While these were mitigated by a global recession, there is no generally agreed upon method for measuring these shortages. This book discusses various theories for measurement.     Abstract: Pollution, alternative fuels, congestion, intelligent transportation systems, and the shift from construction to maintenance all call for a reconsideration of the existing highway revenue mechanisms, especially the gas tax. David Levinson explores the fundamental theoretical basis of highway finance, in particular the use of tolls, and supports that theory with empirical evidence. The author examines highway finance from the perspective of individual jurisdictions and travellers, and considers their interactions rather than specifying a single optimal solution. Congestion pricing has long been a goal of transportation economists, who believe it will result in a more efficient use of resources. Levinson argues that if the governance were to become more decentralized, and collection costs continue to drop, tolls could return to prominence as the preferred means of financing roads for both local and intercity travel. An approach that creates the local winners necessary to implement road pricing is required before it can be expected to become widespread

    Abstract: In this exhaustive study, the authors break new ground by integrating cutting edge insights on global warming from three different perspectives: game theory, cost-effectiveness analysis and public choice. For each perspective the authors provide an overview of important results, discuss the theoretical consistency of the models and assumptions, highlight the practical problems which are not yet captured by theory and explore the different applications to the various problems encountered in global warming. They demonstrate how each perspective has its own merits and weaknesses, and advocate an integrated approach as the best way forward. They also propose a research agenda for the future which encompasses the three methods to create a powerful tool for the analysis and resolution of global pollution problems.

    Abstract: This unique study draws on extensive fieldwork assessing technology systems in Ghana, Kenya, Tanzania, Uganda and Zimbabwe in the context of their export competitiveness. Its emphasis is on the role of technology systems in building industrial competitiveness and in this it finds deficiencies in the systems in all these countries, though there are also significant differences between them. Comparisons are made with more successful economies, particularly those of East Asia, and policy implications are drawn for the strengthening of technology support systems. Central to the book is its combination of academic analysis with a strong policy focus - policy implications are drawn for each case-study country

    Abstract: Because it is technically flawed and morally bankrupt, the author argues, the economist's consequence-based, procedurally detached theory of the state has contributed to the growth of government. As part of the Kantian-Rawlsian contractarian project, this book seeks to return economics to its foundations in moral philosophy. Given the moral equivalence of persons, the greatest possible equal participation must be promoted, persons must be impartially treated and, because it is grounded in consequentialist social welfare theory (SWT), the economist's theory of the state must be rejected. Ad hoc deployment of SWT has facilitated discriminatory rent seeking and contributed to larger government. In contrast, this book argues that equal political participation and a constitutional impartiality constraint minimize rent seeking, respect individual perceptions of the "public good" and underwrite the legitimacy of government. Economists, moral philosophers and political scientists will find this book a unique contribution to the literature

    Abstract: In their pursuit of policies to combat global warming, countries will find that they may also receive additional benefits which are not directly associated with the primary aim. These ancillary benefits are likely to include, for example, a reduction in pollution as a result of carbon containment policies. International Climate Policy to Combat Global Warming is one of the first books which analyses climate policy, taking account of ancillary as well as primary benefits. The author integrates ancillary benefits into the theory and explores the implications for international policy measures. Because of the private character of ancillary benefits, the author is able to treat climate policy as an impure public good which in turn has an impact on the efficient climate protection level. He highlights the general failures of the standard approach to climate policy design and goes on to propose a new approach to international negotiations on climate change. He suggests a flexible matching scheme which would help overcome free-rider incentives and which would have considerable advantages over traditional co-operative designs. By proposing a novel framework for the analysis of, and solution to, the problem of global warming, this book will be welcomed by environmental and ecological economists, policymakers and researchers of political science

