    Abstract: Robert K. Merton begründete in den 1930 und 40er Jahren die Wissenschaftssoziologie mit seinen Untersuchungen über die Entwicklung der Wissenschaft im England des 17. Jahrhunderts und ihren wechselseitigen Zusammenhang mit gesellschaftlichen Entwicklungen, speziell dem Puritanismus. Wissenschaft wird durch diesen Forschungsansatz als Institution bzw. als Organisation erstmals Untersuchungen durch die Sozialwissenschaften zugänglich. Aus diesem Verständnis von Wissenschaft heraus entwickelt Merton seine Imperative des wissenschaftlichen Ethos: Universalität, Kommunismus, Uneigennützigkeit und organisierter Skeptizismus. Die Wissenschaftssoziologie der Nachkriegszeit wird vor allen Dingen von immer neuen Angriffen auf diesen Ethos und Vereinnahmungsversuchen der Wissenschaft durch politische und wirtschaftliche Interessen geprägt. Die Technokratiedebatte und der Positivismusstreit in Deutschland, und die Untersuchungen und Streitschriften für wissenschaftliche Unabhängigkeit eines Michael Polanyi oder Jerry Ravetz in der anglo-amerikanischen Soziologie, sind so immer Ausdruck einer grundlegenden und hart geführten Debatte über Erkenntnismöglichkeiten in konkreten sozialen Institutionen. Nicht gestellt wird die Frage nach den Auswirkungen von institutionellem Wandel auf Wissen selbst.     Abstract: Das Forschungsfeld der Science and Technology Studies hat wesentliche Impulse für seine Entstehung und Entwicklung aus der Wissenschaftstheorie, vor allem der ersten Hälfte des 20. Jahrhunderts bezogen. Der logische Positivismus des Wiener Kreises, Karl Poppers kritischer Rationalismus und der Historizismus, entscheidend geprägt von Thomas Kuhn, stellen bis heute die zentralen philosophischen Grundpfeiler der Analyse von Erkenntnisprozessen dar. Alle drei Ansätze untersuchen Erkenntnis mehr oder weniger idealistisch, d. h. auf der Ebene von Konzepten, die losgelöst von den sozialen und materiellen Bedingungen ihrer Produktion verstanden werden. Die Untersuchung dieser Produktionsbedingungen war lange Zeit der Wissenschaftsgeschichte vorbehalten. Eine für die Science and Technology Studies prägende Ausnahme in der ersten Hälfte des 20. Jahrhunderts bildet Ludwik Flecks Analyse von Erkenntnis als abhängig von historisch und sozial geformten Denkstilen. Erkenntnisprozesse werden durch Fleck weder idealistisch noch psychologisch gefasst, sondern als fortlaufender Prozess kollektiven sozialen Handelns. Es ist diese Perspektive auf Wissenschaft und Technologieentwicklung, die deutlich macht, wie Wissensproduktion und Erkenntnis zentrale Themen sozialanthropologischer Studien sein können: als situierte, sozial und historisch kontingente Praxis wissenschaftlichen Alltags.

    Abstract: This report examines the convergence of fixed and mobile (wireless) networks and services. It considers these developments against a long standing question of whether they are complementary or competitive. The report concludes that they are both. Mobile providers have garnered a very large share of traditional services, such as telephony, over the past decade. Nevertheless, mobile networks are dependent on fixed networks and could not efficiently meet the rapidly expanding demand of users without the contributions made by fixed broadband networks. Managing the differences between networks, and their respective strengths and limitations, is one reason there is still tremendous differences in the pricing of some communication services on these networks.

    Abstract: Since the Seoul Declaration, access to broadband networks and the Internet have constantly increased. In terms of fixed broadband, penetration levels are close to maturity. In addition, further deployments of fibre networks have taken place; however, overall deployment of fibre is still at an early stage. On the mobile broadband side, 3G coverage is high and data traffic is expected to grow significantly. In terms of policies, national broadband plans have contributed to increasing access to the Internet. Some countries have furthermore invested public funds in the deployment of fibre networks.

