(2) (Erdmann Steinmetz)

Abstract: Decision-makers increasingly seek to design environmental and development policies that will support sustainable development. Thus, practical tools to help formulate sustainable development policies and clear methods to assess their acceptability and effectiveness are urgently needed. This book contributes to meeting these needs by presenting both analytical and empirical aspects of decision-making processes

Abstract: In this exhaustive study, the authors break new ground by integrating cutting edge insights on global warming from three different perspectives: game theory, cost-effectiveness analysis and public choice. For each perspective the authors provide an overview of important results, discuss the theoretical consistency of the models and assumptions, highlight the practical problems which are not yet captured by theory and explore the different applications to the various problems encountered in global warming. They demonstrate how each perspective has its own merits and weaknesses, and advocate an integrated approach as the best way forward. They also propose a research agenda for the future which encompasses the three methods to create a powerful tool for the analysis and resolution of global pollution problems.

Abstract: Over the last decade, economists have increasingly recognized the role of meta-analysis and value transfer in synthesizing knowledge and efficiently exploiting the existing pool of knowledge. Comparative Environmental Economic Assessment explores the potential significance of using these techniques, particularly in environmental economics. Both meta-analysis and value transfer constitute major research tools which efficiently use knowledge previously acquired from other studies. The book focuses on the potential role and usefulness of these tools in environmental economic research, and goes on to address their validity, relevance and applicability

Abstract: The market for residential solid waste management and disposal has experienced dramatic changes over the past 20 years. This collection of outstanding published research examines these changes and thoroughly analyzes the strategies popularized by municipal governments over the past two decades. Kerbside recycling, unheard of in the 1970s, is currently available to 46% of Americans. Thousands of towns across the nation have also implemented user fees requiring households to pay a fee for every bag of garbage they generate. These policy shifts have attracted the attention of environmental economists interested in knowing the best strategy for managing solid waste. The editors, both long-time scholars of these trends, offer theoretical solutions for the optimal pricing of garbage and recycling collection. They provide original data collection and suggest appropriate econometric techniques that correct for statistical biases. A policy focus provides information relevant to municipal governments as well as researchers. This excellent volume will be useful for policymakers, students and scholars in environmental economics
Description / Table of Contents: Contents: Foreword by tom tietenberg -- 1. The economics of residential solid waste management -- 2. Garbage, recycling, and illicit burning or dumping -- 3. Abstract: The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses. The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy. This innovative book will be essential reading to all students and scholars of the economics of environmental valuation

Abstract: The rapidly increasing importance of China, India, Indonesia, Japan, South Korea and Taiwan both in Asia and in the world economy, represents a trend that is set to continue into the 21st century. This book provides an authoritative assessment of the 20th century performance of these countries, and in particular the factors contributing to the acceleration of Asian growth in the latter part of the century. The contributors look at Asia within a global perspective and detailed comparisons are drawn with Australia and the USA. Contributions from leading experts offer a comprehensive review of the procedures necessary to establish valid international comparisons for countries with very different economic histories and levels of development. These include methods of growth performance measurement and techniques of growth accounting. The Asian Economies in the Twentieth Century will be an indispensable new tool for policy analysts, international agencies and academic researchers

Abstract: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments. The volume will be of interest to environmental economists, public finance economists and researchers interested in the economics of regulation
