    Abstract: This report builds on the OECD’s longstanding work measuring government support in agriculture, fossil fuels, and fisheries in order to estimate support and related market distortions in the aluminium value chain. Results show that non-market forces, and government support in particular, appear to explain some of the recent increases in aluminium-smelting capacity. While government support is commonly found throughout the aluminium value chain, it is especially heavy in the People’s Republic of China and countries of the Gulf Cooperation Council. Looking across the whole value chain also shows subsidies upstream to confer significant support to downstream activities, such as the production of semi-fabricated products of aluminium. Overall, market distortions appear to be a genuine concern in the aluminium industry, and one that has implications for global competition and the design of trade rules disciplining government support.

    Abstract: This report synthesises OECD work analysing agricultural policies, markets and trade. It highlights recent developments in agricultural markets and policies and considers how these have changed the source and nature of the gains from multilateral reform, and considers opportunities for further reforms. In large part, gains from further reform come from the opportunities to increase income and jobs through increasing agro-food sector participation in global and domestic value chains. Countries can enhance the overall competitiveness of their agro-food sectors though more open trade policies and reducing the impacts of measures that raise trade costs. This includes reducing distorting domestic support and market access barriers, including to agro-food imports; ensuring that non-tariff measures are appropriate, transparent, and science-based; and reducing barriers to services trade.

    Abstract: This report investigates the hypothesis that the real contribution of ICT investment may be masked in official statistics because intermediate ICT expenditures embodied in non-ICT capital assets are not treated as ICT investment. Based on detailed SUTs collected in 12 OECD countries, the report presents estimates of indirect ICT investment, i.e. the value of ICT inputs embodied in non-ICT capital assets. ICT investment appears significantly higher when considering its indirect component, the average increase being about 35%. In addition, the inclusion of indirect ICT investment changes significantly the relative position of countries with respect to the ICT intensity of their investments.

    Abstract: Half a million higher education graduates enter the labour market every year in Mexico. While their labour market outcomes are considerably better on average than those of upper secondary education graduates, some higher education graduates face periods of inactivity and unemployment. Many graduates who find work end up being over-qualified or working in the informal sector. This report finds that the Mexican higher education system needs to be better aligned with the labour market to help students develop the skills employers seek. Students need better support to succeed in their higher education studies and develop labour market relevant skills, which will help facilitate their achievement of good outcomes in the workforce. This calls for a comprehensive whole-of-government approach and the involvement of all higher education stakeholders. The report proposes a set of policy recommendations to address these issues and help Mexican higher education graduates achieve better outcomes in the labour market. The report was developed as part of the OECD Enhancing Higher Education System Performance project and is a companion to the OECD report, The Future of Mexican Higher Education: Promoting Quality and Equity, which focuses on broader issues in higher education, including governance, funding, quality and equity, as well as two key sectors of higher education: teacher education colleges and professional and technical institutions.

    Abstract: The fifth generation of wireless networks, 5G, represents an evolutionary process of previous generations of wireless networks (i.e. 2G, 3G, and 4G). This next generation of wireless technology is intended to provide 20 Gbps download speeds and latency of one millisecond (i.e. download speeds 200 times faster and one-tenth the latency of current 4G networks). This report examines what the future of 5G could mean for communication markets in terms of investment, good practices in spectrum management, competition, coverage and meeting the increasing requirements of the digital transformation. Case studies from OECD countries are the focus of the report, approaching the issue from a two-fold perspective: 5G national strategies, and technological trials. The report also explores how 5G may represent a paradigm shift, as it is the first standard conceived with the Internet of Things (IoT) world in mind, where different connected devices have diverse network requirements.

    Abstract: This report analyses the effects of zero rating, i.e. when a predetermined type of traffic received by consumers is not counted against the download allowance of the Internet access service. The report looks at the economics of zero rating and issues such as the effects of zero rating on competition and innovation. It also compares regulatory approaches across several countries. In terms of economics, the welfare effects of zero rating on consumers can be favourable or unfavourable. While case by case analyses are almost indispensable, the different approaches which regulators and policy makers around the world are taking to zero rating exhibits substantial variation. Nevertheless, it is desirable that regulators and policy makers are alive to both the benefits and the risks associated with zero rating practices, and that in deciding their approach they have regard to the level of competition in both content and ISP markets.

