    Kurzfassung: This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

    Kurzfassung: The investment choices we make in the coming years will either lock-in a climate-compatible, inclusive growth pathway, or a high-carbon, inefficient and unsustainable pathway for decades to come. Cities and regions, responsible for 60% of public investment in OECD countries, are significant contributes to spending and investment related to climate. With high levels of inequalities in many cities, the success of the transition will depend on the ability of local governments to engage in a “just” transition. This paper focuses on how national and sub-national governments can align subnational financial flows to transition towards low-carbon, resilient and inclusive cities. The paper is a contribution from the OECD Champion Mayors for Inclusive Growth initiative and to the OECD Programme on Subnational Finance and Investment.

    Kurzfassung: This report presents OECD estimates of annual volumes of climate finance provided and mobilised by developed countries for developing countries in 2013-17. These estimates include bilateral and multilateral public finance, official-supported export credits and mobilised private finance. The underpinning accounting framework is consistent with the one used by the OECD in 2015 to produce estimates of climate finance for the years 2013-14, as well as that used in 2016 to produce 2020 climate finance projections. Furthermore, it is also consistent with the outcome of the UNFCCC COP24 on modalities for the accounting of financial resources provided and mobilised through public interventions.

But delivering on the Paris Agreement will require NDBs to transition from their traditional role as ‘financer’ to ‘mobiliser’ of investment for infrastructure, and to be better recognised in the international climate and development finance landscape. This paper highlights the role of NDBs drawing from case studies of the Brazilian Banco Nacional de Desenvolvimento Econômico e Social and the Development Bank of Southern Africa. As such, it provides important impetus to the international discourse on decisive climate action.

    Kurzfassung: Indicators in the OECD database on Carbon dioxide (CO2) emissions embodied in international trade are derived by combining the 2015 version of OECD's Inter-Country Input-Output (ICIO) Database with International Energy Agency (IEA) statistics on CO2 emissions from fuel combustion. Production-based CO2 emissions are estimated by allocating the IEA CO2 emissions to the 34 target industries in OECD ICIO and, to final demand for fuels, by both residents and non-residents. Consumption-based CO2 emissions are calculated by multiplying the intensities of the production-based emissions (c) with the global Leontief inverse (I-A)(-1) and global final demand matrix (Y) from OECD ICIO, taking the column sums of the resulting matrix and adding residential and private road emissions (FNLC), i.e. direct emissions from final demand: colsum [ diag(c) (I-A)(-1) Y ] + FNLC. The ICIO system includes discrepancies in the trade data (referred to as DISC). Emissions allocated to DISC are made explicit (e.g. in indicator FD_CO2). This ensures that global CO2 production equals global CO2 consumption.

This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

Le présent rapport contient les principales conclusions et leçons tirées d’une série d’examens par pays sur la manière dont les politiques publiques peuvent améliorer la productivité et la durabilité sectorielles grâce à leurs effets sur l’innovation, les changements structurels, l’utilisation des ressources naturelles et le changement climatique. Pour améliorer l'environnement de l’action publique, il faudrait supprimer les politiques qui faussent le plus les marchés et retiennent les agriculteurs dans des activités peu compétitives et à faible revenu, nuisent à l'environnement, freinent l'innovation, ralentissent les changements structurels et générationnels et affaiblissent la capacité de résilience. La politique agricole devrait plutôt s’orienter vers des mesures facilitant l'adoption de technologies et de pratiques qui utilisent les ressources de manière plus efficace et durable, et qui contribuent à réduire les émissions de gaz à effet de serre. Comme indiqué dans toutes les revues, il est important que les systèmes d'innovation agricole soient davantage collaboratifs et répondent mieux aux besoins réels. Cela nécessite souvent des systèmes de gouvernance plus efficaces, incluant l'élaboration de stratégies à long terme, le renforcement des liens entre les acteurs nationaux et internationaux et la mise au point de procédures d'évaluation complètes et cohérentes. Le financement public de la recherche alimentaire et agricole est crucial et les efforts du secteur privé doivent être renforcés, notamment par le biais de partenariats public-privé. Les systèmes de conseil et de vulgarisation agricoles doivent inclure des prestataires publics et privés compétitifs qui répondent à l’ensemble des besoins.     Kurzfassung: Air Emission Accounts are available for European countries and a few non-European countries. The System of Environmental-Economic Accounting (SEEA) Central Framework is an accounting system developed around two objectives: "understanding the interactions between the economy and the environment" and describing "stocks and changes in stocks of environmental assets". The SEEA combines national accounts and environmental statistics in a statistical framework with consistent definitions, classifications and concepts allowing policy makers to evaluate environmental pressures from economic activities at macro- and meso-levels. Data refer to total emissions of CO2 (CO2 emissions from energy use and industrial processes, e.g. cement production), CH4 (methane emissions from solid waste, livestock, mining of hard coal and lignite, rice paddies, agriculture and leaks from natural gas pipelines), N2O (nitrous oxide), HFCs (hydrofluorocarbons), PFCs (perfluorocarbons), (SF6 +NF3) (sulphur hexafluoride and nitrogen trifluoride), SOx (sulphur oxides, NOx (nitrogen oxides), CO (carbon monoxide), NMVOC (non-methane volatile organic compounds), PM2.5 (particulates less that 2.5 µm), PM10 (particulates less that 10 µm) and NH3 (ammonia). The OECD Air Emission Accounts present data based on ISIC rev. 4.

