La présente synthèse résume les principales conclusions du rapport Un équilibre précaire ? Instabilité des revenus et insécurité économique en Europe, le premier produit par l’Observatoire de l’OCDE sur la mobilité sociale et l’égalité des chances. Ses auteurs ont fait appel à des techniques innovantes pour identifier les catégories de population en situation d’insécurité économique dans les pays européens de l’OCDE – autrement dit celles qui sont les plus exposées et les plus vulnérables à l’instabilité des revenus – et pour déterminer comment l’évolution des revenus et l’insécurité économique influencent les conditions de vie des individus, la mobilité sociale et les inégalités. Il passe également en revue une série de mesures propres à rendre la protection sociale plus réactive afin d’améliorer le soutien apporté à ceux dont les revenus sont instables et étudient des solutions qui permettraient d’aider ceux que l’insécurité économique guette plus particulièrement à constituer des réserves financières.

    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

Ce cadre s'appuie sur les efforts déjà déployés par l'OCDE dans ces domaines et intègre les avancées les plus récentes en matière d'évaluation de la performance des systèmes de santé. En proposant des définitions communes et en favorisant une compréhension partagée entre décideurs, parties prenantes et organisations, le cadre renouvelé facilitera la collaboration internationale.     Abstract: Private schools cater for around 1 in 5 students from pre-primary to the end of secondary education, a share that has not changed materially since 2015. They enjoy greater autonomy, suffer fewer shortages of all kinds and handled the COVID-19 pandemic better than public schools. Although their students achieved better results in PISA 2022 in many countries, this is mainly because they enrol more students from advantaged socio-economic backgrounds than their public counterparts. The main challenge in many countries today is to increase the social mix in public and private schools, which is why many efforts have been made in this direction over the past decade.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: Les mutations économiques et technologiques des dernières décennies ont rendu les perspectives économiques individuelles plus incertaines. Si les formes d’emploi atypiques et la transformation numérique ont ouvert le champ des possibles, elles ont aussi, comme les grands chocs économiques récents, exposé de nombreuses personnes à une fluctuation de leurs revenus, un phénomène désigné sous le nom « d’instabilité des revenus ». Dans la mesure où la situation professionnelle et personnelle des individus peut changer à plusieurs reprises au cours d’une même année, ce rapport s’appuie sur de nouvelles techniques pour déterminer les personnes les plus exposées à l’instabilité des revenus dans les pays européens de l’OCDE, et étudie les retombées de cette instabilité sur la vie quotidienne, la mobilité sociale et les inégalités. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale. Enfin, le rapport passe en revue une panoplie de mesures conçues pour améliorer la réactivité des systèmes de protection sociale, de sorte à mieux soutenir les personnes aux revenus très instables ; il étudie en outre différentes pistes d’action pour aider les plus exposés au risque d’insécurité économique à se constituer des réserves financières.

These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

This Education Spotlight draws on an international Policy Survey conducted with Ministries of Education from 37 education systems, and other evidence from the OECD’s Centre for Educational Research and Innovation publication Who Really Cares About Using Education Research in Policy and Practice? Developing a Culture of Research Engagement (OECD, 2023[1]) and beyond to explore the following questions: • Which systemic conditions, such as resources, infrastructures, and leadership, matter for the development (or transformation) of an organisational and system-level culture of research engagement? How do these conditions relate to one another? • How can these conditions be developed to best support education research engagement from the system level? This Spotlight reflects on the elements at the system level that are crucial for establishing such a culture for policy makers and practitioners. It does so with the understanding that complex systems require thinking strategically and employing systems approaches to knowledge mobilisation, alongside the more commonly used linear models of disseminating evidence or relational ones focusing on partnerships and networks.

    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

    Abstract: Young people from low socio-economic status (SES) backgrounds face additional barriers as they seek to convert their qualifications and experience into successful employment. They encounter particular challenges in seeking to enter high status jobs. The barriers they face can be productively conceptualised in terms of economic, human, social and cultural capital accumulation. Schools can help to build these resources through programmes of career guidance, but to be successful they must actively respond to predictable barriers relating to access to trusted information and useful experiences. PISA shows a need for socially focused interventions. Career uncertainty and confusion is shaped by SES. Low SES students are also less likely to engage in most commonplace career development activities. Equitable guidance systems will target greater provision at low SES students and aim ultimately to provide personalise provision to all students, encouraging and enabling understanding of and progression towards careers promising greatest personal fulfilment. Insights from longitudinal data provide new opportunities for more scientific and strategic approaches to delivering effective provision.

