Abstract: With digitalisation, deepening globalisation and population ageing, the world of work is changing. The extent to which individuals, firms and economies can harness the benefits of these changes critically depends on the readiness of adult learning systems to help people develop relevant skills for this changing world of work. This report presents the key results from the Priorities for Adult Learning (PAL) Dashboard which facilitates comparisons between countries along seven dimensions of the readiness of adult learning systems to address future skill challenges. Based on the dashboard, the report highlights in which areas action is needed, and policy examples from OECD and emerging countries throughout the report illustrate how these actions could be implemented.

Abstract: BEPS Action 5 is one of the four BEPS minimum standards which all Inclusive Framework members have committed to implement. One part of the Action 5 minimum standard relates to preferential tax regimes where a peer review is undertaken to identify features of such regimes that can facilitate base erosion and profit shifting, and therefore have the potential to unfairly impact the tax base of other jurisdictions. This progress report is an update to the 2015 BEPS Action 5 report and the 2017 Progress Report. It contains the results of review of all BEPS Inclusive Framework members’ preferential tax regimes that have been identified since the BEPS Project. The results are reported as at January 2019. In addition, the Inclusive Framework agreed on a new standard for substantial activities requirements for no or only nominal tax jurisdictions. This report includes the details of this new standard and the other work on additions to and revisions of the harmful tax practices framework. Finally it contains next steps for the work on harmful tax practices.

    Series Statement: OECD Environment Statistics

Abstract: Indicators in the OECD database on Carbon dioxide (CO2) emissions embodied in international trade are derived by combining the 2015 version of OECD's Inter-Country Input-Output (ICIO) Database with International Energy Agency (IEA) statistics on CO2 emissions from fuel combustion. Production-based CO2 emissions are estimated by allocating the IEA CO2 emissions to the 34 target industries in OECD ICIO and, to final demand for fuels, by both residents and non-residents. Consumption-based CO2 emissions are calculated by multiplying the intensities of the production-based emissions (c) with the global Leontief inverse (I-A)(-1) and global final demand matrix (Y) from OECD ICIO, taking the column sums of the resulting matrix and adding residential and private road emissions (FNLC), i.e. direct emissions from final demand: colsum [ diag(c) (I-A)(-1) Y ] + FNLC. The ICIO system includes discrepancies in the trade data (referred to as DISC). Emissions allocated to DISC are made explicit (e.g. in indicator FD_CO2). This ensures that global CO2 production equals global CO2 consumption.

Abstract: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

Abstract: Fast access to data has become a critical game changer. Today, a new breed of company understands that the faster they can build, access, and share well-defined datasets, the more competitive they'll be in our data-driven world. In this practical report, Scott Haines from Twilio introduces you to operational analytics, a new approach for making sense of all the data flooding into business systems. Data architects and data scientists will see how Apache Kafka and other tools and processes laid the groundwork for fast analytics on a mix of historical and near-real-time data. Abstract: ARE YOU READY FOR AN ELEMENTS BOOK THAT BREAKS ALL THE RULES? This book breaks new ground by doing something for digital photographers that's never been done before-it cuts through the bull and shows you exactly "how to do it." It's not a bunch of theory; it doesn't challenge you to come up with your own settings or figure things out on your own. Instead, it does something that virtually no other Elements book has ever done-it tells you flat-out which settings to use, when to use them, and why. If you're looking for one of those "tell-me-everything-about-the-Unsharp-Mask-filter" books, this isn't it. You can grab any other Elements book on the shelf, because they all do that. Instead, this book gives you the inside tips and tricks of the trade for organizing, correcting, editing, sharpening, retouching, and printing your photos like a pro. You'll be absolutely amazed at how easy and effective these techniques are-once you know the secrets. LEARN HOW THE PROS DO IT Each year Scott trains thousands of digital photographers and, almost without exception, they have the same questions and face the same problems-that's exactly what he covers in this book. You'll learn: How to unlock the power of layers (you'll be amazed at how easy it is!) How to use Camera Raw for processing not only RAW photos, but JPEGs, TIFFs, and PSDs too! (And you'll learn why so many pros like it best-because it's faster and easier) The sharpening techniques the pros really use (there's an entire chapter just on this!) How to deal with common digital camera image problems, including brightening people in dark shadows and getting the best color possible The most requested photographic special effects, and much more! THE BOOK'S SECRET WEAPON Although Elements 2020 offers some digital photography features that Photoshop doesn't offer, there are plenty of features that Photoshop has that Elements 2020 doesn't (like channels, HDR, etc.). But in this book, you'll learn some slick workarounds, cheats, and fairly ingenious ways to replicate many of those Photoshop features right within Elements. Plus, you can download many of the images used in the book, so you can follow right along with the techniques. Since this book is designed for photographers, it doesn't waste your time talking about what a pixel is, how to frame a shot or set your exposure, etc., and there's no talk about which camera or printer to buy. It's all Elements, step by step, cover to cover, in the only book o...

