Cette recommandation préconise également d'augmenter la représentation des femmes aux postes décisionnels, en supprimant les discriminations liées aux écarts de salaire entre hommes et femmes, en encourageant toutes les mesures nécessaires pour que cesse le harcèlement sexuel au travail, en réduisant l’écart entre hommes et femmes dans l’activité entrepreneuriale, et en tenant compte des besoins particuliers des femmes issues de groupes minoritaires défavorisés et de l’immigration.

Quale importante piazza finanziaria, la Svizzera gioca un ruolo fondamentale nella promozione della finanza verde. Questo è il terzo rapporto sulle performance ambientali della Svizzera. Valuta i progressi compiuti verso uno sviluppo sostenibile e una crescita verde, con particolare riferimento alla gestione delle acque come pure alla conservazione e all’uso sostenibile della biodiversità.

Strengthening and lifting Finland’s innovation system out of a period of uncertainty requires a coherent and unified new vision for science, technology and innovation (STI), renewed investment and policy instruments. This vision should be oriented towards renewal tackling societal challenges and developing new knowledge-based competitive advantages at global scale. Success calls for better co-ordination and co-operation among policy actors and national and regional-levels, and further internationalisation.

Given that neither administrative nor other unique identifiers are available in either of the two databases, the matching is based on a “fuzzy” procedure that exploits the available overlapping information across the two databases.     Abstract: This note describes a new database on innovative start-ups and companies, called Crunchbase, with a focus on its potential for economic and managerial research. Crunchbase is rapidly being discovered by scholars from different fields. It has notably already informed studies on specific sectors as well as studies of networks in the start-up ecosystem. This note first describes the contents of Crunchbase and then reviews academic research that has used it. We further suggest that many more valuable avenues for economic and managerial research can be opened through the combination of Crunchbase with selected supplementary data sources and provide two such examples.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

O relatório evidencia a necessidade de informações, a aproximação da cobrança ao planejamento da bacia e a aplicação eficiente dos recursos arrecadados. O relatório inclui uma avaliação de três estudos de caso: o Estado do Rio de Janeiro, a Bacia do rio Paraíba do Sul e a Bacia do rio Piancó-Piranhas-Açu. Conclui com um plano de ação com etapas de implementação prática e delimitação de funções: quem pode fazer o quê para implementar as recomendações a curto, médio e longo prazo.

    Abstract: Demographic pressure and the youth bulge in the developing world pose a major employment challenge. This situation is exacerbated by insufficient job creation, scarce formal wage employment opportunities and vulnerability in the workplace. For these reasons, fostering youth entrepreneurship has gained importance in the global and national development policy agenda. This report aims to contribute to the ongoing debate on the role of youth entrepreneurship in generating employment in developing countries. It is based on the analysis of mixed labour force and enterprise surveys conducted in Côte d’Ivoire, Madagascar, Peru and Viet Nam, as well as evidence on the impact of entrepreneurship programmes. This report’s findings add to the global debate on youth entrepreneurship in three important ways. First, it constitutes an unprecedented effort to capture the real situations and multiple faces of young entrepreneurs in selected developing countries. Second, it provides new empirical evidence on the determinants of youth entrepreneurial performance. Third, it proposes a policy roadmap based on lessons learned from recent meta-analyses of the effectiveness of entrepreneurship programmes.

It also recommends increasing the representation of women in decision-making position, eliminating the discriminatory gender wage gap, promoting all appropriate measures to end sexual harassment in the workplace, reducing the gender gap in entrepreneurship activity, and paying attention to the special needs of women from disadvantaged minority groups and migrant women.

    Abstract: This paper explores the extent to which “zombie” firms – defined as old firms that have persistent problems meeting their interest payments – are stifling labour productivity performance. The results show that the prevalence of and resources sunk in zombie firms have risen since the mid-2000s and that the increasing survival of these low productivity firms at the margins of exit congests markets and constrains the growth of more productive firms. Controlling for cyclical effects, cross-country analysis shows that within-industries over the period 2003-2013, a higher share of industry capital sunk in zombie firms is associated with lower investment and employment growth of the typical non-zombie firm and less productivity-enhancing capital reallocation. Besides limiting the expansion possibilities of healthy incumbent firms, market congestion generated by zombie firms can also create barriers to entry and constrain the post-entry growth of young firms. Finally, we link the rise of zombie firms to the decline in OECD potential output growth through two key channels: business investment and multi-factor productivity growth

    Abstract: This report assesses the state of Armenia’s sanitation services, which are in poor shape, and proposes ways forward for reforming the sector by: ensuring equitable access by all and identifying solutions that work for the poorest and most remote communities; generating economies of scale and scope, and reducing both investment and operational costs for the efficient delivery of sanitation services; and moving towards sustainable cost recovery for the sanitation sector, by identifying how much funding can be mobilised from within the sector and how much external transfers are required. The state of Armenia’s sanitation services are inadequate, with 51% of the population in rural areas using unimproved facilities, causing direct damage to the environment and exposing inhabitants to health risks, and better access but degraded sewerage-system infrastructure in urban areas, posing health hazards due to potential cross-contamination between sewage and drinking water. According to preliminary estimates, EUR 2.6 billion of investments will be required to meet Armenia’s sanitation needs, with approximately EUR 1 billion needing to be spent in the next 7 to 10 years. Given the country’s current economic situation, this investment will have to be spread over time and targeted to avoid further deterioration of infrastructure and increase of the financing gap.

    Abstract: This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women’s ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made – in particular in the aftermath of the 2011 uprisings – following the adoption of constitutional and institutional reforms to strengthen women’s status. Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice. Through targeted policies, countries can tackle these challenges, and help unleash women’s potential to boost growth, competitiveness and inclusive social development.

