    Abstract: Although economics has increasingly become a technical subject, this accessible book aims to present important economics results and relate them explicitly to the policy debate. Using a coherent analytical framework, this unique approach offers prescriptions for moving tourism, and economic development more generally, closer to a sustainable ideal. The authors begin by studying the macroeconomic effect of tourism in terms of growth performance and sources of growth. They also examine how the tourism-growth link is affected by the role of imports in the economy, and how tourism impacts upon land use. Further chapters investigate the important issue of forecasting visitor numbers and explore the need for a comprehensive accounting framework to take account of ecologically sustainable tourism. The authors also examine the microeconomic aspects of sustainable tourism and analyse the increasing popularity of environmentally friendly holidays

    Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified. Making new contributions to the understanding of economic growth, this book will appeal to students, researchers, economists and policy makers with a particular interest in economic performance and the growth process, and knowledge management and technology

    Abstract: During the past two centuries, major technological breakthroughs such as the steam engine and electricity have acted as the catalysts for growth and have resulted in a marked increase in material well-being. The dominant technology today - information and communication technology (ICT) - does not seem to drive growth as effectively and has coincided with an apparent increase in wage inequality. This book provides explanations of these two characteristics of modern economies and analyses them from both an individual and integrated perspective. Richard Nahuis explores and combines the seemingly separate phenomena of wage inequality between high-skilled and low-skilled workers, and the relatively low productivity growth experienced by most countries. The author provides a number of alternative theories for the increase in wage inequality as a result of new technologies, combined with an extensive review of the associated literature. He goes on to detail the technological revolution, describe why this does not necessarily result in high productivity growth and outline the best methods to measure productivity in the new economy.     Abstract: From Industrial Districts to Local Development introduces a set of papers representing the main contribution of the 'Florence school' to the recent literature on industrial districts. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented. This book will appeal to scholars, lecturers and researchers focusing on industrial economics, development economics and economic geography. Its references to Italian political experiences will also be of interest to policymakers in both developed and developing countries

    Abstract: This book reprints 18 essays selected from almost 30 years of work by the author as a high level official at the UN Conference on Trade and Development, the US Treasury Department and the World Bank. These essays report some of the core analytical thinking behind positions taken by these agencies on major issues in international trade policy: e.g., the shift of view on 'trade and development' from the presumption that developing countries should receive 'special and differential treatment' to today's view that they should aggressively exploit opportunities that international trade offers. Other essays report analytical work at the US Treasury Department on proposals in the 1970s for a 'New International Economic Order' - findings that supported the more conservative line that the US government eventually took, even though the Kissinger State Department urged a more accommodating line. Some essays are highly critical, e.g., of antidumping and its use by developing countries as well as by the United States, and of the GATT/WTO system itself as a template for economic policy. Scholars and students interested in how the GATT/WTO works as a policy making system will find this collection revealing as will readers interested in a way to evaluate the impact of antidumping (and other 'trade remedies') on the national economic system and on how to construct policy mechanisms that more effectively bring the interests of all US citizens into the making of US trade policy.     Abstract: The main theme of this study is the political economy of policy reform in less developed countries and post-socialist countries. Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure. This interdisciplinary study looks for ways of constructing effective market-enhancing governance structures that provide appropriate incentive systems to cope with such failures. No blueprint is offered, but the book provides a conceptual governance framework that can be applied in a comparative way to analyze economic, political, and social obstacles to policy and institutional reform. The concept is not only used to analyze the politico-institutional foundation of policy reform in East Asia and Eastern Europe, but it also allows to elaborate country specific strategies to craft institutional safeguards that help overcome impediments to development and transition. This innovative book, which overcomes the conventional perspective of a government-market dichotomy, will be of interest to researchers, students, policymakers and all those concerned with the impact of the dialectic interaction between political and economic forces on economic development

    Abstract: Growth Theory in Historical Perspective is a collection of thirteen carefully selected essays by Theo van de Klundert which demonstrate the development of growth theory over the past forty years. The sequence of chapters reveals the shifts in focus which have occurred since the first formal growth models of the 1940s and 1950s. He illustrates how the Keynesian paradigm was replaced by neo-classical models, which in turn have been superseded by theories of endogenous technical progress, the focus of growth theory in the 1990s. The author explains how the theory of economic growth is strongly shaped by ideas developed in the past. To this extent the book provides a comprehensive overview of the fundamentals of growth theory and develops important modern themes such as firm-specific research and development and the relationship between growth and international trade. Moreover, several of the chapters explore themes which, in the author's view, have been unfairly neglected in recent writings on the theory of growth. These include the role of demand factors, vintage models and issues of distribution, which he believes can still contribute to the current thinking on growth theory.     Abstract: This topical book interprets firms, governments and economic change from an entrepreneurial perspective. Essentially, it applies the Austrian theory of human agency and evolutionary theories of the firm to explain economic organisation, the state and institutional change.     Abstract: The Economics of Environment and Development is a carefully edited selection of Edward Barbier's most influential papers on the role of environmental economics in economic development. This book begins with a brief overview and summary of the papers, placing each in its original context and in relation to the development of Barbier's ideas. The first section deals with the concept of sustainable development, in particular its practical implications for economic policy in developing countries, as well as the long run conditions under which an economy might trade-off environment and growth to achieve its development aims. The second section is concerned mainly with land degradation and tropical deforestation. Using case studies from Africa, Central America and Southeast Asia, the underlying causes of these problems are examined and innovative policies are prescribed to reverse environmental degradation in these areas. The third part of the book is dedicated to the economics of wetlands, wildlands and biodiversity conservation, and discusses the optimal use and management of a region's remaining wild or natural habitat areas. The final section of the book deals with trade and the environment and focuses on the linkages between sustainable resource management and the trade in ivory, timber and forest products, and the role of trade interventions as a means of encouraging a developing country to conserve more of a biological resource.     Abstract: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. The first part is concerned with the debt problems of developing countries, including the growth of domestic public debt, means of hedging a country's debt portfolio against key currency fluctuations, evidence on the debt overhang hypothesis, an evaluation of the Brady Plan, and how to attract foreign direct investment. This is followed by essays on financial opening which discuss the impact of alternative exchange rate regimes during financial integration, the degree of financial openness in Korea and Taiwan, an appropriate strategy for the liberalization of capital flows, and the relationship between financial opening and capital flows. The final part underlines the need for exchange rate management. Issues considered include New Zealand's experience with a pure float, the use of the theory of optimal currency areas to assess whether Asian countries should peg to the Yen, institutional features of macroeconomic management in Asia, and how Latin America should respond to heavy capital flows.     Abstract: With the increasingly evident and widespread impact of economic activity on the environment, there is a growing concern in all parts of the world for environmental considerations to be more fully reflected in economic decision-making. The Polluter-Pays, User-Pays and Precautionary principles are increasingly being used as guidelines for environmental policy, and yet their developmental implications have barely been explored. Fair Principles for Sustainable Development is one of the first books to study the developmental implications of these basic tenets of environmental policy. Having assessed the merits, drawbacks and technical feasibility for developing countries of applying the Polluter-Pays and User-Pays principles, the contributors then examine the Precautionary principle from the same perspective. This is followed by discussion of Subsidiarity, which offers guidance on the application of these principles and aims to ensure that local interests are articulated and incorporated in the decision-making process. Finally an overview by the editor draws the material together to support the application of these principles, particularly in international trade and global environmental agreements, to serve the sustainable development in the Third World.     Abstract: Rethinking Economics is a major contribution to the reconstruction of an economic theory appropriate to the 21st century.