Abstract: Learn to effectively integrate and build RESTful API clients into Java and Spring Boot applications using WireMock. About This Video This course will help students to learn about how to write unit tests involving RESTful API integrations Write unit tests that cover all possible scenarios in a REST-based interaction In Detail WireMock is a simulator for HTTP-based APIs or MockServer. REST APIs are everywhere today as they're the modern and easiest way to build functionality and expose them to the real world. When it comes to writing unit test cases that involve REST-based interactions, there is always a challenge in testing error responses, network faults, latency, and timeouts. WireMock will solve the problem of application code that depends on an external service by mocking the actual service. In the microservices architecture, It is pretty common for services to depend on one another and it's always a challenge to write test cases for code that depends on other external services. WireMock provides the necessary tools to simulate an external service so that code that depends on the external service can be tested; this helps to build a robust REST client. This course covers the following techniques using WireMock: Service virtualization Simulating an external service Simulating latency Simulating error responses Simulating network errors Learn to integrate the most powerful HTTP Mock library, WireMock, into your applications to build a resilient and robust REST API client.

Abstract: Organizations are shifting from centralized control and planning to adaptive approaches focusing on time to market, delegated autonomy, and freedom to experiment. In this new world of two-pizza teams organized around microservices, there are two common failure modes: the first is hierarchical command and control from ivory-tower architects with strict lists of approved tools and rigorous control gates for design reviews at various stages; at the opposite end of the spectrum is chaos with every team doing whatever they want and close to zero governance. Jonny LeRoy explores the Goldilocks zone that makes sure organizational risks and opportunities are handled while still giving teams as much autonomy as possible within those constraints. He draws on ThoughtWorks's recent client experience to delve into some of the strategies and approaches for creating the Goldilocks zone of lightweight governance: automating compliance, focusing on vision, principles and constraints, enrolling gatekeepers as collaborators, paved roads and the pit of success, tech radar as a lightweight governance tool, and ADRs for visibility. He also touches on how to help architects become comfortable with evolution, the org design implications, how to be responsive to skill levels on teams, and how to think about innovation zones.

