Abstract: This is the latest of the influential series of OECD reports on Innovative Learning Environments. ""Learning leadership"" is fundamental because it is about setting direction, taking responsibility for putting learning at the centre and keeping it there. This becomes increasingly complex in 21st century settings, calling for innovation and going beyond the heroics of individual leaders. Many need to be involved, bringing in diverse partners at different levels. This is all explored in this volume. It clarifies the concepts and the dimensions of learning leadership, relating it to extensive int

Abstract: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisations member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the SOE Guidelines) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines:the legal and regulatory framework for SOEs,the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, andthe responsibilities of the boards of SOEs.

Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU.Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

Abstract: Corporate losses raise compliance risks if aggressive tax planning is used as a means of increasing or accelerating tax relief in ways not intended by the legislator, or to generate artificial losses. This report describes the size of loss carry-forwards, the rules applicable in relation to losses, and identifies the following risk areas: corporate reorganisations, financial instruments and non-arms length transfer pricing. After having summarised aggressive tax planning schemes on losses, as well as country detection and response strategies, it offers a number of conclusions and recommendation for tax administration and tax policy officials.

Abstract: The integration of the children of immigrants - both those born in the host country (the "second generation") and those who arrived young enough to be educated in the host country - is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the childr

It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landsc

Abstract: Drawing on a wide range of data sources, this publication constructs and analyses different indicators of child well-being across the OECD. These indicators cover six key areas: material well‑being; housing and environment; education; health and safety; risk behaviours; and quality of school life. They show that no one OECD country performs well in all areas and that every OECD country can do more to improve children’s lives. How much countries are spending on children and when is also closely considered, the first time such a comparative exercise has been undertaken across the OECD. Additional chapters offer detailed examinations of countries’ policies for children under age three, the impact of single parenthood on children and the effect of inequalities across generations. The publication concludes with broad policy recommendations for improving child well-being.

Abstract: Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for

Abstract: This book takes a careful look at the concept sustainable development: what it means; how it is affected by production, consumption and globalisation; how it can be measured, and what can be done to promote it. The OECD produces data, research and policy recommendations on many issues related to sustainable development, including climate change, co-operation with developing countries and corporate social responsibility. OECD Insights: Sustainable Development draws on that expertise. It argues that to be sustainable, development has to be based on progress in three areas at once: the economy, s

Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integra

Abstract: From research and development to legal and marketing services, a wide range of knowledge-intensive service activities (KISAs) enables firms and public sector organisations to better innovate. KISAs are both sources and carriers of knowledge that influence and improve the performance of individual organisations, value chains and industry clusters across all sectors of the economy. Yet little is known about KISAs or the ways in which they improve the ability of private and public sector organisations to develop, absorb and apply knowledge in their innovation processes. This publication examines

Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

Abstract: All societies depend on biodiversity and biological resources, and policy makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisio

Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is

This clearly has enormous implications for global climate change. What are the measures and strategies already taken by OECD countries to reduce or stabilise greenhouse gases from road transport? What frameworks exist to evaluate the impact and efficiency of these measures and strategies? And how effective are they?. How can we measure the performance of different health systems, and how can we use such information to support on-going health systems improvement? Those are the central questions addressed in this volume. Health policy makers have a growing interest in finding ways of encouraging health systems to improve their performance, where performance is measured against quality, efficiency or equity goals. Improving performance has the potential to reduce the tensions between rising demands and limited resources. There is also a growing demand for a

Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus - as well as improved policies and institutions - are needed to address the persistent pove

Government policy to boost innovation performance must be adapted accordingly, based on a sound conceptual framework. Synthesising the results of a multi-year OECD project on national innovation systems (NIS), this publication demonstrates how the NIS approa

Abstract: Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. The argument for road safety investment is not simply an emotional one. Road crashes represent a serious economic burden: their cost is estimated to represent up to 4% of GDP in some countries. Fatalities across OECD countries could be halved if all governments were fully committed to improving road safety by implementing and enforcing best p

Abstract: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion

The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. While major progress has been made to lessen the per capita generation of air and water pollution over the past decades, waste generation is still on the rise. Abstract: What are the recent labour market developments and migration trends in Central and Eastern European Countries (CEECs)? What are the links between globalisation, migration and regional economic integration? What will be the impact of the EU-enlargement on migration movements and policies? This book shows that the migration flows within and from the CEECs are much more complex than a straightforward westward flow towards the European Union and North America. It then goes on to analyse the important role the CEECs may play as "buffer zone" between the current EU Member states and the ot

Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific

Abstract: Public utility industries, once regarded as monolithic monopolies, in fact are made up of many separate activities, many of which can sustain effective competition. Experience shows that introducing competition into these industries leads to enhanced efficiency and greater innovation as well as benefits for consumers such as lower prices, better service and greater variety. But owners of bottleneck facilities are often in a position to restrict or limit the growth of competition. There is a growing realisation that fundamental structural changes are often necessary if the full benefits of comp

A large share of market-based or informal knowledge flows occur within industrial clusters that can be seen as reduced-form innovation systems. Abstract: A serious incident involving dangerous goods in a tunnel can be extremely costly in terms of loss of human lives, environmental degradation, tunnel damage and transport disruption. On the other hand, needlessly banning dangerous goods from tunnels may create unjustified economic costs. Moreover, such a ban might force operators to use more dangerous routes, such as densely populated areas, and thus increase the overall risk. This report proposes regulations and procedures to increase the safety and efficiency of transporting dangerous goods through road tunnels. It introduces two models, devel

The early years are increasingly viewed as the first step in lifelong learning and a key component of a successful educational, social, and family policy agenda. Countries have adopted diverse strategies to policy development in this field - strategies which are deeply embedded in particular country contexts, values, and beliefs.
