    Abstract: Protecting people, rather than specific jobs, plays a key role in promoting labour-market inclusiveness and dynamism. Effective unemployment benefits reduce inequality, and facilitate a good match between workers’ skills and job requirements. This report on the United States is the second of a number of OECD country reviews of income support policies. Each report analyses key policy challenges, discusses recent reform initiatives, and identifies good practices from other OECD countries. The report examines the reach and generosity of unemployment insurance and other income support for working age households, with a special focus on disadvantaged labour market groups. What are key gaps in benefit receipt between wage- and salaried employees and non-standard workers (part-time workers, those on temporary contracts, and self-employed workers including own-account workers)? What factors, including race/ethnicity and gender, drive non-entitlement to unemployment compensation? The report examines these questions, considers the impact of recent extensions to the unemployment insurance programme in response to the COVID pandemic, and outlines policy directions for strengthening out-of-work support.

    Abstract: The United States, the world’s largest economy, has made progress in reducing several environmental pressures while maintaining one of the highest Gross Domestic Products per capita in the world. It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

    Abstract: Brazil made significant progress in managing water resources since the adoption of the National Water Law in 1997 and the creation of the National Water and Sanitation Agency (ANA) in 2000. Nevertheless, water security challenges persist and will be aggravated by megatrends such as climate change, population growth, urbanisation, and the economic, social and environmental consequences of the COVID-19 pandemic. The report calls for a modern approach to water security, balancing supply and demand management, grey and green infrastructure, and risk management and resilience while embracing a holistic view that connects water to other strategic areas such as environment, land use and territorial development. The report builds on a decade of policy dialogue between the OECD and the National Water and Sanitation Agency (ANA) of Brazil. It provides an action plan to support the country to: (1) shift from a risk-based approach to a resilience approach to understand vulnerabilities and minimise the duration and magnitude of failures; (2) make river basin organisations deliver and use economic instruments to tackle water risks; and (3) accompany infrastructure development with regulatory oversight and monitoring.

    Abstract: Early equity for disadvantaged children can be achieved through nurturing, high quality early learning environments. However, without deliberate action, disadvantaged children face a 12 month development gap compared to their more advantaged peers in key early learning areas such as emergent literacy. Data based on direct assessments from 7,000 children in England, Estonia and the United States show what it takes to achieve a level playing field for disadvantaged children. These actions include supporting parents to regularly read with their children, having back-and-forth conversations and providing access to developmentally appropriate books. Links between parents and their early childhood education and care (ECEC) centre are also positively linked to children’s early development, as well as the provision and quality of ECEC. The latter includes a holistic approach to ensure children’s social-emotional skills are fostered, such as curiosity and co-operation, and ensuring children have a level of autonomy over their activities.

This peer review provides a set of recommendations for the United States to mitigate negative transboundary effects of its policies, promote more flexible budget appropriations in line with needs, equip its development finance institution to deliver and adopt a clearer approach to multilateral partnerships. It recommends that the United States puts development effectiveness at the heart of localisation, reinforce human resources, and consider conflict prevention in all country programmes.

    Abstract: Spanish society values families and family life highly, but the way that families look and live has been changing drastically over the past decades. From being one of the countries with the highest fertility rates in Europe, Spain now has the lowest rate in the region and the legalisation of divorce and social acceptance of co-habitation has led to a decline in the traditional nuclear family model. At the same time, the share of mothers who are employed increased by more than 50% over the past two decades, though it remains below the OECD average. While family law has evolved quite strongly alongside these societal changes, family policy – i.e. the combination of benefits, services, tax breaks and leave arrangements that support family members in raising and providing care to minor children and other dependent persons – has undergone some changes but few major reforms. This report suggests ways to adapt Spain’s family policy to incorporate family diversity into the national policy framework, improve family well-being, reduce child poverty and make family life easier for all.

In this context, Bratislava is developing new directives to make its procurement processes more efficient. This report offers recommendations on how Bratislava can use public procurement strategically to identify value-for-money solutions, foster competition, and promote sustainable urban development. The report also includes a concrete case study on Bratislava’s public procurement for street lighting, which provides methodological guidance on the analysis of needs, market engagement, and tender design.

