    Abstract: Dieser Bericht enthält Daten, internationale Praxisbeispiele und politikrelevante Erkenntnisse für die Gestaltung der Wohnungspolitik. Besonders im Fokus stehen dabei drei wichtige Aspekte: Teilhabe, Effizienz und Nachhaltigkeit. In vielen OECD-Ländern ist es zunehmend schwierig geworden, für alle Menschen ausreichend Wohnraum zur Verfügung zu stellen. Grund dafür sind vor allem die steigenden Wohnungspreise, die wiederum eine Folge des unzureichenden Angebots sind, das – gerade in städtischen Räumen mit zahlreichen Arbeitsplätzen – nicht mit der wachsenden Nachfrage Schritt halten konnte. Dies erklärt sich zwar z. T. aus geografischen Gegebenheiten, in vielen Städten beschränken aber auch Flächennutzungs- und Bebauungsvorschriften das Angebot. Zugleich behindern manche mietrechtlichen Bestimmungen die Entwicklung des Mietwohnungsmarkts, was die Mieten steigen lässt. Hinzu kommt, dass die Klimawende für den Wohngebäudesektor eine besondere Herausforderung darstellt, schließlich entfallen auf ihn 17 % der CO2-Emissionen und 37 % der Feinstaubemissionen weltweit. In fast zwei Dritteln der Länder weltweit fehlt es immer noch an energietechnischen Bauvorschriften. Angesichts der langen Lebensdauer von Wohngebäuden müssen die Klimaanstrengungen hier möglichst frühzeitig greifen. Gestützt auf solide Daten beschreibt dieser Bericht Optionen für konzertierte Maßnahmen, um diese Herausforderungen anzugehen und dabei Komplementäreffekten und Konflikten zwischen verschiedenen Zielen der Wohnungspolitik Rechnung zu tragen. Er ist Teil des „OECD Housing Toolkit“, das auch ein interaktives Online-Dashboard mit Indikatoren und Country-Snapshots enthält.

    Abstract: This working paper provides a conceptual framework for measuring the attractiveness of OECD regions. First, it presents the imperative for rethinking regional attractiveness in the context of global shocks and trends and their regionalised consequences and opportunities.     Abstract: The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

O relatório se baseia em uma década de diálogo político entre OCDE e ANA e fornece um plano de ação para apoiar o país a: (1) passar da abordagem de risco para a abordagem da resiliência entendendo as vulnerabilidades e minimizando a duração e a magnitude das falhas; (2) fazer com que as organizações de bacias hidrográficas utilizem instrumentos econômicos para lidar com desafios hídricos; e (3) enfrentar o novo papel atribuído à ANA de supervisão regulatória para o setor de saneamento.

    Abstract: Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

    Abstract: The consequences of climate change in developing countries are worsening fast: many ecosystems will shortly reach points of irreversible damage, and socio-economic costs will continue to rise. To alleviate the future impacts on populations and economies, policy makers are looking for the spaces where they can make the greatest difference. This report argues that intermediary cities in developing countries are such spaces. Indeed, in the context of fast population growth and urbanisation, these small and medium-sized cities silently play an essential role in the rapid transformation of human settlements, not least by supporting the massive flows of population, goods and services between rural and metropolitan areas. Most of those intermediary cities are still growing: now is therefore the time to influence their dynamics, and thereby the entire design of urbanisation in those regions, in ways that limit the exposure of urban dwellers to climate shocks and avoid carbon lock-in. To that end, based on fresh evidence and policy analysis on the challenges faced by these agglomerations in the context of climate change, the report makes the case for new development approaches to avoid the unsustainable paths followed by too many cities in the recent past.

It also sheds light on the decisive role that geography plays and the importance of adopting a spatial lens to mitigate the rising inequality present in Portugal in access to education services. Alentejo is a rural region that expects to lose 30% of its population between 2020 and 2080, hence it needs to put in place forward-looking and effective policy levers to delivery sustainable education services to citizens living in rural communities.

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

    Abstract: Gotland is Sweden’s largest island and the largest island in the Baltic Sea. While Sweden has numerous Islands, Gotland’s development trajectory is unique in Sweden. It is the smallest region in the country in population size and economic base, and it is located the furthest from the mainland (90 km). As an island economy, it must overcome a number of development challenges including its small critical mass, remoteness to larger markets, vulnerability to climate change and limited administrative capacity. Nonetheless, it has a number of important assets, such as being an attractive destination, having a high potential for bio- and circular economy, a university providing research and education, very good broadband connectivity, and a strong local identity and vibrant civil society. This Territorial Review benchmark’s Gotland’s economic performance against comparable OECD regions to identify areas of untapped potential and develops recommendations in three main areas to help improve the quality of life for residents and support more efficient use of public resources. The first focuses on improving infrastructure planning, investments and delivery. The second on supporting the business environment and innovation eco-system and the third, on improving administrative and financing capacity to deliver quality services throughout the territory.