    Abstract: This report provides an overview of existing data and statistics in the fields of information security, privacy and the protection of children online. It highlights the potential for the development of better indicators in these respective fields showing in particular that there is an underexploited wealth of empirical data that, if mined and made comparable, will enrich the current evidence base for policy making. Such indicators would help identify areas where policy interventions are most clearly warranted, and can provide guidance on designing policy interventions and determining their effectiveness.

New digital content distribution services are having appreciable impacts on established media industries and network service providers in many OECD countries. The competitive landscape in media, already complex, will become even more multifaceted. Public policy frameworks in the media and telecommunications sector must be reviewed in light of these developments. This paper argues that convergence should be taken as the rule, rather than the exception. Careful application of best practices can address most policy concerns.

    Abstract: Based on a production-theoretic framework, we measure the effects of real output prices, primary inputs, multi-factor productivity growth, and depreciation on Korea’s real net income growth over the past 30 years. The empirical analysis is based on a new dataset for Korea with detailed information on labour and capital inputs, including series on land and inventories assets. We find that while over the entire period, capital and labour inputs explain the bulk of Korean real income growth, productivity growth has come to play an increasingly important role since the mid-1990s, providing some evidence of a transition from ‘input-led’ to ‘productivity-led’ growth. Terms of trade and other price effects were modest over the longer period, but had significant real income effects over sub-periods. Overall, real depreciation had only limited effects except during periods of crises where it bore negatively on real net income growth.

    Abstract: The global crisis of 2008-09 went in hand with sharp fluctuations in capital flows. To some extent, these fluctuations may have been attributable to uncertainty-averse investors indiscriminately selling assets about which they had poor information, including those in geographically distant locations. Using a gravity equation setup, this paper shows that the impact of distance increases with investors’ uncertainty aversion. Consistent with a sudden increase in uncertainty, the negative impact of distance on foreign holdings increased during the global financial crisis of 2008-09. Host-country structural policies enhancing the quality of information available to foreign investors, such as strict disclosure requirements and prudential bank regulation, tended to mitigate withdrawals.

    Abstract: The Africa Partnership Forum (APF) was established in 2003 following the G8 Summit in Evian, as a way of extending existing dialogue between G8 countries and New Partnership for Africa’s Development (NEPAD) to include Africa’s major bilateral and multilateral development partners. In 2005 APF members agreed to establish an OECD-hosted support unit to backstop ongoing monitoring and analytical work. The APF is a senior political forum for discussing and monitoring policy issues, strategies, priorities and commitments related to Africa’s development and the implementation of NEPAD programmes, in the wider context of the Millennium Development Goals (MDGs). The APF monitors commitments and tracks progress. Its members include all African NEPAD members plus key African institutions and other major development partners, which work together as equals in the Forum and ensure synergies and coherence with other international fora.

    Abstract: This publication provides preliminary, quantitative estimates of direct budgetary support and tax expenditures supporting the production or consumption of fossil fuels in selected OECD member countries. The information has been compiled as part of the OECD’s programme of work to develop a better understanding of environmentally harmful subsidies (EHS). It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. It is also intended to inform the ongoing efforts of G20 nations to reform fossil-fuel subsidies. For each of the 24 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: This Investment Policy Review examines Colombia's achievements in developing an open and transparent investment regime and its efforts to reduce restrictions on international investment. The Review shows that, in the past few years, Colombia has made tremendous progress in promoting investment liberalisation and improving its investment policy framework. Colombia has also recently undertaken important policy reforms in many of the areas covered by the Guidelines for Multinational Enterprises, including human rights, labour issues and bribery. In recognition of its progress in pursuing policy reforms to promote investment liberalisation and improving the business climate, Colombia became the 43rd country to adhere to the OECD Declaration on International Investment and Multinational Enterprises. As an adherent to the Declaration, Colombia commits to providing national treatment to foreign investors and to promoting responsible business conduct, in line with the Guidelines for Multinational Enterprises. In turn, the country benefits from similar assurances from other adherents to treat Colombian investors fairly.

