    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

    Abstract: During COVID-19 lockdowns it became visible that migrants are often important in sectors that are crucial for the functioning of everyday life. Informed by this experience, this note provides an assessment of the role of foreign-born workers in essential services (referred to as migrant key workers) at regional level for 31 European countries. It examines the share of migrant key workers in regional labour markets, their importance in jobs with different skill requirements, and differences between EU and non-EU migrants. Migrants play a crucial role in health care, where 23% of doctors and 14% of nurses are foreign-born. In cities such as London or Brussels, around half of all doctors and nurses are migrants. Overall, capital regions have the highest share of migrant key workers (20%). Similarly, cities rely more on migrant key workers than other areas, especially in low-skilled occupations where migrants make up 25% of workers.

This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. This book is intended to help policy-makers to understand concepts of quality and to support them to evaluate single strategies and combinations of strategies. Quality of care is a political priority and an important contributor to population health.     Abstract: Migration flows are profoundly changing the composition of classrooms. Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Abstract: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: Land links between Europe and Asia can offer a viable alternative to sea transport.     Abstract: Les liaisons terrestres entre l’Europe et l’Asie peuvent constituer dans un certain nombre de cas une alternative valable à la voie maritime. Cependant la mise en place de liaisons terrestres efficaces entre l’Europe et l’Asie nécessite des décisions politiques appropriées. Celles-ci portent notamment sur la mise à disposition d’infrastructures de transport adéquates et la levée des obstacles réglementaires ou institutionnels qui empêchent le développement de services efficients de transport. Cette publication contient le document approuvé par les Ministres ainsi qu’un rapport qui a servi de support au débat ministériel de Moscou et qui fait le point sur l’évolution des échanges Europe-Asie et leurs conséquences sur les transports. Dans cette publication sont également reproduits le texte du plan d’action approuvé par ces mêmes Ministres afin de faciliter le transport intermodal entre l’Europe et l’Asie ainsi que les conclusions d’un séminaire organisé précédemment à Kiev sur « L’intermodalité Europe-Asie : pertinence et potentiels».

    Abstract: Land links between Europe and Asia can offer a viable alternative to sea transport. They substantially improve the accessibility of the countries they pass through and can absorb a substantial portion of the growth in intercontinental traffic, particularly container traffic, that has been forecast. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Au cours des dernières années, le transport intercontinental a connu une véritable révolution : l’expansion considérable de la conteneurisation, le développement des mégatransporteurs, des navires porte-conteneurs toujours plus gros et la massification des flux en sont autant de signes tangibles. Ces changements se sont traduits par un abaissement considérable des coûts du transport maritime qui a rendu les pays lointains beaucoup plus accessibles. Le transport terrestre est donc souvent devenu le maillon le plus onéreux de la chaîne de transport en trafic international, d'où la pression croissante des armateurs pour contrôler ce secteur d'activité. Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation.     Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

Internalisation aims to create incentives to reduce these external costs by factoring them into markets. This report summarises the theoretical and practical dimensions to internalisation; reviews recent estimates of external costs; explores the mix of policies that might be used to promote internalisation successfully; and estimates the size of incentives required in monetary terms.