    Abstract: Russia’s large-scale aggression against Ukraine has sown catastrophe in the country; destroying lives, homes, and infrastructure. The war has also created profound and asymmetric economic and social impacts across the world, including many that are likely to be long lasting. Managing the humanitarian crisis, and the flow of refugees, is an immediate priority. Yet, governments at all levels are also grappling with the implications of further disruptions to supply chains and travel, and rising prices, which are jeopardising efforts to rebuild their economies after COVID-19. Because these impacts will not be felt equally within OECD countries, they have important implications for regional development policies – not least in the wake of the spatial challenges caused by the COVID-19 pandemic. L’Italia non fa eccezione: i settori produttivi a elevato consumo di gas naturale sono per lo più concentrati nelle regioni settentrionali, mentre le aziende agricole e della produzione alimentare a base di grano sono relativamente più diffuse nelle regioni meridionali e insulari. Sebbene nel complesso la Russia rappresenti una quota minoritaria delle esportazioni italiane, alcuni territori e settori sono più esposti di altri a una diminuzione degli scambi bilaterali, come nel caso delle destinazioni più popolari tra i turisti russi ad elevata spesa pro capite.

L'analyse a été achevée peu avant le début de la guerre en Ukraine, alors que les signes d’une reprise chancelante étaient déjà observés dans l'ensemble de l'économie mondiale. Depuis lors, les perspectives de croissance mondiale ont encore été affectées par le conflit en Ukraine. Pour autant, les recommandations politiques visant à renforcer la résilience à long terme des pays de la région MENA n'ont pas changé. Au contraire, elles sont d'autant plus pertinentes que la plupart des défis à venir proviennent de facteurs structurels, sachant toutefois que la mise en place de stratégies réalistes dépend des marges de manœuvres budgétaires.

    Abstract: The policy paper presents the results of an OECD-European Committee of the Regions joint survey on how local and regional governments are leveraging the SDGs to shape their recovery strategies from the COVID-19 pandemic. Findings underline a solid engagement of local and regional governments in the implementation of the SDGs through actions ranging from measurement systems to track progress, awareness raising and dedicated strategies to multi-level co-operation, and a promising uptake of the SDGs as a guiding framework for place-based recovery. Yet, the survey reveals that more efforts are needed to engage local and regional governments in Voluntary National Reviews, address funding gaps caused by the pandemic and strengthen human and technical capacities. The results of the survey also show that local and regional governments could further harness the SDGs to develop holistic recovery strategies that address pressing local sustainability priorities such as decarbonising electricity production, mitigating and adapting to climate change, accelerating digitalisation and building trust.

It is accompanied by two green budgeting case studies – one with the Region of Brittany (France) and one with the City of Venice (Italy) – and a self-assessment tool. The self-assessment tool allows regions and cities to measure their capacity to launch a green budgeting practice or strengthen an existing one, and is available on the OECD Subnational Government Climate Finance Hub as a downloadable Excel file.

The report outlines international trends with new data, including at subnational scale. It addresses issues in cultural and creative sectors in terms of employment, business development, cultural participation and funding, both public and private. It provides analysis of how these sectors contribute to economic growth and inclusion, taking into account the impact of COVID-19 related crisis on jobs and firms. Finally, it offers recommendations on how to capitalise on the role of cultural and creative sectors in national and local recovery strategies.

It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt. The 2022 synthesis report presents internationally comparable data and analysis for 135 countries and provides insights into ways to strengthen the resilience of subnational public finance. It also offers a specific focus on the impact of the pandemic on subnational governments, the territorial dimension of recovery plans, property taxation systems, innovative subnational budgeting practices, subnational public-private partnerships, and a special chapter dedicated to 31 Least Developed Countries.

    Abstract: Many lower density regions in the OECD face shrinkage, with projections suggesting that half of Europe will need to manage decline in remote regions by 2050. Half of Estonia’s counties experienced population decline greater than 25% since 1991. Shrinkage leads to problems including lower municipal revenues, ageing, and greater per capita costs of service and infrastructure provision. Estonia is also the most carbon-intensive economy in the OECD, and heavily utilises its forests and land. To tackle these challenges, the report provides analyses in a number of policy areas to respond to demographic change in a smart and sustainable manner. A policy framework that emphasises a spatially oriented, coordinated approach for responding to shrinkage is developed. The report provides policy recommendations to make land use more efficient and spatial planning more coherent. It suggests ways to improve the transfer system and strengthen the municipal revenue base while encouraging inter-municipal cooperation. It also discusses education, the municipalities’ largest spending responsibility, providing recommendations that adapt the school network to shrinkage while ensuring access to high-quality education for all students.

Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel. Violence in border regions is both more intense in terms of the number of victims and more diffuse geographically than ever before. This report combines quantitative data on the location of violent events and victims, their mapping over time and space, and an analysis of the actors in conflict to answer three crucial questions i) Are borderlands more violent than other spaces? ii) Has the intensity of violence in border regions increased over time? iii) Are some borderlands more violent than others? The growing importance and complexity of transnational conflicts and transnational violent groups in North and West Africa calls for a more place-based analysis in order to create better tailored and more flexible policy options.

It also examines how Bilbao’s approach to deploying a smart city strategy and localising the SDGs contributes to the city’s overall resilience and inclusive growth objectives.

Sur la base de données recueillies auprès de plus de 4 millions d'individus et d'entreprises, issus de 2 600 villes de 34 pays africains, le rapport montre que l'urbanisation contribue à l’amélioration des résultats économiques et du niveau de vie. Dans la plupart des dimensions socio-économiques, les villes obtiennent des résultats nettement supérieurs aux pays au sein desquels elles sont situées. En Afrique, l’urbanisation est responsable d’environ 30% de la croissance du produit intérieur brut (PIB) par habitant au cours des 20 dernières années. Les bénéfices de l'urbanisation sur les performances économiques et la qualité de vie s'étendent au-delà des limites de la ville et profitent également aux zones rurales. Les pôles urbains transnationaux émergent le long des côtes ainsi qu'à l'intérieur du continent, offrant de nouvelles opportunités de développement économique. Sur la base de ces résultats, le rapport définit des priorités politiques, aux niveaux national et local, essentielles pour réaliser le potentiel de l'urbanisation. Parmi celles-ci, le rôle économique des villes devrait être pleinement intégré dans la planification du développement national. Par ailleurs, les gouvernements locaux ont besoin d’une plus grande capacité fiscale et administrative pour devenir des acteurs clés du développement économique.

    Abstract: This report assesses the linkages between foreign direct investment (FDI) and domestic small and medium-sized enterprises (SMEs) in the Slovak Republic. It provides policy recommendations to national and subnational governments on how to foster productivity and innovation spillovers from FDI to the local economy. The report looks at the quality of investment the country attracts, the absorptive capacity of Slovak SMEs, and a broad range of economic, business and policy conditions that can strengthen knowledge and technology diffusion from FDI to domestic SMEs. It also provides a diagnostic assessment of the core FDI-SME spillover diffusion channels, namely value chain linkages, strategic partnerships, labour mobility, and competition and imitation effects. The report provides an overview of the Slovak policy arrangements for promoting international investment, SME performance and innovation, and regional development. It does so by taking a close look at multi-level coordination, stakeholder consultation and impact evaluation. It then reviews the policy mix in support FDI-SME linkages and spillovers and proposes concrete areas for further policy reforms. The last chapter introduces a regional lens, focusing on the regions of Banská Bystrica and Košice. This report is part of a multi-year European Commission-OECD project on strengthening FDI-SME ecosystems and is the second pilot review for future country assessments.

    Abstract: Ця політична рекомендація висвітлює, як реформи регіонального розвитку та децентралізації в Україні, прийняті після революції на Майдані 2014 року, сприяли підвищенню стійкості регіонів та муніципалітетів країни після агресивної війни Росії проти України. Базуючись на звіті ОЕСР « Відбудовуємо Україну через зміцнення регіонального та муніципального управління », у ньому також пояснюється, як досягнення реформ багаторівневого врядування в Україні після 2014 року можуть стати підґрунтям для ефективної субнаціональної реконструкції та відновлення. Насамкінець, у ньому представлені конкретні рекомендації щодо того, як політики можуть використовувати місцевий досвід і надалі нарощувати субнаціональний потенціал для розробки та впровадження проектів реконструкції та відстеження прогресу, а також сприяти довгостроковому стійкому регіональному та місцевому розвитку.

    Abstract: Sweden’s northern region, Upper Norrland, is one of the most important mining regions in Europe and has the potential to become a global leader in environmentally sustainable mining. With the largest land surface and the lowest population density in Sweden, Upper Norrland contains two sub regions, Västerbotten and Norrbotten. Both sub regions host the greatest mineral reserves in the country, containing 9 of the country’s 12 active mines and providing 90% of the iron ore in the European Union. Upper Norrland has the potential to become a global leader in environmentally sustainable mining due to its competitive advantages, including a stable green energy supply, high-quality broadband connection, a pool of large mining companies working closely with universities to reduce the emissions footprint across the mining value chain, and a highly skilled labour force. Yet, the region must overcome a number of bottlenecks to support a sustainable future, including a shrinking workforce, low interaction of local firms with the mining innovation process and an increasing opposition to mining due to socio environmental concerns and land use conflicts. This study identifies how Västerbotten and Norrbotten can build on their competitive advantages and address current and future challenges to support a resilient future through sustainable mining.