    Abstract: This report, part of the “Cities” collection, provides an analysis of the demographic and morphological changes in West African border cities since the mid-20th century. Using the Africapolis harmonised database makes it possible to show that since 1950 border cities have experienced higher rates of growth than other cities in the region. While the average size of cities increases with distance from a border, the opposite is true for urban density; it decreases as distance from a border increases. This suggests that border cities form urban centres that differ from other such centres due to the fact that they specialise in the commercial activities that stimulate growth and foster higher densities. The report identifies the 27 main cross-border agglomerations in the region and discusses their specific characteristics.     Abstract: This report, part of the “Cities” collection, analyses the spatial distribution of formal enterprises and health infrastructure in West Africa. The analysis shows that sectors crucial for regional integration are concentrated in economic capitals rather than in border areas. These results illustrate the difficulty that many West African countries have in distributing the potential for economic development throughout the country. The mapping of health infrastructure shows that border towns have a surplus of medical centres and a deficit of hospitals and maternity wards relative to their urban populations. The report identifies several regions in which closer co-operation could favour the establishment of cross-border health facilities.     Abstract: Under the Paris Agreement, OECD countries agreed to aim for a reduction of their greenhouse gas emissions sufficient to hold the increase in the global average temperature to well below 2°C above pre industrial levels. This commitment requires a massive effort to decarbonise energy and electricity generation, a radical restructuring of the electric power sector and the rapid deployment of large amounts of low-carbon generation technologies, in particular nuclear energy and renewable energies such as wind and solar PV. This study assesses the costs of alternative low-carbon electricity systems capable of achieving strict carbon emission reductions consistent with the aims of the Paris Agreement. It analyses several deep decarbonisation scenarios to reach the same stringent carbon emission target but characterised by different shares of variable renewable technologies, hydroelectric power and nuclear energy.

    Abstract: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. Since its last peer review, a severe economic recession brought about significant cuts to Greece’s national budget – including official development assistance. However, Greece has maintained its commitment to development co-operation. In response to the refugee and migration crisis Greece mobilised resources and its population to provide significant support to asylum seekers and refugees, and adapted its domestic policies to create conditions for peaceful co-existence between refugees, asylum seekers and the Greek population. As the economy recovers and Greece considers stepping up its development co-operation, this review recommends a number of steps that the government might take including building a new vision for development co-operation and putting in place the structures and systems to achieve it.

    Abstract: Thailand is a fast emerging country that aspires to become a high-income economy by 2037. Still, Thailand’s growth path has created large disparities that risk obstructing the next stage of development. This report lays out three transitions that Thailand needs to master to build capabilities and sustain faster but also more inclusive economic growth. First, the country should move from a growth path dominated by few and geographically concentrated sources of innovation to one that focuses on unlocking the full potential of all regions. Second, to support a new growth agenda, it should organise multi-level governance and the relationship between the many layers of government more effectively, particularly with regards to financial resources. Last but not least, Thailand should focus on water and environment, moving from a resource-intensive growth path with costly natural disasters to one characterised by sustainable development. In the case of water, this means moving from ad-hoc responses to effective management of water security.

    Abstract: Indonesia has made impressive progress in reducing income inequality and improving living standards since the Asian Financial Crisis but the decline in poverty has slowed in recent years while inequality has risen and a large part of the population remains vulnerable. The Government of Indonesia has recognised the potential of social protection to address these challenges and to underpin a long-term development strategy based on more inclusive economic growth. As a consequence, social assistance programmes have grown significantly in recent years while social insurance has undergone major reforms. The Government is gradually realising its vision of a system of social protection, based on comprehensive and coherent coverage for all age groups.The Social Protection System Review of Indonesia charts the evolution of social protection. It explores the current context for social protection and how this is likely to evolve in the future, analyses the extent to which existing programmes are aligned to those needs and how effective these programmes are at reducing poverty. It also examines the financing of social protection. Finally, it proposes policies to enhance the social protection system across a number of dimensions, including programmes, institutions, financing and information architecture.