    Abstract: Efforts that primarily focus on incremental change in systems that are unsustainable by design are one of the main barriers to scaling up climate action. This report applies the OECD well-being lens process to the transport sector. It builds on the report Accelerating Climate Action and encourages countries to focus climate action on delivering systems that - by design - improve well-being while requiring less energy and materials, and thus producing less emissions. The report identifies three dynamics at the source of car dependency and high emissions: induced demand, urban sprawl and the erosion of active and shared transport modes. The report also provides policy recommendations to reverse such dynamics and reduce emissions while improving well-being, from radical street redesign, to spatial planning aimed at increasing proximity, and policies to mainstream shared mobility. Analysis also shows why the effectiveness and public acceptability of carbon pricing and policies incentivising vehicle electrification can significantly increase after policy reprioritisation towards systems redesign.

    Abstract: Finland has a strong reputation as a leader in environmental policy and sustainable development. It committed to become carbon neutral by 2035 and to pioneer the world’s first circular economy. However, it is not fully on track to meet its ambitious goals. Greenhouse gas emissions fell in the last decade, but they need to decline at a much faster pace to meet the target. Waste generation, material consumption and nutrient losses to water bodies have continued to rise. Agriculture and a large forestry sector exert pressures on the country’s biodiversity. Targeted policy measures are needed to provide adequate incentives, boost investment and innovation and steer the economic recovery from the COVID-19 crisis towards the green transition. Finland should move from good strategy making to effective and coherent implementation. It needs to get the right policies in place, to secure sufficient resources and ensure continued and broad public consensus. This is the third Environmental Performance Review of Finland. It evaluates progress towards green growth and sustainable development, with a special chapter focusing on climate change mitigation and well-being.

    Abstract: Even though firms play a key role in shaping wages, wage inequality and the gender wage gap, firms have so far only featured to a limited extent in the policy debates around these issues. The evidence in this volume shows that around one third of overall wage inequality can be explained by gaps in pay between firms rather than differences in the level and returns to workers’ skills. Gaps in firm pay reflect differences in productivity and wage setting power. To address high wage inequality while fostering high and sustainable growth, worker-centred policies (e.g. education, adult learning) need to be complemented with firm-oriented policies. This involves notably: (1) policies that promote the productivity catch-up of lagging firms, which would not only raise aggregate productivity and wages but also reduce wage inequality; (2) policies that reduce wage gaps at given productivity gaps without limiting efficiency-enhancing reallocation, especially the promotion of worker mobility; and (3) policies that reduce the wage setting power of firms with dominant positions in local labour markets, which would raise wages and reduce wage inequality without adverse effects on employment and output.

The objectives of this study are to describe experiences in financing and price setting and how pricing has been used to attain better coverage, quality, financial protection, and outcomes in LTC. Pricing is not only about covering the costs of service delivery, it is also an important policy tool that provides the right incentives to ensure that budgetary goals are met, to promote quality, to increase equity, and to foster coordination and integration with health services.

This report offers a roadmap to policy makers to reduce the digital divides experienced by people living in different places within countries. While this is a key policy goal, the reduction of regional disparities needs to be accompanied with sufficiently high levels of broadband speeds across regions for people to be able to fully benefit from the economic opportunities and services brought about by digitalization.

Extreme weather events caused by climate change – such as floods, storms, heat waves and droughts – have already affected the operation of nuclear power plants. Any increase in the temperature of the water used to cool nuclear power plants can also lead to reductions in their power output due to decreasing thermal efficiency. This report sets out the adaptation strategies that can be effectively implemented to improve the resilience of existing plants as well as any new installations. The costs of adaptation to climate change can vary significantly depending on the type of reactor, the climate change issues affecting them, as well as the applicable regulations and standards. However, while these adaptation costs can, in some cases, be significant, the costs of inaction – both directly at the plant level and indirectly for the electricity system – are likely to be even higher.

