    Abstract: Diese Dissertation befasst sich mit den türkischen Kolonialtechniken der Gouvernementalität in und über Nordkurdistan. Unter dem Deckmantel der Staatssicherheit sind die kurdischen Gebiete des Landes seit Jahrzehnten einer ausgeweiteten Notstandsregelung ausgesetzt. Anhand von Praktiken wie dem Bau von Wasserkraftwerken (HPP), systematischen und staatlich geförderten Waldbränden und dem Bau von militärischen Hochsicherheitshauptquartieren/Kontrollpunkten (Kalekol) zeige ich auf, wie spezifischen Beispiele der Kolonialität in Nordkurdistan auf komplexe Weise institutionellen Rassismus, Bevölkerungskontrolle und ökologische Zerstörung miteinander verbinden. Daher konzentriert sich diese Studie hauptsächlich auf den räumlichen Kolonisierungsprozess in der kurdischen Geografie.
    Abstract: This dissertation concerns Turkish colonial techniques of governmentality in and over northern Kurdistan. Under the banner of state security, Kurdish areas in the country have been subjected to extended emergency rule for decades. Drawing on practices such as the construction of hydroelectric dams (HPP), systematic state sponsored wildfires and the building of high security military checkpoints (Kalekol), I show how the specific examples of coloniality in northern Kurdistan harness in intricate ways institutional racism, population control and ecological destruction. Therefore, this study mainly focuses on the spatial colonization process of Kurdish geography.

    Abstract: In ethnographic research and analysis, reflexivity is vital to achieving constant coordination between field and concept work. However, it has been conceptualized predominantly as an ethnographer’s individual mental capacity. In this article, we draw on ten years of experience in conducting research together with partners from social psychiatry and mental health care across different research projects. We unfold three modes of achieving reflexivity co-laboratively: contrasting and discussing disciplinary concepts in interdisciplinary working groups and feedback workshops; joint data interpretation and writing; and participating in political agenda setting. Engaging these modes reveals reflexivity as a distributed process able to strengthen the ethnographer’s interpretative authority, and also able to constantly push the conceptual boundaries of the participating disciplines and professions.

    Abstract: This issue explores multiple worlds and the multifarious being and becoming of and in worlds, revealing ecological moments of engagement with the environment to scrutinize power dimensions, structural inequalities, and inter­pretational sovereignty over knowledge production and the constitution and forming of worlds. The issue brings together ethnographic contributions from anthropology and STS that critically elaborate on a concept of the environment as deeply entangled with multiple ways of being within plural temporalities in multiple localities. In doing so, the contributions urge us to pay attention to a relational otherwise that pivots in transversal (research-)fields to hint at ways to rebel against ontonorms and to intervene politically in predominant human-environment relationships.
    Abstract: Diese Ausgabe untersucht multiple Welten und das vielfältige Sein und Werden von und in Welten. Die ethnographischen Studien aus dem Bereich der ontologischen Wende(n) enthüllen ökologische Momente der Auseinandersetzung mit der Umwelt und erforschen dabei Dimensionen von Macht, Ungleichheitsstrukturen und Deutungshoheit über Wissensproduktion sowie über die Konstitution und Formierung von Welten. Die Ausgabe versammelt Beiträge aus Anthropologie und STS, die auf kritische Weise ein Konzept von Umwelt als tief verwoben und verstrickt mit multiplen Seinsweisen im Rahmen pluraler Zeitlichkeiten in vielfältigen Lokalitäten herausarbeiten. Dabei fordern die Beiträge auf ein relationales Anderssein zu achten, das sich in transversalen (Forschungs-)Feldern kristallisiert und Hinweise darauf gibt, wie ein Auflehnen gegen Ontonormen aussehen kann und wie sich in dominanten Mensch-Umwelt-Beziehungen intervenieren lässt.

    Abstract: Ethnografische Forschung ist reflexiv, sowohl mit Blick auf die eigene Forschungspraxis als auch auf die eigene Person in einem gesellschaftlichen Kontext. Wie genau sie dies ist, wird selten diskutiert. Implizit wird diese Reflexivität häufig als eine individuelle geistige Haltung und Fähigkeit zur Kritik verstanden. Spätestens seit das ebenfalls umfänglich reflexive Forschungssubjekt in der Europäischen Ethnologie zum Regelfall geworden ist, bedarf es einer Überprüfung dieses Reflexivitätsverständnisses. Ich schlage hier vor, Reflexivität als gefügte Praxis zu verstehen und sie damit für empirische Forschung verfügbar zu machen. Reflexivität als gefügte Praxis dezentriert, erstens, Reflexivität als geistigen Prozess und etabliert stattdessen Reflektieren als konkrete materiell-semiotische Praktik. Zweitens dezentriert diese Perspektive das individuelle epistemische Subjekt zugunsten von Reflektieren als einer ko-laborativen Praxis. Drittens plädiert dieser Ansatz für ergebnisoffenes Reflektieren als Selbstzweck statt es gleichsam in den Dienst einer spezifischen Form der Kritik zu stellen.
    Abstract: Ethnographic research is reflexive, both with regard to one's own research practice and to one's own person in a societal context. How exactly this is the case is rarely discussed. Implicitly, this reflexivity is often understood as an individual's mental attitude and critical capacity. Ever since the fully reflexive research subject has become the norm in European Ethnology, this understanding of reflexivity needs updating. I propose here to understand reflexivity as a assembled practice and thus make it available for empirical research. Reflexivity as a assembled practice decentres, firstly, reflexivity as a mental process and instead establishes reflection as a concrete material-semiotic practice. Secondly, this perspective decentres the individual epistemic subject in favour of reflection as a co-laborative practice. Third, this approach advocates open-ended reflection as an end in itself rather than placing it at the service of a specific form of critique.

Dieser Band schlägt vor, diese Fragen nach forschender Zusammenarbeit anhand des Spektrums "Kooperieren – Kollaborieren – Kuratieren" forschungspraktisch auszuloten. Die Autor*innen geben Einblicke in unterschiedliche Forschungsfelder und -erfordernisse der kulturanthropologischen Geschlechterforschung, Medizinanthropologie, Museums- und Wirtschaftsethnologie sowie der Anthropologie des Politischen und diskutieren, welche Formen von Intervention und Kritik sie ermöglichen.
    Abstract: With whom, when, how and what for do researchers work together ethnographically? This issue proposes to follow these questions along the spectrum "cooperating - collaborating - curating" through concrete research projects. The authors provide insights in different fields and their specific requirements in cultural-anthropological gender studies, medical anthropology, museum and economic anthropology and an anthropology of the political and discuss, which modes of intervention and critique they enable.

