    Abstract: This innovative book offers an original and radical tax policy proposal which can be used to promote growth and stability without affecting income equality. Immediately following the publication of Keynes's General Theory, Kalecki recognized that the theory of tax had to be re-thought, as aggregate income could no longer be thought of as fixed with respect to tax-induced changes in aggregate demand. To this day, orthodox tax policy analysis continues to ignore aggregate demand effects. The authors consider this orthodox approach to be deficient, and show how tax policies can promote growth without having a negative impact on equity. They incorporate Kalecki's theory of tax incidence into an analysis of income determination, income distribution, investment, business cycles, and growth. In addition, they examine the incidence of the corporate profits tax and the macroeconomic and regional incidence, and effects of local taxation. A Dynamic Theory of Taxation will be a welcome addition to the literature and will be of interest to tax policy analysts and government policy advisors, as well as scholars working in the fields of public finance, post Keynesian and Kaleckian economics

    Abstract: The international character of today's most pressing environmental problems has become a key challenge for environmental policy making. As regulation by a supranational authority is not a realistic option at present, policymakers have to rely on decentralized approaches to the management of international environmental resources. This study combines two core dimensions of international environmental policy: the traditional search for cost-effective policy instruments and the creation of incentives for voluntary cooperation among sovereign nations. The analysis offers some clear-cut policy recommendations for the design of environmental treaties and for the further development of existing international institutions to protect the global environment

    Abstract: This unorthodox book derives and tests a simple theory of economic time series using several well-known empirical economic puzzles, from stock market bubbles to the failure of conventional economic theory, to explain low levels of inflation and unemployment in the US. Professor Stanley develops a new econometric methodology which demonstrates the explanatory power of the behavioral inertia hypothesis and solves the pretest/specification dilemma. He then applies this to important measures of the world's economies including GDP, prices and consumer spending. The behavioral inertia hypothesis claims that inertia and randomness (or 'caprice') are the most important factors in representing and forecasting many economic time series. The development of this new model integrates well-known patterns in economic time series data with well-accepted ideas in contemporary philosophy of science. Academic economists will find this book interesting as it presents a unified approach to economic time series, solves a number of important empirical puzzles and introduces a new econometric methodology.     Abstract: Conventional economic analysis of property rights in natural resources is too narrow and restrictive to allow for effective comparisons between alternative institutional structures. In this book, a conceptual framework is developed for the analysis of these structures with illustrative application to the allocation of water resources. Ray Challen introduces and develops a model for the analysis of the problems involved in institutional choice that takes into account constraints in institutional change imposed by history and the value of maintaining options in an uncertain future. The emphasis of institutional analysis shifts from assessing the benefits of particular property rights regimes in isolation to considering the distribution of property rights between levels of governments, communities and individuals in an institutional hierarchy. Conceptual developments in institutional theory are illustrated by using a case study of institutional change in the regulation of water use in irrigated agriculture

    Abstract: This book uses an institutional-evolutionary approach to analyse economic problems associated with developments in capitalism during the second half of the twentieth century. It argues that economics should centre on institutions - the durable fabric of the economy over time. Drawing on the foundations of Marxist and institutional political economy, the book traces the lineages of institutional themes, as well as considering feminist, post-Keynesian, holistic economics and Schumpeterian perspectives. The nature of institutions in the growth and instability of capitalism is then explored with reference to social structures of accumulation. Particular reference is given to the world economy, the family, the Keynesian welfare state and neo-liberalism, Fordism, the flexible mode of accumulation, and financial regulation and deregulation. The author concludes, using institutional-evolutionary themes of political economy, that the evolution of modern capitalism is likely to be unstable as we move into the next century
