Abstract: At the core of integrity is a human choice. Behavioural research reveals two determinants of integrity: the internal dynamics of how individuals make moral decisions and how these decisions are shaped and influenced by other people. This report describes how behavioural insights can help make integrity and anti-corruption policies more effective and efficient. It includes concrete policy applications and provides guidance for policy makers on how to use behavioural insights in designing integrity and anti-corruption policies.

Abstract: This report exposes how “policy capture”, where public decisions over policies are consistently or repeatedly directed away from the public interest towards a specific interest, can exacerbate inequalities and undermine democratic values, economic growth and trust in government. It maps out the different mechanisms and risks of policy capture, and provides guidance for policy makers on how to mitigate these risks through four complementary strategies: engaging stakeholders with diverging interests; ensuring transparency and access to information; promoting accountability; and identifying and mitigating the risk of capture through organisational integrity policies.

Abstract: This report provides recommendations to leverage the full potential of Coahuila’s Local Anti-corruption System by identifying weaknesses and areas for improvement. It provides a comprehensive assessment of the state’s integrity system, analyses efforts made to build a culture of integrity in the state public administration, as well as the extent to which Coahuila’s internal control and transparency mechanisms enable effective accountability. Furthermore, the Review focuses on an activity prone to corruption, public procurement. In particular, the report emphasises the risk of implementation gaps, which will need to be addressed to result in real impact for the economy and society. If effective, Coahuila’s Local Anti-corruption System has the potential to substantially transform the anti-corruption architecture of the State Government.

    Keywords: Innovationsmanagement ; Öffentlicher Sektor ; OECD-Staaten ; Governance ; Verwaltung ; Innovationsmanagement
Abstract: Public sector innovation does not happen by itself: problems need to be identified, and ideas translated into projects that can be tested, implemented and shared. To do so, public sector organisations must identify the processes and structures that can support and accelerate innovation. This report looks at how governments can create an environment that fosters innovation. It discusses the role of government management in inhibiting or enabling innovation, and the role that specific functions such as human resources management and budgeting can play. It suggests ways to support innovation – including by managing information, data and knowledge – as well as strategies for managing risk. Drawing on country approaches compiled and analysed by the OECD Observatory of Public Sector Innovation, the report presents a framework for collecting and examining data on the ability of central government to foster public sector innovation.

Abstract: This Review focuses on improving access to quality and timely services for citizens as a means to facilitate inclusive growth in the Dominican Republic. Despite its macroeconomic performance in the last decade, poverty and levels of inequalities remain high in the Dominican Republic. At the same time, citizens report limited satisfaction with the quality and access to services in the country, often reflected in less than optimal outcomes in areas such as health, transport or education. The review's focus on service delivery offers the opportunity to apply the concepts and tools of public governance at an operational level and with immediate implications for the government-citizen relationship. The inclusion of multidisciplinary good practices, collected through OECD work on public sector management, digital government, innovation or administrative simplification, allows a comprehensive but integrated assessment of the use of public policy levers for optimizing service design and delivery. By covering aspects relating both to the competence of government – in terms of the quality, timeliness and effectiveness of public services – and to the principles governing the provision of services – including engagement, accountability or inclusiveness, this review identifies policy recommendations to improve access, coverage and quality of public services, regardless of income levels, location and other social and economic factors – as a key lever to achieve more inclusive growth.

    Keywords: Öffentlicher Dienst ; Personalauswahl ; Personalbeschaffung ; Leistungsmotivation ; OECD-Staaten ; Governance ; Economics ; Verwaltung
Abstract: How can governments reduce workforce costs while ensuring civil servants remain engaged and productive? This report addresses this question, using evidence from the 2014 OECD Survey on Managing Budgeting Constraints: Implications for HRM and Employment in Central Public Administration. The results clearly illustrate the complex challenges facing civil services, such as how to reduce size and cost while still attracting and retaining high-calibre professional talent. The first part of this report shows that the pressure on central public administrations to reduce costs has required many OECD countries to make cuts that have likely resulted in negative impacts on the workforce regarding trust, motivation and commitment. Overall, 67% of countries surveyed have implemented a pay freeze since 2008. The second part explores how a number of OECD countries are using employee surveys as a leadership tool to better manage employee engagement, which is linked to better job performance, organisational commitment, productivity and public sector innovation. Employee engagement can be a powerful counter balance to austerity-driven measures.

Keywords: Governance ; Mexico ; Mexiko ; Verwaltung ; Open Data
Abstract: Mexico has developed an ambitious national open data policy to create value from the use and re-use of government data by the public, private and social sectors. Open government data (OGD) has the potential to spur the digital economy, as well as contribute to more efficient public service delivery and greater public engagement. Mexico has demonstrated its commitment to OGD through its close involvement in international open data initiatives. However, it faces challenges in effectively implementing OGD domestically in a way that makes a greater impact on the economy and society. This would require, notably, institutionalizing open data, understanding the demand for government data, reaching out to potential users and working more closely with local governments. To fully realise the potential of open data, it is crucial that public bodies understand the benefits, are fully behind the project and actively participate in its implementation. This report provides an analysis of Mexico’s policies as well as recommendations for achieving its national objectives and making the most of OGD.