    Abstract: This paper is concerned with emergent more-than-human eating practices and how they might challenge received understandings of bio- and geopolitics.After a brief review of the anthropology of food and eating and how its concerns may have to be expanded in the Anthropocene, we briefly analyse three empirical cases of anticipatory more-than-human eating practices: a set of artistic anticipations of future eating; microbiome research and related biohacking practices; and research on future food security in the context of planetary boundaries. We discuss how all three cases make the boundaries between body|mind|environment porous. The ‘I’ of the embodied human subject emerges as multiple – colonised and accompanied by a panoply of microorganisms. How might such a collective be subject to governance and ‘self’-technologies? We close by pleading for an experimental para-sitic anthropology that critically addresses emergent forms of bio/geopolitics in the Anthropocene.
    Abstract: In diesem Artikel befassen wir uns mit more-than-human Praktiken des Essens und inwiefern diese unser gegenwärtiges Verständnis von Bio- und Geopolitik in Frage stellen. Wir beginnen mit einem komprimierten Überblick über anthropologische Perspektiven auf Essen und Ernährung und diskutieren mögliche notwendige Erweiterungen der Anliegen dieser in der gegenwärtigen Epoche des Anthropozän. Im Anschluss stellen wir unsere Analyse drei empirischer Fallstudien von antizipativen more-than-human Praktiken des Essens dar: ein Set von künstlerischen Antizipationen von Essen der Zukunft; Mikrobiom-Forschung und damit verknüpfte Praktiken des Biohacking; und zuletzt einen Forschungskomplex zur deutschen Ernährungssicherheit im Kontext von planetarischen Belastungsgrenzen. Die Art und Weise, wie die Grenzen von Körper|Geist|Umwelt in diesen drei Fällen porös gemacht werden, steht im Fokus unserer Analyse. Das Ich des verkörperten menschlichen Subjekts, so wird deutlich, tritt als multipel hervor – kolonisiert und begleitet von einer Vielfalt von Mikroorganismen. Wie könnte ein solches Kollektiv zum Subjekt von Governance und von Technologien des Selbst werden? Wir schließen mit einem Plädoyer für eine experimentelle para-sitische Anthropologie, die eine kritische Auseinandersetzung mit entstehenden Formen von Bio- und Geopolitik im Anthropozän ermöglicht.

    Abstract: Confronted with advancing resource frontiers, local communities increasingly rely on conflict to re-establish order in the face of problematic interdependences brought about by mining transactions. This article captures the interactions at national level that engender these interdependences in the first place. We explore how national actor groups influence emerging regularities of behaviour in mining through the example of gold mining in Kyrgyzstan – a fragile resource-dependent country divided by mining conflicts. For the analysis of these emerging patterns of behaviour, we focus on shared beliefs and norms that in interaction with perceived dimensions of transactions provide motivation to act. The identified regularities of behaviour help differentiate the otherwise crude dichotomy of conflict and cooperation, pointing to shades of conflicts. Mining conflicts in Kyrgyzstan are driven by profound structural factors that are rooted in weak governance, lack of institutional trust and limited cooperation across national actor groups. Risks and costs are distributed to outgroups, threatening the local social-ecological systems and further fragmenting Kyrgyz society. If extraction continues in the current mode of governance, resource-based grievances are likely to persist in Kyrgyzstan, as mining will increasingly encroach on local ecosystems, livelihoods and cultural commons – unless the national perceptions and shared beliefs change.

    Abstract: Studies of rainwater harvesting regularly highlight the rich diversity of technologies used for rainwater harvesting in cities, but rarely devote attention to the equally diverse logics driving rainwater harvesting projects (RWHPs). To rectify this omission this paper presents research from a city – Berlin – which has a long pedigree of rainwater harvesting that has given rise, over the past 30 years, to an astonishingly varied range of schemes. We analyse and compare three cases encapsulating three distinct project types prevalent in the city: public, grassroots and commercial. The paper demonstrates the nature of diversity between the three and illustrates how diverse logics of rainwater harvesting co-exist within one city. More fundamentally, it unpacks these logics using concepts of sociotechnical imaginaries, urban infrastructures in transition and institutional obduracy and change. It is demonstrated, thereby, how each project reflects a particular imaginary of why urban rainwater should be harvested, how and for whom, and how these imaginaries have emerged out of particular institutional and infrastructural contexts in the course of Berlin’s post-reunification development. The paper concludes with reflections on the implications of this conceptually grounded, cross-case comparison for environmental research and policy.

More significantly, it shows how each scheme reflects a particular imaginary of why urban rainwater should be harvested, how and for whom, and how these imaginaries have emerged out of particular institutional and infrastructural contexts in the course of Berlin’s post-reunification development. These empirical findings are interpreted using STS concepts relating to sociotechnical imaginaries, urban infrastructures in transition and institutional obduracy and change.

    Abstract: Diese Arbeit basiert auf einer explorierenden ethnografischen Forschung bei einer interdisziplinären Forschungsgruppe, die mathematische Modelle und Computersimulationen komplexer sozio-ökologischer Transformationen entwickelt. Die detaillierte empirische Beschreibung von Wissenspraxen in der Modellierung trägt zu ihrem grundlegenden Verständnis seitens der Sozialanthropologie und Wissenschaft- und Technikforschung bei. Dabei werden Konzepte wie Bifurkation, Irreversibiltätsgrade und Alignment (Ausrichtung) operationalisiert. Theoretisch Diskussionen betreffen die Kollektivität wissenschaftlicher Praxis, die Epistemologie von Computersimulationen, Materialität in Experimenten, Laborstudien und Ontologie. Modellkonstruktion und –läufe können als Prozess beschrieben werden, in dem Modellformate durch materiell-semiotische Praxen – vereinfachen, experimentieren, und visualisieren – iterativ und kontinuierlich aufeinander ausgerichtet werden. Die verschiedenen Praxen sind dabei mit bestimmten Formaten jeweils besonders verbunden. Das Konzept des Formats verdeutlicht dabei die verschiedenen Arten und Weisen in denen ein Modell in alltäglichen Praxen hervorgebracht wird: als Gleichungen und Computercode, als Visualisierung, Plot, Text, oder mentales Modell. Dabei trägt jedes Format etwas Eigenes zu dem Modell bei, in einer Art des produktiven nicht-ausgerichtet Seins. Schließlich werden den Modellen zugrunde liegende epistemologische und ontologische Annahmen über „das Soziale“, „das Natürliche“ und „das Hybride“ als separaten Sphären problematisiert – ein nötiger Schritt, um die drängenden hybriden, sozio-ökologischen Prozessen des Anthropozäns zu verstehen. Mit Bezug auf eine „Bayessche Anthropologie“ (Kockelman) wird versuchsweise eine alternative Rahmung dieser ontologischen Annahmen und der aus ihnen folgenden Probleme des Schlussfolgerns vorgeschlagen.
    Abstract: This thesis builds on exploratory ethnographic research with an interdisciplinary research group that constructed mathematical models and computer simulations of complex socio-ecological transformations. In giving a detailed and empirically grounded account of modelling practices in a specific setting this work develops a basic understanding of modelling practices from the perspective of social anthropology and Science and Technology Studies. It operationalizes several concepts such as bifurcation, degree of irreversibility and alignment. Theoretical discussions concern collectivity in scientific practice, epistemology of computer simulations, materiality in experiments, laboratory studies and ontology. Building and running models can be described as a process of iteratively and continuously aligning model formats through material-semiotic practices of simplification, experimentation and visualization. These practices are each related to some model formats more than to others. The notion of “format” captures the different ways in which “the model” appears in everyday practices: as equations and code, but also as visualizations, plots of model output, descriptive text in a paper and as mental models. In a productive misalignment, each format contributes something particular to the model. Finally, this work problematizes underlying epistemological and ontological assumptions about “the social”, “the natural” and “the hybrid” as separate spheres, which is necessary in order to come to terms with hybrid, socio-ecological processes as they become more and more pressing in the Anthropocene. With reference to “Bayesian Anthropology” (Kockelman) it tentatively suggests an alternative framing of these ontological assumptions and the resulting problems of inference.

