts a consumer perspective with net income as a reference, taking account of depreciation and including taxes and subsidies as perceived by final consumers. We confirm a statistically significant but small decline in the labour share across OECD countries over the past two decades under a production perspective. But this appears to result mainly from a rise in the gross capital share caused by rising depreciation rates. Accordingly, we find little or no decline in the labour share under an income perspective, where income is measured net and after depreciation. Using a novel dataset from Korea, we further dissect the capital share and suggest that in periods of price bubbles of land, rising asset values are a key element behind rising capital shares. We also show how introducing land prices can explain how both labour shares and real prices of investment goods can decline without assuming a large elasticity of substitution between labour and capital.

Using practical cases, the paper analyses the suitability of five generic data access models for different data sources and data uses in an emerging new data ecosystem. Concrete recommendations for policy action are presented in the conclusions.

    Abstract: This report points to the growing number of labor migrants in Asia and examines the policy question of how to best safeguard their rights. Governments and stakeholders in both origin and destination countries have largely recognized their mutual interest in safeguarding labor migrants. Multilateral frameworks have also put this in focus, with safe and orderly migration seen as important. This report examines some of the key policy questions in protecting migrant workers, including how to promote fair recruitment of less skilled workers, and how to address vulnerable groups such as irregular migrants and domestic workers. The four chapters in this report draw on issues raised and discussed during the Sixth Roundtable on Labor Migration in Asia: Safeguarding Labor Migrants from Home to Workplace that was held in Tokyo from 3 to 5 February 2016. The event brought together regional experts and policy makers and was co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization. The report’s introductory chapter reviews recent regional migration trends. Two statistical annexes provide an overview of migration flows within Asia and between Asia and other regions.
