    Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

    Abstract: This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

    Abstract: This book is dedicated to the nascent discussion of the legal aspects of human exploration and possible settlement of Mars, and provides fresh insights and new ideas in two key areas. The first one revolves around the broader aspects of current space law, such as intellectual property rights in outer space, the legal implications of contact with extra-terrestrial intelligence, legal considerations around the freedom of exploration and use, and the International Space Station agreement as a precedent for Mars. The second one focuses on the creation and management of a new society on Mars, and includes topics such as human reproduction and childbirth, the protection of human rights in privately-funded settlements, legal aspects of a Martian power grid, and criminal justice on the red planet. With multiple national space agencies and commercial enterprises focusing on Mars, it is more than likely that a human presence will be established on the red planet in the coming decades. While the foundation of international space law, laid primarily by the Outer Space Treaty, remains the framework within which humans will engage with Mars, new and unforeseen challenges have arisen, driven particularly by the rapid pace of technological advancement in recent years. To ensure that space law can keep up with these developments, a new scholarly work such as the present one is critical. By bringing together a number of fresh international perspectives on the topic, the book is of interest to all scholars and professionals working in the space field.

    Abstract: The book analyses a broad range of relevant aspects as the outer space and cyber space domain do not only present analogies but are also strongly interrelated. This may occur on various levels by technologies but also in regard to juridical approaches, each nevertheless keeping its particularities. Since modern societies rely increasingly on space applications that depend on cyber space, it is important to investigate how cyberspace and outer space are connected by their common challenges. Furthermore, this book discusses not only questions around their jurisdictions, but also whether the private space industry can escape jurisdiction by dematerializing the space resource commercial processes and assets thanks to cyber technology. In addition, space and cyberspace policies are analysed especially in view of cyber threats to space communications. Even the question of an extra-terrestrial citizenship in outer space and cyberspace may raise new views. Finally, the interdependence between space and cyberspace also has an important role to play in the context of increasing militarization and emerging weaponization of outer space. Therefore, this book invites questioning the similarities and interrelations between Outer Space and Cyber Space in the same way as it intends to strengthen them.

    Abstract: This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book. In closing, the use of satellite data for legal purposes is not without its fair share of problems and concerns, which are also considered to guide the evolution of this emerging field.

At the same time, many legal questions have arisen in connection with OOS: the need to prevent hostile actions under the pretext of OSS; the distinction between governmental and non-governmental OOS operators; the status of re-worked and recycled space objects; the issue of control in terms of operations performed in orbit, i.e., in the international sphere; the status of objects manufactured in orbit and applicable law, including liability and registration; and the impacts on insurance law and risk management. Finally, the book examines the implications of OOS for emerging space actors in the Global South, and recommends a paradigm shift to help developing countries fully recognise the necessity and urgency of being involved in discussions on OSS, as opposed to leaving it up to the developed space actors.     Abstract: This volume focuses on detailed studies of various aspects of Construction Morphology, and combines theoretical analysis and descriptive detail. It deals with data from several domains of linguistics and contributes to an integration of findings from various subdisciplines of linguistics into a common model of the architecture of language. It presents applications and extensions of the model of Construction Morphology to a wide range of languages. Construction Morphology is one of the theoretical paradigms in present-day morphology. It makes use of concepts of Construction Grammar for the analysis of word formation and inflection. Complex words are seen as constructions, that is, pairs of form and meaning. Morphological patterns are accounted for by construction schemas. These are the recipes for coining new words and word forms, and they motivate the properties of existing complex words. Both schemas and individual words are stored, and hence there is no strict separation of lexicon and grammar. In addition to abstract schemas there are subschemas for subclasses of complex words with specific properties. This architecture of the grammar is in harmony with findings from other empirical domains of linguistics such as language acquisition, word processing, and language change

    Abstract: On the occasion of the 50th anniversary of the Outer Space Treaty this book gives a first insight into where the next generation considers room for further improvement of the Outer Space Treaty in order to cope with upcoming aspects such as providing solutions for the emerging commercial, economic, environmental and social questions. At the time of the adoption of the Outer Space Treaty in 1967 the purpose of this treaty was to avoid conflicting military situations in space. However, 50 years later the Outer Space Treaty is n demand to meet the ever increasing space activities and the different actors involved such as the rise of the private sector players