    Kurzfassung: This dataset provides information on water quality of selected rivers. Water quality is measured in terms of annual mean concentrations of dissolved oxygen and BOD; of nitrates, phosphorus and ammonium; and of lead, cadmuim, chromium and copper. The rivers selected are main rivers draining large watersheds in the countries chosen; the measurement locations are at the mouths or downstream frontiers of the rivers. These parameters provide information concerning the state and trends of pollution by organic matter and nutrients, heavy metals and other metals. In reading the data, one should compare trends rather than absolute values, since measurement methods vary by country. It also provides information on annual mean concentrations of phosphorus and nitrogen in selected lakes. These parameters concern nutrient concentrations and related degrees of eutrophication of lakes and reservoirs. The interpretation of these tables should take into account variations in the methods of sampling (e.g. sampling location and number of measurements at different sampling locations and in different years).

Les émissions de CO2 liées à la production sont estimées en assignant les données de l'AIE sur les émissions de CO2, aux 34 secteurs d'activités des TIES de l'OCDE, ainsi qu'à la demande finale de fioul, répartie à la fois selon les résidents et les non-résidents. Les émissions de CO2 liées à la consommation sont, quant à elles, calculées en multipliant les intensités des émissions dues à la production (c) par la matrice inverse mondiale de Leontief (I-A)(-1) et la matrice de la demande finale mondiale (Y) des TIES de l'OCDE. To eliminate duplication of work and avoid non-tariff barriers to trade, emphasis has been on developing shared frameworks for gathering and assessing information on potential chemical risks. The time-tested OECD Mutual Acceptance of Data (MAD) system provides a major basis for generating savings to governments and industry. This report provides an overview of the benefits and estimates the total savings from OECD work to be more than EUR 309 million per year.

This report identifies three priority areas for action based on a number of in-depth case studies: 1) approaches that produce win-win outcomes for ocean business and the ocean environment across a range of marine and maritime applications; 2) the creation of ocean-economy innovation networks; and 3) new pioneering initiatives to improve measurement of the ocean economy.

It also provides a series of policy recommendations. Argentina’s agricultural sector has undergone a considerable innovation process over the last two decades. This transformation was mostly led by a dynamic and pro-active private sector often subject to policies providing negative support via export restrictions and taxes. The rapid adoption of technologies, such as improved varieties and no-till farming, and organisational innovations have contributed to increasing the Total Factor Productivity of crops. Government focus on providing such general services as research, extension, and animal and plant health has facilitated innovation as has the proactive management of risks by farmers. Nevertheless, environmental pressures are increasing with deforestation and the use of pesticides.

L’événement principal dans toute réaction phototoxique est l’absorption des photons d’une longueur d’onde qui induit l’excitation du chromophore. L’énergie d’excitation est souvent transférée aux molécules d’oxygène, suivies par la génération de ROS (Reactive Oxygene Species). Les mesures sont effectuées à l’aide d’un spectromètre. La détermination de la génération ROS à partir de produits chimiques irradiés avec la lumière du soleil simulée est révélateur d’un potentiel phototoxique.