    Abstract: Hope is much discussed as a future-oriented affect emerging from uncertain living conditions. While this conceptualisation illuminates the role that hope plays in shaping life trajectories, hope itself remains largely unaddressed. In this paper, we approach hope ethnographically as practice through the lens of material-semiotics. We draw on fieldwork in Ouagadougou, Burkina Faso, where hoping turns out to be co-constitutive of peri-urban life and landscape. We challenge person-centred understandings of hope in order to bring materiality back in two ways: first, hoping in its various modes and forms is always situated in particular settings, thus, its enactment has to be reflected; and second, hoping “takes place”, co-constitutive of the transformation of urban life. Additionally, we consider the temporality of hoping and highlight how hoping persists through urban space. We conclude that a more profound and thoroughly materialised understanding of hoping’s generative and stabilising potential may strengthen the role of anthropology in current research on socio-ecological transformations.

    Abstract: We outline four perspectives on the body that have emerged from ethnographic research on (bio)medicine. We describe these with particular attention to the way they relate ‘nature’ and ‘culture.’ All four approaches engage the human body through ‘culture’ as meaning or practice. The material body is either implicitly treated as universal or particularized through discourse, experience or practice. Trying to stake out a middle ground between material universality and cultural particularity, we discuss the potential within these approaches for an anthropological engagement with the evolution of human bodies over time. In concluding, we use the case of the entanglement of mental illness and urban environments to underscore four modes of engaging the situated body-in-action through long-term, co-laborative ethnographic research.

    Abstract: Much social science literature on water reuse focuses on problems of acceptance and economic problems, while the spatial and political dimensions remain under-researched. This paper addresses this deficit by reformulating the issue in terms of sociospatial politics of water reuse. It does this by drawing on the work of Mollinga (2008) and the Territory Place Scale Network (TPSN) framework (Jessop et al., 2008) to develop an analytical approach to the sociospatial politics of water in general, and water reuse in particular. The paper argues that Mollinga’s understanding of water politics as contested technical/physical, organisational/ managerial and regulatory/socioeconomic planes of human interventions can be deepened through further reflection on their implications for the four sociospatial dimensions of the TPSN framework. Such a comprehensive, multidimensional approach re-imagines the politics of water reuse, providing researchers with a heuristic device to trace the interventions through which water reuse plans disrupt existing arrangements, and avoid a concern for individual preferences and simplified notions of barriers and enablers. The potential of the analytical framework is explored using an empirical illustration of water reuse politics in the Berlin-Brandenburg region in Germany.

    Abstract: Recent developments in molecular biology and the neurosciences on body–environment interaction and interdependence have led the natural sciences to prominently challenge the social sciences to refurbish some of the central elements of their theoretical apparatus and enter into joined empirical research. In the neurosciences, and departing from older perspectives, perception, cognition and knowledge are increasingly seen as integral elements of action, dynamically situating/embedding ‘cognitive agents’ in their socio-cultural-natural environments. Likewise, recent research in epigenetics suggests that bodily practices, shaped by their social and material environments within which they are performed, imprint a body that becomes highly susceptible to both past ‘experiences’ of and to present changes in its social and material environment. In this chapter, we critically review the research (practices) that prompted this challenge and discuss how it affects, but does not consider, social theories of interaction, habituation and inheritance. In a second step, we develop a social and practice theory on the basis of a co-laborative research agenda of ‘embodied practice’ that stresses the somatic context, performativity, historicity and dynamic situativity of embedded bodies. Finally, we discuss the theoretical and methodological implications of such an endeavour.

    Abstract: Infrastructures are key interfaces of urban resource use, connecting production to consumption, cities to their hinterland and energy to water and land use. They have, however, received scant attention in debates on nexus thinking in general, and the urban nexus in particular. Drawing on an emergent critical literature on the nexus in urban studies and science and technology studies, this article examines practices of (attempted) inter-sectoral infrastructure integration at the interface of urban wastewater treatment and regional energy provision in Germany. It analyses the nexus approaches and experiences of eight German cities / city-regions as so-called ‘flexibility providers’ in regional energy markets for electricity, gas and heating. It demonstrates how the practices of wastewater utilities operating in energy markets involve far more than technical adaptation, requiring in addition a major reordering of existing material, spatial and institutional configurations to both wastewater and energy systems. This is proving a deeply political process with important implications for our understanding of socio-technical transitions at the water-energy nexus.

    Abstract: Issues of connectivity between different infrastructure sectors have received surprisingly little attention in recent research. Despite huge interest in issues of sectoral integration surrounding the water–energy nexus, researchers have rarely considered what this might mean for the coupling of infrastructure systems for water/wastewater and energy services. Consequently, the implications of greater connectivity for the governance and socio-spatial constitution of infrastructures are largely unexplored. This paper addresses this research gap with a case study of an attempt to use treated wastewater to produce biomass for energy on degraded land in the Berlin-Brandenburg region of Germany. It takes water reuse for energy crop production as an exemplar of work at the water–energy nexus in order to explore the institutional, spatial and physical dimensions involved in connecting two infrastructure systems to this end. It argues that cross-sectoral integration reaches far beyond issues of technological compatibility, revealing often hidden but crucial differences in the institutional and spatial configuration of energy and wastewater systems. On the basis of a comparative analysis of the institutional arrangements of the region’s wastewater and energy systems together with an empirical study of initiatives to use treated wastewater to grow energy crops the paper draws conclusions, firstly, on the potential and limitations of this particular exemplar and, secondly, on the broader implications of the case for understanding institutional challenges of cross-sectoral connectivity on the one hand and prospects for reconfiguring infrastructural relations between cities and rural areas on the other.

