    Abstract: How developing countries meet their rising building needs will be pivotal to the world's climate future. The good news is that the projected emissions growth in construction value chains can be reduced significantly with the application of existing technologies, new financing instruments, and the implementation of appropriate policies. Even as emerging economies meet the rising demand for residential and commercial buildings, it is possible to reduce total emissions from the sector below today's level by 2035. To avoid perpetuating the status quo, decisive action is needed by policy makers, developers, construction material producers, financiers, and international development institutions. IFC is launching this report to guide international efforts to decarbonize construction value chains. Building Green: Sustainable Construction in Emerging Markets was prepared through close collaboration between IFC economists, investment officers, and building and constructionsector specialists. The report provides a comprehensive analysis of the challenges of reducing carbon emissions from construction value chains in developing countries, but also the considerable opportunities that willcome from mobilizing the estimated USD 1.5 trillion of investment required for this transition

    Abstract: Since achieving independence in 1990, Namibia's remarkable growth has been fueled by foreign direct investment and enabled by prudent economic management. Since 2016, however, growth has declined steadily and the economy fell into recession, exposing the vulnerability of Namibia's economic growth model to external and climate shocks. These challenges were exacerbated by the Coronavirus (COVID-19) pandemic, an economic slowdown in neighboring South Africa, worsening terms of trade on the back of declining global demand and commodity prices, a decline in Southern African Customs Union (SACU) revenues, and the effects of crippling droughts on agricultural and industrial production. Namibia has very high levels of poverty and inequality, which are largely driven by high levels of unemployment. The primary objective of this Country Private Sector Diagnostic (CPSD) is to identify near and medium-term reform opportunities to revitalize the private sector and help reposition Namibia's growth on a green, resilient, and inclusive trajectory. This CPSD explores priority reform opportunities to address five cross-cutting bottlenecks: (1) enhancing the role and performance of the state-owned enterprise (SOE) sector through a more effective competition policy environment; (2) strengthening implementation of the public-private partnership (PPP) framework to expand private investments, especially in infrastructure; (3) leveraging the potential for digital transformation of the economy; (4) addressing inefficiencies in logistics and trade facilitation; and (5) tapping opportunities in the water sector for green and resilient growth. The diagnostic then looks in depth at three sectors prioritized by the Namibian government - renewable energy, climate-smart agribusiness, and housing, and provides recommendations for reducing sector-specific bottlenecks to stimulate growth potential

    Abstract: Impact investing has seen a boost in popularity during the COVID-19 (coronavirus) pandemic due to increased awareness of climate change and social challenges such as unequal access to healthcare and racial and gender inequality. In 2020, the market saw an increasing level of maturity compared to 2019 with more assets being invested with identifiable impact management systems. This report covers impact investments by privately owned funds and institutions, and by publicly owned development finance institutions and development banks. It includes all investments with an intent for impact and identifies a core which have impact management systems to provide a credible contribution to impact and measurement of impact. Intent, contribution and measurement are the key attributes which differentiate impact investing from other forms of sustainable or responsible investing. In total, the report identifies a total of 2.3 trillion Dollars being invested for impact in 2020. This is equivalent to about 2 percent of global AUM. Impact investing remains a small market niche, but one that is attracting growing interest. Additionally, the report shares findings on broader trends relating to investing for impact, including opportunities in publicly traded assets. IFC's report is the most comprehensive assessment so far of the size of the global impact investing market. Findings from the report are based on publicly available information and verifiable data from selected proprietary databases

    Abstract: There is a strong business and economic case for increasing women's representation in companies' leadership, globally, and especially in Africa. In 2019, the International Labor Organization (ILO) conducted a worldwide survey on the impact of gender diversity initiatives on 13,000 enterprises. In the study, ILO found that approximately 90 percent of companies track the quantitative impact of gender diversity initiatives around promoting women in management, and of those nearly 74 percent saw an increase in profits of between 5 and 20 percent. Given how critical the financial services sector is to economic growth, to help accelerate its progress, International Finance Corporation (IFC) launched several initiatives to better understand the opportunities and constraints to increasing the recruitment, retention, and promotion of women. In Tanzania, for example, IFC's finance2equal gender program is working in partnership with a selection of companies to reduce gender gaps in the financial services sector through research, peer learning, and firm-level support. Under this initiative, the study summarized in this report investigates gaps in workplace policies and practices as well as differences in the roles of women and men and makes recommendations to reduce gender gaps