    Abstract: Over the past few years, Canada and the United States have been experiencing an opioid crisis as a result of problematic opioid use fueled by the emergence of synthetic opioids such as fentanyl and carfentanil. Problematic opioid use is also spreading in other OECD countries, due to the upward trend of prescription opioid use and the complexities of the illegal drug supply. This report presents evidence on the magnitude of problematic opioid use across OECD countries, describes the main drivers, and identifies a set of policy actions to address them. The report highlights the opioid crisis as a complex public health issue that requires a comprehensive approach across all sectors, including health, social services, and law enforcement. Strong health information systems are also needed, particularly data and research. Preventing problematic opioid use requires a combination of policies that ensure more information is provided to patients and health care practitioners, while providing access to appropriate pain management treatment for patients. A public health approach to problematic opioid use must incorporate socio-economic considerations (e.g. employment and housing), which also need to be addressed to prevent problematic substance use in general.

    Abstract: Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector’s productivity, as well as the sustainability and efficiency of the food system. This report provides a series of recommendations that should allow agricultural policies to contribute to a well-functioning innovation system that can meet the challenges that lie ahead.

Despite progress made in enhancing average student performance in recent years, there still are significant differences between schools in municipalities and between municipalities and regions. In response, Norway has started to implement the new competence development model that sets out to develop teacher professionalism with in-service professional development. With this new policy, the Government of Norway aims to provide municipalities and schools with greater freedom of action and empower them to carry out systematic school improvements at the local level. This decentralised approach would respond to local context and the diversity of needs between Norwegian schools. This report aims to support Norway in this effort, analysing the features of the new model, the engagement of the different stakeholders and the policy context for its introduction. Building on the OECD implementation framework, the report proposes concrete actions to adapt the implementation strategy for impact. The report will be valuable not only for Norway, but also to the many countries that are looking to promote school-based professional development and bridge the gap between policy design and effective implementation.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by the United States, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

Based on the analysis and recommendations undertaken in Volumes 1 and 2 of this Multi-dimensional country review, this report identifies key areas for action and presents targeted action plans to kick-start reform. The report also provides a dashboard of monitoring indicators to support the reform agenda in the country.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. This review commends Sweden for its consistently generous levels of official development assistance and its global development leadership on peace and conflict prevention, environmental sustainability and gender equality. It also welcomes Sweden’s strong focus on and comprehensive toolbox for leaving no one behind. The review suggests that Sweden could benefit from consolidating its development co-operation policy framework and further enhancing the connections between its country, regional and thematic co-operation strategies.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Brazil.

Nevertheless, the policy recommendations emerging from the reviews may provide useful lessons for other OECD countries and partner economies.

    Abstract: The purpose of the test is to measure the capacity of a chemical to activate or inhibit the transcription of a genetic construct (THb/ZIP-GFP X. laevis eleutheroembryos) either by binding to the thyroid hormone receptor or by modifying the amount of thyroid hormone available for transcription. The test is based on the use of a transgenic frog (possessing the genetic construction THb/ZIP-GFP) of the species X. laevis. Indeed, if the fluorescence is 〉 12% by including the highest concentration of the test, the test is considered positive. Organisms are exposed in chemically inert cell culture plates (6 wells). Each well contains ten organisms in solution. In a run, 20 organisms are exposed to each test concentration. Tadpoles are exposed to the test chemical at NF stage 45 for a duration of 72 hours. A positive result of the XETA test indicates in vivo that a substance induces damage to the receptor and metabolization of the thyroid hormone. A negative result indicates that, under test conditions, the test substance does not induce detectable damage to the thyroid and its functioning.

