    Kurzfassung: The growing role of the digital economy in daily life has heightened demand for new data and measurement tools. Internationally comparable and timely statistics combined with robust cross-country analyses are crucial to strengthen the evidence base for digital economy policy making, particularly in a context of rapid change. This report presents indicators traditionally used to monitor the information society and complements them with experimental indicators that provide insight into areas of policy interest. The key objectives of this publication are to highlight measurement gaps and propose actions to advance the measurement agenda.

    Kurzfassung: An integral component of any green growth strategy is a highly-reliable set of measurement tools and indicators that would enable policy makers to evaluate how effective policies are, and to gauge the progress being achieved in shifting economic activity onto a greener path. These tools and indicators, which will need to be based on internationally comparable data, must also be embedded in a conceptual framework and selected according to a clearly-specified set of criteria. This report is a first step towards developing a framework to monitor progress on green growth in the agricultural sector in OECD countries. The goal is to identify relevant, succinct and measurable statistics to implement the OECD Green Growth Strategy Measurement Framework which provides a common basis for further developing green growth indicators in the agricultural sector in OECD countries.

    Kurzfassung: This report takes stock of progress made in implementing the 2010 Recommendation on Principles for Transparency and Integrity in Lobbying – the only international instrument addressing major risks in the public decision-making process related to lobbying. The review process found that although there is an emerging consensus on the need for transparency to shed light on lobbying, new regulations are often scandal-driven instead of forward looking. In countries that have regulations in place, the degree of transparency in lobbying varies considerably across OECD members. Moving forward, it will be essential for countries to focus efforts on the implementation of the Recommendation, in order to strengthen confidence in the public decision-making process and restore trust in government. It will also be crucial to strengthen the implementation of the wider integrity framework, as it is the prime tool for safeguarding transparency and integrity in the decision-making process in general and lobbying practices in particular.

    Kurzfassung: Despite the enormous burden that mental ill-health imposes on individuals, their families, society, health systems and the economy, mental health care remains a neglected area of health policy in too many countries. Mental disorders represent a considerable disease burden, and have a significant impact on the lives of the OECD population, and account for considerable direct and indirect costs. This report argues that even in those OECD countries with a long history of deinstitutionalisation, there is still a long way to go to make community-based mental health care that achieves good outcomes for people with severe mental illness a reality. The disproportionate focus on severe mental illness has meant that mild-to-moderate mental illnesses, which makes up the largest burden of disease, have remained overwhelmingly neglected. This book addresses the high cost of mental illness, weaknesses and innovative developments in the organisation of care, changes and future directions for the mental health workforce, the need to develop better indicators for mental health care and quality, and tools for better governance of the mental health system. The high burden of mental ill health and the accompanying costs in terms of reduced quality of life, loss of productivity, and premature mortality, mean that making mental health count for all OECD countries is a priority.

    Kurzfassung: This publication gathers the papers presented at the “OECD-EU dialogue on mobility and international migration: matching economic migration with labour market needs” (Brussels, 24-25 February 2014), a conference jointly organised by the European Commission and the OECD. It provides new evidence on the role that international migration has played in Europe and in selected other OECD countries over the past decade in terms of labour force; educational attainment; and occupational changes. It analyses the availability and use of migrants’ skills based on an in-depth literature review as well as new data analyses for Europe and the United States, Canada and the OECD as a whole, taking advantage of the International Survey of Adult Skills – PIAAC. Finally, several chapters discuss the potential role of international migration in meeting current and future labour market needs in Europe, in the United States and in the European Union. This work shows that although migration can make an important contribution to labour force growth, its role in counterbalancing the effects of population ageing will depend on the capacity of countries to match labour needs to migrants’ characteristics.

    Kurzfassung: Developing growth strategies that promote greener lifestyles requires a good understanding of the factors that affect people’s behaviour towards the environment. Based on periodic surveys of more than 10 000 households, this publication presents responses from the most recent round of the OECD survey implemented in 2011, in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. The survey provides a common framework to collect unique empirical evidence for better policy design. Analysis comparing the data across countries, policy conditions and household characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This edition completely replaces the previously posted 2013 edition.

