    Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: Le traitement des déchets est appelé à s'accroître, car le volume de ces déchets est étroitement dépendant de la croissance économique. Le transport de déchets constitue donc un enjeu majeur pour l'avenir. Plusieurs questions se posent à cet égard. Faut-il renforcer la réglementation relative à ces transports et en revoir les modalités d'application ? Le principe de proximité pour le traitement des déchets, intégré dans cette réglementation au nom de la protection de l'environnement, ne doit-il pas être remis en cause, ce principe de proximité empêchant une massification des flux qui serait favorable aux modes de transport les plus écologiques ? Le bilan environnemental des transports de déchets ne saurait être établi que dans le cadre d'une approche globale intégrant l'ensemble des filières de traitement de ces déchets. Il faut en effet se méfier des fausses bonnes idées, telles que "le transport de déchets doit être limité" ou " le recyclage est la meilleure solution". La suppression des décharges ou le retraitement pourraient accroître sensiblement les transports de déchets. La Table Ronde reprend ces points en examinant successivement, à partir de l'expérience des différents pays, les évolutions du secteur des transports de déchets et les problèmes statistiques rencontrés pour les appréhender, la réglementation applicable à ces transports et leur bilan environnemental, en insistant tout particulièrement sur les difficultés engendrées par la répartition modale actuelle de ces transports.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: With the treatment of waste set to increase -- since the volume of waste is closely related to economic growth -- waste transport will be a major challenge in the future. This raises several issues. Should transport regulations be made more stringent and their implementation reviewed? Should the proximity principle -- incorporated in the regulations in the interests of environmental protection -- be questioned, since it prevents the consolidation of flows in sufficient volume to make the most environmentally-friendly modes of transport viable? The environmental performance of waste transport can be established only within the framework of an overall approach which incorporates all waste treatment routes. We must indeed be wary of seemingly good ideas such as "waste transport must be restricted" or "recycling is the best solution". The closure of landfills or reprocessing could well lead to a large increase in waste transport. The Round Table picks up on these issues and uses the cases of different countries to examine, in turn, developments in the waste transport sector and the statistical problems encountered in trying to understand them, the regulations applicable to the modes of transport used and their environmental performance, focusing closely on the difficulties created by the current modal split in this sector.

    Abstract: The fight against the illegal entry, residence and employment of foreigners is one of the key priorities of the immigration policies of the OECD countries. This irregular migration continues to persist, albeit at different levels for different receiving countries, both in countries that have expressed a political will to manage migration flows more effectively and to fight against the trafficking of labour, and in those that continue to receive a large number of immigrants every year as part of an active policy to recruit permanent migrant workers. In the light of the growing role of trafficking networks and their increasingly active involvement in moving labour across international boundaries, enhanced co-operation at both national and international levels is required to develop policies for preventing and combating the employment of foreigners in an irregular situation. In particular, whatever is done to combat the hiring of illegal immigrants must address the problem of undeclared work in general, and not just the employment of illegal immigrants per se. Better information on the risks and penalties involved in the use of illegal labour should also be directed at both employers and workers in industries where these illegal practices are prevalent, but also at employers that resort to the use of undeclared labour only on an occasional basis and at sending countries. Various specific measures adopted by a number of Member countries, such as the requirement to notify relevant government agencies prior to hiring, fiscal incentives for the employment of legal workers or the streamlining of hiring formalities, might be applied in a larger number of countries. The forging of partnerships between the relevant government agencies and employers’ and employees’ associations in each country should also be encouraged, together with the extension of international co-operation to control and manage immigration flows more effectively.

    Abstract: The opening of energy markets is leading to increased competition, and the nuclear power industry must adapt if it is to meet this challenge. Internationally discussions are taking place among government authorities and electric utilities and vendors on how to deal with the rapid technical development and optimisation of nuclear fuel and its utilisation under new, more aggressive fuel management strategies. Improving reactor core monitoring systems is an important part of this process. Participants in a recent NEA workshop discussed how instrumentation, methods and models used in core monitoring can be validated or, if needed, improved and further developed to provide more reliable and detailed information on local power in the core and on other parameters indirectly affecting fuel duty. This book shows how the core monitoring system can be used to support reactor operation in normal and anticipated transient modes and to supply data used to derive initial key core parameters for transient and accident analysis.

    Abstract: The main goal of this Seminar was to understand the relationship between transport economics research and policymaking. In Europe, there is an extremely wide range of research approaches (a single government agency or several organisations, a national research programme or one-off contracts, etc.). What do these approaches have in common and what is the ideal research structure? With regard to researchers and research sponsors, monopolies should be avoided. Links between researchers and policymakers need to be as direct as possible. And it is also important that research findings be presented by communication specialists and disseminated very early on, before the final stages of research. Drawing on the presentation and analysis of national experiences, the Seminar spawned numerous recommendations that can help to define a national research policy, and suggested ways in which researchers and policymakers can organise the relationship between economic research and policymaking in the transport sector.

    Abstract: OECD countries believe that foreign direct investment (FDI) will play a critical role in the rise of standards of living among nations well into the 21st century. A crucial aspect will be whether FDI’s contribution to economic development will respond in a balanced and sustainable way to the aspirations and expectations of host and home countries alike. This and other related issues were highlighted at a conference on the Role of Investment in Development, Corporate Responsibilities and OECD Guidelines for Multinational Enterprises. This event provided a unique forum for dialogue between participants from OECD member states and developing countries, academic, business and labour circles and civil society on the development impact of FDI, the effectiveness of national policies and the responsibilities of multinational enterprises. These issues are expected to be taken up again at the forthcoming WTO Ministerial in Seattle.