    Abstract: This article takes an historical perspective on current attempts to ‘open up’ established, centralized systems of urban infrastructure to alternative technologies designed to minimize resource use and environmental pollution. The process of introducing alternative technologies into, or alongside, centralized urban infrastructures is not a novel phenomenon, as is often assumed. The physical and institutional entrenchment of large technical systems for urban energy, water or sanitation services in industrialized countries in the late 19th and early 20th centuries did not close the door completely on alternatives. I investigate a number of alternative technologies used in Berlin in the interwar period (1920–1939), in order to reveal the rationales developed around each technology and the ways in which each emerged, disappeared and re-emerged or survived across highly diverse political regimes. The selection of cases is guided by the desire to illustrate three different phenomena of alternative technology diffusion (and exclusion) experienced in Berlin: (1) technologies promoted by early pioneers and discarded by their successors (waste-to-energy), (2) technologies modifying traditional practices that were at odds with modernized systems (wastewater reuse for agriculture) and (3) technologies co-existing alongside the dominant centralized system throughout the 20th century (cogeneration). The empirical findings are interpreted with reference to their contribution to scholarship on urban socio-technical transitions.

    Abstract: This paper introduces the notion of ‘phenomenography’. Phenomenography is an ethnographic research practice that attempts to combine practice-theoretical approaches (praxiography) to investigations of human-environment-technology relations with phenomenological perspectives on knowing and experiencing these relations. It is rooted within relational anthropology (Beck, 2008). The paper introduces a set of basic premises guiding phenomenography before relating four short empirical sequences, the analyses of which suggest specific analytical sensitivities: mind, brain and body in social interaction; knowledge and experience in psychiatric treatment; reproductive technologies in shaping sociality and kinship; (digital) infrastructures’ impact on ways of being-in-the-world. The paper concludes by defining phenomenography as a co-laborative research practice that aims to curate concepts jointly with research partners and that aims to provide a new form of reflexivity within anthropology.

    Abstract: Building on the works of sociologists of health and illness that have highlighted the effects of visible difference and stigmatisation since Goffman, this article examines the ambivalence of visibility experienced by people with cystic fibrosis (CF), a fatal chronic disease and the artful tactics they employ in carving out a habitable space in an ableist world. Dealing with the ambivalence of being at once inherently ill and apparently healthy is a process of giving constant care and attention to one’s body and its presence in public, and if successful, enabling those affected by it to acquire a new – albeit temporary – healthy self with the help of therapy.

    Abstract: Land use change is influenced by a complexity of drivers that transcend spatial, institutional and temporal scales. The analytical framework of telecoupling has recently been proposed in land system science to address this complexity, particularly the increasing importance of distal connections, flows and feedbacks characterising change in land systems. This framework holds important potential for advancing the analysis of land system change. In this article, we review the state of the art of the telecoupling framework in the land system science literature. The article traces the development of the framework from teleconnection to telecoupling and presents two approaches to telecoupling analysis currently proposed in the literature. Subsequently, we discuss a number of analytical challenges related to categorisation of systems, system boundaries, hierarchy and scale. Finally, we propose approaches to address these challenges by looking beyond land system science to theoretical perspectives from economic geography, social metabolism studies, political ecology and cultural anthropology.

    Abstract: This introductory chapter explores the notion of ‘distal drivers’ in land use competition. Research has moved beyond proximate causes of land cover and land use change to focus on the underlying drivers of these dynamics. We discuss the framework of telecoupling within human–environment systems as a first step to come to terms with the increasingly distal nature of driving forces behind land use practices. We then expand the notion of distal as mainly a measure of Euclidian space to include temporal, social, and institutional dimensions. This understanding of distal widens our analytical scope for the analysis of land use competition as a distributed process to consider the role of knowledge and power, technology, and different temporalities within a relational or systemic analysis of practices of land use competition. We conclude by pointing toward the historical and social contingency of land use competition and by acknowledging that this contingency requires a methodological–analytical approach to dynamics that goes beyond linear cause–effect relationships. A critical component of future research will be a better understanding of different types of feedback processes reaching from biophysical feedback loops to feedback produced by individual or institutional reflexivity.

    Abstract: This chapter introduces competition as a heuristic concept to analyse how specific land use practices establish themselves against possible alternatives. We briefly outline the global importance of land use practices as the material and symbolic basis for people’s livelihoods, particularly the provision of food security and well-being. We chart the development over time from research on land cover towards research on drivers of land use practices as part of an integrated land systems science. The increasingly spatially, temporally and functionally distributed nature of these drivers poses multiple challenges to research on land use practices. We propose the notion of ‘competition’ to respond to some of these challenges and to better understand how alternative land use practices are negotiated. We conceive of competition as a relational concept. Competition asks about agents in relation to each other, about the mode or the logic in which these relations are produced and about the material environments, practices and societal institutions through which they are mediated. While this has centrally to do with markets and prices, we deliberately open the concept to embrace more than economic perspectives. As such competition complements a broadening of analytical attention from the ‘who’, ‘what’ and ‘when’ to include prominently the ‘how’ and ‘why’ of particular land use practices and the question to whom this matters and ought to matter. We suggest that competition is an analytically productive concept, because it does not commit the analyst to a particular epistemological stance. It addresses reflexivity and feed-back, emergence and downward causation, history and response rates—concepts that all carry very different conceptual and analytical connotations in different disciplines. We propose to make these differences productive by putting them alongside each other through the notion of competition. Last not least, the heuristic lens of competition affords the combination of empirical and normative aspects, thus addressing land use practices in material, social and ethical terms.

    Abstract: This paper explores new geographies of coproduction emerging in urban energy politics. It analyses processes of remunicipalisation of urban utilities, involving the re-establishment of public ownership with a strong democratic and ecological agenda for governing energy infrastructures, with case studies of the German cities of Berlin and Hamburg. Seeking ways of understanding these developments which transcend conventional binaries such as public vs. private ownership or consumer vs. producer, we interpret them in relation to debates first about coproduction and then about urban commons. This latter concept, we argue, provides deeper analytical purchase on new grassroots energy initiatives and the politics that unfold in remunicipalisation conflicts, offering a new avenue for enriching research on the coproduction of energy.

    Abstract: Whilst cities are widely regarded as playing a pivotal role in energy transitions, recent research is highlighting the enormous variety of urban responses. This differentiated picture of urban energy transitions is helpfully opening up the debate to the multifarious factors shaping urban energy policy. What is in danger of getting lost in these powerfully 'presentist' narratives is a sense of where these urban responses are coming from and how historical legacies of energy production and use are influencing future options. This paper uses a comparative historical analysis of two iconic 'electric cities' - Berlin and Hong Kong - to explore the legacies of past socio-technical configurations for today's attempts to realign urban energy systems. It investigates firstly, how, in response to their respective geo-political isolation prior to reunification in 1990/1997, the two cities strove to maximise local energy autarky for security reasons. The paper, secondly, demonstrates how political and economic reintegration in the 1990s has initiated a realignment of each city's energy policy, as power grids become regionalised and local generation capacity questioned. We conclude by drawing implications from these historical legacies of energy autarky and regionalisation for the cities' responses to the low carbon challenge today.