    Abstract: This first volume has as its main focus the philosophical foundations of Michalos’ work and describes it in the broad context of the study of logic, the philosophy of social sciences, and a general theory of value. After distinguishing things that have value from the value that things might have, it describes the foundations of a pragmatic theory of value. This theory plays a key role in the author’s research on the quality of life and connects his empirical research to the philosophical tradition of the American pragmatists William James, Ralph Barton Perry, John Dewey and Clarence Irving Lewis. The volume addresses various aspects and issues concerning decision making, including decision procedures used in committees, used for assessing the acceptability of scientific theories and new technologies, procedures for a science court, ethical issues involved in the formation of beliefs, some limitations of classical economists’ alleged postulates of rational preference, and the importance of analytic guides to decision making. Finally, it describes the organization of the Social Sciences Federation of Canada and a formal accounting system for scientific research

    Abstract: A revival of interest in morphology has occurred during recent years. The Yearbook of Morphology series, published since 1988, has proven to be an eminent support for this upswing of morphological research, since it contains articles on topics which are central in the current theoretical debates which are frequently referred to. In the Yearbook of Morphology 2001 a number of articles is devoted to the notion of productivity, and the role of analogy in coining new words. In relation to this topic, constraints on affix ordering in a number of Germanic languages are investigated. A second topic of this volume is the necessity and the role of the paradigm in morphological analyses; arguments for and against the formal role of the paradigm are presented. Thirdly, this volume discusses a number of general issues in morphological theory such as the relation between form and meaning in morphology, the accessibility of the internal morphological structure of complex words, and the interaction of morphology and prosody in truncation processes

The Yearbook of Morphology series, published since 1988, has proven to be an eminent support for this upswing of morphological research, since it contains articles on topics which are central in the current theoretical debates which are frequently referred to. The Yearbook of Morphology 2000 focuses on the relation between morphology and syntax. First, a number of articles is devoted to the ways in which morphological features can be expressed in the grammar of natural languages, both by morphological and syntactic devices. This also raises the more general issue of how we have to conceive of the relation between form and (grammatical) meaning. Several formalisms for inflectional paradigms are proposed. In addition, this volume deals with the demarcation between morphology and syntax: to which extent can syntactic principles and generalizations be used for a proper account of the morphology of a language? The languages discussed are Potawatomi, Latin, Greek, Romanian, West-Greenlandic, and German. A special feature of this volume is a section devoted to the analysis of the morphosyntax of a number of Austronesian languages, which are also relevant for deepening our insights into the relation between our morphology and syntax.     Abstract: MARK ARONOFF The articles included in this section represent recent research on morpholog­ ical classes which has been independently performed by a number of investi­ gators. This work was presented at a symposium that was organized as part of the 1990-1991 annual meeting of the Linguistic Society of America in Chicago in January 1991. Our aim in presenting this work is twofold: on the one hand, we would like to encourage others interested in morphology to pursue the types of research that we present. This is especially important in the study of morphological classes, which, while they are widespread among the languages of the world, are also highly diverse and often quite complex. On the other hand, we hope to convince researchers in adjacent areas to provide a place for autonomous morphology in their general picture of the workings of language and to pay closer attention to the intricacies of the interactionbetweenmorphologyand theseareas.

To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec­ tively.

    Abstract: For readers who intend to read this volume without reading the first, some in­ troductory remarks are in order about the scope of the work and the strategy used in all five volumes to measure the quality of life. In the frrst chapter of Volume I, I reviewed the relevant recent literature on social indicators and so­ cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better om To simplify matters, I often use the terms Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec­ tively.

    Abstract: It would have been nice to have been able to write this book with the style of Mailer, the wit of Shaw, the breadth of Myrdal and the zeal of Nader. It would also have been miraculous. Rest assured there are no miracles here. On the contrary, the work in your hands undoubtedly bears all the marks of imperfect human design. It's too long for one book, but probably too short for the story to be told. It's not the sort of book one can hope to fmish, even in five volumes. There is always one more table one might squeeze in, one more column or row, an illustrative chart or figure, another important refer­ ence to check, something dangling here or there that nags one to fiddle with it, wrap it up, tie it down, and so on. All one can do, I think, is put up with the nagging and press on. I can't imagine anyone making so many factual claims and evaluative judgments, and putting together so many numbers in so many different areas without making dozens of mistakes. I can't imagine anyone working with national statistics and not having plenty of mistakes made for him. As I look back on it now, it's hard to imagine anyone being naive enough (bold enough has a better ring to it) to take on the task of writing a book like this in the first place. Of course, I had Myrdal's great An American Dilemma to encourage me.