    Abstract: This report makes a case for greater gender diversity on Kazakhstan corporate boards (including the board of directors and management board). Empirical evidence from around the world shows the importance and value of gender diversity in improving firms' overall performance, including but not limited to financial performance. Gender diversity among business leaders typically leads to balanced decision-making processes, better monitoring and strategy involvement, and greater attention to environmental, social, and governance (ESG) issues to foster sustainability. This report analyzes the relationship between board gender diversity (defined as having at least 30 percent women on the board of directors) and the financial performance of Kazakhstan joint-stock companies (JSCs). For this purpose, a series of financial and gender indicators were collected from the data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the Depository of Financial Statements and the Register of State Enterprises and Institutions, Legal Entities with the State Participation in the Authorized Capital of the Ministry of Finance of the Republic of Kazakhstan, Central Securities Depository, et cetera In total, the study includes financial and non-financial information from 788 JSCs between 2017-2019

    Abstract: Nigeria is the largest economy in Africa, and it is projected to have the fifth largest population in the world by 2026. The gender gap is particularly acute in Nigeria, and three market failures stand out: (1) a persistent gender gap at the company leadership level; (2) lack of access to finance for women who want to start a business; and (3) women's limited access to markets through supply chains and procurement opportunities. The International Finance Corporation (IFC) and Nigerian Exchange Limited (NGX) have joined forces to rally some of the largest Nigerian companies to increase women's participation in private sector development. Through the Nigeria2Equal initiative, IFC is working with the chief executive officers (CEOs) of companies listed on NGX that are committed to implementing gender-smart solutions to reduce gender gaps across leadership, employment, and entrepreneurship.     Abstract: This paper studies the relationship between the growth of China and India in world merchandise trade and Latin American and Caribbean commercial flows from two perspectives. First, the authors focus on the opportunity that China and India's markets have offered Latin American and Caribbean exporters during 2000-2004. Second, empirical analyses examine the partial correlation between Chinese and Indian bilateral trade flows and Latin American and Caribbean trade with third markets. Both analyses rely on the gravity model of international trade. Econometric estimations that control for the systematic correlation between expected bilateral trade volumes and the size of their regression errors, as well as importer and exporter fixed effects and year effects, provide consistent estimates of the relevant parameters for different groups of countries in Latin America and the Caribbean. Results suggest that the growth of the two Asian markets has produced large opportunities for Latin American and Caribbean exporters, which nevertheless have not been fully exploited. The evidence concerning the effects of Chinese and Indian trade with third markets is not robust, but there is little evidence of negative effects on Latin American and Caribbean exports of non-fuel merchandise. In general, China's and to a large extent India's growing presence in world trade has been good news for Latin America and the Caribbean, but some of the potential benefits remain unexploited

    Abstract: The authors examine the trade policy response of Latin American governments to the rapid growth of China and India in world markets. To explain higher protection in sectors where a large share is imported from these countries, they extend the "protection for sale" model to allow for different degrees of substitutability between domestically produced and imported varieties. The extension suggests that higher levels of protection toward Chinese goods can be explained by high substitutability between domestically produced goods and Chinese goods, whereas lower levels of protection toward goods imported from India can be explained by low substitutability with domestically produced goods. The data support the extension to the "protection for sale" model, which performs better than the original specification in terms of explaining Latin America's structure of protection

    Abstract: This paper explores the impact of the emergence of China and India on foreign capital stocks in other economies. Using bilateral data from 1990-2003 and drawing from the knowledge-capital model of the multinational enterprises to control for fundamental determinants of foreign capital stocks across countries, the evidence suggests that the impact of foreign capital in China and India on other countries' foreign capital stocks has been positive. This finding is robust to the use of ordinary least squares, Poisson, and negative binomial estimators; to the inclusion of time and country-pair fixed effects; to the inclusion of natural-resource endowments; and to the use of the sum of foreign capital stocks in Hong Kong (China) and mainland China instead of using only the latter's foreign capital stocks. There is surprisingly weak evidence of substitution in manufacturing foreign capital stocks away from Central America and Mexico in favor of China, and from the Southern Cone countries to India, but these findings are not robust to the use of alternative estimation techniques

    Abstract: For many in Latin America, the increasing participation of China and India in international markets is seen as a looming shadow of two "mighty giants" on the region's manufacturing sector. Are they really mighty giants when it comes to their impact on manufacturing employment? The authors attempt to answer this question by estimating the effects of trade with China and India on Argentina's industrial employment.     Abstract: In spite of the growing concerns about foreign direct investment being diverted from Latin America to China and India, the best available data show that Latin America has performed relatively well since 1997. Foreign capital stocks from OECD countries and the United States in particular in China and India are still far from those in the largest Latin American economies. The evidence shows that foreign capital stocks in China increased more than in Latin America during 1990-1997, but not as much since 1997. In fact, Latin America has actually performed better than China since 1997 given its lack of relative growth. The growth of foreign capital stocks in India was more stable than in China. Nonetheless, after controlling for shocks emanating from the source countries and bilateral distance between source and host countries, this paper finds a significant change in foreign capital stocks relative to China between 1990 and 1997, but no change relative to India