    Abstract: The concept of infrastructure refers to the embedded, often invisible technical support structures that help to deliver services to a population or organization, most commonly water, energy, and information. Infrastructures mediate human interaction and shape social organization. Anthropology has developed a relational perspective on infrastructures analyzing them as the ongoing interweaving of embodied social and political choices, moral orders, and technical networks. This approach has much to offer for anthropologists, because it is largely based on ethnographic research, shows a deep commitment to materiality as practice and provides a productive way of thinking through the changing relations of center and periphery. It is an area of research with important intersections into the information sciences and urban studies.

    Abstract: The aim of this contribution is twofold: First, it shows methodologically an ethnographic mode of research that we call co-laborative. This mode enables new forms of reflexivity in European Ethnology and makes them analytically productive. Second, we argue on the basis of such a colaborative research with social psychiatry that the dominant analytical dichotomies of the social and cultural sciences – namely normal vs. pathological or care vs. control – only insufficiently describe today’s psychiatric treatment processes. Our ethnographic material shows how ‘normal everyday life’ is choreographed in hospitals for therapeutic purposes, and how this choreographing becomes problematic in post-clinical everyday lives. On the basis of these findings we discuss the extent to which a practice theoretical approach can extend the established critique of subjectification by focusing on the processuality of psychiatric treatment and thus problematizing the multiple embeddedness of the production of everyday life in clinical and urban environments.

    Abstract: This paper reports on a co-laborative laboratory ethnography in a molecular biology laboratory conducting research on environmental epigenetics. It focuses on a single study concerned with the material implications of social differentiation. The analysis briefly raises biopolitical concerns. Its main concern lies with an understanding of the human body as local in its working infrastructure or "inner laboratory", an understanding that emerges from the co-laborative inquiry between biologists and anthropologist. This co-laborative mode of inquiry raises productive tensions within biology as to the universal or local nature of human nature and within anthropology as to the status of human biology within social theory. The paper cannot resolve this tension. Rather it explores it as an epistemic object in the context of interdisciplinarity, ontography and co-laboration. In concluding, it specifies co-laboration as temporary, non-teleological joint epistemic work aimed at producing new kinds of reflexivity.

    Abstract: The aim of this paper is to explore how classic upstream-downstream conflicts of water resources management can be interpreted more broadly in terms of spatial misfits and disparities between the river basin, territorial jurisdictions, degrees of political influence and socio-economic conditions. It applies the analytical concept of spatial fit in order to explore issues of governance in managing water in the Dongjiang River basin, selected by virtue of the huge political and economic asymmetries existing between the upstream Jiangxi Province and the downstream Pearl River delta region. Using the concept of spatial fit, the paper explores the complex environmental, socio-economic and political geographies which frame the interdependencies of water use and management within the river basin. It analyses attempts by stakeholders at different levels and locations in the basin to advance their own water-related interests and the initiatives some are developing to share benefits and costs more equitably across the basin.

    Abstract: This paper uses an empirical analysis of a water conflict in the German state of Brandenburg to explore diverse constructions of vulnerability to water scarcity by local stakeholders. It demonstrates how, in the absence of effective formal institutions, these constructions are getting translated into conflictual resilience strategies practiced by these stakeholders, creating situations in which “your resilience is my vulnerability”. The novel contribution of the paper to resilience research is threefold. Firstly, it illustrates how the vulnerability and resilience of a socio-ecological system—such as small catchment—are socially constructed; that is, how they are not given but rather the product of stakeholders’ perceptions of threats and suitable responses to them. Secondly, the paper emphasizes the role of institutions—both formal and informal—in framing these vulnerability constructions and resilience strategies. Particular attention is paid to the importance of informal ‘rules in use’ emerging in the wake of (formal) ‘institutional voids’ and how they work against collective solutions. Thirdly, by choosing a small-scale, commonplace dispute to study vulnerability and resilience, the paper seeks to redress the imbalance of resilience research (and policy) on dramatic disaster events by revealing the relevance of everyday vulnerabilities, which may be less eye-catching but are far more widespread.

    Abstract: This editorial sets the scene for the special feature by explaining the importance of geography to the commons and its governance, critically appraising the existing literature on this theme, highlighting important contributions from recent research and mapping out a future research agenda. It begins by reflecting on how little explicit attention has been paid to date to the spatial dimensions of the commons. The author critiques on the one hand the literature on the commons for conceiving of spatiality primarily as the local, physical context of commons use and regulation but also, on the other hand, the spatial science literature for generally neglecting the commons, both conceptually and empirically. The paper then pinpoints important exceptions in the fields of human geography and planning studies, assessing how these works contribute to a more thorough and robust understanding of the relationship between spatiality, the commons and their governance. The analysis of these select works making explicit reference to the commons is complemented with a reflection on how broader debates in the spatial sciences can enrich spatial research on the commons. The final section turns to the papers of the special feature, summarizing each of the papers in order and indicating how they each contribute to the themes developed in the editorial.

    Abstract: In this essay, I describe life- and climate-scientifically informed Bio- and Geo-Politics as important drivers of incremental change in urban everyday life. In three steps, I develop a social anthropological research programmatic that allows analysis of such change. Firstly, I identify a new role for knowledge practices in the enactment of techniques of government in times of real experiments. Secondly, I demonstrate that German European Ethnology as well as anthropology internationally harbors a neglected tradition of systematic long-term, methodologically broad research that is worth re-considering. It is really the only way to analytically capture incremental socio-ecological change. In a third and last step, I sketch a research programmatic rooted within a relational understanding of urban everyday life that pleads for an ethnography of infrastructure and of administrative practice. I emphasize the necessary role of epistemic partnerships with other actors in science as well as in urban development. This form of co-laborative anthropology furthers a new understanding of reflexivity and critique as mobility.

    Abstract: Diese Replik fügt dem sympathisch argumentierenden Aufsatz von Alexa Färber drei hoffentlich generative Kritikpunkte hinzu: Erstens erscheint mir überdenkenswert, ob der Assemblage-Begriff dem dynamischeren und bereits etablierten Konzept der careful material-semiotic practice Wesentliches hinzufügt. Zweitens muss meines Erachtens mit dem Assemblage-Denken ein neuer Kritikbegriff einhergehen, der nicht auf Subjekt-Objekt-Dichotomien basiert. Drittens halte ich es für wichtig, mit einem ko-laborativen empirischen Forschungsmodus den Kontakt zu den Natur- und Technikwissenschaften zu halten und nicht ausschließlich auf zunehmend sublime Forschung zu setzen.

