Yet, so far there has been no consensus of what a city really is. Substantial differences in the way cities, metropolitan, urban, and rural areas are defined across countries hinder robust international comparisons and an accurate monitoring of SDGs. The report Cities in the World: A New Perspective on Urbanisation addresses this void and provides new insights on urbanisation by applying for the first time two new definitions of human settlements to the entire globe: the Degree of Urbanisation and the Functional Urban Area. Based on the definitions, the report presents new evidence of recent and future urbanisation trends and sheds light on the evolution of metropolitan areas around the globe. It examines whether and why quality of life differs between cities and other types of settlements. It analyses the relationship between economic development and the metropolitan system in countries around the world. Finally, it presents new evidence on the changing shape of cities and its impact on sustainability. The report demonstrates how globally consistent definitions of cities and metropolitan areas can contribute to more effective policy design.

    Abstract: In the context of the economic recovery and public budget cuts, policy silos and fragmented short-term policy interventions have become luxuries that our economies can no longer afford. Government intervenes in a myriad of ways at the local level, and rarely are these interventions co-ordinated effectively. Most of us are familiar with policy “silos”. Such divisions are often taken for granted, blamed on historical working relationships (“it has always been like that”) and organisational cultures (“they don’t work like we do”). However these divisions come at a cost. The issues and challenges facing local communities are often complex, and require a holistic approach to be resolved. This book provides concrete advice to policy makers at both national and local levels on how to better align policies, reduce duplication and waste, and “do more with less”. It is based on comparative analysis of 11 countries in Australisia, Europe and North America and combines rankings on where countries stand in terms of the integration of employment, skills and economic development policies, with concrete examples of successful policy integration on the ground.

    Abstract: "Job placement” has been the traditional goal of labour and employment policies, but this report argues otherwise. To stay competitive in a globalised economy, governments must also strive to enhance the skills of workers, increase their productivity and provide upward mobility to immigrants and the disadvantaged. This report provides valuable insights into how labour policies can be expanded to meet economic development and social cohesion goals, while also reconciling national and local concerns. Studies from seven OECD countries are presented (Australia, France, Germany, Japan, Korea, the United Kingdom and the United States), each analysing attempts to expand workforce development policies and bridge the gap between national and local initiatives. Included are various types of government/private sector partnerships in the United States, regional training in France and Australia’s efforts to customise policies to local needs. Based on the country studies, the report then makes specific recommendations and suggestions on how workforce development policies can be expanded and improved.

    Abstract: To combat persistent unemployment and growing disparities, employment and training policies need re-organising to become more effective. Governments are endeavouring to achieve this by increasing the involvement of local and regional authorities, social partners, the private sector and the community in policy design and implementation.Co-ordinating the efforts of these stakeholders, all involved at different levels, is a major challenge for governments. Local management of employment and training makes for more flexibility and hence better use of all available resources. This publication looks at the decentralisation of active labour market policies in OECD countries and shows how local employment management can lead to the implementation of more effective policies.
