    Kurzfassung: Ce rapport présente une analyse des défis auxquels la Hongrie est confrontée dans le domaine des transports urbains, ainsi qu’un examen de l’organisation administrative et des structures décisionnelles qui définissent la mise en œuvre des politiques de transport urbain en Hongrie. Il montre aussi comment la Hongrie peut progresser vers des transports urbains plus durables. Le rapport constate que les voiries urbaines sont de plus en plus encombrées, que le taux de motorisation augmente et que l’usage de la voiture se développe. Les agglomérations hongroises s’efforcent de préserver la part modale très favorable que détiennent leurs réseaux bien développés de transports publics, tout en devant assumer le fardeau financier associé au vieillissement du matériel roulant et des infrastructures. De surcroît, la prolifération galopante, à la périphérie des villes, de centres commerciaux peu accessibles par les transports en commun accroît encore la demande de déplacements en voiture.

With this Declaration, Ministers recognised for the first time the importance of a national policy and institutional framework for promoting cycling.

It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.

    Kurzfassung: L’un des principaux obstacles rencontrés a souvent été le manque de coordination entre les autorités locales et les opérateurs de transports publics. La Conférence européenne des Ministres des transports (CEMT) et l’Union internationale des transports publics (UITP) se sont associées pour examiner comment les pouvoirs publics et les opérateurs de transports pourraient collaborer plus efficacement. Il s’agit d’améliorer les véhicules et les systèmes de transports publics urbains, ainsi que les infrastructures connexes. Ce rapport est le fruit du travail d’un groupe de réflexion conjoint de la CEMT et de l’UITP. Il montre combien la coopération entre les prestataires de services des transports publics et les autorités locales est importante. En effet, une telle coopération peut contribuer à rendre les transports publics plus accessibles. Et elle sera d’autant plus efficace qu’elle s’accompagnera d’un dialogue suivi avec la communauté des personnes handicapées. Ce rapport s’appuie sur l’expérience de quatre villes : Göteborg (Suède), Grenoble (France), Prague (République tchèque) et Liverpool (Royaume-Uni). Il identifie les éléments essentiels des partenariats entre les diverses collectivités publiques et les opérateurs de transports publics.

    Kurzfassung: This book takes up the challenge of developing an empirically based foundation for evolutionary economics built upon complex system theory. The authors argue that modern evolutionary economics is at a crossroads. At a theoretical level, modern evolutionary economics is moving away from the traditional focus of the operation of selection mechanisms and towards concepts of "complex adaptive systems" and self-organisation. This reflects the continuing rise of neo-liberalism--the doctrine that economic policy should "leave it to the market" and that governments should retreat from market intervention.     Kurzfassung: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Kurzfassung: Do political decentralisation and inter state competition favour innovation and growth? There has long been a lively debate surrounding this question, going back to David Hume and Immanuel Kant. This book is a new attempt to test its veracity. The existing literature tends to assume that the beneficial effects of inter state competition have been confined to European history. By contrast, China, India and the Islamic Middle East are regarded as inherently imperial and overcentralised. However, these civilisations have not always been unified politically. In their history, there have been long spells of decentralised rule or inter state competition. The same is true for Japan. If the Hume-Kant hypothesis is correct, it should also apply to those periods. This volume analyses the qualitative and quantitative evidence

    Kurzfassung: It is only relatively recently that economists have begun to realise the importance of learning and study the impact it can have on social outcomes. This book provides an in-depth experimental analysis of current models and methods of adaptive learning in economics. It focuses on environments in which there is little information available, thus promoting the use of basic psychological concepts to model behaviour. The author describes in detail and compares, via simulations, a large number of behavioural models, ranging from early psychological concepts to recently proposed rules. He also reports on a number of experiments using novel designs and highly sophisticated cutting-edge statistical techniques for data analysis. A separate chapter exhaustively deals with the use of measures of predictive success and shows how to avoid common pitfalls when comparing different learning models. Significantly, the author is able to identify serious flaws in current modelling techniques which will undoubtedly improve existing experimental methodology and inspire the search for new and better models to accurately measure the learning process. This book makes a valuable contribution to our understanding of how uncertainty is implemented in economic experiments and to behavioural theory in general.