    Kurzfassung: The importance of financial literacy and specifically the need to promote financial education has been recognised as an important contributor to improved financial inclusion and individuals’ financial well-being as well as a support to financial stability. The relevance of financial education policies is acknowledged at the highest global policy level: in 2012, G20 Leaders endorsed the OECD/INFE High-level Principles on National Strategies for Financial Education that specifically identify youth as one of the priority targets of government policies in this domain. That same year, Asia-Pacific Economic Cooperation (APEC) Ministers of Finance identified financial literacy as a critical life skill. The publication addresses the challenges linked to the introduction of financial education in schools, and provides practical guidance and case studies to assist policy makers, and a comparative analysis of existing learning frameworks for financial education in the formal school system.

    Kurzfassung: The International Producer Price Index Manual, Theory and Practice (PPI Manual) published by the IMF in 2004 consituted a landmark for international standards on price measurement and contains detailed, comprehensive information for the compilation of producer price indices as well as an extensive coverage of the conceptual and theoretical issues. This second edition of the Methodological Guide for Developing Producer Price Indices for Services (SPPI Guide) is a complement to the PPI Manual in two ways: it focuses on service-specific aspects in the PPI compilation by developing further the conceptual framework and it adds detailed descriptions of PPI measurement for a wide range of individual service industries. This second edition of the SPPI Guide has been jointly produced by the OECD, Eurostat, the members of a task Force with deleguates from 14 OECD/EU members countries (Australia, Austria, Canada, France, Germany, Hungary, Israel, Japan, Korea, Mexico, Netherlands, Poland, the United Kingdom and the United States)and in synergy with the Voorburg Group. Several countries contributed to the Guide by providing descriptions of service PPIs for individual industries, other countries were represented by national experts in at least one meeting of the Task Force.

    Kurzfassung: Pension funds and annuity providers need to effectively manage the longevity risk they are exposed to. Individuals receiving a lifetime income may live longer than expected or accounted for in the actuarial calculations to provision for these liabilities. Mismanaged longevity risk can deteriorate finances, cause bankruptcy and expose individuals to the risk of losing their retirement income. To safeguard against this risk, pension funds and annuity providers must provision for future improvements in mortality and life expectancy. The regulatory framework can support the effective management of longevity risk. This publication assesses how pension funds, annuity providers such as life insurance companies, and the regulatory framework account for future improvements in mortality and life expectancy. The study then examines the mortality tables commonly used by pension funds and annuity providers against several well-known mortality projection models with the purpose of assessing the potential shortfall in provisions. The final part of the publication identifies best practices and discusses the management of longevity risk, putting forward a set of policy options to encourage and facilitate the management of longevity risk.

This report examines the growing relationship between the tourism and creative sectors to guide the development of effective policies in this area. Drawing on recent case studies, it considers how to strengthen these linkages and take advantage of the opportunities to generate added value. Active policies are needed so that countries, regions and cities can realise the potential benefits from linking tourism and creativity. Key policy issues are identified.

    Kurzfassung: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2014" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

Ces tableaux de synthèse, conçus spécialement pour le suivi et l’évaluation du niveau et de la composition du soutien conféré par les politiques agricoles, portent sur : - l’Estimation du Soutien aux Producteurs (ESP), représentant les transferts octroyés aux producteurs individuels ; - l’Estimation du Soutien aux Services d’intérêt Général (ESSG), représentant les transferts octroyés collectivement aux producteurs, c’est-à-dire les services bénéficiant à l’agriculture mais dont l’incidence initiale n’est pas au niveau individuel des agriculteurs ; - l’Estimation du Soutien aux Consommateurs (ESC), représentant les transferts octroyés aux consommateurs. L’ESC est presque toujours négative du fait que les transferts payés par les consommateurs via les politiques de soutien des prix dépassent en général l’ensemble des subventions à la consommation payées par les contribuables ; - l’Estimation du Soutien Total (EST), représentant la somme des trois composants mentionnés ci-dessus, ajustée des doublons potentiels issus de la double comptabilisation de certains transferts de soutien des prix à la fois dans l’ESP et dans l’ESC. La valeur de ces transferts est analysée plus en détail en examinant notamment leur part relative dans le soutien à l’agriculture, dans l’économie agricole et dans l’économie en général, ainsi que d’autres indicateurs tels que le Coefficient Nominal de Soutien (CNS) et le Coefficient Nominal de Protection (CNP).