Building on previous OECD analysis, this report aims to help tax revenue authorities in designing and implementing taxpayer education initiatives. It examines 140 initiatives under implementation in 59 developed and developing countries, offering a classification of different approaches to taxpayer education, and identifying common challenges and solutions. More generally, this report contributes to the OECD’s broader work on tax morale and seeks to encourage further research, debates and initiatives, particularly in developing countries, to better understand and ultimately strengthen tax morale and the tax compliance of taxpayers.

    Abstract: Few small and medium-sized enterprises (SMEs) scale up, but these few fast growing firms are the major driver of new jobs added to OECD economies. This report helps policy makers get a grip on growth of those few SMEs by considering the transformation they undergo before, during and after their high-growth phase. Based on analysis of detailed firm-level data in a pilot project implemented for Finland, Italy, Portugal, the Slovak Republic and Spain, the report shows that SMEs in all types of places, of all ages and in all sectors have the potential to scale up. The strength of the potential does, however, vary. Getting a grip on growth of SMEs can pay important dividends as scalers contribute the majority of new jobs created by SMEs during their high-growth phase, but also continue to contribute positively to aggregate job creation and aggregate growth in turnover in the following years. A closer look at the characteristics of SMEs that scale up compared to similar “peers” that do not, shows that scaling is likely a strategic choice and includes investments and other preparatory transformation in the years preceding scaling up.

    Abstract: Today, the global youth population is at its highest ever and still growing, with the highest proportion of youth living in Africa and Asia, and a majority of them in rural areas. Young people in rural areas face the double challenge of age-specific vulnerabilities and underdevelopment of rural areas. While agriculture absorbs the majority of rural workers in developing countries, low pay and poor working conditions make it difficult to sustain rural livelihoods. Potential job opportunities for rural youth exist in agriculture and along the agri-food value chain, however. Growing populations, urbanisation and rising incomes of the working class are increasing demand for more diverse and higher value added agricultural and food products in Africa and developing Asia. This demand will create a need for off-farm labour, especially in agribusinesses, which tends to be better paid and located in rural areas and secondary towns. It could boost job creation in the food economy provided that local food systems were mobilised to take up the challenge of higher and changing domestic demand for food.

    Abstract: The pace and scope of innovation are challenging the way governments regulate. Existing regulatory frameworks might not be agile enough to accommodate the fast pace of technological development and, as a consequence, rules might become outdated. Beyond this pacing problem, technological innovation also blurs the traditional definition of markets, challenges enforcement and transcends administrative boundaries domestically and internationally. This report, which results from a joint project between the OECD and the Korea Development Institute, presents a set of case studies illustrating the different regulatory challenges raised by emerging technologies and the diversity of regulatory responses used to address them. The case studies cover data-driven business models, digital innovation in finance, smart contracts relying on distributed ledger technologies, digital technologies for smart logistics, and the sharing economy.

    Abstract: The OECD Career Readiness project makes use of quantitative evidence to identify how teenage career-related activities and attitudes are linked with better adult employment outcomes. Review of multiple national longitudinal datasets confirms that teenage experiences of the workplace through part-time working and volunteering are routinely associated with better prospects in work during adulthood. While the evidence base is much weaker, it is also likely that students who undertake workplace placements through their schools can have much to gain. This policy brief draws on evidence from longitudinal studies and beyond to explore the following questions: Why is it important for secondary school students to have first-hand experience of work? What difference does workplace experience make? And how can schools and education systems best optimise its benefits?

    Abstract: Infrastructure investment has been at the forefront of the political debate for more than two decades. Despite decades of theoretical study and experimentation in practice, “how to” actually procure infrastructure still lacks a complete and evidence-based guide, relying heavily on subjective perception and judgement. Procurement strategy mistakes can substantially increase the cost of infrastructure, delay its delivery, or reduce its quality and value to the public. The OECD has trialled a new evidence- based tool to inform procurement decisions on major projects called Support Tool for Effective Procurement Strategy or STEPS. The tool was applied toon two major road projects in Norway. STEPS can improve the efficiency and effectiveness of public procurement of infrastructure and beyond. It should improve the Value for Money propositions of both traditional and privately financed infrastructure projects. It is also an effective tool against bid rigging, the effects of abnormally low bids, and corruption in public procurement. Because the procurement choices of the public sector impact the market structure of the infrastructure supplier market, it could be considered an instrument of implicit market regulation, working against market concentration. STEPS thus supports a range of OECD recommendations and G20 positions on infrastructure governance, private investment in infrastructure, and procurement in general.