    Abstract: This report analyses Greek legislation in a number of sectors and identifies about 350 legal provisions which could be removed or amended to lift regulatory barriers to competition. The work undertaken in the project has involved the review of over 1 200 pieces of legislation in these sectors of the economy, using the OECD Competition Assessment Toolkit. The analysis of the legislation and of the Greek sectors has been complemented by research into international experience and consultation with stakeholders from the public and private sectors. The OECD has developed recommendations to remove or modify the provisions in order to be less restrictive for suppliers and consumers, while still achieving Greek policy makers’ initial objectives. If these recommendations are implemented, benefits to consumers in Greece and to the Greek economy should arise in all sectors. Throughout this report, the authors identify the sources of those benefits and, where possible, provide quantitative estimates.

    Abstract: Ce rapport examine comment les dispositions légales en vigueur en Algérie, en Égypte, en Jordanie, en Libye, au Maroc et en Tunisie impactent la capacité des femmes à participer pleinement à la vie économique, que ce soit en tant qu'employées ou comme entrepreneuses. Il s’appuie sur une analyse comparative des différents droits énoncés dans les constitutions, les lois sur le statut personnel, la législation du travail, ainsi que les lois fiscales et commerciales. Le rapport reconnaît les progrès considérables accomplis – notamment dans le sillage des soulèvements de 2011 – suite à l’adoption de réformes constitutionnelles et institutionnelles visant à renforcer le statut des femmes. Ouvrir le champ des opportunités offertes aux femmes reste toutefois un défi pour les six pays. Le rapport suggère que ceci pourrait être dû à divers facteurs tels que : l’existence de certaines lois discriminantes en matière de genre, des contradictions entre les divers cadres juridiques, le manque de mécanismes d’application, ainsi que les entraves à l’accès au système judiciaire. Grâce à des politiques ciblées, les pays peuvent relever ces défis et contribuer à libérer le potentiel des femmes pour favoriser la croissance, la compétitivité et un développement social inclusif.

    Abstract: This study explores the effectiveness of the incentive mechanisms embedded within the UK’s Funding for Lending Scheme (FLS) for banks’ to expand their supply of lending to medium sized enterprises (SMEs). The FLS was announced by the Bank of England and HM Treasury in June 2012, with the aim of improving the supply of credit to the UK real economy. Despite the prevailing low level of risk-free interest rates, UK banks’ funding costs were elevated at the time of the Scheme's introduction, and the intention was to provide lenders with a stable source of lower-cost funding to support credit provision to the real economy. The Scheme’s design built in direct incentives for banks to support lending to the real economy, by linking both the price and quantity of funding available through the Scheme to their lending performance. This paper looks for evidence of the effectiveness of these incentives, exploiting a modification of the Scheme’s design for its extension in April 2013 to help identify changes in credit supply from credit demand. Specifically, the change sharpened incentives to lend to SMEs, relative to larger ones. This facilitates using a difference-in-difference approach, exploiting bank-level data on UK banking groups, to look for a direct impact of incentives on credit supply, considering larger companies as a control group. On the basis of the available dataset, it is not possible to identify that this change in the incentive structure of the FLS directly boosted loan growth to SMEs, relative to large firms, between the extension of the Scheme and the end of 2013. The results seem robust to using different metrics of credit supply. However, the dataset is unavoidably small, both in terms of number of lenders covered and the length of the period after the modification of the design. More generally, reductions in lenders’ market funding costs since the FLS’ introduction may have lessened banks’ incentives to use draw on the Scheme, and so the impact of incentives within it.

    Abstract: Conventional studies on the impacts of economic shocks using global input-output tables (sensitivity analyses) assume stable production structures and thus, only reveal the marginal impacts of changes in final demand. However, when economic shocks occur, whether at home or abroad, economic agents are expected to react to reduce the negative impact or amplify the positive effects. The ability of a country to contain economic losses can be defined as the resilience to economic shocks. Using the OECD's annual Inter-Country Input-Output (ICIO) tables, 1995 to 2011, this paper investigates the relationship between changes in final demand and production structures for 61 economies. Our findings are summarised as follows. Production and final demand structures tend to change to reduce the negative feedbacks from final demand shocks. During economic downturns, structures tend to change so that the dependence on domestic services increases, while the dependence on domestic demand for goods, and the dependence on foreign demand for domestic goods and services, both decrease. Therefore, the domestic service sector seems to play a key role in temporarily containing the negative feedback. Countries that are able to prop up their economy by domestic service sectors instead of domestic goods and foreign sectors are more resilient to negative economic shocks.

This report proposes recommendations to take advantage of the revision of this comprehensive strategic plan in 2018 to improve the horizontal coordination and add more concrete structural policy initiatives, without changing the plan’s general orientation nor giving up the sectorial and the consensus principles that form the basis of Norwegian policy making.

However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

    Abstract: SMEs and entrepreneurs make an important contribution to the Canadian economy. SMEs account for 60% of total employment, and Canada performs very well across many measures of small business generation, growth and innovation. However, further increases in productivity in medium-sized firms, an increase in SME exports, a greater business start-up rate and an increased number of high-growth firms could bring substantial benefits for the national economy. This report identifies several areas where new policy approaches could help achieve these objectives. Framework conditions for small business could be improved in business taxation, public procurement, access to financing and the commercialisation of research. New and extended programmes could be introduced in domains including entrepreneurship education, management advice and consultancy, and workforce skills development. A major effort is recommended to prioritise women's entrepreneurship, including by supporting social enterprises, and federal support could be offered to support the exchange of information on best practice SME regulations and programmes among provinces and territories. All this could be brought together and co-ordinated through the umbrella of a national strategy and a lead agency for SME and entrepreneurship policy.
