    Abstract: Trust is a key component in peer platform markets (PPMs). In 2016, the OECD’s Committee on Consumer Policy (CCP) produced a report on Protecting consumers in peer platform markets: Exploring the issues. The 2016 report examined a number of the mechanisms that peer platforms have themselves developed to help engender trust in and use of their services (e.g. initiatives such as ratings and reviews) and raised a set of questions for further research and reflection. In order to understand better the role and drivers of consumer trust in PPMs, the CCP conducted an online survey of 10 000 consumers across ten OECD member countries. This report discusses the findings of that survey.

    Abstract: The effects of immigration on the Thai economy are considerable, as the number of immigrants has increased rapidly since the turn of the century. Immigrant workers now contribute to all economic sectors, and are important for the workforce in industrial sectors such as construction and manufacturing and in some service sectors including private household services. Immigration is associated with an improvement of labour market outcomes of the native-born population, and in particular appears to increase paid employment opportunities. Immigration is also likely to raise income per capita in Thailand, due to the relatively high share of the immigrant population which is employed and therefore contributes to economic output. Policies aiming to further diversify employment opportunities for immigrant workers could also be beneficial for the economic contribution of immigration. How Immigrants Contribute to Thailand’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

    Abstract: Satellites serve as an important option to deliver broadband services to residences and businesses in rural and remote regions throughout the world. In OECD countries, the majority of people live in urban areas or at locations that are closely settled enough to use other broadband access technologies on a cost effective basis. Satellite technology, however, is deploying several significant innovations that result in improved services and may radically change the costs of providing satellite broadband. The purpose of this report is to describe these key recent developments based upon new and anticipated satellite broadband deployments, and discuss their implications for the future use of satellites to deliver broadband services to residential and business users. The report investigates how innovation is changing the role of satellites in extending broadband services to underserved areas in relation to other broadband options and important policy challenges to be considered in light of such innovation.

    Abstract: Greening the economy involves improving the quality of the environment and tackling climate change, and is a major policy, economic and financial challenge. Key issues that have emerged in this context relate to financing climate change mitigation and adaptation and how to close the financing gap to fund the needed low-carbon investments. Beyond such capital mobilisation there is the more general challenge of whether and how the financial system can enable capital reallocation consistent with the “green” transition and for the long run, and what risks, opportunities and incentives are involved. Chapter 1 introduces the various institutions, official instruments and guidance materials available, including standards issued by international organisations. Chapter 2 provides an alternative way of navigating these materials, based around five main institutional or sectoral areas. The Toolkit also provides guidance on how best to use this information to achieve more open, transparent, inclusive and accountable budget processes.

    Abstract: Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination. The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project). These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.

    Abstract: This publication presents an internationally agreed set of guidelines for producing more comparable statistics on the quality of the working environment, a concept that encompasses all the non-pecuniary aspects of one's job, and is one of the three dimensions of the OECD Job Quality framework. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys. These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

    Abstract: Citizen engagement is being promoted in many countries as a mechanism to improve the efficiency, quality and relevance of research and improve transparency and trust in science. This report includes an analysis of 7 different initiatives to engage citizens in the co-design of research agendas . These cases varied considerably in their scientific focus, geographic scale and overall aims and methodology. Nevertheless a number of consistent messages came through in relation to: 1. the rational for engaging citizens in setting research agendas; 2. how to do so effectively; 3. the resource implications and potential impact.     Abstract: Large-scale research and development programmes in neuroscience are giving rise to a host of new approaches, techniques and capacities to understand, read and intervene in the human brain. Some of these technologies reframe how we understand mental health and cognition, while others promise new applications for treating disease and even enhancing human capabilities. These developments in neuroscience and associated technologies have many ethical, legal and social implications including issues of product safety, human enhancement, dual use, privacy, and human identity. There is broad agreement among stakeholders that social aspects of brain research must be examined alongside the scientific and technical ones. In fact, good ideas for achieving such integration have emerged within the field of governance of emerging technology and within the national brain initiatives themselves. This report identifies, and seeks to address, key challenges for realising the responsible development of neurotechnology. In particular, the report analyses frameworks and mechanisms for integrating social concerns in the early development of technology, and discusses best practices for research funders across the public and private sector.