    Abstract: The evidence review examines the state of academic careers in higher education systems in OECD countries, providing an overview of available data, research evidence and examples of policy and practice. Key concerns for academics and policy makers include the working conditions of academics, an increasing reliance on precarious and casual contracts, high workloads and negative impacts on work-life balance. Career incentives currently tend to focus on – and favour – research output, often side-lining teaching, engagement, and other duties. Initial academic training generally fails to prepare academics comprehensively for their roles, and more continuous professional learning will likely be needed to support academics to exploit the potential of increasingly digitalised learning environments. Although flexibility in academic career paths has been promoted in some higher education systems, academics tend to remain in academia, with limited inter-sectoral mobility. The review highlights the persistent under-representation of – and challenges confronting – women and marginalised groups in academia. Despite the growth of international mobility and collaboration, the participation of academics in internalisation activities varies considerably within and between institutions and across higher education systems. Furthermore, a troubling decline in academic freedom over the past decade raises substantial concerns.

    Abstract: Since the onset of Russia’s large-scale war against Ukraine, millions of people have been forced to flee their homes in search of a safe haven. This report synthesises the findings of the Survey of Arriving Migrants from Ukraine (SAM-UKR), conducted by the European Union Agency for Asylum (EUAA) in collaboration with the Organisation for Economic Co-operation and Development (OECD), covering prevailing themes of forced displacement from Ukraine. These themes encompass demographics, reasons for departure, experiences along the journey, life in the host country, return intentions, and future aspirations. In addition to presenting survey results, the report draws on over 1 500 personal testimonies provided by respondents to offer a more direct insight into the decision-making process and emotional state of displaced persons, thereby illuminating their struggles, anxieties, hopes, and aspirations resulting from their displacement.

    Abstract: The transition towards a green economy, the rapid development of new digital technologies and cultural change are some of the forces disrupting traditional career paths, resulting in more fluid and diversified career trajectories. To benefit from increased longevity, workers will increasingly have to consider job mobility at middle and older ages, changing jobs or careers more frequently than in the past. Making successful career transitions, however, tends to be more difficult for workers at older ages due to health issues, unfamiliarity with relevant technology or a lack of recent job search experience. This may result in a mismatch between the types of jobs they want and the jobs that employers may provide. This report presents evidence on recent trends in career mobility and the consequences for individual workers in terms of pay and other job characteristics. It identifies key employer and public policies that can help facilitate career mobility that results in better employment choices at older ages. This requires overcoming discriminatory views towards older workers, improving job flexibility choices and ensuring that government policy supports voluntary career mobility.

    Abstract: What are the structural barriers to women's empowerment and inclusive development in Southeast Asia? Building on data from the fifth edition of the SIGI, the SIGI 2024 Regional Report for Southeast Asia: Time to Care provides new evidence-based analysis on the progress and setbacks in eliminating the root causes of gender inequality in 11 countries of the region. It underscores how multiple personal status laws perpetuate gender-based legal discrimination. The analysis also shows that social norms governing gender roles and responsibilities worsened between 2014 and 2022, particularly affecting women’s educational and economic rights. The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries. The report advocates for the strategic development of formal care systems as a unique opportunity to accelerate women's economic empowerment, build inclusive societies and strengthen the region's resilience to external shocks – including those induced by climate change. To dismantle the barriers that prevent the emergence and expansion of such a formal care economy, it provides concrete recommendations to policy makers and other stakeholders.

    Abstract: Secure medical supply chains are a cornerstone of resilient health systems. Medical supply chains are complex and internationalised, often involving many suppliers. The COVID-19 pandemic, which combined an unprecedented surge in demand with interruptions in supply and trade, exacerbated pre-existing, rising shortages of essential medicines, such as antibiotics and anaesthetics, and generated shortages of medical devices, such as face masks and respirators. This report offers insights into the risks and vulnerabilities of the supply chains of medicines and medical devices. Policy options to anticipate and mitigate risks of shortages of medicines and medical devices, both routinely and in the context of severe crises, are analysed. Most importantly, the report shows that strengthening the long-term resilience of medical supply chains requires collaborative approaches that balance measures best undertaken by the private sector with those more appropriately managed by governments or supranationally.

