It applies the OECD Productivity, Sustainability and Resilience (PSR) analytical framework along with the latest data from the OECD Agri-Environmental Indicators to benchmark the country’s sustainable productivity performance and to identify the main challenges facing the sector. This report proposes a new policy approach, which puts innovation at the centre of a strategy to reconcile environmental performance and productivity growth. Its policy recommendations focus on actions to improve the agricultural knowledge and innovation system and make it more responsive to the most urgent environmental pressures. This requires strengthening the institutional and regulatory framework that supports agricultural innovation and creating incentives to tackle the impediments for a more sustainable and resilient agriculture.

    Abstract: Since the approval of the Standard for Automatic Exchange of Financial Account Information in Tax Matters in 2014, it has been implemented by jurisdictions and financial institutions across the globe. Taking into account the experience gained and the growing digitalisation of financial markets, a comprehensive review of the Standard was undertaken. As a result, this publication includes the Crypto-Asset Reporting Framework (CARF) and amendments to the Common Reporting Standard (CRS), along with associated Commentaries and exchange of information frameworks, as approved by the Committee on Fiscal Affairs, which now collectively represent the International Standards for Automatic Exchange of Information in Tax Matters. The CARF provides for the automatic exchange of tax relevant-information on crypto-assets and was developed to address the rapid growth of the crypto-asset market and to ensure that recent gains in global tax transparency are not gradually eroded. The CRS was amended to bring certain electronic money products and central bank digital currencies in scope. Changes have also been made to ensure that indirect investments in crypto-assets through derivatives and investment vehicles are now covered by the CRS. In addition, amendments have been made to strengthen the due diligence and reporting requirements and to provide a carve-out for genuine non-profit organisations. This publication also includes the OECD Recommendation on the International Standards for Automatic Exchange of Information in Tax Matters, which covers both the CARF and amended CRS.

    Abstract: This report reflects on the implications of the evolving international tax policy landscape for international tax co-operation, and provides an update on a report published in May 2022, “Tax Co-operation for the 21st Century”. It analyses how the principles set out in the 2022 Report are being incorporated by the members of the OECD/G20 Inclusive Framework on BEPS into the design of the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy, focusing on Amount A and the GloBE Rules. In addition, it shows that the principles of the 2022 Report beyond corporate income tax are being translated into action, such as with technology-based solutions for effectively collecting and using information for personal income tax purposes. Finally, it notes some of the recent developments in capacity building, as called for by the 2022 Report, and identifies some of the work that remains to be done to ensure that there are lasting outcomes that can assist in meeting the Sustainable Development Goals. The report provides potential areas of consideration and next steps to continue efforts to enhance international co-operation in the context of increasingly co-ordinated international rules. This report was prepared by the OECD to inform the discussions at the May 2023 meeting of G7 Finance Ministers and Central Bank Governors, at the request of the G7 Japanese Presidency.

    Abstract: Female scientists and engineers pioneered the nuclear and radiological fields, with leaders and innovators such as Marie Skłodowska-Curie and Lise Meitner, among many others, establishing the foundation of modern nuclear science and technology. Women continue to make vital contributions to the sector, but their visibility and overall numbers in the sector remain limited, especially in science, technology, engineering, and mathematics (STEM), and leadership roles. The lack of diversity in the sector represents a loss of potential innovation and growth and a critical threat to the viability of the field. This report features the first publicly available international data on gender balance in the nuclear sector. The data was collected from over 8 000 women in the nuclear workforce in 32 countries, as well as human resources data from 96 nuclear organisations in 17 countries. Based on the findings, a comprehensive, evidence-driven policy framework is proposed with practical recommendations.