    Abstract: Scholars of environmental governance are increasingly intrigued by issues of scale. Efforts to institutionalise river basin management represent a pertinent exemplar, as they aspire to strengthen hydrological vis-à-vis political-administrative scales of governance. The EU Wa-ter Framework Directive (WFD) is one of the most ambitious policy initiatives worldwide to reconfigure water management planning around the hydrological scale of river basins. Whilst it is widely assumed that the WFD is rescaling water governance in Europe, few em-pirical studies have been conducted to ascertain how far this is the case, what scalar strate-gies and practices are emerging and to what effect. The paper addresses these open issues with a study analysing the multi-scalar actions of water authorities, water management or-ganisations, local authorities and interest groups involved in implementing the WFD. It in-vestigates how stakeholders are acting scalar from the local to the European scale and back to further their interests in the course of WFD implementation, focussing on the Wupper sub-basin in Germany. Drawing for conceptual insight on the human geography debate on the politics of scale and processes of rescaling, we demonstrate how all relevant stakeholders are increasingly working across scales to advance their interests but in very different ways, with different degrees of deliberation and to different effect. A typology of multi-scalar action is developed to interpret this diversity. The paper draws conclusions on how multi-scalar action is altering not only power relations between the actors but also the scalar configurations themselves.

    Abstract: As one of the most ambitious national energy transition initiatives worldwide, the German Energiewende is attracting a huge amount of attention globally in both policy and research circles. The paper explores the implementation of Germany’s energy transition through the lens of organization and ownership in urban and regional contexts. Following a summary of the principal institutional challenges of the Energiewende at local and regional levels the paper develops a novel way of conceptualizing the institutional to urban and regional energy transitions in terms of agency and power, ideas and discourse, and commons and ownership. This analytical heuristic is applied to a two-tier empirical study of the Berlin-Brandenburg region. The first tier involves a survey of the organizational landscape of energy infrastructures and services in cities, towns and villages in Brandenburg. The second tier comprises a case study of current, competing initiatives for (re-)gaining ownership of the power grid and utility in Berlin. The paper draws conclusions on the diverse and dynamic organizational responses to the Energiewende at the local level, what these tell us about urban and regional energy governance and how they are inspired by – or in opposition to – new forms of collective ownership resonant of recent debates on reclaiming the commons. It concludes with observations on how relational approaches to institutional research and the notion of the commons can guide and inspire future research on socio-technical transitions in general, and urban energy transitions in particular.

    Abstract: Epigenetics is the study of changes in gene expression caused by mechanisms other than changes in the DNA itself. The field is rapidly growing and being widely promoted, attracting attention in diverse arenas. These include those of the social sciences, where some researchers have been encouraged by the resonance between imaginaries of development within epigenetics and social theory. Yet, sustained attention from science and technology studies (STS) scholars to epigenetics and the praxis it propels has been lacking. In this article, we reflexively consider some of the ways in which epigenetics is being constructed as an area of biomedical novelty and discuss the content and logics underlying the ambivalent promises being made by scientists working in this area. We then reflect on the scope, limits and future of engagements between epigenetics and the social sciences. Our discussion is situated within wider literatures on biomedicine and society, the politics of “interventionist STS”, and on the problems of “caseness” within empirical social science.

    Abstract: Robert K. Merton begründete in den 1930 und 40er Jahren die Wissenschaftssoziologie mit seinen Untersuchungen über die Entwicklung der Wissenschaft im England des 17. Jahrhunderts und ihren wechselseitigen Zusammenhang mit gesellschaftlichen Entwicklungen, speziell dem Puritanismus. Wissenschaft wird durch diesen Forschungsansatz als Institution bzw. als Organisation erstmals Untersuchungen durch die Sozialwissenschaften zugänglich. Aus diesem Verständnis von Wissenschaft heraus entwickelt Merton seine Imperative des wissenschaftlichen Ethos: Universalität, Kommunismus, Uneigennützigkeit und organisierter Skeptizismus. Die Wissenschaftssoziologie der Nachkriegszeit wird vor allen Dingen von immer neuen Angriffen auf diesen Ethos und Vereinnahmungsversuchen der Wissenschaft durch politische und wirtschaftliche Interessen geprägt. Die Technokratiedebatte und der Positivismusstreit in Deutschland, und die Untersuchungen und Streitschriften für wissenschaftliche Unabhängigkeit eines Michael Polanyi oder Jerry Ravetz in der anglo-amerikanischen Soziologie, sind so immer Ausdruck einer grundlegenden und hart geführten Debatte über Erkenntnismöglichkeiten in konkreten sozialen Institutionen. Nicht gestellt wird die Frage nach den Auswirkungen von institutionellem Wandel auf Wissen selbst. Dies ist das entscheidende Forschungsdesiderat, dessen sich die Science and Technology Studies in den 1970er Jahren annehmen: sie überführen die Wissenschaftssoziologie und ihre Untersuchungen von Wissenschaft als Institution in eine Soziologie wissenschaftlichen Wissens und machen damit Wissen selbst zum Untersuchungsgegenstand sozialwissenschaftlicher Forschung.

    Abstract: Das Forschungsfeld der Science and Technology Studies hat wesentliche Impulse für seine Entstehung und Entwicklung aus der Wissenschaftstheorie, vor allem der ersten Hälfte des 20. Jahrhunderts bezogen. Der logische Positivismus des Wiener Kreises, Karl Poppers kritischer Rationalismus und der Historizismus, entscheidend geprägt von Thomas Kuhn, stellen bis heute die zentralen philosophischen Grundpfeiler der Analyse von Erkenntnisprozessen dar. Alle drei Ansätze untersuchen Erkenntnis mehr oder weniger idealistisch, d. h. auf der Ebene von Konzepten, die losgelöst von den sozialen und materiellen Bedingungen ihrer Produktion verstanden werden. Die Untersuchung dieser Produktionsbedingungen war lange Zeit der Wissenschaftsgeschichte vorbehalten. Eine für die Science and Technology Studies prägende Ausnahme in der ersten Hälfte des 20. Jahrhunderts bildet Ludwik Flecks Analyse von Erkenntnis als abhängig von historisch und sozial geformten Denkstilen. Erkenntnisprozesse werden durch Fleck weder idealistisch noch psychologisch gefasst, sondern als fortlaufender Prozess kollektiven sozialen Handelns. Es ist diese Perspektive auf Wissenschaft und Technologieentwicklung, die deutlich macht, wie Wissensproduktion und Erkenntnis zentrale Themen sozialanthropologischer Studien sein können: als situierte, sozial und historisch kontingente Praxis wissenschaftlichen Alltags.