The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.

    Abstract: Equitable educational opportunities can help to promote long-lasting, inclusive economic growth and social cohesion. Successful education and skills policies can empower individuals to reach their full potential and enjoy the fruits of their labour, regardless of their circumstances at birth. However, as this report shows, far too many children, students and adults from socio-economically disadvantaged backgrounds fall behind. In many countries, substantial learning gaps exist between students at opposite ends of the socio-economic scale, and these differences tend to increase in the transition into adulthood. All countries have ample room for improvement to ensure better learning outcomes for all. Early childhood education has been identified as an important element in future success, and requires investment, as do family and community-based support and programmes for children from families that have not attained a high level of education and skills. In the schools, targeted support is necessary for low performers from disadvantaged backgrounds and for poorly performing schools. As for the adult population, learning should be focused on improving employability, through a combination of education and practical job training. Barriers to participation in learning need to be removed, and delivery methods need to be more innovative and flexible. Targeted support is needed for the most vulnerable members of society.

    Abstract: The OECD Programme for International Student Assessment (PISA) examines not just what students know in science, reading and mathematics, but what they can do with what they know. Results from PISA show educators and policy makers the quality and equity of learning outcomes achieved elsewhere, and allow them to learn from the policies and practices applied in other countries. PISA 2015 Results (Volume V): Collaborative Problem Solving, is one of five volumes that present the results of the PISA 2015 survey, the sixth round of the triennial assessment. México todavía afronta retos importantes, por lo que es decisivo para México continuar con su agenda de reformas. Además, se requiere fortalecer algunas de las reformas recientes, mantenerlas actualizadas y promoverlas para garantizar su aplicación eficaz. La OCDE está lista para seguir acompañando a México en este camino.

In Bezug auf die Treibhausgasemissionen zählt sie zu den Spitzenreitern unter den OECD-Ländern und sie verdient Anerkennung für ihren innovativen Ansatz zur Revitalisierung ihrer Fliessgewässer. Problematisch sind hingegen nicht nachhaltige Konsummuster und das hohe Siedlungsabfallaufkommen ebenso wie die hohen Anteile von gefährdeten Arten. Als wichtiges Finanzzentrum kommt der Schweiz zudem eine Schlüsselrolle in der Förderung von grünen Investitionen zu. Bei diesem Bericht handelt es sich um den dritten OECD-Prüfbericht für die Schweiz. Darin werden die Fortschritte in Bezug auf nachhaltige Entwicklung und umweltverträgliches Wachstum bewertet, wobei die Schwerpunkte auf der Wasserbewirtschaftung, der Erhaltung der Artenvielfalt und der nachhaltigen Nutzung von Ökosystemen liegen.

The OECD Skills Strategy Diagnostic Report: Netherlands identifies the following three skills priorities for the Netherlands - fostering more equitable skills outcomes, creating skills-intensive workplaces, and promoting a learning culture. These priorities were identified through the analysis of common themes that emerged from stakeholder perspectives on the most important skills challenges facing the Netherlands, and through the OECD’s analysis of the nine skills challenges identified and examined in the report.

    Abstract: This report, commissioned by the XIX Government of Portugal, provides an evaluation of the comprehensive labour market reforms undertaken in Portugal over the period 2011-2015. It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy – unless productivity growth is strengthened.

Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

This situation is exacerbated by insufficient job creation, scarce formal wage employment opportunities and vulnerability in the workplace. For these reasons, fostering youth entrepreneurship has gained importance in the global and national development policy agenda. This report aims to contribute to the ongoing debate on the role of youth entrepreneurship in generating employment in developing countries. It is based on the analysis of mixed labour force and enterprise surveys conducted in Côte d’Ivoire, Madagascar, Peru and Viet Nam, as well as evidence on the impact of entrepreneurship programmes. This report’s findings add to the global debate on youth entrepreneurship in three important ways. First, it constitutes an unprecedented effort to capture the real situations and multiple faces of young entrepreneurs in selected developing countries. Second, it provides new empirical evidence on the determinants of youth entrepreneurial performance. Third, it proposes a policy roadmap based on lessons learned from recent meta-analyses of the effectiveness of entrepreneurship programmes.

    Abstract: Since joining the OECD in 1996, Korea has made impressive progress in raising living standards. Over 1996-2016, the country closed the gross domestic product (GDP) per capita gap with the OECD average by 26 percentage points. Vibrant exports underpinned strong economic growth, with Korea becoming the eighth largest exporter in the world. The country’s focus on innovation (its R&D spending is the second highest in the OECD) combined with its highly skilled population (it is among the top performers in the OECD’s Programme of International Student Assessment) supported this success. However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: This report examines the current system of water abstraction and pollution charges in operation in Brazil. It assesses the current system’s implementation challenges and provides possible solutions. The report explores how water charges can be both an effective means for dealing with water security issues, and a tool for enhancing economic growth and social welfare. Specific analysis is put forward for three case studies in the State of Rio de Janiero, the Paraiba do Sul River Basin and the Piancó-Piranhas-Açu River Basin. The report highlights that water charges need to operate in conjunction with an effective water regulatory regime and concludes with an Action Plan based on practical steps and recommendations for its implementation in the short, medium and long-term.

    Abstract: The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious action plan to improve the lives of people everywhere. On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

Przyjmując Strategię na rzecz odpowiedzialnego rozwoju, Polska wykonała pierwszy ważny krok w stronę zmierzenia się z tymi wyzwaniami. Osiągnięcie celów zrównoważonego rozwoju będzie jednak długim procesem z wieloma przeszkodami, podczas którego Polska będzie musiała regularnie dostosowywać swoje strategie, plany działania i środki polityki oraz aktualizować zobowiązania wszystkich interesariuszy. Wymiana doświadczeń z innymi państwami, służąca ustaleniu sprawdzających się i niesprawdzających się rozwiązań, może pomóc Polsce w pomyślnej realizacji tego procesu.

    Abstract: The water supply and sanitation (WSS) sector in Moldova is not financially sustainable: tariffs do not typically cover operational costs and capital investments are heavily funded by external development partners. This report analyses several options for streamlining and strengthening domestic financial support mechanisms (DFSMs) in terms of both supply and demand, discusses different scenarios and recommends a number of actions to ensure effective DFSM implementation, notably: 1) sufficient investment for the implementation of targets and obligations set in the national strategies, the Association Agreement with the EU, as well as Moldova’s international commitments (water-related Sustainable Development Goals, and the “Water-to-all” commitment); 2) the financial sustainability of operators; and 3) the affordability of WSS services for end-users, especially low-income segments of the population.

    Abstract: This is the OECD’s first Health System Review of Peru. It seeks to support Peru’s policy goal to attain universal health coverage by 2021, and build a high-performing health system with continuously improving accessibility, quality, efficiency and sustainability. Peru’s health care system is confronting a complex set of challenges. The population faces persistent rates of infectious diseases, alongside an increasingly heavy burden of non-communicable disease. Governance must simultaneously grapple with how to assure basic access – universal health coverage has still not been achieved, for instance – while prioritising efficiency and value for money, and improving care quality. This Health System Review of Peru makes a number of recommendations to strengthen performance of the health system, with a particular focus on the government-subidised health system – the Sistema Integral de Salud. Using examples of best practice drawn from OECD and Latin American health systems, the Review addresses how Peru can promote access to high quality care and achieve universal health coverage; take a more strategic approach to funding, budgeting, and purchasing; and become a data-driven health system that puts people at the centre.