    Abstract: Human capital is a key determinant of success for individuals and economies alike. Literacy and numeracy are key foundations for higher-order cognitive skills, while solving problems in technology-rich environments is increasingly important, as information and communications technology (ICT) spreads into all aspects of life. Despite remarkable recent increases in enrolment and educational attainment, the countries of Latin America lag behind in skills development among both secondary school students and the wider adult population. Young adults are still struggling in the labour market, while employers report skill shortages are a barrier to business. As countries in the region seek to shift their economies into higher value-added activities to escape the “middle-income trap”, they will need to improve the skills of their working-age population across the board. This report explores the situation of youth and adults in Latin America by using data from the Survey of Adult Skills (PIAAC) from Chile, Ecuador, Mexico and Peru and the Programme for International Student Assessment (PISA) from Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Mexico, Panama, Peru and Uruguay. These data have been supplemented by results from the World Bank STEP survey of adults living in urban areas of Bolivia and Colombia.

It provides tailored policy recommendations to improve the well-being of older people in Lithuania in terms of better employment and lifelong learning outcomes, stronger integration in society, and participation in democratic institutions and processes.

La Stratégie québécoise de recherche et d’investissement en innovation (SQRI) place les EES au cœur des efforts provinciaux réalisés en matière d'innovation et d'entrepreneuriat, grâce notamment à une approche spatiale explicite à travers les "zones d'innovation". La présente étude évalue la "géographie de l'enseignement supérieur" au Québec à travers dix études de cas d'EES innovants et engagés dans le soutien à l'entrepreneuriat et à l'innovation dans leurs communautés. L’analyse montre aussi dans quelle mesure les EES québécois soutiennent l’entrepreneuriat, l'innovation, la mise en relation entre acteurs, ainsi que la mobilisation de ressources et d'acteurs politiques. Des recommandations politiques implémentables sont proposées afin de continuer à développer cette dynamique.

This report explores new approaches to measuring complex skills through a practical and applied assessment design lens, bringing together perspectives from leading experts to consider what we can learn from the learning sciences to define more authentic assessment experiences and expand the range of skills we are able to measure in both disciplinary and cross-disciplinary contexts of practice. The report also examines how technology can expand our possibilities for innovation, including the creation of more interactive and immersive problems and the generation of meaningful sources of potential evidence about students’ proficiency. Finally, the report explores how we can make sense of the rich data captured in interactive digital environments using new analytical approaches, and how we can ensure the valid interpretation and use of results from innovative assessments.

    Abstract: City-to-city partnerships and decentralised development co-operation (DDC) can play a key role in advancing the SDGs and in addressing global megatrends, the aftermath of the COVID-19 pandemic and other shocks. This report discusses the framework conditions for effective city-to-city partnerships and takes stock of existing monitoring and evaluation mechanisms. As a complement, it proposes a systemic monitoring and evaluation framework for city-to-city partnerships to localise the SDGs, combining self-assessment and SDG indicators. This framework aims to bridge the gap in terms of measuring the progress of cities engaged in partnerships on the 2030 Agenda and their compliance with the G20 Rome High-Level Principles on city-to-city partnerships for localising the SDGs. The report also presents lessons learned from a pilot-testing of this new framework and highlights policy implications and ways forward to enhance the sustainability, transparency and accountability of city-to-city partnerships, in a shared responsibility across levels of government and stakeholders.

    Abstract: The Republic of Moldova (Moldova hereafter) has made digitalisation a policy priority. The country is currently preparing its Digital Transformation Strategy 2023-30, which will emphasise digital literacy, as well as digital business skills, with a view to improving private sector competitiveness. Digitalisation has already brought significant benefits to Moldova, where ICT has been one of the most dynamic sectors over the past years; yet Moldovan firms in non IT sectors remain at the beginning of their digitalisation journey. Skills shortages are a major barrier in that regard, particularly affecting SMEs who encounter more difficulties in attracting and retaining skilled workers, as well as up skilling or reskilling their workforces. Building on previous OECD work on digitalisation policies, the OECD provided guidance to Moldova throughout 2022 on how to build a conducive ecosystem and set the right policies to further advance the development and uptake of digital business skills among SMEs. This report presents an overview of those issues, looking at 1) the institutional and policy framework; 2) skills assessment and anticipation tools; and 3) SME specific support for digital skills development.