L'analyse révèle qu'en dépit de préoccupations largement partagées en matière d'inégalités et d’égalités des chances, les opinions divergent quant aux solutions à apporter. Dans l’ensemble des pays de l’OCDE où l’enquête a été menée, les politiques visant à favoriser l'égalité des chances et à limiter les disparités du marché bénéficient d'un large soutien. En revanche, les mesures de redistributions suscitent une adhésion plus modérée. Par ailleurs, une grande majorité des répondants estiment que le secteur privé peut jouer un rôle important en proposant des salaires équitables, en luttant contre les inégalités de rémunération, en créant des emplois dans le pays et en investissant dans la main-d’œuvre.     Abstract: Romania’s education system is at a turning point. In 2023, the government passed a new law on school education that sets out significant changes to how schooling is provided, governed and resourced. These changes come at a critical time for the country’s development. While Romania is one of Europe’s fastest-growing economies, its education outcomes remain among the lowest in the European Union. The measures in the new law are crucial for ensuring quality education, fostering economic growth and enhancing inclusivity. This policy perspective offers recommendations on how to take forward planned reforms. It focuses on four specific sets of policies that will be instrumental in improving school quality and equity: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. At the centre of these are proposals to make teaching a highly skilled and rewarding profession by better connecting performance, promotion and pay, and progressively strengthening schools’ pedagogical leadership through developmental school evaluations and support. At a strategic level, Romania will need a step change in how education policies are funded and evaluated. This implies more strategic planning and budgeting to align resources with long-term policy priorities, and much-expanded analytical capacities to monitor and evaluate implementation and outcomes and hold institutions accountable.

    Abstract: This Policy Insights draws on data collected as part of the Opportunities module in the 2022 OECD Risk that Matters survey and explores public preferences for policies and measures aimed at reducing inequality and enhancing opportunities for all. The analysis reveals that, despite shared concern over inequalities and limited opportunities, opinions on solutions differ. Across the OECD countries surveyed, there is strong support for policies aimed at fostering equal opportunities and limiting market disparities. On the contrary, redistributive measures receive a milder level of support. A large majority of respondents also believe that the private sector can play a significant role by paying fair wages, addressing wage inequalities, creating jobs in the country and by investing in their workforce. Ce rapport vise à fournir au Maroc les outils nécessaires pour la mise en œuvre d'un système d'autoévaluation, de suivi et de soutien externe des établissements scolaires. Il propose un cadre d'indicateurs de la qualité qui peut fournir une vision commune et cohérente de ce qui constitue une « bonne école », et fournit des recommandations pour que les processus d’autoévaluation ainsi que le suivi et le soutien apporté aux établissements se concentrent sur l’essentiel.

The organisation of education settings shapes the learning options available to learners. These policy levers all influence learners' readiness to transition and the support they receive during transitions. In Wales, upper secondary pathways are shaped by the cadence of certification and the transition at age 16 to either further education or employment. The Curriculum for Wales prioritises four key purposes, extending beyond academic achievements to include broader goals for learners to be ambitious, confident and creative members of society. This Policy Perspective suggests that achieving this vision and ensuring equitable access to the breadth of the Curriculum for Wales will require explicit expectations built into policy levers like programmes, certifications and education system monitoring.

This policy brief provides reflections on the topic of supporting Indigenous learners in upper secondary education from a Peer Learning Discussion hosted by the OECD’s Above and Beyond: Transitions in Upper Secondary Education project. In December 2021, the project organised an informal discussion with participants from New Zealand and two provinces in Canada (Alberta and Manitoba), focusing on the systems’ experiences of supporting Indigenous learners at this level. This policy brief presents a summary of insights shared during this informal discussion, as well as background on the issues participants raised.

    Abstract: This report takes the reader into the lives of young people in Finland, Greece, Israel, the Netherlands and Portugal to explore the question: how do 15-year-olds learn English? Gone are the days when learners only encountered English for a couple of hours a week in a classroom. For today's teens, English is often the preferred language of communication in increasingly diverse online and offline communities. Yet relatively little is known internationally about how students learn English inside and outside school, and the resources available to help them. This report presents country findings from interviews with 15-year-olds, English-language teachers and school principals and wider background research, as well as a comparative chapter on key international insights. The report also explores how today’s digital technologies can support learners to develop foreign language proficiency. These findings support the forthcoming PISA 2025 Foreign Language Assessment through which the OECD will generate comparable data on students’ proficiency in English in different countries and on the factors related to it.

