    Abstract: "Chantal Mouffe's writings have been innovatory with respect to democratic theory, Marxism and feminism. Her work derives from, and has always been engaged with, contemporary political events and intellectual debates. This sense of conflict informs both the methodological and substantive propositions she offers. Determinisms, scientific or otherwise, and ideologies, Marxist or feminist, have failed to survive her excoriating critiques. In a sense she is the original post-Marxist, rejecting economisms and class-centric analyses, and the original post-feminist, more concerned with the varieties of 'identity politics' than with any singularities of 'women's issues'. While Mouffe's concerns with power and discourse derive from her studies of Gramsci's theorisations of hegemony and the post-structuralisms of Derrida and Foucault, her reversal of the very terms through which political theory proceeds is very much her own. She centres conflict, not consensus, and disagreement, not finality. Whether philosophically perfectionist, or liberally reasonable, political theorists have been challenged by Mouffe to think again, and to engage with a new concept of 'the political' and a revived and refreshed notion of 'radical democracy'. The editor has focused on her work in three key areas: - Hegemony: From Gramsci to 'Post-Marxism' - Radical Democracy: Pluralism, Citizenship and Identity - The Political: A Politics Beyond Consensus The volume concludes with a new interview with Chantal Mouffe.     Abstract: Il est essentiel que les ports fonctionnent de façon efficiente pour le développement économique de la vaste zone qui les entoure, mais le trafic maritime qui les dessert, la manutention des marchandises dans les installations portuaires et les activités de distribution dans l’arrière-pays peuvent avoir des impacts négatifs sur l’environnement. La présente étude passe en revue un certain nombre d’impacts environnementaux des ports, et elle examine les impacts environnementaux et économiques de divers instruments d’action qui sont ou peuvent être utilisés pour remédier à ces impacts. Elle s’appuie essentiellement sur les résultats d’études de cas consacrées à cinq des plus grands ports de la zone OCDE, – à savoir ceux de Los Angeles et Long Beach aux États-Unis, Rotterdam aux Pays-Bas, Vancouver au Canada et Busan en Corée. On trouvera dans cette étude des exemples de problèmes environnementaux liés aux activités portuaires (tels que pollution atmosphérique et émissions de gaz à effet de serre, pollution des eaux, bruit, prolifération d’espèces envahissantes, etc.) et la présentation d’un certain nombre d’instruments d’action différents pouvant être utilisés pour limiter les impacts négatifs. Chacun comprend un énoncé du principe et un ensemble de lignes directrices d’application. Les lignes directrices correspondant au principe fondamental consacré au contrôle, intègrent les Principes de l’Organisation Internationale des Autorités de Contrôle des Pensions relatifs au contrôle des pensions privées. Ils font l’objet d’une attention particulière dans le contexte de l’action des gouvernements face à la crise financière et économique. Comment les gouvernements peuvent-ils tirer parti de l’expertise des anciens employés du secteur privé, tout en sauvegardant l’intégrité de leurs décisions d’action publique et en offrant des conditions d’emploi qui permettent d’attirer des candidats expérimentés vers la fonction publique ? Comment les gouvernements peuvent-ils laisser des fonctionnaires se tourner vers le secteur privé sans risquer que des informations privilégiées ne soient mal utilisées ? Comment assurer des conditions uniformes aux entreprises et éviter que des concurrents ne bénéficient d’avantages injustes ? L’enquête effectuée par l’OCDE dans ses 30 pays membres montre que la grande majorité d’entre eux s’est dotée de règles élémentaires pour empêcher les conflits d’intérêts dans l’emploi d’après‑mandat. En revanche, seuls quelques-uns ont adapté leurs règles en fonction des domaines et des fonctions à risque, comme celles des responsables de la réglementation ou des marchés publics. L’application de ces règles et de sanctions