    Abstract: This publication presents the findings of an OECD review of SME and entrepreneurship policy in Ireland. It assesses the challenges for SME and entrepreneurship development and offers recommendations for future policy. SMEs and entrepreneurs play a crucial role in the Irish economy, with SMEs accounting for more than 70% of employment. Attitudes to entrepreneurship are positive and SME innovation rates are high. However, SME productivity has not been increasing in recent years, business entry and exit rates are low and few Irish SMEs are directly engaged in exports. There is also untapped potential for entrepreneurship among women, youth and migrants, and variations across the country in SME and entrepreneurship performance. Ireland has a strong set of policies and programmes to address these challenges. The business environment is generally favourable, there are many best practice programmes for supporting high potential SMEs and entrepreneurs, and strong co-ordination of policies across government. At the same time, policies could be strengthened in areas such as growing productivity in medium-sized businesses, increasing the start-up rate, increasing exports, fostering enterprise networks and clusters, drafting a unified SME and entrepreneurship policy strategy document and strengthening the role of Local Enterprise Offices.

Ce test repose sur la quantification de la fluorescence, et donc de la protéine GFP, dans l’ensemble de l’eleutheroembryon exposé au produit chimique testé. En effet, si la flurorescence est 〉 12% en incluant la plus forte concentration du test, le test est considéré comme positif. Les organismes sont exposés dans des plaques de culture cellulaire chimiquement inertes (6 puits). Chaque puits doit contenir dix organismes en solution. Dans une épreuve, 20 organismes sont exposés à chaque concentration d’essai. Les grenouilles sont exposées aux produits chimiques au stade NF45. La durée d’exposition est de 72H. Un résultat positif de l'essai XETA indique in vivo qu'une substance induit des dommages sur le récepteur et la métabolisation de l’hormone thyroïdienne. Un résultat négatif indique que, dans les conditions d'essai, le produit chimiques testé n'induit pas des dommages discernables sur la thyroïde et son fonctionnement.

    Abstract: This report builds on the OECD Well-being Framework and applies a new perspective that analyses synergies and trade-offs between climate change mitigation and broader goals such as health, education, jobs, as well as wider environmental quality and the resources needed to sustain our livelihoods through time. This report takes an explicitly political economy approach to the low-emissions transitions needed across five economic sectors (electricity, heavy industry, residential, surface transport, and agriculture) that are responsible for more than 60% of global greenhouse gas emissions. Synergies between emissions reduction and broader well-being objectives, such as reduced air pollution and improved health, increase the incentives for early mitigation action. At the same time, the impact of climate policies on issues such as the affordability of energy and jobs need to be taken into account to counter growing economic and social inequalities within and between countries. The report argues that reframing climate policies using a well-being lens is necessary for making visible such synergies and trade-offs; allowing decision-makers to increase the former and anticipate, manage and minimise the latter. This requires us to rethink societal goals in terms of well-being, reframe our measures of progress and refocus policy-making accordingly.

    Abstract: The in vitro macromolecular test method is a biochemical in vitro test method that can be used to identify chemicals (substances and mixtures) that have the potential to induce serious eye damage as well as chemicals not requiring classification for eye irritation or serious eye damage. The in vitro macromolecular test method contains a macromolecular reagent composed of a mixture of proteins, glycoproteins, carbohydrates, lipids and low molecular weight components, that when rehydrated forms a complex macromolecular matrix which mimics the highly ordered structure of the transparent cornea. Corneal opacity is described as the most important driver for classification of eye hazard. Test chemicals producing protein denaturation, unfolding and changes in conformation will lead to the disruption and disaggregation of the highly organised macromolecular reagent matrix, and produce turbidity of the macromolecular reagent. Such phenomena is quantified, by measuring the changes in light scattering (at a wavelength of 405 nm using a spectrometer), which is compared to the standard curve established in parallel by measuring the increase in OD produced by a set of calibration substances.

    Abstract: This report updates the data published in the 2015 OECD Compendium of Agri-environmental Indicators to present a summary of the environmental performance of agriculture in OECD countries as of end-2015. It also includes new and innovative material to further strengthen its relevance as a reference document. In particular, the four thematic chapters each cover a targeted set of indicators for which data coverage is generally more consistent across time in OECD countries and that capture the main pressures agriculture exerts on the environment. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring.     Abstract: For most children, early childhood education and care (ECEC) provides the first experience of life in a group away from their families. However, little is known about this first experience. What do children learn and do in ECEC settings? With which staff do children interact at their centres? The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the ECEC workforce.     Abstract: Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.