    Abstract: Climate change presents a major social, economic and political challenge for the Slovak Republic. The majority of municipal administrations are unaware of the potential climate risks they face today and in the coming years. Identifying risks posed by climate change and its inevitable impacts is an essential part of developing adaptation policies. While national adaptation policies have historically been formulated in an ad hoc manner, an evidence-based approach that relies on data is increasingly informing policy decisions. This paper provides an overview of the country’s adaptation policy context and presents a methodology – and the results of its application – for measuring climate change risks with respect to heat, drought and extreme precipitation. The results aim to inform future budget allocation decisions for climate change adaptation.

Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain. The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework. This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. It also provides 45 policy recommendations and suggests specific implementation actions across the priority areas for the short, medium and long term.

    Abstract: Industrial subsidies take on a growing importance in trade discussions. Yet assessing the scope and scale of government interventions in manufacturing remains notoriously difficult due to a persistent lack of reliable and comparable data. With many governments failing to provide sufficient information, attention has increasingly turned to firm-level data as a possible alternative for measuring industrial subsidies. Using this approach, recent OECD work has identified and quantified government support across key industrial sectors and policy instruments. The results show that: (i) the type of support received by firms can differ greatly across sectors; (ii) state enterprises obtain relatively more support and can serve as providers of support to other firms; and (iii) the complexity of supply chains implies that it can be hard to identify the ultimate beneficiaries of government support. These findings have important policy implications in the context of discussions at the WTO and elsewhere as they provide indications as to the possible nature of gaps in trade rules.

    Abstract: Despite strong economic performance and significant governance reforms over the past few decades, Lithuania has a higher share of its population at-risk-of poverty than other EU countries (21.4% in 2020 compared to an EU average of 16.3%), with some people more at risk than others, particularly people with multiple and complex needs in vulnerable situations who tend to rely more on public services. The provision of personalised services is fundamental to addressing the needs of people in vulnerable situations and to improving their well-being. This report is part of a joint project between the OECD and the European Commission to develop a more integrated approach to personalised services for people with disabilities, young people leaving care, and people leaving prison in Lithuania and to increase the involvement of non-governmental organisations in the design and delivery of those services. The report provides an analysis and assessment of the governance arrangements and NGO involvement in Lithuanian public service provision, the associated operating models and information technology (IT) infrastructure of employment and social services; and service design and delivery methods for the three groups. Finally, the report proposes recommendations to deliver effective, well-integrated public services to people in vulnerable situations in Lithuania.

    Abstract: This paper provides an analysis of the Belgian federal government’s practices regarding the institutionalisation, quality and impact of policy evaluations. Public policy evaluation promotes evidence-informed policymaking and ensures that policies improve outcomes by bringing an understanding of what works, why, for whom, and under what circumstances. Evaluation is also a core tool of sound public financial management, as it helps governments spend better and promotes accountability and transparency in spending. The paper proposes concrete policy recommendations for improving the Belgian federal government’s evaluation system.

This tool, known as ProcurCompEU, provides public organisations with the means to identify missing competences or areas where further capability-building initiatives could be implemented. To strengthen the relevance of the tool, the OECD has been supporting public administrations from several OECD countries in testing ProcurCompEU. This report provides insights on these pilots and draws lessons to further increase the scalability of the tool to different contexts and objectives.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

This report, prepared for the 2023 Japanese G7 Presidency, demonstrates that considering the heterogeneity of steel industries is vital for reaching climate goals and for a just and inclusive transition to a low-carbon future. The report maps the heterogeneity of global steel industries, highlighting the differences between them in key areas relevant to decarbonisation. Additionally, it examines how these differences should be considered when developing definitions for near-zero and low-emissions steel production, as well as emissions measurement methodologies and data collection frameworks.