    Abstract: Cardiovascular diseases present the leading cause of death worldwide. Over the last decade, their preventio has become not only a central medical and public health issue but also a matter of political concern as well as a major market for pharma, nutrition, and exercise. A preventive assemblage has formed that integrates diverse kinds of knowledges, technologies, and actors, from molecular biology to social work, to foster a specific healthy lifestyle. In this article, the authors analyze this preventive assemblage as a heterogeneous engineer, that is, as an attempt to order complex everyday life into an architecture of modernism. This article draws on research conducted as part of the interdisciplinary research cluster ‘‘preventive self’’ (2006-2009) bringing together analyses from social anthropology, history, linguistics, sociology of knowledge, and medicine. The authors report here primarily from ethnographic investigations into biomedical research, primary care, and educational practices in kindergartens. The authors conclude that the preventive assemblage largely fails to install any kind of singular order. Instead, it is translated into existing orderings producing heterogeneity of a different nuance.

    Abstract: The molecular biological field of epigenetics has recently attracted attention not only in biology, but also in the broader scientific community and the popular press. Commentators paint a very heterogeneous picture with some arguing that epigenetics is nothing but another aspect of gene regulation, and others enthusiastically proclaiming a paradigmatic shift in developmental biology. This article analyses a particular approach to environmental epigenetics – a subfield of epigenetics that is central to the recent excitement. The focus lies on an ethnographic analysis of research practices that enable a particular lab group to study the impact of different levels of context, for example, changes in the social and material environment, on epigenetic modification and thus phenotypic variation. The article argues that changes in the practice of doing epigenetic biology contribute to a molecularisation of biography and milieu, suggest the configuration of somatic sociality and produce a different concept of the body: the embedded body. This article concludes with a brief discussion of customary biology as a potential new research agenda at the interface of material and social inquiry.

    Abstract: Global change is posing a major challenge to existing forms of natural resource use, socio-economic development and institutional regulation. Although trends such as climate change, socio-economic transformation and institutional change are global in their scope, they have very specific regional outcomes. Regionally distinct coping strategies are required which take into account both the diversity of regional impacts of global change and the local contexts of appropriate responses. This paper explores the impacts of global change on the management of water infrastructure systems in the Berlin-Brandenburg region in terms of three concurrent and overlapping challenges: climate change, socio-economic change and institutional change. It subsequently examines how regional actors in the water sector are addressing these three dimensions of global change.

    Abstract: This special issue of Science, Technology, & Human Values critically explores a new stage in which the life sciences and biomedical practices have entered. This new stage is marked by postgenomic developments and an increased interest of life sciences in the everyday lives of people outside laboratories and clinical settings. Furthermore, particular attention is given to many chronic and degenerative disorders such as cardiovascular disease, Alzheimer’s disease, or developmental disorders. These developments coincide—or have become entangled—with a new set of interests that an anthropologically inclined science and technology studies (STS) is bringing to the analyses of biomedical practices. An increased interest is observed in the anthropologically inclined STS in studying phenomena on different scales and in exploring fields that are not readily dominated by technoscientific rationality in practice. The introduction to the special issue examines briefly these developments and situates them in a broader genealogy of different movements that have taken place in the anthropologically inclined subfield of STS since the late 1970s and early 1980s.

    Abstract: This is the introductory chapter of the book, which provides discussion of attempts to use ethnographic methods in order to build objects of comparison and relate them to each other as a means of improving analytical clarity. Comparability is the result of the ethnographic inquiry, not its natural starting point. The authors in the book reflect the role of ethnographic comparison in putting complex worlds into words: they describe the process of and inquire about producing comparability, how they themselves as well as their respective fields get involved in this process, how this co-production succeeds and how it fails, how it meanders and how it becomes productive in a mode of doing comparison. Ethnographic comparison is analytical ethnography in a radical sense. This chapter presents an overview of how other chapters of the book are organised.

    Abstract: Recent findings in neuroscience have shown differential patterns in brain activity in response to similar stimuli and activities across cultural and social differences. This calls for a framework to understand how such differences may come to be implemented in brains and neurons. Based on strands of research in social anthropology, we argue that human practices are characterized by particular patterns, and that participating in these patterns orders how people perceive and act in particular group- and context-specific ways. This then leads to a particular patterning of neuronal processes that may be detected using e.g. brain imaging methods. We illustrate this through (a) a classical example of phoneme perception (b) recent work on performance in experimental game play. We then discuss these findings in the light of predictive models of brain function. We argue that a 'culture as patterned practices' approach obviates a rigid nature-culture distinction, avoids the problems involved in conceptualizing 'culture' as a homogenous grouping variable, and suggests that participating as a competent participant in particular practices may affect both the subjective (first person) experience and (third person) objective measures of behavior and brain activity.

    Abstract: This short contribution is a response to Robert Prus' commentary paper "Ethnographic Comparisons, Complexities and Conceptualities.'' We agree with many of the points raised and merely reiterate three aspects of our position in order to reinforce the unique features of our notion of thick comparison: First, ethnography has an important role to play in social inquiry. Second, ethnographers appropriate fields by getting involved in them. This involvement enables the production of comparability, which we do not understand to be an inherent quality of the world. Third, producing comparability is an ongoing process at the heart of thick comparison. Its failure and limitations are productive.

    Abstract: Environmental governance and management are facing a multiplicity of challenges related to spatial scales and multiple levels of governance. Water management is a field particularly sensitive to issues of scale because the hydrological system with its different scalar levels from small catchments to large river basins plays such a prominent role. It thus exemplifies fundamental issues and dilemmas of scale in modern environmental management and governance. In this introductory article to an Environmental Management special feature on “Multilevel Water Governance: Coping with Problems of Scale,” we delineate our understanding of problems of scale and the dimensions of scalar politics that are central to water resource management. We provide an overview of the contributions to this special feature, concluding with a discussion of how scalar research can usefully challenge conventional wisdom on water resource management. We hope that this discussion of water governance stimulates a broader debate and inquiry relating to the scalar dimensions of environmental governance and management in general.

    Abstract: This paper makes the case for studying intermediary organisations as a window on the shifting governance of water and energy services in Europe today. It explores the notion of intermediaries and intermediation in a wide range of literatures and demonstrates how the governance concept can provide focus to the term, indicating how intermediaries can influence the pursuit of collective goals under shifting governance structures and processes. Against this conceptual backdrop the paper sets out the key governance challenges emerging from the ongoing transformation of socio-technical systems (addressing water and energy services) in terms of changing relations between the state and the utility, between service provider and user, between infrastructure and urban systems and between infrastructure and the environment. It subsequently provides empirical illustration of the emergence of intermediaries in the water sector across Europe, the relational nature of their work, the interests they pursue and the impacts they are having.