Working with the relevant ministry in each country, the project designed public investment programmes in line with good international practices. These programmes sought to address key objectives of the countries' environmental and climate-related policies. The Clean Public Transport Programmes focus specifically on reducing air pollution and greenhouse gas emissions from the target sector, primarily in large urban areas. They aim to demonstrate how to use scarce public funds to encourage private sector investment in projects that generate significant environmental and socio-economic benefits alike.

La méthode d’essai macro-moléculaire in vitro exploite un mélange réactif macro-moléculaire composé de protéines, de glycoprotéines, de glucides, de lipides et d’éléments à faible masse moléculaire qui, une fois réhydraté, forme une matrice macro-moléculaire complexe qui reproduit la structure hautement organisée et transparente de la cornée. L’opacité cornéenne est considérée comme le principal critère de classification des dangers pour l’œil. Les produits chimiques testés provoquant la dénaturation, le dépliement et des changements de conformation des protéines induisent une désorganisation et une désagrégation de la structure hautement organisée de la matrice macro-moléculaire, ce qui génère une turbidité du réactif macro-moléculaire. À l’aide d’un spectromètre, ce phénomène peut être quantifié en mesurant les changements de diffusion de la lumière à une longueur d’onde de 405 nm et en comparant ces valeurs à une courbe d’étalonnage (établie en parallèle en mesurant la hausse de la densité optique (DO) induite par une série de substances étalon).

Commercial banks have an important role to play in providing access to green finance, particularly for SMEs. This report reviews the experience with green lending in the SME sector in Georgia. The analysis identifies the main challenges with lending to SMEs for green projects and discusses possible solutions. The report, in particular, looks at the role of the government and the policy instruments it can use to stimulate higher demand for green lending in the SME sector.

    Kurzfassung: The Vitrigel-Eye Irritancy Test (EIT) method is an in vitro test method that allows the identification of test chemicals not requiring classification and labelling for eye irritation or serious eye damage. This test measures the eye irritation potential of a test chemical based on its ability to induce damage to the barrier function of the human corneal epithelium (hCE) models used in the Vitrigel-EIT method. It is known that chemicals that are irritating to the eye first destroy tear film and epithelial barrier function of the eye, subsequently induce epithelial cell death, and finally produce stromal degeneration and endothelial cell death, resulting in corneal opacity. Therefore, the change of the epithelial barrier function is a relevant endpoint for detecting eye irritation. In the Vitrigel Eye Irritancy test method , time-dependent changes in the Transepithelial Electrical Resistance (TEER) values are indicative of damage to the barrier function of the corneal epithelium following exposure to a test chemical; this situation is similar to the observed damage of the rabbit cornea following exposure to a test chemical, which is an important mode of action leading to damage of the corneal epithelium and eye irritation. The Vitrigel-Eye Irritancy Test (EIT) method can be used within the limited applicability domain of test chemicals having pH 〉 5.0 (based on 2.5% weight/volume (w/v) preparation).

Reducing the reliance on fossil fuels in the transport sector is a welcome development from the perspective of its climate and health impacts and of reduced energy dependence. However, under current settings, reduced fuel use will also lead to a loss of tax revenues, which may put stress on government budgets. Based on simulations for Slovenia, with a 2050 horizon, the report provides an in-depth assessment of the taxation of road transport and investigates how tax policy could adapt to declining fossil fuel use in the long term if the objective is to maintain revenues at current levels while taking fairness and efficiency considerations into account. It finds that gradual tax reforms, with an evolving mix of taxes, shifting from taxes on fuel to taxes on distances driven, can contribute to more sustainable tax policy over the long term.

Это ставит под угрозу устремления страны в области развития к 2050 году стать одной из ведущих экономик мира и приблизиться по уровню жизни к государствам — членам ОЭСР. В данной публикации, которая опирается на более ранние исследования ОЭСР, показано, что в Казахстане экологические платежи (экологические налоги, взыскания за несоблюдение требований и компенсация экологического ущерба) за промышленные загрязнители воздуха, применяемые в настоящее время, препятствуют энергоэффективности и борьбе с загрязнением жесткими мерами реагирования на несоблюдение требований и сосредоточенностью на привлечении доходов. Кроме того, они увеличивают издержки, связанные с ведением бизнеса в стране, и приносят мало пользы окружающей среде. Необходимо провести дальнейшие серьезные реформы регулирования экологических платежей в духе принципа «загрязнитель платит». В данном отчете представлены руководящие принципы реформ, основанные на положениях о загрязнении воздуха государств — членов ОЭСР и результатах анализа системы Казахстана, который ОЭСР проводила в тесном сотрудничестве с Правительством Казахстана.

