    Abstract: Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination. The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project). These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.

    Abstract: This publication presents an internationally agreed set of guidelines for producing more comparable statistics on the quality of the working environment, a concept that encompasses all the non-pecuniary aspects of one's job, and is one of the three dimensions of the OECD Job Quality framework. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

    Abstract: Job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over their lifetime. Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less and have fewer benefits than in their prior jobs. Helping them get back into good jobs quickly should be a key goal of labour market policy. This report is part of a series of reports looking at how this challenge is being tackled in a number of OECD countries. It shows that in New Zealand most displaced workers find a new job again, largely due to a strong economy and a highly flexible labour market. But many of them face large losses in terms of job quality and especially wages. And displaced workers facing difficulties in New Zealand are largely left on their own to find a new job, as the means-tested public benefit system only provides for people in need and employment services concentrate on helping people off benefit with limited focus on those not receiving a benefit.     Abstract: BEPS Action 5 is one of the four BEPS minimum standards that all Inclusive Framework members have committed to implement. One part of the Action 5 minimum standard relates to preferential tax regimes where a peer review is undertaken to identify features of such regimes that can facilitate base erosion and profit shifting, and therefore have the potential to unfairly impact the tax base of other jurisdictions. This progress report is an update to the 2015 BEPS Action 5 report and contains the results of the review of all Inclusive Framework members' preferential tax regimes that have been identified. The results are reported as at October 2017.     Abstract: The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

This study looks at the issue of the complex routes of trade in counterfeit pirated goods. Using a set of statistical filters, it identifies key producing economies and key transit points. The analysis is done for ten main sectors for which counterfeiting is the key threat. The results will facilitate tailoring policy responses to strengthen governance frameworks to tackle this risk, depending on the profile of a given economy that is known as a source of counterfeit goods in international trade.

This report identifies several areas where new policy approaches could help achieve these objectives. Framework conditions for small business could be improved in business taxation, public procurement, access to financing and the commercialisation of research. New and extended programmes could be introduced in domains including entrepreneurship education, management advice and consultancy, and workforce skills development. A major effort is recommended to prioritise women's entrepreneurship, including by supporting social enterprises, and federal support could be offered to support the exchange of information on best practice SME regulations and programmes among provinces and territories. All this could be brought together and co-ordinated through the umbrella of a national strategy and a lead agency for SME and entrepreneurship policy.

This Guidance, therefore, provides a clear and practical introduction to the challenges faced in working in situations of forced displacement, and provides guidance to donor staff seeking to mainstream responses to forced displacement into development planning and co-operation. While recognising that donor policies and responses are constantly evolving, this guidance proposes that donors responding to these situations prioritise three broad areas of work, where they can best contribute to existing capacities at the national, regional and global levels. It also identifies twelve actions, grouped under four key principles, outlining what donors can do to reinforce the capacities of key actors to respond to refugees and Internally Displaced Persons at the national, regional and global levels, and to advance comprehensive solutions.

The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Abstract: Equitable educational opportunities can help to promote long-lasting, inclusive economic growth and social cohesion. Successful education and skills policies can empower individuals to reach their full potential and enjoy the fruits of their labour, regardless of their circumstances at birth. However, as this report shows, far too many children, students and adults from socio-economically disadvantaged backgrounds fall behind. In many countries, substantial learning gaps exist between students at opposite ends of the socio-economic scale, and these differences tend to increase in the transition into adulthood. All countries have ample room for improvement to ensure better learning outcomes for all. Early childhood education has been identified as an important element in future success, and requires investment, as do family and community-based support and programmes for children from families that have not attained a high level of education and skills. In the schools, targeted support is necessary for low performers from disadvantaged backgrounds and for poorly performing schools. As for the adult population, learning should be focused on improving employability, through a combination of education and practical job training. Barriers to participation in learning need to be removed, and delivery methods need to be more innovative and flexible. Targeted support is needed for the most vulnerable members of society.

It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy – unless productivity growth is strengthened.

The OECD Programme for International Student Assessment (PISA) seeks to answer that question through the most comprehensive and rigorous international assessment of student knowledge and skills. The PISA 2015 Assessment and Analytical Framework presents the conceptual foundations of the sixth cycle of the triennial assessment. This revised edition includes the framework for collaborative problem solving, which was evaluated for the first time, in an optional assessment, in PISA 2015. As in previous cycles, the 2015 assessment covers science, reading and mathematics, with the major focus in this cycle on scientific literacy. Financial literacy is an optional assessment, as it was in 2012. A questionnaire about students’ background is distributed to all participating students. Students may also choose to complete additional questionnaires: one about their future studies/career, a second about their familiarity with information and communication technologies. School principals complete a questionnaire about the learning environment in their schools, and parents of students who sit the PISA test can choose to complete a questionnaire about the home environment. Seventy-one countries and economies, including all 35 OECD countries, participated in the PISA 2015 assessment.

    Abstract: The Eurostat-OECD compilation guide on inventories represents the first comprehensive overview of conceptual and practical issues related to the compilation of the balance-sheet item ‘inventories’ in the national accounts. The estimation of inventories and changes in inventories in national accounts is often very difficult. Therefore it is the aim of this compilation guide to provide conceptual and practical guidance to statisticians on the estimation and valuation of inventories in mutual coherence with the transaction changes in inventories, and by doing so, to increase international comparability for these items. The guide clarifies theoretical concepts and possible data sources. It elaborates several estimation methods for both the asset inventories and the transaction changes in inventories, including their breakdowns into products, industries and institutional sectors. The compilation guide also addresses several special estimation cases and provides the results of a questionnaire — completed by 34 countries — on country practices regarding the estimation of inventories. The Eurostat-OECD compilation guide on inventories was prepared by the Task Force on Land and other non-financial assets under the joint leadership of Eurostat and the OECD. Representatives from various European Union (EU) and non-EU OECD countries were represented as well as the European Central Bank.

Osiągnięcie celów zrównoważonego rozwoju będzie jednak długim procesem z wieloma przeszkodami, podczas którego Polska będzie musiała regularnie dostosowywać swoje strategie, plany działania i środki polityki oraz aktualizować zobowiązania wszystkich interesariuszy. Wymiana doświadczeń z innymi państwami, służąca ustaleniu sprawdzających się i niesprawdzających się rozwiązań, może pomóc Polsce w pomyślnej realizacji tego procesu.

    Abstract: This report describes the construction of the database of skill needs indicators, i.e. the OECD Skills for Jobs Database, and presents initial results and analysis. It identifies the existing knowledge gaps concerning skills imbalances, providing the rationale for the development of the new skill needs and mismatch indicators. Moreover, it explains the methodology used to measure skills shortage, surplus and mismatch, and provides key results and insights from the data.

    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. New PISA 2015 analyses help highlight the relationship between the number of years of ECEC and academic performance at age 15, and the effects of ECEC attendance on health and well-being, and mothers’ employability.

Le deuxième volume proposera des recommandations pour lever les contraintes majeures identifiées et le troisième analysera les modalités de leur mise en oeuvre.