    Abstract: The main objective of this paper is to provide estimates of the cost of moving out of subsistence for Madagascar's farmers. The analysis is based on a simple asset-return model of occupational choice. Estimates suggest that the entry (sunk) cost associated with moving out of subsistence can be quite large - somewhere between 124 and 153 percent of a subsistence farmer's annual production. Our results make it possible to identify farm characteristics likely to generate large gains, if moved out of subsistence, yielding useful information for the targeting of trade-adjustment assistance programs

    Abstract: The number of national export promotion agencies (EPAs) has tripled over the past two decades. While more countries have made them part of their national export strategy, studies have criticized their efficiency in developing countries. Partly in reaction to these critiques, EPAs have been retooled (see ITC 1998 or 2000, for example). This paper studies the impact of existing EPAs and their strategies based on a new data set covering 104 industrial and developing countries.     Abstract: The proliferation of preferential trade liberalization over the last 20 years has raised the question of whether it slows down multilateral trade liberalization. Recent theoretical and empirical evidence indicates this is the case even for unilateral preferences that developed countries provide to small and poor countries but there is no estimate of the resulting welfare costs. To avoid this stumbling block effect we suggest replacing unilateral preferences by a fixed import subsidy. We argue that this scheme would reduce the drag of preferences on multilateral liberalization and generate a Pareto improvement. More importantly, we provide the first estimates of the welfare cost of preferential liberalization as a stumbling block to multilateral liberalization. By combining recent estimates of the stumbling block effect of preferences with data for 170 countries and over 5,000 products we calculate the welfare effects of the United States, European Union and Japan switching from unilateral preferences to Least Developed Countries to the import subsidy scheme. Even in a model with no dynamic gains to trade we find that the switch produces an annual net welfare gain for the 170 countries (

    Abstract: Kee, Olarreaga, and Silva assess the foreign lobbying forces behind the tariff preferences that the United States grants to Latin American and Caribbean countries. The authors extend the basic framework developed by Grossman and Helpman (1994) to explain the relationship between foreign lobbying and tariff preferences. Their results suggest that returns to Latin American and Caribbean exporters lobbying for tariff preferences in the United States are around 50 percent. The reason for these large returns is the relatively low estimated weight given to social welfare in the U.S. government's objective function when deciding whether or not to grant tariff preferences to Latin American and Caribbean exporters.     Abstract: June 2000 - As each new round of multilateral trade negotiations approaches, there is a demand for a negotiating rule that would give credit for previous unilateral liberalization. The feasibility and desirability of such a rule depend on when it is instituted. As each new round of multilateral trade negotiations approaches, there is a demand for a negotiating rule that would give credit for autonomous (unilateral) liberalization. Mattoo and Olarreaga show that the feasibility and desirability of such a rule depend on when it is instituted. A credit rule established at the beginning of a round of negotiations has a primarily distributional effect, favoring those who have already undertaken liberalization. Implementing such a rule would depend on the generosity of those who have not liberalized. The authors propose instead establishing a credit rule at the end of a round of negotiations, which creates an ex ante assurance that any unilateral liberalization will receive credit in the next round. Such a rule would help induce or enhance liberalization in some countries between negotiating rounds by reducing the gains from retaining protection as negotiating currency. More strikingly, it could also lead to deeper levels of multilateral liberalization and induce other countries to go further than they would in the absence of a rule. Most important, such an ex ante rule would not rely on altruism to be generally acceptable.     Abstract: Most researchers focus on the political economy (interest group pressures) approach to analyzing why customs unions are formed, but terms-of-trade effects were also important in formation of the Common Market of the Southern Cone (Mercosur). Terms-of-trade externalities among Mercosur's members have been internalized in the common external tariff. - The theoretical literature on trade follows two different approaches to explaining the endogenous formation of customs unions: (1) The terms-of-trade approach, in which integrating partners are willing to exploit terms-of-trade effects. Using the terms-of-trade approach, one concludes that tariffs on imports from the rest of the world should increase after the formation of a regional bloc, because the market power of the region increases and terms-of-trade externalities can be internalized in the custom union's common external tariff. As the union forms, the domestic market gets larger and members' international market power increases. (2) The interest group pressures (political economy) approach, in which, for example, the customs union may offer the potential for exchanging markets or protection within the enlarged market. Using this approach, one would usually conclude that tariffs for the rest of the world decline after the custom union's formation - a rationale related to free-rider effects in larger lobbying groups. It is important to recognize the forces behind the formation of customs unions. Most researchers have focused on the second approach and neglected terms of trade as a possible explanatory variable. Both rationales explain a significant share of tariff information. Results, write Olarreaga, Soloaga, and Winters, suggest that both forces were important in formation of the Common Market of the Southern Cone (Mercosur). Terms-of-trade effects account for between 6 percent and 28 percent of the explained variation in the structure of protection. There is also evidence that the terms-of-trade externalities among Mercosur's members have been internalized in the common external tariff.
