Kurzfassung: This is the latest of the influential series of OECD reports on Innovative Learning Environments. ""Learning leadership"" is fundamental because it is about setting direction, taking responsibility for putting learning at the centre and keeping it there. This becomes increasingly complex in 21st century settings, calling for innovation and going beyond the heroics of individual leaders. Many need to be involved, bringing in diverse partners at different levels. This is all explored in this volume. It clarifies the concepts and the dimensions of learning leadership, relating it to extensive int

Kurzfassung: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisations member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the SOE Guidelines) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines:the legal and regulatory framework for SOEs,the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, andthe responsibilities of the boards of SOEs.

Kurzfassung: Corporate losses raise compliance risks if aggressive tax planning is used as a means of increasing or accelerating tax relief in ways not intended by the legislator, or to generate artificial losses. This report describes the size of loss carry-forwards, the rules applicable in relation to losses, and identifies the following risk areas: corporate reorganisations, financial instruments and non-arms length transfer pricing. After having summarised aggressive tax planning schemes on losses, as well as country detection and response strategies, it offers a number of conclusions and recommendation for tax administration and tax policy officials.

Kurzfassung: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU.Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

Kurzfassung: The integration of the children of immigrants - both those born in the host country (the "second generation") and those who arrived young enough to be educated in the host country - is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the childr

It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. Kurzfassung: Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for

Kurzfassung: Drawing on a wide range of data sources, this publication constructs and analyses different indicators of child well-being across the OECD. These indicators cover six key areas: material well‑being; housing and environment; education; health and safety; risk behaviours; and quality of school life. They show that no one OECD country performs well in all areas and that every OECD country can do more to improve children’s lives. How much countries are spending on children and when is also closely considered, the first time such a comparative exercise has been undertaken across the OECD. Additional chapters offer detailed examinations of countries’ policies for children under age three, the impact of single parenthood on children and the effect of inequalities across generations. The publication concludes with broad policy recommendations for improving child well-being.

The OECD produces data, research and policy recommendations on many issues related to sustainable development, including climate change, co-operation with developing countries and corporate social responsibility. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

This clearly has enormous implications for global climate change. What are the measures and strategies already taken by OECD countries to reduce or stabilise greenhouse gases from road transport? What frameworks exist to evaluate the impact and efficiency of these measures and strategies? And how effective are they?. How can we measure the performance of different health systems, and how can we use such information to support on-going health systems improvement? Those are the central questions addressed in this volume. Health policy makers have a growing interest in finding ways of encouraging health systems to improve their performance, where performance is measured against quality, efficiency or equity goals. Improving performance has the potential to reduce the tensions between rising demands and limited resources. There is also a growing demand for a

Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus - as well as improved policies and institutions - are needed to address the persistent pove

Kurzfassung: Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. The argument for road safety investment is not simply an emotional one. Road crashes represent a serious economic burden: their cost is estimated to represent up to 4% of GDP in some countries. Fatalities across OECD countries could be halved if all governments were fully committed to improving road safety by implementing and enforcing best p

What measures are being developed in OECD countries for assessing the relative efficiency of modes and modal combinations? What opportunities exist to improve complex intermodal transport chains? How are such opportunities identified and assessed?. Today's highly competitive global market calls for intermodal transport systems that meet industry's expectations in efficiency and reliability as well as government's sustainability expectations. Kurzfassung: To better respond to a new set of concerns of the population and promote sustainable development, governments today actively seek a broad partnership with civil society and the private sector. Yet, it is at local and regional levels, closer to the problems and the individuals, that partnerships are most often formed. Partnerships are being established throughout OECD countries to tackle issues of economic development, employment, social cohesion and the quality of life. What all partnerships share is a common desire to improve governance -- how society collectively solves its problems and meet

Rapidly growing cross-border mergers and acquisitions (M&As) and strategic alliances are distinctive features of globalisation in the current era. They have become common paths to internationalising business operations, research and markets, together with traditional forms of trade and investment. An overwhelming share of foreign direct investment (FDI) is now in the form of M&As rather than greenfield investment, as firms shelve earlier diversification an

While major progress has been made to lessen the per capita generation of air and water pollution over the past decades, waste generation is still on the rise. Faced with the increase of waste, many governments have reviewed available policy options and concluded that placing the responsibility for the post-consumer phase of certain goods on producers could provide a means to relieve certain environmental pressures, arising from post-consumer

These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion

The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working.