    Abstract: Bulgaria has made solid progress in its territorial governance and socio-economic development. Yet, it has not been able to counteract large and increasing territorial disparities. Doing so will require addressing remaining structural challenges that may be limiting further transformation, government performance and regional resilience. It will also depend on shifting from a centrally-designed approach to regional development policy to one that incorporates subnational input and carefully considers regional specificities. Such a shift, coupled with a revitalised multi-level governance model to strengthen regional and municipal governance, could generate more balanced regional development and inclusive growth in Bulgaria. This multi-level governance study considers the avenues Bulgarian national and subnational authorities could take to ensure more place-based regional development and governance. It emphasises a comprehensive, yet incremental, approach to decentralisation and regionalisation reforms to generate more effective and balanced regional development.

Acute ageing trends in many rural regions and, in some cases, a shrinking population will require sustainable policy responses that will need to be coherent with pressure to drive efficiencies in public spending. This report examines the nuances specific to the delivery of education and health care to people everywhere, offering recommendations on how to better adapt provision to the realities of today and the emerging realities of tomorrow to face the challenges of distance, demographic change and fiscal belt-tightening. The report also examines digital connectivity issues in rural and remote regions, recognising the significant scope for digital delivery of services to mitigate challenges related to distance. Finally, the report looks at governance issues, including fiscal issues, through which the delivery of these critical services is administered and paid for.

    Abstract: The Toolkit for Water Policies and Governance compiles policies, governance arrangements and related tools that facilitate the design and implementation of water management practices in line with the OECD Council Recommendation on Water. It is designed to inspire and support countries which have either adhered to, are considering adhering to, or aim to converge towards the OECD standard. The Recommendation was unanimously adopted by the OECD Council in December 2016. The adoption marked the outcome of a two-year consultation process with delegates from ministries active in the fields of agriculture, development assistance, environment, public governance, regional development, and regulatory policy, as well as with relevant stakeholders (the business sector, trade unions, environmental organisations) and the OECD Water Governance Initiative. The Recommendation puts forward an international standard with high-level policy guidance on a range of topics relevant for the management of water resources and delivery of water services. The areas covered include managing water quantity, water risks and disasters, improving water quality, ensuring good water governance as well as sustainable finance, investment and pricing for water services. The practices reported in the toolkit have been compiled by the OECD Secretariat, in close consultation with delegates from adhering countries. Regular updates will be made available.

Проект осуществлялся в период с 2016 по 2019 год для оказания содействия странам-партнерам (Казахстану, Кыргызстану и Молдове) в переходе на более устойчивый путь развития за счет снижения энергоемкости и углеродоемкости их экономик. Проектная команда в сотрудничестве с профильными министерствами каждой из стран разработала программы государственных инвестиций в полном соответствии с передовой международной практикой. Эти программы направлены на выполнение ключевых задач экологической и климатической политики стран-партнеров. В частности, программы поддержки экологически чистого общественного транспорта делают упор на снижение уровня загрязнения воздуха и сокращение выбросов парниковых газов, генерируемых целевым сектором, прежде всего, в крупных городах. Реализация данных программ станет наглядным примером того, как можно использовать ограниченные государственные ресурсы для поощрения инвестиций частного сектора в проекты, дающие значительную экологическую и социально-экономическую выгоду.

    Abstract: Current population trends and the COVID-19 pandemic reinforce the need for efficient public service provision while guaranteeing good access to all. Population decline and ageing in rural regions affect the provision of services through lower economies of scale and scope, professional shortages and longer distances. Reliable estimates of the costs and access arising from demographic and geographical differences can help adapt the provision of services to different territorial realities. This report provides internationally comparable fine-grained present and future estimates of the cost and physical access to education (primary and secondary) and health services (cardiology, maternity and obstetrics) in European countries. The report finds that demographic change in the next decades will likely further strain the trade-off between costs and access, especially in remote rural areas. Adapting to changes in demand following lower fertility rates and ageing implies that services will need to become more widely available, while others will have to concentrate more. This report aims to support evidence-based policy decisions to ensure service provision allows for both cost efficiency and a sufficient level of access in all territories.

Programul de investiții este, de asemenea, conceput pentru a sprijini modernizarea flotei de transport urban din țară și pentru a stimula piața internă să se orienteze către autobuze moderne alimentate cu combustibili curați. Programul este prevăzut a fi implementat în două etape: prima- vizează orașele Chișinău și Bălți, iar a doua se extinde în zone din afara centrelor pilot inițiale (suburbiile orașelor pilot, precum și transportul interurban). Se preconizează că aceste investiții vor avea ca efect beneficii semnificative pentru mediu, servicii publice și socio-economice.