    Kurzfassung: Nanotechnology applications have been reported across a number of specific product areas including foods and medical products, which are subject to regulatory oversight in many countries to ensure their safety and, in some cases, effectiveness. As nanotechnology develops, countries/regions have begun to develop, refine, and/or articulate regulatory approaches for foods and/or medical products, and invest in regulatory science and other research efforts to support the responsible development of nanotechnology in these areas. The OECD Working Party on Nanotechnology undertook a project to provide an inventory of regulatory approaches, legislative regimes, and government-sponsored regulatory science research and other research programmes, institutions, and infrastructure in foods and medical products that involve the application of nanotechnology. A survey was carried out and the responses are compiled and analysed in this paper.

Elles peuvent également aider à faire en sorte que les ressources en terre et en eau soient utilisées de manière plus durable, et à ce que les agriculteurs aient la capactité de gérer les risques et de s'adapter au changement climatique. Les échanges auront un rôle important à jouer pour garantir une utilisation efficace et durable des ressources, et pour distribuer les excédents de denrées alimentaires aux régions déficitaires. Parallèlement, des réformes multilatérales sont nécessaires pour garantir un système mondial des échanges plus efficace et plus juste qu'auparavant. Environ deux tiers de la population pauvre mondiale vit dans des régions rurales , où l'agriculture est la principale activité économique. Ce rapport examine comment les politiques gouvernementales peuvent augmenter les revenus des familles agricoles et rurales, et ainsi améliorer l'accès aux denrées alimentaires de la population pauvre. Bien que la croissance des revenus soit essentielle à la sécurité alimentaire à long terme, elle n'est pas suffisante. Des politiques complémentaires, comme l'amélioration de la santé et de l'assainissement, sont requises pour garantir une meilleure alimentation de la population. Il faut donc prendre des mesures à de nombreux niveaux. Ce rapport a pour objectif d'aider les responsables politiques à établir des priorités au niveau mondial, régional et national.

    Kurzfassung: Settlement dynamics have been reshaping West Africa’s social and economic geography. These spatial transformations – high urbanisation and economic concentration – favour the development of market-oriented agriculture. With the population of West Africa set to double by 2050, agricultural production systems will undergo far-reaching transformations. To support these transformations, policies need to be spatially targeted, improve availability of market information and broaden the field of food security to policy domains beyond agriculture. They need to rely on homogeneous and reliable data – not available at present – particularly for key variables such as non-agricultural and agricultural population, marketed production and regional trade.

    Kurzfassung: Knowledge-based capital (KBC) results from business investment in non-physical assets such as R&D, data, software, patents, new business models, organizational processes, firm-specific skills and designs. This publication brings together the results of a two-year programme of work at the OECD on New Sources of Growth and the role of Knowledge-based Capital (NSG-KBC). This work shows that business investment in KBC is a key to future productivity growth and living standards. In many countries, business investment in KBC has increased faster than - and in some countries significantly exceeds - investment in physical capital (like machinery). To promote long-term growth and the jobs of tomorrow, governments must ensure that framework conditions, institutions and policies facilitate business investment in KBC. Emerging economies are also making concerted efforts to help their businesses accumulate KBC. This book sets out policy analyses and recommendations in the fields of: innovation; taxation; entrepreneurship and business development; corporate reporting; big data; competition and measurement.

    Kurzfassung: This report synthesises the experience of OECD countries in developing and implementing policies, programmes and initiatives related to green growth in the agricultural sector, based primarily on material provided by governments. It discusses the overall approach that countries are taking towards establishing a green growth strategy in agriculture; the implementation of the OECD framework for monitoring progress towards green growth in agriculture; and the various policy instruments used. A key conclusion is that, while most countries have some policies in place that relate to the concept of green growth, the degree of ambition shows considerable variation. A wide range of instruments and a variety of “policy mixes” are currently applied across OECD countries, with the majority of countries appearing to have strategic objectives covering a wide range of subjects related to green growth, particularly in the area of improving energy efficiency and reducing the carbon footprint of agriculture. A coherent overall policy framework that has clear objectives, sets R&D priorities, and policy measures that are targeted and implemented at the appropriate levels are essential to establish a comprehensive strategy for green growth in agriculture.

    Kurzfassung: Economic textbooks predict that taxes and emission trading systems are the cheapest way for societies to reduce emissions of CO2. This book shows that this is also the case in the real world. It estimates the costs to society of reducing CO2 emissions in 15 countries using a broad range of policy instruments in 5 of the sectors that generate most emissions: electricity generation, road transport, pulp & paper and cement, as well as households’ domestic energy use. It finds wide variations in the costs of abating each tonne of CO2 within and among countries, as well as in the sectors examined and across different types of policy instruments. Market-based approaches like taxes and trading systems consistently reduced CO2 at a lower cost than other instruments. Capital subsidies and feed-in tariffs were among the most expensive ways of reducing emissions.