Abstract: The revolutionary guide that challenged businesses around the world to stop selling to their buyers and start answering their questions to get results; revised and updated to address new technology, trends, the continuous evolution of the digital consumer, and much more In today's digital age, the traditional sales funnel-marketing at the top, sales in the middle, customer service at the bottom-is no longer effective. To be successful, businesses must obsess over the questions, concerns, and problems their buyers have, and address them as honestly and as thoroughly as possible. Every day, buyers turn to search engines to ask billions of questions. Having the answers they need can attract thousands of potential buyers to your company-but only if your content strategy puts your answers at the top of those search results. It's a simple and powerful equation that produces growth and success: They Ask, You Answer . Using these principles, author Marcus Sheridan led his struggling pool company from the bleak depths of the housing crash of 2008 to become one of the largest pool installers in the United States. Discover how his proven strategy can work for your business and master the principles of inbound and content marketing that have empowered thousands of companies to achieve exceptional growth. They Ask, You Answer is a straightforward guide filled with practical tactics and insights for transforming your marketing strategy. This new edition has been fully revised and updated to reflect the evolution of content marketing and the increasing demands of today's internet-savvy buyers. New chapters explore the impact of technology, conversational marketing, the essential elements every business website should possess, the rise of video, and new stories from companies that have achieved remarkable results with They Ask, You Answer . Upon reading this book, you will know: How to build trust with buyers through content and video. How to turn your web presence into a magnet for qualified buyers. What works and what doesn't through new case studies, featuring real-world results from companies that have embraced these principles. Why you need to think of your business as a media company, instead of relying on more traditional (and ineffective) ways of advertising and marketing. How to achieve buy-in at your company and truly embrace a culture of content and video. How to transform your current customer base into loyal brand advocates for your company. They...

Abstract: Many presentations on microservices offer a high-level view of the architecture; rarely do you hear what it's like to work in such an environment. Individual services are somewhat trivial to develop, but now you suddenly have countless others to track. You'll become obsessed over how they communicate. You'll have to start referring to the whole thing as "the Platform." You'll have to take on some considerable DevOps work and start learning about deployment pipelines, metrics, and logging. Don't panic. Stephen Pember (Toast) shares what he's learned over the past six years migrating from a monolith to microservices across several companies. He examines what a development lifecycle might look like for adding a new service, developing a feature, or fixing bugs. You'll see how team communication is more important than one might realize, as coordinating on architecture designs and implementation is crucial. Most importantly, he'll show how-while an individual service is simple-the infrastructure demands are now much more more complicated: your organization will need to introduce and become increasingly dependent on various technologies, procedures, and tools ranging from the ELK stack to Grafana to Kubernetes. You'll leave understanding why your resident SREs should be the most valued members of your team.

Abstract: Create a Gatsby.js Progressive Web App with GraphQL, React, and WordPress and add JAMstack to your skills About This Video The author demonstrates how to set up and create an application from scratch using Gatsby and WordPress. Gatsby.js builds the fastest possible website. In Detail Gatsby JS is a free and open source framework based on React that helps developers build blazingly fast, static site generators which can create websites and apps. But what does this mean? Well, it combines the best parts of React, Webpack, React-router, GraphQL, and other front-end tools and creates one amazing tool that developers can enjoy using! With Gatsby.js, you can use modern web tech without the headaches. Everything will be set up, waiting for you to start building. One of the best things about Gatsby is that you can bring in your own data from headless CMS, APIs, databases, or file systems. There is no limit. You can even source data from WordPress and this makes it very easy for clients to interact with the website you've built for them and add new content. They just need to update their posts on WordPress and that's it. Also, with Gatsby you will not build a website with last decade's tech. The future of the web is mobile, JavaScript and APIs-the JAMstack. Every website is a web app and every web app is a website. With Gatsby, it is very easy to make your project a static Progressive Web App (PWA). You get code and data splitting out-of-the-box. Gatsby loads only the critical HTML, CSS, data, and JavaScript so your site loads as fast as possible. Once loaded, Gatsby prefetches resources for other pages so clicking around the site feels incredibly fast. Gatsby.js builds the fastest possible website. Instead of waiting to generate pages when requested, pre-build pages and lift them into a global cloud of servers-ready to be delivered instantly to your users wherever they are.