    Abstract: Brazil’s Federal Court of Accounts, the Tribunal de Contas da União (TCU), is seeking to go beyond its traditional oversight role and help improve policy formulation, implementation and evaluation. This report identifies ways TCU can achieve this by applying principles of good governance to areas such policy coherence, strategic and long-term budgeting, internal control and risk management, and monitoring and evaluation. It suggests concrete steps TCU can take to adapt its own strategies, approaches and audit programming to provide valuable insight and foresight to policy makers in the centre of government. In this way, it can help ensure that policies and programmes are forward looking and based on evidence.

Les asymétries impliquant une succursale surviennent lorsque les règles ordinaires qui régissent la répartition des produits et des charges entre la succursale et le siège social aboutissent à ce qu'une fraction du bénéfice net du contribuable échappe à l'impôt à la fois dans la juridiction de la succursale et dans celle du siège. À la différence des asymétries hybrides qui résultent de conflits dans le traitement juridique d’entités ou d’instruments, les asymétries impliquant une succursale exploitent plutôt les disparités dans la manière dont le siège et la succursale comptabilisent un paiement effectué par la succursale ou à son profit. Le présent rapport indentifie cinq sortes de dispositifs asymétriques impliquant une succursale qui donnent lieu à l’une des trois catégories d’asymétries suivantes: effet de déduction / non-inclusion, effet de double déduction, effet indirect de déduction / non-inclusion. Ce rapport formule des recommandations spécifiques visant à améliorer les législations nationales de manière à réduire la fréquence des asymétries impliquant une succursale, ainsi que des règles ciblées sur ces asymétries qui en corrigent les effets fiscaux soit dans la juridiction de résidence, soit dans celle de la succursale afin de neutraliser l’asymétrie sur laquelle ils reposent sans en modifier aucune des autres conséquences fiscales, économiques ou réglementaires. Si l’ampleur des pratiques de BEPS est difficile à estimer, compte tenu de la complexité de ces stratégies et des limitations affectant les données disponibles, plusieurs études récentes suggèrent un manque à gagner important en termes de recettes de l’impôt sur les bénéfices des sociétés en raison des pratiques de BEPS. Ce rapport évalue les données actuellement disponibles et conclut que d’importants obstacles empêchent une analyse économique de l’ampleur et des effets des pratiques de BEPS, soulignant le besoin d’améliorer ces données et méthodologies. Concernant les limitations propres aux données, un tableau de bord regroupant six indicateurs des pratiques de BEPS a été créé, afin d’analyser diverses stratégies de BEPS à partir de plusieurs sources de données. Selon ces indicateurs, la réalité des pratiques de BEPS ne fait guère de doute, et il semble même qu’elles aient pris de l’ampleur au fil des ans. De nouvelles études empiriques menées par l’OCDE permettent d’estimer que le manque à gagner subi par les États en recettes de l’impôt sur les bénéfices des sociétés serait compris entre 100 et 240 milliards USD chaque année aux niveaux de 2014. Le rapport présente également de nouveaux outils d’analyse pouvant aider les pays à mesurer l’efficacité des mesures prises au titre du projet BEPS. Ces recherches ont aussi souligné l’existence d’importantes distorsions, de nature non fiscale, générées par les pratiques de BEPS, et le rapport formule des recommandations pour utiliser au mieux les données disponibles et améliorer les analyses de suivi de ces pratiques à l’avenir.

    Abstract: Interrelations between Public Policies, Migration and Development in Costa Rica is the result of a project carried out by the Centro Centroamericano de Población (CCP) at the University of Costa Rica and the OECD Development Centre, in collaboration with the Dirección General de Migración y Extranjeria (DGME) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of Costa Rica, but the potential of migration is not fully exploited. One explanation is that, despite the acknowledgement of the links between migration and development in recent legislation and policy, policy makers in Costa Rica do not sufficiently take migration into account in all respective policy areas. Costa Rica therefore needs to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation, to enhance the contribution of migration to development in the country.