    Kurzfassung: This review of investment policy in Tanzania evaluates the current policy situation and makes recommendations for enabling Tanzania to attract higher investment to exploit its full potential and become a regional trade and investment hub. The review finds that while private investment in Tanzania has considerably risen since the early 1990s, further progress can be made to improve the business climate and attract more investment in key sectors, such as infrastructure and agriculture. Informed by the subsequent chapters of this report, this overview provides policy options to address these challenges. In particular, investors’ rights and obligations could be rationalised and made more accessible and regulations on foreign investment and investment incentives reviewed. The land legislation could be revised and land rights registration accelerated, notably by providing stronger incentives for registration. The short-term and long-term costs and benefits of the regulatory restrictions imposed by crop boards and of export bans could be closely analysed.

The need to address the financial literacy of women and girls as a way to improve their financial empowerment, opportunities, and well-being has been acknowledged by the G20 Leader’s Declaration in June 2012, as well as part of a wider horizontal OECD project on gender equality. The OECD International Network on Financial Education (INFE) established a dedicated workstream in 2010 to address the needs of women for financial education under the support of the Russia/World Bank/OECD Trust Fund for financial literacy and education. This book collects the work carried out within this workstream, including policy guidance to help policy makers address women's and girls' needs for financial education, and a comprehensive analysis of the current status of knowledge on gender differences in financial literacy and policy responses in terms of financial education for women and girls.

    Kurzfassung: When trying to measure fiscal decentralisation, the OECD Network on Fiscal Relations Across Government Levels has made significant progress in the last years, especially on tax autonomy of sub-central governments. But in many respects, real-world fiscal decentralisation still escapes the measuring tools, especially when it comes to measure the spending power of sub-central governments or the various regulations attached to intergovernmental grants. This book deals with two interrelated issues. The first concerns the various measurement of fiscal decentralization in general and their usefulness for policy analysis. The second and more specific issue concerns the taxonomy of intergovernmental grants and the limits of the current classifications, and how policy changes to the intergovernmental grants framework may require that measurement devices be adapted.

    Kurzfassung: In some countries the concept – not to mention the use – of teacher appraisal sparks discussion whenever it is mentioned. According to what criteria? Who decides? And what should the results of teacher appraisals be used for? But education stakeholders are beginning to find some agreement in the idea that teacher appraisal can be a key lever for focusing more on teaching quality and continuous professional development for teachers, in keeping with the growing recognition that the quality of teaching affects student learning outcomes. Teacher appraisal also provides opportunities to incentivise, recognise and reward teaching competence and high performance, which, in turn, may help to address concerns about the attractiveness of teaching as a career choice and about the image and status of teachers, including teachers’ feelings that their work is not sufficiently valued. The third International Summit on the Teaching Profession, hosted by the Netherlands, the OECD and Education International, brings together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by the OECD Programme for International Student Assessment (PISA), to discuss how teacher quality is defined and what standards are set and by whom; what systems are in place for teacher evaluation and how evaluations are conducted; and how teacher evaluation contributes to school improvement and teacher self-efficacy.

Rising levels of chronic diseases; concerns about the quality and safety of patient care; the need to assure value for investments in health care; and the need to allocate health resources wisely; are all too important to be left without good evidence for decision making. This book, based on studies of 19 countries on the development and use of personal health data and of 25 countries on development and use of electronic health record systems, includes results showing good practices, new opportunities and data privacy protection challenges. It finds that well-intended policies to allay concerns about breaches of confidentiality and potential misuse of personal health data may be limiting data use, but that the next five years appear promising, in terms of both the number of countries that plan to implement national electronic health record systems and the number that consider it likely that data from these systems will be used for some aspects of health care quality monitoring. They also appear promising for the further use of existing personal health databases and for the linkage of multiple data sources to generate new evidence.

