    Abstract: The book consists of papers on selected topics of dependability analysis in computer systems and networks which were discussed during the 17th DepCoS-RELCOMEX conference held in Wrocław, Poland, from June 27th to July 1st, 2022. Their collection will be an interesting source material for scientists, researchers, practitioners and students who are dealing with design, analysis and engineering of computer systems and networks and must ensure their dependable operation. Being probably the most complex technical systems ever engineered by man (and also, the most dynamically evolving ones), organization of contemporary computer systems and networks cannot be interpreted only as a structure built on the base of unreliable technical resources. Their evaluation must take into account a unique blend of interacting people, networks (together with mobile properties, cloud organization, Internet of Everything, etc.) and a large number of users dispersed geographically and constantly producing an unconceivable number of applications. Research methods being continuously developed for dependability analyses apply newest results of artificial and computational intelligence. Selection of papers in this book illustrates broad range of topics, often multi-disciplinary, which is considered in present-day dependability explorations; it also reveals an increasing role of the latest methods based on machine/deep learning and neural networks in these studies.

    Abstract: This book contains 13 chapters in which you can find various examples of the development of methods and/or systems supporting medical diagnostics and therapy, related to biomedical imaging, signal and image processing, biomechanics, biomaterials and artificial organs, modeling of biomedical systems, which, as the current research issues, were presented at the 22nd Polish BBE Conference held at the Nalecz Institute of Biocybernetics and Biomedical Engineering, Polish Academy of Sciences, in May 2021. Obviously, it is not easy to recommend an interdisciplinary book as it may seem inconsistent in some respects.     Abstract: This book presents a wide and comprehensive spectrum of issues and problems related to fractional-order dynamical systems. It is meant to be a full-fledge, comprehensive presentation of many aspects related to the broadly perceived fractional-order dynamical systems which constitute an extension of the traditional integer-order-type descriptions. This implies far-reaching consequences, both analytic and algorithmic, because—in general—properties of the traditional integer-order systems cannot be directly extended by a straightforward generalization to fractional-order systems, modeled by fractional-order differential equations involving derivatives of an non-integer order.     Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

    Abstract: This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

    Abstract: This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book. In closing, the use of satellite data for legal purposes is not without its fair share of problems and concerns, which are also considered to guide the evolution of this emerging field.

    Abstract: This book provides an extensive overview of the protection of cultural heritages sites on the Moon (humanity’s lunar heritage) and the various threats they face. At the same time, many legal questions have arisen in connection with OOS: the need to prevent hostile actions under the pretext of OSS; the distinction between governmental and non-governmental OOS operators; the status of re-worked and recycled space objects; the issue of control in terms of operations performed in orbit, i.e., in the international sphere; the status of objects manufactured in orbit and applicable law, including liability and registration; and the impacts on insurance law and risk management. Finally, the book examines the implications of OOS for emerging space actors in the Global South, and recommends a paradigm shift to help developing countries fully recognise the necessity and urgency of being involved in discussions on OSS, as opposed to leaving it up to the developed space actors.