Despite the significant impact that crises such as pandemics, climate change effects, geopolitical conflicts, financial collapses or digital failures can have on economies and societies, policy makers in the health sector lack tools to test how their health systems would cope with extreme stress. Seizing a narrowing policy window in a post-pandemic context, the OECD and the European Observatory on Health Systems and Policies, with support from the European Commission, developed a comprehensive methodology culminating in a handbook on "Strengthening Health Systems: A Practical Handbook for Resilience Testing." Inspired by stress tests in various sectors, this methodology was piloted in Finland, Greece, and Spain throughout 2023. The handbook provides health policy makers with tools to assess and enhance their systems' resilience. This is intended to foster policy dialogues and the identification of structural weaknesses as the starting point for targeted investments and remedial policies that will allow health systems to withstand the impact of future shocks more effectively.

    Abstract: Social and Emotional Skills for Better Lives presents results from the OECD’s Survey on Social and Emotional Skills (SSES) 2023. SSES is the largest international effort to collect data on these skills among 10- and 15-year-old students. The report explores how the following skills differ by socio-demographic groups and how they relate to key life outcomes: task performance skills (persistence, responsibility, self-control and achievement motivation); emotional regulation skills (stress-resistance, emotional control and optimism); engaging with others skills (assertiveness, sociability and energy); open-mindedness skills (curiosity, creativity and tolerance); and collaboration skills (empathy and trust). The results show that students’ social and emotional skills – or 21st century skills – are linked to better life outcomes, including academic success, greater life satisfaction, healthier behaviours, less test and class anxiety, and more ambitious career plans. The Survey also finds that these skills are inequitably distributed among students by age, gender, and socio-economic background. SSES 2023 was conducted in Bulgaria, Chile, Peru, Spain, Mexico, Ukraine, Bogotá (Colombia), Delhi (India), Dubai (United Arab Emirates), Emilia-Romagna (Italy), Gunma (Japan), Helsinki (Finland), Jinan (China), Kudus (Indonesia), Sobral (Brazil) and Turin (Italy). Results are compared to SSES 2019, which took place before the COVID-19 pandemic.

    Abstract: Romania’s education system is at a turning point. In 2023, the government passed a new law on school education that sets out significant changes to how schooling is provided, governed and resourced. These changes come at a critical time for the country’s development. While Romania is one of Europe’s fastest-growing economies, its education outcomes remain among the lowest in the European Union. The measures in the new law are crucial for ensuring quality education, fostering economic growth and enhancing inclusivity. This policy perspective offers recommendations on how to take forward planned reforms. It focuses on four specific sets of policies that will be instrumental in improving school quality and equity: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. At the centre of these are proposals to make teaching a highly skilled and rewarding profession by better connecting performance, promotion and pay, and progressively strengthening schools’ pedagogical leadership through developmental school evaluations and support. At a strategic level, Romania will need a step change in how education policies are funded and evaluated. This implies more strategic planning and budgeting to align resources with long-term policy priorities, and much-expanded analytical capacities to monitor and evaluate implementation and outcomes and hold institutions accountable.

Country practice has converged around a standard measure of life satisfaction, however affective and eudaimonic measures of subjective well-being remain less harmonised. This policy insights, along with its accompanying working paper, identify priority areas for future OECD work by marrying the practical concerns of data collectors with good practice as identified by the academic literature.

    Abstract: As climate change increases exposure to natural disasters, countries need new solutions to mitigate risks of natural hazards. For many in Asia and the Pacific, mobilising existing resources is not enough: they need to consider a grand design of disaster risk financing strategies. Catastrophe bonds (CAT bonds) can be an effective, market-based financing tool for the region. While the global CAT bond market has grown steadily since the 1990s, it remains weakly developed in Asia and the Pacific. Its successful development there requires robust purpose-built legal frameworks; developed general bond markets, especially in local currency; appropriate capacity building; and data-driven pricing models. This report explores each of these conditions along with policy suggestions for fostering them, and discusses the development of multi-country CAT bonds in Asia and the Pacific.

    Abstract: Ireland has shown a strong commitment to addressing child poverty and improving outcomes for children and young people. Responding to the needs of children and young people, particularly those most vulnerable, requires integrated policies and services. This report is part of a joint project between the OECD and the European Commission to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people based on a whole-of-government approach. The report assesses recent policy, institutional and legislative developments in Ireland and compares outcomes for children and young people with those in other EU and OECD countries. It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.