    Kurzfassung: La medición de la innovación: Una nueva perspectiva presenta nuevas mediciones y nuevas maneras de examinar los indicadores tradicionales. Se basa en 50 años de trabajo de la OCDE en el desarrollo de indicadores y va más allá de la I+D para describir el amplio contexto en que sucede la innovación. Incluye algunos indicadores experimentales que ofrecen una nueva perspectiva sobre áreas de interés de políticas públicas. Destaca los vacíos de medición y propone direcciones para avanzar en el programa de medición. Esta obra comienza con una descripción de la innovación en la actualidad. Se enfoca en lo que está motivando la innovación en las empresas, en la forma en la que el panorama científico y de investigación se reconfigura gracias a las convergencias, a la interdisciplinariedad y a la nueva geografía de la innovación. Presenta mediciones más amplias de innovación, por ejemplo, usando nuevos indicadores de inversión en activos intangibles y marcas registradas. El capital humano es un insumo básico de la innovación y una serie de indicadores examinan la forma en que los sistemas educativos contribuyen a las bases del conocimiento y la investigación. Otras series analizan de qué manera las empresas transforman las habilidades y el conocimiento y hacen más claros los diferentes roles de la inversión pública y privada respecto al fomento a la innovación y a sus beneficios con ejemplos concretos de los inmensos retos mundiales, como la salud y el cambio climático. La medición de la innovación es un gran paso hacia una forma de crear políticas públicas de innovación basadas en la evidencia. Complementa indicadores tradicionales de “posicionamiento” con otros que muestran que la innovación está, o puede estar, relacionada con las políticas públicas. También reconoce que falta mucho por hacer y señala los retos de medición que los expertos en estadística, investigadores y encargados de diseñar políticas públicas necesitan enfrentar.

    Kurzfassung: Developing growth strategies that promote greener lifestyles requires a good understanding of the factors that affect people's behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design This publication presents a data overview of the most recent round of the survey implemented in five areas (energy, food, transport, waste, and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that "soft" measures such as labeling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments.

Les pays de l’OCDE appliquent une large gamme d’instruments ainsi qu’un grand nombre de « panoplies de mesures ». La majorité d’entre eux ont défini des objectifs stratégiques couvrant un grand nombre de thématiques liées à la croissance verte, en particulier dans le domaine de l’amélioration de l’efficacité énergétique et de la réduction de l’empreinte carbone du secteur agricole.     Kurzfassung: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

The study shows that collective action should be given serious consideration as a means of addressing many agricultural and natural resource issues, and in some cases collective action should be actively promoted.

    Kurzfassung: This study examines how changes to the functioning of the world’s food and agriculture system can contribute to reduced hunger and the attainment of global food security. The challenge is wide ranging and multi-faceted. While food production will respond to the demands of a rising and more affluent world population, effective government policies can stimulate productivity and contain upward pressure on food prices. They can also help ensure that land and water resources are used more sustainably, and that farmers have the capacity to manage risk and adapt to climate change. Trade will have an important role to play in ensuring that resources are used efficiently and sustainably, and in getting food from surplus to deficit regions. At the same time, multilateral reforms are needed to ensure that the world trading system functions more smoothly and fairly than it has done in the past. Approximately two-thirds of the world’s poor live in rural areas, where farming is the principal economic activity. This study considers how government policies can raise the incomes of agricultural and rural households, and thereby improve poor peoples’ access to food. Yet while income growth is essential for long-term food security, it is not sufficient. Complementary policies, for example to improve health and sanitation, are required to ensure improvements in peoples’ nutrition. Action is thus required on many fronts. The purpose of this study is to help policymakers establish priorities at global, regional and national levels.

Data include figures on crop production, agricultural land area under certified organic farm management, transgenic crops, fertilizers, direct on-farm energy consumption, moderate to severe water erosion risk, CH4 emissions and share of CO2 in total national GHG emissions. The OECD’s Driving Force-State-Response model (DSR) is the organising framework for developing the indicators.

La majeure partie des données remontent jusqu'en 1970 et couvrent jusqu'à la dernière année de projection (actuellement 2022).

The table contains projections on the agriculture market and commodities such as cereals, oilseeds, diary products, cotton and more. It includes statistics on the trade side including data on production, prices, trade balance, ending stocks, consumption, transformation, etc. For most of the commodity markets analysed in the Agricultural Outlook, domestic and international commodity prices are also available. In most cases the data go back to 1970 and cover up to the latest year of projection (currently 2022).