    Abstract: Over the period 2006 to 2010 capacity development was treated as a special topic in a total of 19 peer reviews in recognition of its increasing importance in development co-operation.     Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job-search procedures and work practices which they are not always able to satisfy. Over time, this expertise can be acquired. In practice however, differences in employment and earnings persist: experience and qualifications obtained abroad may not be fully equivalent to experience and qualifications acquired in the host country or not recognised as such, social capital may be lacking, or discriminatory hiring practices may persist among employers. These obstacles affect not only new immigrants, but, surprisingly, their offspring too. This publication reviews the labour market integration of immigrants and their offspring in three OECD countries (Austria, Norway and Switzerlands) and provides country-specific recommendations. It also includes a summary chapter highlighting common challenges and policy responses. It is the third and last in a series which has covered eleven OECD countries.

    Abstract: Austerity drives are leading governments to reduce operational cuts through the wage bill and staffing levels. A big lesson from past experience suggests that when pay cuts and freezes are necessary, it is essential to assess the savings relative to the costs – the loss of institutional knowledge if key contributors retire or resign, the time lost by managers and employees who have to deal with the issues related to vacancies and reorganizations, the lost productivity while people acquire new skills and learn new jobs, and the falloff in performance among employees who become discouraged or unsatisfied. This assessment does not appear to have taken place in the current crisis. This report argues that any new approaches to public sector pay must help to: enhance external competitiveness of salaries; promote internal equity throughout the public sector; reflect the values of public organisations; and align compensation with government’s core strategic objectives. It calls for a recognition of the supply and demand for specific expertise.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

Mais il faut aussi que les choses changent à la maison car ce sont les femmes, dans de nombreux pays, qui assument l’essentiel des tâches ménagères et des soins aux proches. Les politiques publiques peuvent favoriser ces évolutions, par exemple par des dispositifs en matière de congé parental qui incluent expressément les pères ; • les mesures destinées à soutenir l’entrepreneuriat au féminin doivent viser toutes les entreprises existantes et pas seulement les entreprises en création et les petites entreprises. Il faut garantir l’égalité d’accès aux financements aux entrepreneurs hommes et aux entrepreneurs femmes.

    Abstract: In many OECD countries, governments have invested large amounts of public money to support renewable energy (RE) development and are requiring significant quantities of it to be sold by energy providers. But what are the economic impacts of these policies on the rural regions where deployment takes place? How can RE bring the greatest benefit to host regions? These are some of the questions explored by this study. Drawing on case studies in 16 regions within 10 countries, the research finds that while RE indeed represents an opportunity for stimulating economic growth in rural communities, its development benefits are not automatic. Realising them requires a complex and flexible policy framework and a long-term strategy, as well as a realistic appreciation of the potential gains from RE deployment. Making a positive connection between RE development and local economic growth will require more coherent strategies, the right set of local conditions, and a place-based approach to deployment.

    Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

    Abstract: Recognising a need for better, tailored approaches to learning and accountability in conflict settings, the Development Assistance Committee (DAC) launched an initiative to develop guidance on evaluating conflict prevention and peacebuilding activities. The objective of this process has been to help improve evaluation practice and thereby support the broader community of experts and implementing organisations to enhance the quality of conflict prevention and peacebuilding interventions. It also seeks to guide policy makers, field and desk officers, and country partners towards a better understanding of the role and utility of evaluations. The guidance presented in this book provides background on key policy issues affecting donor engagement in settings of conflict and fragility and introduces some of the challenges to evaluation particular to these settings. It then provides step-by-step guidance on the core steps in planning, carrying out and learning from evaluation, as well as some basic principles on programme design and management.
