    Abstract: In the global financial crisis, competitiveness gaps between euro area countries caused additional strain. This book discusses the various dimensions of competitiveness, with a special focus on emerging Central, Eastern and Southeastern European countries. For Europe to proceed with convergence and to resist global competitive pressures, it argues that policies to boost productivity abelka, nd innovation are vital.     Abstract: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development?     Abstract: The book reveals that European product market integration has a significant impact on the conditions of competition, the strategies of companies and the structure of industry. It adds a quarter of a percentage to annual GDP growth rates and has not led to an increased exposure of the EU to asymmetric shocks. However, the book argues that further improvements in the functioning of European product markets are needed in order to improve the EU's growth performance over the next decade.     Abstract: What role will the current evolution of banking systems play in the newly adopted EU countries during the historic challenges following enlargement? This book, a blend of economics and political economy, offers a systematic analysis of the current trends in financial intermediation in the countries of the newly enlarged Europe, with particular focus on those policies taken by foreign banks on the one hand, and by regulatory and supervisory authorities on the other. The authors argue that their research has led to one conclusion; in order to enter the EU, the accession countries needed to increase the efficiency of their economic systems rapidly through liberalization and privatization. The book assesses whether the presence of foreign banks will contribute to long term economic growth and financial stability, and how the architecture of banking regulations and supervision should be designed.     Abstract: The future of European Monetary Union (EMU) stands as one of the most important economic issues of the era. The author argues that in the event of macroeconomic shocks, rather than acting as a cohesive force, EMU could give rise to disunity. As EMU is not an optimal currency area, asymmetric shocks affecting each country differently could be critical to its future. The success of EMU depends upon the ability of institutions in the EU to satisfy the monetary and fiscal policy demands of sufficient numbers of national constituents, interest groups, and multinational corporations.     Abstract: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization. As Europe expands and becomes more integrated it is being obliged to assume greater control over the development of its external economic relations. To effect this, the authors propose that member states play a more active and constructive role in the global political economy. They advocate the planning and implementation of major initiatives that could ensure greater stability in the world economy. Because of the magnitude of the economic bonds developing between the EU and the USA, special attention is paid to the trends and issues associated with the evolution of Atlantic relations. One of the greatest challenges the authors highlight, and a theme implicit throughout the book, is that the EU's external problems may receive inadequate attention due to the complexities of its decision processes. EU-level decision-making may become more introspective, rather than global, in outlook.     Abstract: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

    Abstract: With air transport becoming an increasingly vital part of the economy, the regulatory reform of this market has been a major development in European political economy. This book focuses on two market failures within the airline industry - market power and environmental externalities - and analyses how they have been affected by deregulation. The author employs economic models complemented by extensive empirical research, to demonstrate how the introduction of competition, brought about by liberalization, has resulted in considerable consumer benefits. The author argues that these benefits, such as increased choice through the expansion of operations, must be off set against increased environmental costs including greater noise pollution and emissions, not to mention the reduction of profits that often accompany market liberalization. In the process the book tackles a number of important issues including the background and history of airline regulation in the EU, the basic policy trade-off between monopoly power and external costs, monetary valuation of externalities, and the relationship between airline scheduling and external costs. Perhaps surprisingly, the author concludes that even in the presence of environmental costs, the introduction of competition in airline markets has resulted in net welfare improvements. Policymakers, as well as practitioners and researchers of environmental and transport economics, should draw great value from this original and pertinent volume

Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

    Abstract: This book explores whether foreign direct investment (FDI) can contribute to the competitiveness of industries in Central Europe and to narrowing the gap between these transition economies and countries within the European Union. The Czech Republic, Hungary, Slovakia and Slovenia have attracted substantial FDI since the beginning of their transition to a market economy. Using exhaustive empirical data, the authors demonstrate that foreign investment enterprises in Central Europe have higher allocative efficiency, promote macro- and microeconomic restructuring and foster the restructuring of the manufacturing sector in accordance with the host countries' comparative advantages. The case of Austria is used to demonstrate the possible benefits of FDI. On the other hand, high foreign penetration leads to the concentration of production and exports and makes the economy more vulnerable to external shocks. In addition, there may be unwelcome pressures on economic policy in order to maintain the country's position as a frequented investment target. However, the analysis in this book suggests that, on the whole, economies in transition can become more competitive more rapidly and more profoundly with the help of foreign direct investment.     Abstract: This book examines the monetary integration of the group of countries which constitute the Economic and Monetary Union (EMU), signalling the emergence of a truly European economy. The authors devote their considerable expertise to the analysis of macroeconomic policies within EMU and the economic analysis underlying the conduct of these policies. The authors first analyse the development of the euro area from a historical perspective. They then examine the criteria for the first eleven countries to qualify for EMU and speculate whether the same countries would have joined if the qualification date had been a year later.     Abstract: In recent decades the world economy has been characterized by deepening and widening integration. Throughout this time, there have been concerns that this process may foster the geographical concentration of industries, a view substantiated by contributions to the new economic geography. In this book, Barbara Dluhosch opposes this position and presents an entirely different view of the consequences of globalization. Barbara Dluhosch carefully identifies and analyses the main pillars of the new economic geography. She then presents an essentially new approach focusing on the decline of communication costs, and introduces cost competition and technological choice, which have largely been neglected. In doing so, she arrives at fundamentally different conclusions and provides new insights into the consequences of regional integration and the process of globalization.