    Abstract: OECD Economic Outlook No. 113 covers annual and quarterly data from 1960 until 2024. The OECD Economic Outlook analyses the major economic trends over the coming years as well as market forecasts and projections. It provides in-depth coverage of the main economic issues and the policy measures required to foster growth in each member country. Forthcoming developments in major non-OECD economies are also evaluated in detail. This database is a comprehensive and consistent macroeconomic database of the OECD economies, covering expenditures, foreign trade, output, labour markets, interest and exchange rates, balance of payments, and government debt. For the non-OECD regions, foreign trade and current account series are available. It also comprises statistics on demand and gross domestic product (GDP), deflators and prices, general government accounts, households and business sectors, labour market, financial data, foreign exchange market, balance of payments, supply block, oil market and other raw materials.

    Abstract: Depuis le début de la guerre d’agression menée par la Russie contre l’Ukraine, la majorité des personnes réfugiées sont des femmes et des enfants. Cette situation pose des problèmes d’intégration d’une nature particulière. Dans la plupart des pays d’accueil, environ 70 % des réfugiés ukrainiens adultes sont des femmes et la plupart d’entre elles sont venues accompagnées de leurs enfants, dont environ 30 % sont mineurs. La plupart des pays de l’OCDE favorisent l’intégration socioéconomique des réfugiées ukrainiennes à l’aide de leurs systèmes existants d’intégration. Toutefois, les mesures d’intégration ont souvent été conçues en se basant sur des profils différents de compétences et une composition femmes/hommes différente des flux de réfugiés, et risquent donc d'affaiblir les résultats à long terme. Dans les pays de l’OCDE, certaines mesures ciblées prometteuses ont été mises en place pour favoriser l’intégration socioéconomique des réfugiées ukrainiennes. Ces mesures comprennent des services de conseil, des possibilités de travail en réseau, des formations et des stages, ainsi que des activités d'entraide à l'échelon local destinées aux femmes.

Le rapport propose des possibles domaines à considérer et les prochaines étapes pour poursuivre les efforts visant à renforcer la coopération internationale dans un contexte où les règles internationales sont de plus en plus coordonnées. Hội nhập thương mại sâu sắc hơn cũng hết sức quan trọng để tăng cường các chuỗi cung ứng trong bối cảnh kinh tế toàn cầu đang thay đổi. Dù đã tăng cường áp dụng kỹ thuật số, Việt Nam cần nâng cao kỹ năng của người lao động thông qua đào tạo nghề và giáo dục cho người trưởng thành. Cam kết đạt mức phát thải ròng bằng không vào năm 2050 đòi hỏi những thay đổi mạnh mẽ trong hệ thống kinh tế. These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

This review assesses the “geography of higher education” in Québec through the examination of ten case study HEIs. These case studies represent examples of innovative and entrepreneurial HEIs that support entrepreneurship and innovation in their communities. In particular, the case studies tell the story of the province of Québec in creating sustainable entrepreneurship and innovation, connecting actors and mobilising resources and policies. The review offers actionable policy recommendations to generate further progress in this direction.

Basándose en un análisis multidimensional del desarrollo en El Salvador este informe plantea cuatro recomendaciones prioritarias: 1) sentar las condiciones para la transformación productiva y la modernización de la economía; 2) aumentar la cantidad, calidad y pertinencia de la educación; 3) gestionar mejor los recursos hídricos para llevar agua y saneamiento a todos de manera sostenible; y 4) modernizar el Estado para que pueda generar bienes públicos clave – desde la seguridad ciudadana a la educación o la salud – de manera eficaz, y conducir el país hacia la próxima etapa de su desarrollo.

The choice of message that policymakers send to consumers, how and when the information is provided to households and through which channels can make a difference in changing consumption behaviours. Moreover, it is crucial that the right incentives and policies are in place to ensure that behavioural changes can effectively take place. The effectiveness of energy saving measures should also be monitored to gauge evolutions in behaviours and identify solutions to behavioural barriers.

    Abstract: From the onset of Russia’s war of aggression against Ukraine, most refugee arrivals have been women and children, creating unique challenges for integration. The share of women among adult refugees is around 70% in most host countries and many have arrived with children, with the share of minors around 30%. Most OECD countries are supporting the socio-economic integration of Ukrainian refugee women through their pre-existing mainstream integration systems. Refugee integration policies have been, however, often created with different gender and educational profiles in mind, which may weaken outcomes in the longer term. There are some promising targeted measures available in OECD countries to support the socio-economic integration of Ukrainian refugee women. These include counselling, networking opportunities, training, and work placements, but also general community-building activities aimed at women.

