    Abstract: The agri-food system (AFS) employs about one third of the global workforce and contributes about one third of global greenhouse gas (GHG) emissions. This together with its large exposure to the effects of climate change and environmental degradation makes what happens in AFS central to the green transition and its implications for jobs and the structural transformation. Microeconomic evidence suggests that the adoption of climate smart agricultural practices will increase labor requirements, at least in the short run and at lower levels of incomes, when its mechanization is still limited. Econometric macro-model-based simulations suggest however that especially substantial investment in climate friendly agricultural R and D as well as soil and water preserving practices and market integration will more than offset the negative effects of climate change and even accelerate the structural transformation, especially in Sub Saharan Africa. Overall, the findings underscore the tremendous potential of increasing agricultural and climate friendly R and D investment for brokering an environmentally sustainable structural transformation. Repurposing of agriculture's current USD 638 billion support package towards supporting more climate friendly practices, including to overcome the time lag between the moment of investment and the realization of the benefits, provides an important policy entry point

    Abstract: The claim that social protection is a luxury good-with a national income elasticity exceeding unity-has been influential. The paper tests the "luxury good hypothesis" using newly-assembled data on social protection spending across countries since 1995, treating the pandemic period separately, as it entailed a large expansion in social protection efforts. While the mean income share devoted to social protection rises with income, this is attributable to multiple confounders, including relative prices, weak governance in low-income countries and access to information-communication technologies. Controlling for these, social protection is not a luxury good. This was also true during the pandemic

    Abstract: Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Wielkopolska, which is most advanced in the transition out of coal. Finding viable job transitions is of enormous importance. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, even though limited from a regional perspective (4,000 workers), affected jobs are highly concentrated in a few already lagging and depopulating municipalities. Second, while coal-related workers are similarly skilled as other workers in Wielkopolska, non-coal related workers in the at-risk municipalities are substantially less skilled, exposing them to potential displacement effects. Finally, while ready to work and to be re-skilled, discrete choice experiments about their job attribute preferences show that all workers are averse both to commuting and relocating for work, even more so than in Silesia and Lower Silesia. Complementary social protection and employment support will be needed, and the paper suggests some policy options based on international experience. The paper concludes by illustrating how a big-data driven job-matching tool, calibrated on the Polish labor market, could be used to assist caseworkers in identifying "viable-job-transition-pathways" for affected workers as well as to help policymakers identify reskilling needs and attract investments

    Abstract: Part of a three-region set of papers analyzing coal-related labor market challenges in Poland, this paper focuses on Silesia. The findings call for a more territorial-oriented approach to brokering the coal transition, rather than a sectoral one. First, the number of jobs directly linked to coal-mining in Silesia is substantial, with 72,000 employees in the mining conglomerates, and an additional 17,000 providing goods and services to the mines. Second, coal-related employment is heavily concentrated geographically: as much as 40 percent of the population of Bierunsko-Iedzinski is employed directly and indirectly in the mining sector, and 80 percent of the mining conglomerates' contract value goes to subcontractors within a 20km radius of the mines. Third, the coal sector is highly integrated among a few large firms: 28 percent of the indirect workforce is employed by 10 subcontractors. Fourth, workers in the mining conglomerates have lower foundational (but better technical) skills than their regional and national counterparts, especially those with lower education. Finally, while eager to work, discrete choice experiments about their job attribute preferences show that they are averse to both, commuting and relocating for work, even though less so than in Wielkopolska, yet more so that in Lower Silesia, the two other regions. Together this suggests that there are important welfare and political economic benefits to adequate job creation locally. The paper further advances a data-driven viable-job-matching tool specifically tailored to the Polish labor market and illustrates how it could be used to assess the potential of local labor markets and future investments to absorb the coal-affected workers accounting for their skills profile, re/upskilling needs, and job attribute preferences

    Abstract: Africa's rural population continues to expand rapidly and labor productivity in agriculture and many rural off farm activities remains low. This paper uses the lens of a dual economy and the associated patterns of agricultural, rural, and structural transformation to review the evolution of Africa's rural employment and its inclusiveness. Many African countries still find themselves in an early stage of the agricultural and rural transformation. Given smaller sectoral productivity gaps than commonly assumed, greater size effects and larger spillovers, investment in agriculture and the rural off-farm economy remains warranted to broker the transition to more and more productive rural employment. The key policy questions thus become how best to invest in the agri-food system (on and increasingly also off the farm) and how best to generate demand for nonagricultural goods and services which rural households can competitively produce. Informing these choices continues to present a major research agenda, with digitization, the imperative of greening and intra-African liberalization raising many unarticulated and undocumented opportunities and challenges