    Abstract: Smart Specialisation Strategy is a place-based EU policy that seeks to enhance regional competitiveness through leveraging and bolstering innovation in the selected priority areas (industries or technologies) in each region. The new iteration of S3 requires developing cross-border collaborations with regions possessing complex and complementary technological expertise currently missing in a region to upgrade its technological evolution. The reason for this is that new growth opportunities arise from recombining existing technological capabilities while more complex technologies offer strong competitive advantage. This paper presents a simple roadmap for regional S3 internationalisation and the results of an in-depth case study on the opportunities for and barriers to S3 internationalisation in Friuli Venezia Giulia (FVG), a region in the North East of Italy. The paper develops recommendations on how to make the most of the Research, Technology, Development and Innovation endowments in FVG through enhancing the innovation-internationalisation nexus in order to improve competitiveness of the region.

    Abstract: BEPS Action 5 is one of the four minimum standards which all members of the OECD/G20 Inclusive Framework on BEPS have committed to implement. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange of information on certain tax rulings which, in the absence of transparency, could give rise to BEPS concerns. 140 jurisdictions have joined the Inclusive Framework and take part in the peer review to assess their compliance with the transparency framework. Specific terms of reference and a methodology have been agreed for the peer reviews to assess a jurisdiction’s implementation of the minimum standard. The review of the transparency framework assesses jurisdictions against the terms of reference which focus on five key elements: i) information gathering process, ii) exchange of information, iii) confidentiality of the information received; iv) statistics on the exchanges on rulings; and v) transparency on certain aspects of intellectual property regimes. The reviews of confidentiality of the information received defer to the work of the Global Forum on Transparency and Exchange of Information for Tax Purposes and the outcomes of that work are not published. Recommendations are issued where improvements are needed to meet the minimum standard. This report reflects the outcome of the annual peer review of the implementation of the Action 5 minimum standard and covers 131 jurisdictions. It assesses implementation for the 1 January - 31 December 2020 period.

    Abstract: Thriving middle classes are the backbone of democratic societies and strong economies, but in many countries, they face mounting pressure as their economic strength is eroding relative to higher-income households. Real wages and incomes for most middle-class households have grown only very slowly, and rising expenditures have been putting further pressure on living standards. Meanwhile, globalisation, digitalisation, and demographic change are eroding job opportunities for middle-skilled workers, who risk sliding into lower-paid employment. The COVID-19 crisis has accentuated socio-economic divides and may end up accelerating some of the above trends. This publication builds upon the OECD’s publications on the middle class (Under Pressure: The Squeezed Middle Class) and social mobility (A Broken Social Elevator? How to Promote Social Mobility). It demonstrates that the German middle class is similar in size as in peer countries, but substantially smaller than it was in the mid-1990s. Lower middle‑class households face an increased risk of slipping out of the middle; meanwhile, upward mobility into the middle has declined, particularly for workers in “typical” middle-class occupations. Employment growth forecasts point to further occupational polarisation. The review proposes policy options for strengthening the employability of middle-class workers, creating good-quality, future-oriented jobs, and boosting middle‑class disposable incomes.

    Abstract: Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

    Abstract: National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages. This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

    Abstract: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

    Abstract: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

This analysis draws partly on discussions that took place at the “10th ADBI-OECD-ILO Roundtable on Labor Migration: Future of Labor Migration in Asia: Challenges and Opportunities in the Next Decade,” held in Bangkok, Thailand, in February 2020, an annual event co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization that brings together regional experts and policy makers. In response to the COVID-19 pandemic, the publication focuses on the pandemic’s impacts on labor mobility. The report offers up-to-date comparative statistics on labor migration flows, including evidence on the impacts of COVID-19 on flows and remittances. Two statistical annexes offer detailed country fact sheets and coverage of intra-Asia and cross-regional migration flows. The report also includes discussions on the future of labor migration in the aftermath of the pandemic and the role of technology and digitalization in labor mobility and its management.