    Abstract: About one in ten young people in Australia are neither in employment, education or training (NEET), a factor that may lower their long-term economic prospects and threaten their well-being. Preventative policies and interventions targeted at adolescents in their early- to mid-teens can reduce the share of young people out of employment, education and training. This report explores what is known about the potential preventative impact of educational and pre-employment interventions on later NEET status and presents a range of policies and initiatives from across the OECD that can reduce the NEET probability among key at-risk populations. The report covers interventions to prevent early school leaving and to promote student engagement and motivation; to strengthen career education, career guidance and employer engagement; and to improve the perception of the vocational education and training (VET) system and the learning of VET students. The report also provides recommendations on improving the monitoring and evaluation of youth policies in general and policies to keep young people in employment, education and training in particular.

Pour aller Au-delà des applaudissements, il est nécessaire d’adopter une stratégie d’action globale pour remédier aux conditions de travail médiocres et à la reconnaissance sociale insuffisante des personnels du secteur des soins de longue durée, attirer des travailleurs et éviter que les pénuries de main-d’œuvre n’atteignent des niveaux inacceptables. Une stratégie de ce type doit prendre en compte plusieurs dimensions et s’adapter aux priorités de chaque pays, par exemple mettre en place des interventions directes visant à augmenter les salaires et à relever les qualifications requises ; augmenter les financements publics et développer le rôle moteur des pouvoirs publics ; soutenir la négociation collective et le dialogue social ; renforcer la formation ; développer le recours aux nouvelles technologies ; et consolider les politiques de prévention dans le domaine de la santé.     Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

The report suggests three sets of actions: (1) addressing the remaining Internet quality and connectivity gaps, notably by mobilising the regional public sector to improve the quality and density of networks, and by expanding the inclusion of the private sector in the policy-making process; (2) improving competition in, and the investment attractiveness of, the telecom sector by setting-up an independent national telecom regulator, and by developing a targeted investment attraction strategy to prepare for deployment of next-generation communication networks; and (3) adapting the regulatory and policy framework for firms adapting to new digital challenges and raising their awareness of digital security.

    Abstract: Financial markets need clear information and credible metrics to inform climate-related investment and financing decisions. This report explores key challenges and opportunities related to the transparency, specificity and integrity of metrics to support the monitoring of financial institutions’ net-zero commitments. It provides an assessment of metrics put forward in five voluntary frameworks, identifies the type of information and metrics proposed, their common themes and gaps, as well as limitations in underlying methodological guidance that may hinder financial institutions’ ability to report and disclose metrics. The report highlights a need both for continued efforts to develop robust metrics and incentivise improved data disclosure, as well as for international co-operation to reduce fragmentation and provide further transparency on the scope of metrics and underlying methodologies.

    Abstract: S'appuyant sur les données du module "Opportunités" de la vague 2022 de l'enquête de l'OCDE "Les risques qui comptent", cette synthèse se penche sur les préoccupations des individus en matière d'inégalités et examine leurs points de vue sur le rôle joué par différents acteurs - des secteurs public et privé à la société civile et aux citoyens - dans la réduction des disparités économiques. L'analyse révèle une inquiétude généralisée face aux multiples dimensions des inégalités : en moyenne, près de sept personnes interrogées sur dix pensent que les ressources économiques devraient être réparties plus équitablement et près de la moitié d'entre elles estiment que les disparités non économiques sont trop importantes. Reconnaissant la nature complexe des inégalités, les personnes interrogées estiment également qu'il est nécessaire d'adopter une approche multipartite. Les gouvernements nationaux sont considérés comme des acteurs clés, mais non exclusifs, et plus de la moitié des répondants estiment que les acteurs publics et privés ont, ensemble, un rôle clé à jouer dans la lutte contre les inégalités.