adéquates reste un défi pour de nombreux pays. La recherche de principes et de cadres de bonnes pratiques montre que l’efficacité des politiques et pratiques face au phénomène d’aller-retour dépend des éléments suivants : premièrement, la connaissance et la réévaluation permanente des risques ; deuxièmement, une communication efficace entre toutes les parties, y compris les secteurs privé et à but non lucratif ; troisièmement, des procédures transparentes d’approbation et d’appel ; et quatrièmement, la mise en place de sanctions opportunes, cohérentes et équitables pour assurer le respect des règles. Ces principes servent de référence aux responsables politiques et aux gestionnaires pour examiner et moderniser les politiques d’emploi d’après-mandat.     Abstract: La Coopération italienne est confrontée à des problèmes majeurs. Premièrement, une réforme du système de coopération pour le développement s’impose de toute urgence, mais il n’existe pas de consensus au sein de la classe politique sur la manière de procéder. Deuxièmement, l’Italie ne parviendra pas à concrétiser l’engagement qu’elle a pris au plan international de porter son aide publique au développement (APD) à 0.51% de son revenu national brut (RNB) d’ici 2010 et elle a peu de chances d’atteindre le pourcentage de 0.7% d’ici 2015. En 2008, le rapport APD/RNB de l’Italie était de 0.22%. Malgré les problèmes qui subsistent, le CAD constate que des améliorations ont été apportées à la gestion de l’aide italienne depuis 2008. Il se félicite de l’intention qu’a l’Italie d’axer ses efforts sur 35 pays prioritaires, des pouvoirs élargis dont disposent à présent les ambassades et les bureaux techniques en ce qui concerne la participation à la formulation des programmes et leur mise en oeuvre, et l’acheminement de l’aide, ainsi que de l’orientation stratégique définie à haut niveau par le Comité de direction pour la coopération pour le développement. L’Italie doit encore se doter d’une stratégie de coopération pour le développement à laquelle adhèrent toutes les parties prenantes et veiller à ce que l’ensemble des ministères et autorités régionales et locales compétents oeuvrent à la réalisation d’objectifs communs : mise en place de systèmes destinés à promouvoir la cohérence entre la politique de coopération pour le développement et les autres politiques ; réforme de la gestion des ressources humaines pour le noyau de spécialistes du développement ; et suivi et évaluation indépendante réguliers. De plus, la faiblesse du débat politique sur la Coopération italienne et le manque de sensibilisation de l’opinion publique à son action montrent que les autorités italiennes doivent collaborer de toute urgence avec la société civile pour rallier l’adhésion des citoyens à la cause du développement et amener le public à exercer des pressions à l’appui de la réforme de la Coopération italienne.

    Abstract: Les pays en développement diffèrent grandement dans leur potentiel de développement et les défis auxquels ils font face. Dans un sens, toutefois, de nombreux ont un problème commun : trop peu d’aide des bailleurs de fonds de trop. Ce rapport retrace jusqu’à 3 700 relations d’aide entre tous les 151 pays bénéficiaire de l’aide et les 46 principaux bailleurs de fonds, couvrant tous les membres du Comité d’aide au développement (CAD) et les plus grandes agences multilatérales. Cette réalité complexe est souvent désigné comme la fragmentation de l’aide. Ce rapport 2009 examine la notion de fragmentation de l’aide entre les pays, et ce qui s’est passé depuis l’adoption de la Déclaration de Paris. Il propose également des mesures de la concentration et la fragmentation, et des options pour réduire la fragmentation excessive. Lorsqu’une relation d’aide entre donneur et partenaire n’est pas considérée comme significative du point de vue du donneur ou du bénéficiaire, se présente alors une opportunité pour une certaine rationalisation. Ce rapport montre qu’une diminution de 23% du nombre de relations est possible en réorganisant seulement 4% de l’aide. Cette réorganisation, à son tour, entraînerait une augmentation du volume de la relation d’aide moyenne entre donneurs et partenaires de 30%.