    Abstract: This paper explores the unfamiliar, but increasingly prevalent problem of overcapacity in urban infrastructure systems in regions subject to dramatic socio-economic restructuring. Taking the case of water supply and wastewater disposal systems in Eastern Germany as an example, it examines firstly how infrastructure overcapacities have emerged since reunification in 1990, resulting from sharply declining water consumption in the wake of ‘shrinking’ processes but also from infrastructure expansion. Secondly, the paper analyses what impact chronic overcapacity is having on the governance of water infrastructure systems. This empirical analysis is framed conceptually in terms of the current debate on the changing relationship between infrastructures and the localities they serve. It assesses specifically how far and in what ways the phenomenon of overcapacity in technical networks resonates with the ‘splintering urbanism’ thesis developed by Stephen Graham and Simon Marvin. It argues that the serious technical and economic problems posed by overcapacity are intensifying spatial disparities in service quality and price and – more fundamentally –are challenging the supply-driven ‘modern infrastructural ideal’ of universal and equitable water services.

    Abstract: The task of restoring floodplains, as a means of improving flood protection or providing other benefits, poses multi-dimensional challenges to policy-makers and project managers alike. Involving essentially a reconfiguration of the interaction between a river and adjacent low-lying land, floodplain restoration affects a wide range of institutions designed to secure a variety of private and public goods associated with water and land use. A scheme to restore a floodplain requires the successful enrolment of these institutions in such a way as to create a result acceptable to the principal stakeholders. This is a highly complex process. This paper, based on EU-funded research on the policy contexts and selected pilot schemes of floodplain restoration in Germany, France and England and Wales, provides a critical appraisal of the institutional drivers and constraints of floodplain restoration. In particular, it explores how recent shifts in problem awareness and problem-solving in a number of relevant policy fields are creating windows of opportunity for more integrated approaches to restoring floodplains. At the same time it demonstrates the emergence of a new policy delivery gap emanating from the growing complexity of new generation floodplain restoration schemes.

    Abstract: The methods and theoretical repertoire of the biomedical sciences are undergoing rapid change fuelled, first and foremost, by advances in genomics and molecular biology. At the same time, social and environmental phenomena are being incorporated in new ways into medical frames of reference affecting professional practice as well as regimes of prevention and health promotion. In turn, these developments impact upon the social sciences and humanities concerned with new forms of dynamic corporealities in social and medical practice. This article outlines in a programmatic fashion three sets of issues that are likely to acquire significant relevance in this context: (1) looping effects will emerge along different pathways between medical diagnosis, selfhood, social practice and the body itself. The investigation of these dynamic interactions has so far received little attention in the social sciences and will require the development of a different methodological approach to do justice to different kinds of data and long-term effects. (2) Advances in the understanding of epigenetic regulation have begun to fundamentally change notions of inheritance and development and to differentiate the central dogma of genetics (DNA makes RNA makes Protein), with significant implications for notions of inter- and intra-generational responsibility and biographical time regimes. (3) The incorporation of 'things social' into medical domains is being taken to a new level of significance, fuelled by a number of fundamental shifts in medical reasoning and practice. The social sciences' current focus on (epi)genetics can only be a starting point for a broader interdisciplinary agenda to better understand the pathways through which 'the social and cultural' enters the body. The final section of this article discusses somatography as a practice-oriented approach attempting to address some of these issues in a symmetrical investigation across epistemic cultures.

    Abstract: The rapid development of biomedicine demands a trustworthy, proactive regulatory regime that is able to manage progress with genuine regard for ethical, social and legal concerns. With its recent past of eugenics and euthanasia, Germany is particularly concerned with setting up a fair and transparent approach, able to respond quickly to scientific developments as well as societal concerns. This article reports on the development, implementation and evaluation of a citizen scenario workshop as a tool of participatory prognostics, integrating elements from participatory technology assessment and forecasting. In 7 days of highly structured work and expert support, 24 German participants developed four scenarios on "The Relationship of Biomedicine and the Economy in the Year 2014." Results and evaluation both show that the process (1) leads to scenarios that provide a useful perspective beyond expert opinion; (2) enriches the public and political discourse; and (3) offers a social learning opportunity appreciated by nonprofessionals and experts alike. We are confident in recommending this technique as a useful addition to existing foresight and horizon scanning activities.

    Abstract: This paper summarises the main results from a study into methods of imple-menting sustainable development principles in EU Structural programmes. It demon-strates how 12 pilot regions translated the concept of sustainable development into practical applications which are compatible with structural funding procedures, rele-vant to the needs of specific programme areas and acceptable to programme partner-ships. The selected regions – from France, Germany, the UK, Sweden and the Neth-erlands – vary considerably in terms of their size and structural characteristics. These differences had an important bearing on the paths they chose to integrate sustainable development principles into their Structural Funds programmes and management practices. Conclusions are drawn on how other regions might promote sustainable devel-opment in the context of Structural Funds programmes on the basis of these experi-ences in terms of developing new methodologies, redesigning programme objectives, adapting management tools and opening up procedures to greater participation and dialogue.

    Abstract: This paper examines the prospects for the interactive governance of water and land use following an initiative to institutionalise integrated river basin management. Taking an institutionalist perspective it first presents river basin management as a tool for overcoming problems of spatial fit and institutional interplay over water and land use. A case study of the implementation of the EU Water Framework Directive in Germany then explores opportunities and requirements for governance in future water management. On the basis of these findings the paper tests the validity of the thesis that the success of EU policy reform depends on the degree of ‘fit’ with existing institutional structures and practices.

    Abstract: This paper explores the interrelationships between urban land use, resource consumption and utility service provision with a study of brownfield regeneration from an infrastructure perspective. Drawing on recent research into the spatial strategies of utility companies following liberalisation and privatisation the paper identifies disused industrial sites as “cold-spots” of infrastructure systems where energy and water consumption has recently collapsed. A case study of Berlin analyses first the challenges facing the city’s three major utilities as a result of shifting patterns of resource consumption and over-capacity in parts of their networks. The second part examines the responses of the three utilities to these challenges in the context of recent institutional changes to infrastructure provision, examining how the utilities are moving towards greater spatial differentiation in their network management and what interest they have in brownfield regeneration.

    Abstract: This paper assesses and compares the experiences of 12 Objective 1 and 2 regions across the EU which conducted pilot projects on methods of promoting sustainable development by means of Structural Funds programmes. It demonstrates how the regions translated the concept of sustainable development into practical applications which are compatible with structural funding procedures, relevant to the needs of specific programme areas and acceptable to programme partnerships. The paper analyses their experiences in terms of developing new methodologies, redesigning programme objectives, adapting management tools and opening up procedures to greater participation and dialogue. A central argument is that the success of the efforts to promote sustainable development via structural funding depends to a considerable extent on the ability of those involved to address local or regional issues of concern, to build on existing procedures and objectives of programme management and to respect the institutional framework of operation.