    Abstract: This paper examines the effectiveness of income protection and job protection policies for the post-pandemic economic recovery of the second half of 2020 through 2021. The paper is based on a new data set of the budgets of social protection programs implemented as a part of the pandemic stimulus package in 154 countries. The empirical analysis shows that, in the short run, higher expenditure on job protection measures is associated with more robust gross domestic product growth, increased employment, and decreased inactivity and poverty rates compared to the expansion of income protection programs. Both policies had a significant economic impact only in countries with weaker pre-pandemic social insurance systems. In countries with broader coverage of the social insurance system, the income and job protection programs appear to have had a limited impact on post-pandemic recovery. Because the structural economic changes induced by the pandemic are expected to materialize fully in several years, more research is needed to understand the longer-term effects of job protection and income protection policies on labor markets and economic recovery

    Abstract: In our rapidly urbanizing world, mayors often see migrants as a burden to their city's labor market and a threat to its development. Drawing on national household surveys and four secondary city case studies in Africa, this study finds that migrants, being younger, better educated and/or complementary to the resident labor force, usually strengthen the urban labor force. In secondary cities, labor market outcomes for migrants are at least as good as those for residents. Migrants also contribute increasingly less to urban population growth. Secondary cities thus appear well placed to leverage migration. This requires good urban management that develops land and labor markets, prepares for growth and benefits everyone, migrants as well as residents. Migrant specific interventions are warranted when divisions between natives and migrants are deep. Strengthening the financial, technical, and planning capacity of towns to better integrate migrants is part and parcel of the good job's agenda

    Abstract: Projects and reforms targeting infrastructure services can affect consumer welfare through changes in the price, coverage, or quality of the services provided. The benefits of improved service quality-while significant-are often overlooked because they are difficult to quantify. This paper reviews methods of evaluating the welfare implications of changes in the quality of infrastructure services within the broader theoretical perspective of welfare measurement. The study outlines the theoretical assumptions and data requirements involved, illustrating each method with examples that highlight common methodological features and differences. The paper also presents the theoretical underpinnings and potential applications of a new approach to analyzing the effects of interruptions in the supply of infrastructure services on household welfare

    Abstract: Much has been written on the determinants of input and technology adoption in agriculture, with issues such as input availability, knowledge and education, risk preferences, profitability, and credit constraints receiving much attention. This paper focuses on a factor that has been less well documented-the differential ability of households to take on risky production technologies for fear of the welfare consequences if shocks result in poor harvests. Building on an explicit model, this is explored in panel data for Ethiopia. Historical rainfall distributions are used to identify the counterfactual consumption risk. Controlling for unobserved household and time-varying village characteristics, it emerges that not just ex-ante credit constraints, but also the possibly low consumption outcomes when harvests fail, discourage the application of fertilizer. The lack of insurance causes inefficiency in production choices

    Abstract: The authors use 1993-94 and 1999-2000 India Employment and Unemployment surveys to investigate wage differentials between the public and private sectors as well as workers' decisions to join a particular sector. To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology. The authors' review of wage differentials (estimated using similar methodologies) across the world shows that India has one of the largest differentials between wages of public workers and workers in the formal private sector. The wage differentials in India tend to be higher in rural as compared with urban areas, and are higher among women than among men. The wage differential also tends to be higher for low-skilled workers. There is considerable evidence of an increase in the wage differential between 1993-94 and 1999-2000