    Abstract: This review of Corporate Governance in Colombia was prepared as part of the process of Colombia's accession to OECD Membership. The report describes the corporate governance setting for both listed companies and the state-owned sector (SOEs). The review then examines the legal and regulatory framework and company practices to assess the degree to which the recommendations of the G20/OECD Principles of Corporate Governance and the OECD Guidelines on Corporate Governance of State-Owned Enterprises have been implemented. The review finds that Colombia's framework for the corporate governance of listed companies is largely consistent with the Principles, although some companies have been reluctant to implement some of the good practices recommended in Colombia's national corporate governance code. For SOEs, the report recognises substantial reforms undertaken during the review process to adopt an ambitious national ownership policy. Reforms have included establishing an ownership co-ordination unit and more transparent reporting on SOE performance, and removing ministers from SOE boards and establishing more transparent board nomination processes aimed at enhancing the qualifications of board members. The report seeks continuing efforts to consolidate these reforms and to implement plans announced in the national ownership policy.

    Abstract: The northern sparsely populated areas (NSPA) of Finland, Norway and Sweden are becoming increasingly important to the geopolitical and economic interests of these countries and the European Union. These regions have unique geographical characteristics - low population density and a harsh climate - and face specific challenges due to an ageing population, long distances from markets, and high-cost land transport. However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

Ce rapport examine ce paradoxe et propose des pistes d’action pour rendre l’économie montréalaise plus dynamique, innovante, inclusive, et génératrice de plus d’emplois et de meilleure qualité. Il met en évidence l’importance d’une meilleure utilisation des talents et des compétences, en encourageant l’innovation et la croissance des PME, et en adaptant mieux la formation et la recherche aux besoins des individus et des acteurs économiques montréalais. Seule une stratégie globale, intégrée et activement poursuivie par l’ensemble des partenaires du territoire pourra permettre à Montréal de jouer véritablement son rôle de moteur du développement économique et social.

    Abstract: Agriculture is expected to face increasing water risks that will impact production, markets, trade and food security - risks that can be mitigated with targeted policy actions on water hotspots. This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally. A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

    Abstract: This report examines mobility policies with a focus on evaluating their capacity to address transport-related exclusion of lower- income groups.There is significant evidence across countries that lower-income populations tend to suffer more from restricted transport options, have lower quality transport services available to them, and travel under worse conditions (safety, security, reliability, comfort). Broad evidence also suggests that the lack of, or poor access to, transport options is central to limitations on access to jobs, educational institutions, health facilities, social networks, etc., which in turn generates a “poverty trap”.

    Abstract: Kazakhstan is aware of the importance of innovation for its socio-economic development, including the diversification of its resource-based economy. Further commitment and effort will be needed to strengthen innovation capabilities and make the most of Kazakhstan‘s advantages. This requires further reforms in order, notably, to strengthen the funding model of universities, intensify and broaden knowledge transfer, improve the governance of the research and innovation system, and increase the effectiveness of innovation incentives and policies, with a focus on implementation and evaluation.

    Abstract: Although Finland achieved a widely acclaimed transformation to become a leading knowledge-based economy in the late 20th century, the 2009 recession and disruptive change contributing to a deep restructuring of the information and communication technology (ICT) industry and the downsizing of traditional sectors have weighed on the economy, productivity growth and international competitiveness. Numerous policy reforms have since been undertaken, and public and private investment, especially in applied R&D, has been cut back. Strengthening and lifting Finland’s innovation system out of a period of uncertainty requires a coherent and unified new vision for science, technology and innovation (STI), renewed investment and policy instruments. This vision should be oriented towards renewal tackling societal challenges and developing new knowledge-based competitive advantages at global scale. Success calls for better co-ordination and co-operation among policy actors and national and regional-levels, and further internationalisation.