Abstract: As you level up in technical roles, you may find yourself thrust into team leadership and management. This sneaks up on you and can leave you without the skills to adequately understand, engage with, and lead your team-which inevitably has a negative effect on your team, and this effect is multiplied as you scale. What if you could reach into the toolbox you use to understand technical problems-software architecture and distributed systems theory-to understand your team? Could you learn to better manage people? Andrew Harvey (Microsoft) explores the dynamics of teams and how they map to your understanding of distributed systems. Using this understanding, you can apply distributed systems theory to help unpack some of the dynamics of your team and optimize them for scale. From communication to culture, Andrew breaks down the components of the distributed system, explaining what makes it tick, using things like CAP theorem and the eight fallacies of distributed systems. You'll walk away with some tools to help understand your team and set yourself up for successful scaling. This session was recorded at the 2019 O'Reilly Velocity Conference in San Jose.

Abstract: Learn Blazor, an alternative to JavaScript for web applications that is based upon Microsoft's popular and powerful C# language. You'll build web applications by dividing them into easy-to-maintain components known as Razor components, then create those components using the Blazor framework. In this video you'll see how to make components in Blazor that communicate efficiently with each other and the Blazor runtime libraries in order to accomplish your application goals. Along the way, you'll learn to leverage your components over multiple applications by packaging those components into libraries that can be shared. This video starts off by walking you through the creation of a simple component. Then the video shows how to leverage what you've built in the first component by using that component as the basis for a second. The video continues by showing how you can split your code from markup using the View and ViewModel approach, and how to set up communications between components. You'll also cover life-cycle hooks, cascading parameters, and the concept of templated components to facilitate code reuse. What You Will Learn Create Blazor components as building blocks for reusing code Share components between projects using component libraries Build complex component hierarchies with cascading parameters Construct templated components that can be re-used in different scenarios Implement the popular View/ViewModel pattern for Blazor components Share data between different components and make them sync Optimize your code using a component's life-cycle hooks Who This Video Is For For Blazor and web developers who want to learn how to build functional and reusable Blazor components. Abstract: With the technology available today, it isn't hard to build applications fast that are scalable and resilient. Tanmai Gopal (KintoHub) live-codes the backend of an app with real-world business logic, using the best-of-breed technology from the open source and cloud ecosystem. The three factors of this backend are real-time GraphQL, eventing, and serverless. Without diving into explanations of what the technologies are or how they work, you'll learn the power of this three-factor architecture and its tangible impact on feature velocity as Tanmai builds the backend before your eyes. You'll then help test the app by placing orders simultaneously to understand how this architecture enabled scalability without any effort. Tanmai will cause network failures between the different components of the backend as your orders are being processed to show how the event-driven approach allows for built-in reliability. Prerequisite knowledge Familiarity with the basics of building and operating a backend for web/mobile applications Hands-on knowledge of APIs, databases, and deploying code (useful but not required)

Abstract: The number of microservices running in enterprises increases daily. As a result, service composition, governance, security, and observability are becoming a challenge to implement and incorporate. A cell-based architecture is an approach that can be applied to current or desired development and technologies to address these issues. This technology-neutral approach helps cloud-native dev teams become more efficient, act in a more self-organized manner, and speed up overall release times. Asanka Abeysinghe offers an overview of a cell-based reference architecture that is API-centric, cloud native, and microservices friendly. You'll learn the role of APIs in the cell-based approach and examine how real applications are built as cells. Along the way, Asanka explores metrics and approaches that can be used to measure the effectiveness of the architecture and demonstrates how organizations can implement the cell approach. This session is sponsored by WSO2.

Abstract: This book introduces an original fractional calculus methodology ('the infinite state approach') which is applied to the modeling of fractional order differential equations (FDEs) and systems (FDSs). Its modeling is based on the frequency distributed fractional integrator, while the resulting model corresponds to an integer order and infinite dimension state space representation. This original modeling allows the theoretical concepts of integer order systems to be generalized to fractional systems, with a particular emphasis on a convolution formulation.