    Abstract: Does "empowerment" come hand-in-hand with higher economic welfare? In theory, higher income is likely to raise both power and welfare, but heterogeneity in other characteristics and household formation can either strengthen or weaken the relationship. Survey data on Russian adults indicate that higher individual and household incomes raise both self-rated power and welfare. The individual income effect is primarily direct, rather than through higher household income. There are diminishing returns to income, though income inequality emerges as only a minor factor reducing either aggregate power or welfare. At given income, the identified covariates have strikingly similar effects on power and welfare. There are some notable differences between men and women in perceived power.     Abstract: July 2000 - In Romania both the maternal decision to take a job and the decision to use out-of-home care are sensitive to the price of child care as well as to the potential market wage of the mother. A decrease in the price of child care can increase the number of mothers in the labor force and thus reduce poverty in some households. Fong and Lokshin model the household demand for child care, the mother's participation in the labor force, and her working hours in Romania. Their model estimates the effects of the price of child care, the mother's wage, and household income on household behavior relating to child care and mothers working outside the home. They find that: · Both the maternal decision to take a job and the decision to use out-of-home care are sensitive to the price of child care. A decrease in the price of child care can increase the number of mothers who work and thus reduce poverty in some households. · The potential market wage of the mother has a significant positive effect on the decision to purchase market care and the decision to engage in paid employment. · The level of household nonwage income has little effect on maternal employment and the demand for child care. In addition to facilitating women's work, kindergartens and crèches appear to provide educational and social benefits for children. Close to half the children in these facilities have mothers who do not work. Further research is needed to assess the cost and nature of these benefits and to determine the appropriate roles for the private and public sectors in providing, financing, and regulating such services for working and nonworking mothers.     Abstract: March 2000 - Because of the decline in government assistance that accompanied economic reform in Russia, single mothers there - facing a greater risk of poverty - are increasingly choosing to live with other adults or relatives. Lokshin, Harris, and Popkin describe trends in single parenthood in Russia, examining factors that affect living arrangements in single-mother families. Before economic reform, single mothers and their children were somewhat protected from poverty by government assistance (income support, subsidized child care, and full employment guarantees). Economic reform in Russia has reduced government transfers, eliminated publicly subsidized preschool care programs, and worsened women's opportunities in the labor market. The loss of government support has eroded family stability and left single mothers at increased risk of poverty. Over the last decade, the proportion of households headed by women has increased rapidly, raising the risk of poverty. Single-parent families now represent nearly a quarter of all Russian households. Using seven rounds of data from the Russian Longitudinal Monitoring Survey, the authors investigate how household living arrangements and other factors affect income in single-mother families. They find that a single parent with more earning power and child benefits is more likely not to live with relatives. But single mothers are increasingly choosing to live with other adults or relatives to survive and to raise their children in times of economic stress and uncertainty. Half of all single mothers in Russia live with their parents, their adult siblings, or other adult relatives. Help from relatives is important to single-mother families, and that help - including the sharing of domestic and child-care duties - is more efficient and productive when the single parent lives with the family. The other half live in independent residences and face increased risk of poverty.     Abstract: March 2000 - In subjective surveys, people who become ill or lose their jobs report reduced well-being, even if they later get a job. Perhaps their exposure to uninsured risk outside the formal employment sector reduces their expectations about future income. Do potential biases cloud the inferences that can be drawn from subjective surveys? Ravallion and Lokshin argue that the welfare inferences drawn from subjective answers to questions on qualitative surveys are clouded by concerns about the structure of measurement errors and how latent psychological factors influence observed respondent characteristics. They propose a panel data model that allows more robust tests. In applying the model to high-quality panel data for Russia for 1994-96, they find that some results widely reported in past studies of subjective well-being appear to be robust but others do not. Household income, for example, is a highly significant predictor of self-rated economic welfare; per capita income is a weaker predictor. Ill health and loss of a job reduce self-reported economic welfare, but demographic effects are weak at a given current income. And the effect of unemployment is not robust. Returning to work does not restore a sense of welfare unless there is an income gain. The results imply that even transient unemployment brings the feeling of a permanent welfare loss, suggesting that high unemployment benefits do not attract people out of work but do discourage a return to work.     Abstract: April 1999 - As conventionally measured, current household income relative to a poverty line can only partially explain how Russian adults perceive their economic welfare. Other factors include past incomes, individual incomes, household consumption, current unemployment, risk of unemployment, health status, education, and relative income in the area of residence. Paradoxically, when economists analyze a policy's impact on welfare they typically assume that people are the best judges of their own welfare, yet resist directly asking them if they are better off. Early ideas of utility were explicitly subjective, but modern economists generally ignore people's expressed views about their own welfare. Even using a broad set of conventional socioeconomic data may not reflect well people's subjective perceptions of their poverty. Ravallion and Lokshin examine the determinants of subjective economic welfare in Russia, including its relationship to conventional objective indicators. For data on subjective perceptions, they use survey responses in which respondents rate their level of welfare from poor to rich on a nine-point ladder. As an objective indicator of economic welfare, they use the most common poverty indicator in Russia today, in which household incomes are deflated by household-specific poverty lines. They find that Russian adults with higher family income per equivalent adult are less likely to place themselves on the lowest rungs of the subjective ladder and more likely to put themselves on the upper rungs. But current household income does not explain well self-reported assessments of whether someone is poor or rich. Expanding the set of variables to include incomes at different dates, expenditures, educational attainment, health status, employment, and average income in the area of residence doubles explanatory power. Healthier and better educated adults with jobs perceive themselves to be better off, controlling for income. The unemployed view their welfare as lower, even with full income replacement. Individual income matters independent of per capita household income. Relative income also matters. Living in a richer area lowers perceived economic welfare, controlling for income and other factors.