Cette publication s’appuie sur l’ouvrage précédent de l’OCDE rédigé par David Pearce et al. (2006), qui partait du constat que la conjonction d’un certain nombre d’avancées de l’ACA modifiait la manière dont bien des économistes recommanderaient de mettre en œuvre cet instrument, surtout dans le contexte de projets ou de politiques ayant des impacts environnementaux considérables. Cette publication n’a pas seulement pour principal objectif d’évaluer les progrès accomplis : elle cherche également à déterminer en quoi certaines évolutions illustrent des questions thématiques centrales ayant des conséquences pour l’application concrète de l’ACA environnementale dans le cadre de l’élaboration des politiques et de l’évaluation des projets d’investissement. Le thème sans doute le plus important a trait à la contribution de l’économie du climat face au défi que constitue l’évaluation des mesures publiques visant à atténuer le changement climatique (ou à s’y adapter). Les travaux dans ce domaine ont accru l’intérêt porté au mode d’évaluation des coûts et des avantages à très long terme et ils ont notamment montré à quel point les procédures classiques de détermination du taux d’actualisation social deviennent problématiques dans un contexte intergénérationnel et quelles pourraient être les nouvelles approches requises. La contribution de l’économie du climat a également suscité une réflexion plus poussée sur l’incertitude dans le cadre de l’ACA, en particulier en présence d’effets incertains qui peuvent avoir des impacts (négatifs) de grande ampleur.

Still, Thailand’s growth path has created large disparities that risk obstructing the next stage of development. This report lays out three transitions that Thailand needs to master to build capabilities and sustain faster but also more inclusive economic growth. First, the country should move from a growth path dominated by few and geographically concentrated sources of innovation to one that focuses on unlocking the full potential of all regions. Second, to support a new growth agenda, it should organise multi-level governance and the relationship between the many layers of government more effectively, particularly with regards to financial resources. Last but not least, Thailand should focus on water and environment, moving from a resource-intensive growth path with costly natural disasters to one characterised by sustainable development. In the case of water, this means moving from ad-hoc responses to effective management of water security.

Blended finance can play an important role in strategically investing development finance to mobilise additional commercial finance needed to fill the current investment gaps. Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

    Kurzfassung: Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

    Kurzfassung: Markets that function well within a stable regulatory and policy environment are key to improving the productivity and sustainability of the food and agriculture sector. This report contains the main findings and policy lessons gained from a series of wide-ranging country reviews on how government policies can improve sectoral productivity and sustainability through their impact on innovation, structural change, natural resource use, and climate change. Improving the policy environment would require rolling back those policies that distort markets the most and retain farmers in uncompetitive and low-income activities, harm the environment, stifle innovation, slow structural and generational change, and weaken resilience. Agriculture policy should focus instead on measures that facilitate the uptake of technologies and practices that use resources more efficiently and sustainably, and which contribute to reducing greenhouse gas emissions. Of equal importance are: a more collaborative approach, more effective governance systems, the development of long-term strategies, strengthened linkages between national and international actors, and comprehensive and coherent evaluation procedures. Public funding of food and agricultural research is also crucial, and private efforts need to be strengthened, including through public-private partnerships. Finally, improving overall policy coherence would contribute to building trust, and to increasing policy effectiveness at each step of the food and agriculture chain.

Antimicrobial resistance, linked to the overuse of antibiotics, has rapidly escalated into a global health crisis. Unless adequate measures are taken to manage the risks, pharmaceutical residues will increasingly be released into the environment as ageing populations, advances in healthcare, and intensification of meat and fish production spur the demand for pharmaceuticals worldwide. The report outlines a collective, life-cycle approach to managing pharmaceuticals in the environment. A policy mix of source-directed, use-orientated and end-of-pipe measures, involving several policy sectors, can help to improve health and protect the environment.
