Abstract: This study concerns the impact of China’s “opening and reform” policies on short-term urban industrial growth. It seeks to detail differences in inter-urban growth by observing different degrees of opening and the implementation of reforms. The study also seeks to identify phenomena of inter- and intra-urban growth spillovers. The econometric analysis uses a database of the principal economic developments in 434 Chinese towns over the period 1988 - 1991. The results highlight two main mechanisms by which opening has affected growth performance. These mechanisms are access to foreign technology and the positive externalities on total regional production engendered by exports ...

Abstract: Economic globalization is increasingly challenging traditional, closedeconomy intuition about linkages between demand, supply, and employment. In some parts of the world, substantial employment growth is arising from external demand while, in other areas, there is growing concern that domestic demand is being diverted to external sources of supply and employment. To better understand and predict how employment patterns will evolve with expanding international trade, the best of labor market theory must be brought into an empirical general equilibrium framework which can capture these complex interactions. The purpose of the present study is to review the innovative recent literature on labor markets and distill essential elements which can be implemented in a practical manner. The result is a taxonomy of new labor market theories and an agenda for new empirical research on wage and employment adjustment ...

Abstract: This document provides a description of Colombian agriculture at a glance, to then enter into a more analytical view of how macroeconomic policies have interacted with sectoral policies to contribute in shaping the activity into what it is today. The institutional framework of the biotechnology activity in the country is later exposed to lay the elements for an understanding of its potentials, weaknesses, opportunities and threats. Then, the document goes into a detailed description, by prioritized crop cases, of how biotechnology interacts with other processes, sometimes as an integral part of a research program, complementing other disciplines, and other times as just being an isolated component that pursues knowledge for its own sake. The section on diffusion of biotechnology products forms a synthesis of what was previously reviewed, while the last section, on future developments, tackles an essential objective of the study which is to make proposals regarding institutional and ...

Abstract: • The rapid ageing of populations in the rich economies can be expected to stimulate strong growth in private funded pensions, providing a massive potential of foreign finance for developing countries. • Pension managers can reap big diversification benefits by investing on the emerging stock markets of the younger economies, benefits which are largely unexploited so far. • The authorities in OECD countries should consider removing regulatory constraints imposed on pension assets that deprive retirees from the pension-improving benefits of global diversification. • Policy makers in developing countries should design policies that reassure institutional investors on default risk and stock market illiquidity, if they want to tap a higher share of OECD pension assets.

Abstract: Malian immigrants in France from the Region of Kayes constitute a community which is culturally and ethnically homogeneous and their expatriate associations have proven to be dynamic. Originally, migration was conceived of by the migrants and their families as temporary, but it has gradually become a common strategy of diversification of income for the village economy and the preferred way of upward social mobility for many disadvantaged people. Thus, dependence on income from migration has increased and has been reinforced by unfavourable local economic conditions. Temporary migration has turned into settlement as a consequence of the change in the French immigration laws. Migrants have subsequently shown increasing interest in the sustainable development of Mali and have become involved in projects through the organisation of solidarity funds and development associations which undertake collective action in their country of origin. In the Region of Kayes, the migrants' ...

Abstract: This case study of Mexico examines developments in agricultural biotechnology against the background of recent changes in macro-economic, environmental and agricultural policies as well as in the regulation of the seeds industry, intellectual property protection and biosafety. It also identifies incentives and constraints at the different phases of research, technology development and diffusion of biotechnology in agriculture. The study suggests that, under current conditions, biotechnology is likely to benefit only those producers already taking advantage of relatively complex technological packages and to bypass small farmers and peasants. It concludes with recommendations for the establishment of a biotechnology policy for the agriculture sector.

Abstract: This case study of Zimbabwe has examined developments in biotechnology against the background of a welldeveloped national agricultural research, plant breeding and seeds system. It has then assessed the constraints to biotechnology research, technology development and diffusion in the light of the resources available and the technology transfer mechanisms in place for different groups of farmers. The study concludes that, in the case of Zimbabwe's large-scale commercial farmers, the transfer of biotechnology applications will be determined essentially by their economic advantage over techniques currently in use. In the case of the small-scale and communal areas farmers, it is unlikely that biotechnology innovations — particularly when delivered as seed — would be adopted unless special policy measures to address the problems of seeds supply, are taken ...