    Abstract: This roadmap is designed to aid North Macedonia’s government in establishing a solid policy foundation for a successful transition to a circular economy. As an EU candidate country, North Macedonia has pledged to align with European climate objectives, endorsing the Sofia Declaration on the Green Agenda for the Western Balkans, with a particular focus on the circular economy transition. Acknowledging the pivotal role of this transition in national and regional development and actively addressing challenges posed by climate change, reliance on imported raw materials and increased waste, North Macedonia is ready for a strategic framework and concrete actions to initiate this transformative process. Derived from a comprehensive diagnostic of North Macedonia’s circular economy landscape, the roadmap strategically integrates existing policy initiatives, fostering synergies across sectors, measures and involved actors. It emphasises five key areas – circular business models for SMEs, construction, biomass and food, textile industry and mining and metallurgy – revealing over 40 policy recommendations. These recommendations, supported by a monitoring framework, are poised to be a cornerstone for propelling North Macedonia towards a more sustainable and circular future.

    Abstract: This report explores how school-level career guidance systems can more effectively respond to social inequalities. It draws on new analysis of PISA and PIAAC data and builds on the OECD Career Readiness Indicators to review the impact of inequalities related primarily to socio-economic background, gender and migrant status/ethnicity on the character of education-to-work transitions. The data analysis identifies additional barriers facing certain demographic groups in converting human capital into successful employment. It also finds that teenage access to career development is strongly patterned by the demographic characteristics of students. Consequently, the report highlights a range of career guidance interventions that can be expected to mitigate the negative impact of inequalities on student outcomes, enabling fairer access to economic opportunities. The report concludes by reviewing how the innovative new Career Education Framework in New Brunswick (Canada) systematically addresses inequalities within K-12 provision.

    Abstract: The "OECD Financing SMEs and Entrepreneurs Scoreboard: 2023 Highlights" document SME and entrepreneurship financing trends, conditions and policy developments. The report provides official data on SME financing in close to 50 countries, including indicators on debt, equity, asset-based finance and financing conditions. Data for 2021 are complemented by available information for 2022, along with demand-side information and recent developments in public policy and private initiatives to support SME finance. Findings reveal that most economies showed the beginnings of a dynamic recovery from the COVID-19 crisis in 2021. However, data available for 2022 point to a deterioration in a number of SME finance indicators, due to high inflation and rising interest rates, exacerbated by the effects of Russia's war against Ukraine. These factors are impacting the accessibility and cost of debt finance for SMEs, and foreshadow a slowdown in lending. Likewise, equity finance showed a significant decline in 2022. In this context, governments should continue to foster the diversification of SME financing instruments and channels to enable them to build resilience and undertake crucial investments, such as those in digitalisation and greening.

    Abstract: La télémédecine, autrement dit les consultations cliniques à distance, n’était guère utilisée, dans la plupart des pays de l’OCDE, avant la pandémie de COVID-19, les contraintes réglementaires et la frilosité des patients et des prestataires de soins lui faisant frein. Au début de l’année 2020, alors que le COVID-19 bousculait totalement la prestation de soins en personne, les pouvoirs publics ont rapidement décidé de l’encourager. Le nombre de téléconsultations s’est alors envolé, ce qui a contribué de façon déterminante au maintien de l’accès aux soins, mais n’a qu’en partie compensé la contraction des soins en personne. Nous verrons dans la présente synthèse comment les pouvoirs publics ont amplifié les soins à distance durant la pandémie et quelles conséquences ce basculement de grande ampleur a eues sur le fonctionnement des systèmes de santé.

    Abstract: The emergence of fully online, hybrid and blended forms of higher education has led governments, quality assurance agencies and higher education institutions (HEIs) across the OECD to reflect on how to ensure that digital education provides learners with opportunities to reach learning and employment outcomes similar to those achieved through traditional in person instruction. Building on stakeholder engagement and comparative analysis, this report offers an assessment of Hungary’s quality assurance system for higher education and, more specifically, its strengths and weaknesses for assuring the quality of digital higher education. It offers recommendations and policy options to support the ongoing reform of Hungary’s higher education accreditation system as well as a list of potential digital education indicators to be integrated in the assessment frameworks used by the Hungarian Accreditation Committee (MAB) for the accreditation of higher education institutions.
