    Kurzfassung: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

    Kurzfassung: Dans un tunnel, un incident grave impliquant des marchandises dangereuses peut avoir un coût considérable en termes de pertes de vies humaines, dommages environnementaux, dégradation du tunnel et perturbation du trafic. D'autre part, bannir inutilement les marchandises dangereuses des tunnels peut engendrer des coûts économiques non justifiés. En outre, une telle interdiction forcerait les opérateurs de transport à utiliser des itinéraires plus dangereux, dans des zones fortement peuplées par exemple, et accroîtrait donc le risque global. Ce rapport propose des réglementations et des procédures pour améliorer la sécurité et l'efficacité du transport de marchandises dangereuses dans les tunnels routiers. Il propose deux modèles qui ont été développés dans le cadre de l'étude : le premier quantifie les risques induits par le transport de marchandises dangereuses dans les tunnels et sur route ; le second, un modèle d'aide à la décision, aide à la détermination des restrictions à appliquer pour le transport de marchandises dangereuses dans les tunnels routiers. Enfin, le rapport examine dans le détail les mesures de réduction du risque d'incident dans les tunnels ainsi que leurs conséquences.

Ce rapport passe en revue les travaux récemment menés pour perfectionner l'évaluation environnementale au niveau international et formule des recommandations visant à maximiser l’efficacité de ce nouvel instrument.

The integration of transport markets is a fundamental condition for the development of trade relations and economic activity.This book is an essential tool for all transport professionals. It then examines the pan-European process of legal harmonisation and adjustment of transport systems and analyses emerging trade and transport links between Europe and Asia.     Kurzfassung: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

    Kurzfassung: The aim of every politician is to transform the city into an environmentally sustainable entity. However, while the planning and organisation of passenger services within cities is commonly perceived as a major issue, freight transport is not given the full attention it deserves. As a general rule, the role which freight transport plays in the economy of cities is simply not understood. What invariably attracts attention, on the other hand, is the added pollution and congestion caused by freight transport. Europe has recently produced a host of new urban development schemes which place more or less severe restrictions on freight movements in cities. While some cities have introduced measures in line with the town planning objectives of territorial development plans, others have adopted short-term solutions to traffic management problems. Since we know that cities are living entities whose vital processes can be disrupted, how can we be sure that all of these measures are a step in the right direction? Our lack of experience makes this a question we would be well advised to consider. The Round Table reviewed the various aspects of freight transport by examining experiences in different countries and by discussing some of the more innovatory approaches adopted.