Abstract: Deciding what to work on is always difficult and is especially treacherous for folks working as infrastructure engineers and leaders. Infrastructure teams that solve the right problems subtilely shift their company's trajectory upwards. Poor approaches lead toward a morass of firefighting and frustration. With so many opportunities and sometimes fuzzy metrics, planning is threading a needle between the tyranny of choice and the specter of ambiguity. Will Larson (Stripe) unpacks the process of picking and prioritizing technical infrastructure work, which is rarely if ever discussed but is so essential to long-term company success. Will shares Stripe's approach to evolving your approach to prioritizing infrastructure as your company scales, justifying-and maybe even expanding-your company's spend on technical infrastructure, exploring the whole range of possible areas to invest into infrastructure, adapting your approach between periods of firefighting and periods of innovation, and balancing investment in supporting existing products and enabling new product development. You'll come away with a broad set of tools, frameworks, and ideas for plotting the future of your technical infrastructure. This session was recorded at the 2019 O'Reilly Velocity Conference in San Jose.

Abstract: Program in Python on a Raspberry Pi or PC by developing six computer games. Each game project is split into several chapters of the book. Rather than taking you through programming techniques as standalone concepts, this book explains concepts as they are used within a game. You'll learn about variables; integer, real, Boolean and string data types; conditional if statements; fixed loops and conditional loops; modularity; arrays and lists; and predefined functions. You'll also discover the PyGame library, which is popularly used in the development of 2D games. Key programming concepts are revisited in subsequent projects in the book to consolidate prior learning. Beyond teaching you how to code, this book explains the programming logic behind each project-exemplifying the process of designing and writing a computer game. All the projects in this book are supported by Code Angel (mycodeangel.com). Code Angel Code Angel largely serves students and new developers and the projects work by encouraging you to 'Learn...then play'. Taking this approach, you'll be able to build fun 2D games and enjoy playing them by yourself or with friends. Developing games in this way keeps you engaged, gives a purpose as you work through each project, and offers a sense of achievement when each game is finished. What You'll Learn Integrate the fundamentals of the Python 3 programming language Program fun, classic computer games you can then play Develop computational thinking skills and abilities that can be applied to other ventures Who This Book Is For Students, hobbyists, new developers or anyone wishing to learn how to design and write computer games.

Abstract: Improving your craft is a key skill for product and user experience professionals working in the digital era. There are many established methods of product development to inspire and focus teams-Sprint, Lean, Agile, Kanban-all of which focus on solutions to customer and business problems. Enter XDPD, or Experiment-Driven Product Development-a new approach that turns the spotlight on questions to be answered, rather than on solutions. Within XDPD, discovery is a mindset, not a project phase. In Experiment-Driven Product Development , author Paul Rissen introduces a philosophy of product development that will hone your skills in discovery, research and learning. By guiding you through a practical, immediately applicable framework, you can learn to ask, and answer, questions which will supercharge your product development, making teams smarter and better at developing products and services that deliver for users and businesses alike. When applying the XDPD framework within your organization, the concept of an experiment-a structured way of asking, and answering, questions-becomes the foundation of almost everything you do, instilling a constant sense of discovery that keeps your team inspired. All types of activities, from data analysis to writing software, are seen through the lens of research. Rather than treating research as a separate task from the rest of product development, this book approaches the entire practice as one of research and continuous discovery. Designing successful experiments takes practice. That's where Rissen's years of industry expertise come in. In this book, you are given step-by-step tools to ensure that meaningful, efficient progress is made with each experiment. This approach will prove beneficial to your team, your users, and most importantly, to your product's lasting success. Experiment-Driven Product Development offers a greater appreciation of the craft of experimentation and helps you adapt it in your own context. In our modern age of innovation, XDPD can put you ahead. Go forth and experiment! What You Will Learn Know how to approach product development in a leaner, more efficient way Understand where and when experiments can be useful, and how they fit into pre-existing organization environments and processes Realize why you should be thinking about the simplest, useful thing rather than the minimum, viable product Discover how to break down feature and design ideas into the assumptions and the premises that ...