    Kurzfassung: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2013" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

    Kurzfassung: Ce jeu de données est un complément de la publication « Politiques agricoles : suivi et évaluation 2013 ». Il présente des estimations du soutien à l'agriculture pour les pays de l'OCDE ainsi que certaines économies non-membres. Ces tableaux de synthèse, conçus spécialement pour le suivi et l’évaluation du niveau et de la composition du soutien conféré par les politiques agricoles, portent sur : - l’Estimation du Soutien aux Producteurs (ESP), représentant les transferts octroyés aux producteurs individuels ; - l’Estimation du Soutien aux Services d’intérêt Général (ESSG), représentant les transferts octroyés collectivement aux producteurs, c’est-à-dire les services bénéficiant à l’agriculture mais dont l’incidence initiale n’est pas au niveau individuel des agriculteurs ; - l’Estimation du Soutien aux Consommateurs (ESC), représentant les transferts octroyés aux consommateurs. L’ESC est presque toujours négative du fait que les transferts payés par les consommateurs via les politiques de soutien des prix dépassent en général l’ensemble des subventions à la consommation payées par les contribuables ; - l’Estimation du Soutien Total (EST), représentant la somme des trois composants mentionnés ci-dessus, ajustée des doublons potentiels issus de la double comptabilisation de certains transferts de soutien des prix à la fois dans l’ESP et dans l’ESC. La valeur de ces transferts est analysée plus en détail en examinant notamment leur part relative dans le soutien à l’agriculture, dans l’économie agricole et dans l’économie en général, ainsi que d’autres indicateurs tels que le Coefficient Nominal de Soutien (CNS) et le Coefficient Nominal de Protection (CNP).

    Kurzfassung: Being able to measure people’s quality of life is fundamental when assessing the progress of societies. There is now widespread acknowledgement that measuring subjective well-being is an essential part of measuring quality of life alongside other social and economic dimensions. As a first step to improving the measures of quality of life, the OECD has produced Guidelines which provide advice on the collection and use of measures of subjective well-being. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011, with the objective to measure society’s progress across eleven domains of well-being, ranging from jobs, health and housing, through to civic engagement and the environment. These Guidelines represent the first attempt to provide international recommendations on collecting, publishing, and analysing subjective well-being data. They provide guidance on collecting information on people's evaluations and experiences of life, as well as on collecting “eudaimonic” measures of psychological well-being. The Guidelines also outline why measures of subjective well-being are relevant for monitoring and policy making, and why national statistical agencies have a critical role to play in enhancing the usefulness of existing measures. They identify the best approaches for measuring, in a reliable and consistent way, the various dimensions of subjective well-being, and provide guidance for reporting on such measures. The Guidelines also include a number of prototype survey modules on subjective well-being that national and international agencies can use in their surveys.

    Kurzfassung: This publication provides preliminary, quantitative estimates of direct budgetary support and tax expenditures supporting the production or consumption of fossil fuels in selected OECD member countries. The information has been compiled as part of the OECD’s programme of work to develop a better understanding of environmentally harmful subsidies (EHS). It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. It is also intended to inform the ongoing efforts of G20 nations to reform fossil-fuel subsidies. For each of the 24 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Kurzfassung: The OECD Green Growth Strategy aims to provide concrete recommendations and measurement tools, including indicators, to support countries’ efforts to achieve economic growth and development, while ensuring that natural assets continue to provide the resources and environmental services on which well-being relies. The strategy proposes a flexible policy framework that can be tailored to different country circumstances and stages of development. This report was coordinated with the International Energy Agency (IEA). This report looks at the role of the energy sector in moving towards a green growth model and the policies to facilitate the transition. Together with innovation, going green can be a long-term driver for economic growth, through, for example, investing in renewable energy and improved efficiency in the use of energy and materials.

    Kurzfassung: This report is an overview of the management of risk due to livestock diseases, a potentially catastrophic type of risk that can have strong external effects given its links to the food chain and to human health. Animal disease, primarily in farmed livestock, has long been a policy concern for food safety reasons and the high economic losses it can engender. The globalisation of trade and human movement, and sensitivities to food safety, enhance the relevance and complexity of disease control for terrestrial livestock. Outbreaks – or even rumours of an outbreak – can result in widespread consumer alarm, disruption of trade, and severe effects on incomes, not to mention the human cost of illnesses and deaths arising from animal disease.

    Kurzfassung: This publication highlights the importance of promoting growth in all types of OECD regions, particularly in underdeveloped ones. Helping underdeveloped regions to catch up will have a positive impact on a country’s national growth; in some cases more so than in already well-developed regions. Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests that this IS the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potentially largely depends on human capital development, infrastructure and innovation-related activities but also on institutional factors and policies. This publication is based on anlaysis among all OECD regions and 23 case study regions from ten OECD countries over the period 1995-2007.
