Abstract: The German state banks - or Landesbanks - are not only some of the largest banks in Germany but are also a dominant force in the international banking sector. These state-owned banks enjoy special privileges and government support which have made them major players in the global arena of banking and finance. Protected by the German taxpayer's seemingly bottomless pockets in the form of state warranties, Landesbanks are able to take part in financing some of the largest projects in the world. They occupy nearly fifty per cent of the top places in both Moody's and Standard and Poor's international rankings. Professor Sinn critically scrutinizes the privileges of the German Landesbanks and questions the justification of government intervention in the banking sector. He predicts that European integration and the introduction of the euro will lead to a fierce take-over battle between Europe's banks. He argues that, given the state warranties, it seems likely that the German Landesbanks will be among the winners in this battle and concludes that the German public banking system has grown far larger than is appropriate for a market economy. This timely book addresses issues of concern for European bankers and policymakers alike. It will also be of interest to students and scholars of financial economics, European integration and money and banking
Description / Table of Contents: Contents: Preface -- 1. European integration and the landesbanks -- 2. The government in the German banking system -- 3. The competitive advantages of the public banks -- 4. Is government intervention in the banking sector justified? - irrelevant arguments -- 5. Should the government insure banks? -- 6. Abstract: This important book highlights the conflicts between economic growth and the conservation of nature in the context of sustainable development. It places particular emphasis on biological diversity and examines possible policies for resolving conflicts which arise from the contrasting goals of conserving the natural environment and economic growth. The book opens with an overview of the challenges of economics, nature conservation and sustainable development and goes on to discuss general principles and broad policies. Case studies from China and north-east India help illustrate important economic and social principles involved in nature conservation. General issues examined include: * the value of environmental and resource economics in planning sustainable development * the importance of biodiversity conservation for sustainable development and for the stability and sustainability of ecological systems * the impact of economic globalization and market systems on the conservation of nature * priorities for the financial support of protected areas * the extent to which ecotourism can be harnessed to reconcile economic utilisation of an area with nature conservation * the costs and benefits of conservation * financing the management of nature reserves This book will be essential reading for economists interested in the environment, ecology and development

Abstract: Following German reunification in 1990, East Germany's centrally planned economy was abolished and replaced by West Germany's social market economy. Western Germany has since provided vast financial support to aid the transformation, and enable eastern Germany to catch-up with western Germany's productivity and living standards. This book evaluates the main events and their outcomes since mid-1990 and the associated policy issues. The authors assess the medium to long term growth prospects of eastern Germany and the wider implications for western Germany and Europe. The Economics of German Unification analyses the economic process of assimilating eastern Germany into the institutions and performance levels of western Germany. It includes original research as well as providing an overview of existing literature. Among the topics discussed are: * the relative backwardness of East Germany's economy * the impact of monetary and economic integration * restructuring and privatization * labour market and industrial policy, including an analysis of wage restraint and cost reduction * the prospects for eastern Germany catching-up economically with western Germany * the repercussions for German competitiveness nationally and within the wider European context This book will be welcomed by academics, researchers and undergraduates interested in the economics of transition, comparative economic systems, political economy and the European business environment

Abstract: This important book presents a new original study of the German and UK financial markets. It addresses the relationship between corporate governance, ownership and financial performance in German and UK firms floated during the 1980s. Marc Goergen uses detailed company micro-data to examine the ownership and performance of each firm from the time of its flotation to six years later. He finds that the evolution of ownership depends on certain corporate characteristics and that differences in financial performance cannot be explained simply by differences in the concentration of ownership. The book sheds new light on the important issue of whether corporate ownership influences or is influenced by financial performance. The main findings of the book have important implications for public policy and the current public debate on corporate governance and the globalisation of financial markets. They are important for established financial markets and the transitional economies of Eastern and Central Europe as well as for international scholars interested in issues of corporate governance and the performance of firms

Abstract: This innovative book analyses the geographical patterns in foreign direct investment flows by combining elements from the theory of international production and the theory of economic geography. It develops a model for explaining why foreign direct investment is attracted to certain locations. The book examines foreign direct investment from a spatial perspective and considers how knowledge, regional synergies, economic integration, corporate strategies and networking affect patterns of investment. Using a model, Robert Morsink derives sets of determinants for different foreign direct investment patterns of multinationals and evaluates the corporate strategy behind these flows. First, he analyses investment flows within the European Union. Then, he goes into investments originating from the United States, Japan, Germany and the Netherlands and destined for Western Europe, South and Southeast Asia and North and South America. These analyses enable him to make suggestions for government policy at both the national and international level to attract foreign investment. Foreign Direct Investment and Corporate Networking will be of interest to economists working in the areas of international trade and investment, economic geographers and corporate strategy advisors as well as to policymakers from government and non-governmental organizations

Abstract: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness. This book addresses the issue by examining many of the policies concerned, and their effects on competitiveness. It demonstrates that well-designed, market-oriented environmental policies may be expected to improve both domestic and international competitiveness. The authors dismiss the fear that environmental policies will damage competitiveness by approaching the issue from four different perspectives: the economic analysis of competitiveness; a geo-economic approach to trade and foreign investment between Europe, NAFTA and Southeast Asia; studies of the effects of environmental policies on competitiveness; and the formal modelling of carbon taxation, international competitiveness and carbon leakage. The book also includes results from a global econometric model on the potential for carbon leakage, a detailed case study of German national policies, an examination of life cycle analysis and competitiveness, and an empirical study of green product development. This book will be of great interest to academics working in the field of environmental economics and researchers involved in environmental policy