    Abstract: In this book Fai͏̈z Gallouj propounds a theoretical framework which describes and evaluates the main approaches to analysing and understanding innovation in services.     Abstract: This provocative book challenges traditional tenets about behavioral regulation in society as well as in business. Verner Petersen asserts that attempts to solve ethical problems by creating explicit guidelines, codes and rules discourage individual reflection and responsibility. Likewise, attempts to put important aspects of human life into tabular form, by devising schemes for counting everything that matters, have serious flaws, leading to further erosion of individual responsibility and insight. This book stresses the importance of tacit knowledge, ineffable values and a shared social grammar, as the foundation for individual responsibility and ethical awareness. It shows how the moral fabric of societies may be inculcated, changed and kept alive through individual decisions and actions. Based upon these ideas he argues that the open-endedness of self-regulation is the only viable alternative to modern bureaucratic attempts to regulate and control behavior. Instead of explicit regulation from the outside, putting a leash on a straining economic logic, it argues that this logic can be contained by the self-regulation of business and the responsible entrepreneurship of individual decision-makers. To make this possible Petersen presents a new view of leadership. He shows how spirited leadership can give direction, sense and latitude to employees, and asserts the importance of tacit knowledge and ineffable values for achieving coherence and unity of purpose.     Abstract: Mountain regions represent about one fourth of the earth's surface area and provide a significant share of goods and services to humanity. In this book, the authors demonstrate how alpine environments throughout the world are particularly vulnerable to global environmental change. Alpine populations will often be affected earliest and most significantly, for example through extreme weather systems, and their scope for adaptation is relatively limited. Drawing on the natural and social sciences, particularly economics, this book supplies a broad picture of the diverse issues involved. The authors show that observed changes in natural phenomena, such as acidity and fish toxicity in high altitude lakes, clearly support the thesis on ongoing global change induced by humans. They then analyse the manifold socio-economic impacts of global environmental change which are likely to be felt in various sectors and industries including tourism, insurance and water cycle management. It is shown that adaptation options though limited can be improved, such as in natural hazard management. Finally the authors evaluate the various mitigation options available for policymakers in agriculture, energy production, transport and land use planning. Global Environmental Change in Alpine Regions demonstrates that although environmental change is a global phenomenon, the impacts are distributed unevenly and vary in severity. Sicily provides an interesting and unique backdrop against which the study is set, demonstrating the economic complexities of heritage and the range of economic tools and concepts which can be employed to analyse it. The book is a compilation of various approaches that economists trained in different branches of economics have brought to bear on heritage. It considers the political economy of heritage policy from a variety of different perspectives. These include a study of the economic problems of defining and valuing culture and, through detailed case studies in the economics of regulation, an examination of the incentives and principal-agent problems in the management of heritage policy. The authors move on to discuss the public choice view of fiscal federalism and look at the problems of assessing the efficiency of policy measures. Finally, they provide an interesting overview of the national experiences of France, Scotland and Italy in terms of heritage policy. Taking a new institutional approach, this book is as much a concise manual of applied economics as a contribution to cultural economics. It stresses the need for an interdisciplinary approach to the study of heritage and offers a unique opportunity to understand law-making and administrative procedures in the civil code tradition.     Abstract: Banking Reforms in South-East Europe gives a critical and detailed overview of banking system restructuring in the transitional countries of South-Eastern Europe - Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Romania and Yugoslavia - and offers suggestions for future reforms.     Abstract: During the past decade the issue of a general welfare double dividend (an improvement in environmental quality combined with a positive welfare effect) triggered by a tax shift from labour to energy resources has been extensively debated. In this book, Kurt Kratena studies the employment effects of revenue neutral tax shifts from labour to energy, and measures the impact on theoretical and empirical models of the European labour market. A common theoretical framework is devised to analyse the impact of environmental tax reform. Various 'labour market regimes' (competitive labour markets, union wage bargaining and efficiency wages) are derived and taken as the starting point for different specifications of the labour market. The theoretical outcomes of tax shifts in these different labour market regimes are then analysed and compared. The results reveal that whereas an econometric based multi-sectoral model yields significant double dividend effects, a general equilibrium model only finds employment double dividend effects. The book also highlights the potentially positive economic consequences of environmental tax reform such as a shift in demand from energy to non-energy goods. This book provides a concise appraisal of the general double dividend question combined with an innovative analysis of the employment double dividend effect. It utilises extensive empirical evidence and reveals the sensitivity of the various theoretical concepts surrounding the debate. This book will be of interest and relevance to academics in the fields of environmental economics, labour theory and fiscal studies

    Abstract: Korea has been at the centre of intense debate concerning the role of government in economic development. Taking an in-depth approach, this book analyses the path of Korea's industrial technology development. In contrast to many previous studies on Korea, the author argues that the role of foreign multinational enterprises has been significant while the government's was surprisingly limited in scope.     Abstract: The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses. The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy.     Abstract: Singapore, South Korea and Taiwan - East Asia's newly industrialised economies (the NIE-3) - experienced a profound development transformation over recent decades. Christopher Dent makes a comparative study of their foreign economic policies, highlighting how the NIE-3 have engaged with the international economic system in an increasingly dynamic way. The book develops a new macro-framework of foreign economic policy analysis that provides the structure for this study. The author argues that the 'development context' of the NIE-3's foreign economic policies is grounded in their common development statism and semi-peripheralisation. He further contends that it is the pursuit of economic security that primarily motivates their respective foreign economic policies. This new conceptualisation of economic security in the context of foreign economic policy will appeal to academics, researchers and students in wide range of disciplines including: Asian studies, international relations, international political economy, economics and politics