Abstract: This important new book presents the theoretical, econometric and applied foundations of the economics of innovation as well as offering a new approach to the measurement of technical change. The author, a leading expert in innovation economics and management, critically reviews current schools of thought and presents his own contribution to measurement techniques. Measurements of technical change have focused on the characteristics of price and quantity whilst useful theories and reliable indicators of the quality of innovation in new products have been sorely lacking. The author examines the theoretical foundations of the measurement of technical change and extends the analysis to consider the econometric and empirical perspective in the process of innovation. He outlines the key contributions to innovation research by reviewing the English-language literature and providing a very useful guide to the most important contributions in other languages. In the measurement of the quality of innovation, the techniques used in the author's contribution to new 'technometrics' are presented and explained in detail and are applied to the most important topical problems in innovation and management. This significant addition to the literature will be invaluable to graduates, scholars and managers working in the area of technical change, technology and innovation management

Abstract: Financing Decentralized Expenditures presents new original research papers on the structure of intergovernmental fiscal relations in virtually all types of countries and the design and implementation of transfer mechanisms between different levels of government. In developing, transition, and industrial countries alike, the process of decentralization of government expenditures has proceeded apace to provide better accountability and quality of services to consumers. At the same time, tax administration constraints dictate the central collection and assignment of the major sources of revenues - particularly income taxes and VAT. This generates an imbalance in favour of the central government. The manner in which this imbalance in redistributed affects the degree and nature of decentralization generating considerable debate in countries as diverse as Italy and Denmark, those in North America, as well as countries in transition, such as China and Russia. The book includes a balance of overview pieces that explore the general issues supplemented by a large number of studies of intergovernmental transfer systems in specific countries. It offers a unique source of reference by providing a wealth of information of grant systems around the world

Abstract: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment. Economics for Environmental Policy in Transition Economies will be of interest to policymakers, academics and postgraduates working in the fields of transition economics, environmental economics and environmental valuation

Abstract: Economics is full of puzzles and paradoxes that often frustrate and challenge everyone, including economists. This engaging book includes fifty puzzles and focuses on three types of paradox. First, everyday observations that appear to belie common sense (such as, why do some supermarket items sell for more per ounce in larger sizes?). Secondly, those paradoxes which have perplexed economists in the past but have since been fairly resolved (such as, the diamond-water paradox). Finally, empirical or conceptual anomalies that remain unresolved and present a challenge to today's economists (such as the voting paradox). Fifty puzzles and paradoxes are analysed in a clear framework. Examples include: the fairness of market wages, the alleged gold absurdity, Giffin goods and the Irish potato famine, the paradox of thrift, the supposed perversity of Wall Street, the leisure paradox, why the best Washington apples are shipped out of state (the Alchian-Allen theorem), the question of whether teachers are underpaid, whether studying economics makes people immoral and whether war is good for the economy. This original and unusual book will have a wide appeal, ranging from the lay person with an interest in everyday economic puzzles, to the student and teacher wishing to develop their understanding of some of the paradoxes that have existed and continue to exist in economics. It will serve as an ideal source for teachers who want to challenge their students with unusual economic problems

Abstract: The economic demands of an ageing population, coupled with the crisis of public spending pose one of the greatest challenges to social policy in both the East and West. This book focuses on the political economy of pensions, particularly on the interaction between private and state provision. Enterprise and the Welfare State argues that there is more to welfare than simply provision by the state and so the focus of this book is on the welfare society rather than the welfare state. This requires a new system of statistical accounting and a different focus for case studies. A multidisciplinary approach is used to examine the design of the pensions system in nine countries with different institutional welfare mixes. Using a common conceptual framework, it compares and contrasts the goals and realities of the welfare systems in France, Germany, The Netherlands and Sweden, where strong occupational pensions are in operation, with the more modest welfare states in Japan, the United Kingdom and the United States. Each country case study provides a grounded analysis of the evolution of pension design and traces the impact of the policies on the economic well-being of the aged and the performance of the economy. It offers new data on the level of spending of enterprise based occupational pensions and examines the implications for redistribution resulting from changes in the design of state and occupational pensions. This book will be essential reading for academics, students and public policymakers interested in the economics of welfare, social policy and the future of pension provision

Abstract: Which level of government is most appropriate for environmental policy making in a confederal or federal system? How does the level of government at which policy is made and implemented affect the choice of policy instruments? This important new volume addresses these problems by comparing environmental policies and practices in the European Union and the United States. In Environmental Policy with Political and Economic Integration, a distinguished group of authors discusses how environmental policy in a federal or confederal system may differ both in theory and practice from that found in a unitary government system. After examining the framework for environmental policy in the EU and US, the authors present papers on their federal institutions, the economic forces affecting environmental governance, the choice of policy instruments, linkages between trade and environmental policy and environmental regulations within international trade negotiations. The final part brings together a series of case studies which sheds new light on the research questions formulated earlier in the book. Issues discussed include the regulation of agricultural pollution, global warming, ozone pollution and environmental security. In addition to its detailed discussion of environmental policy in the EU and the US, Environmental Policy with Political and Economic Integration will be essential reading for both scholars and policymakers concerned with designing and implementing regulations to protect the environment
