    Abstract: The world economy is near a critical crossroads, as a rising China, the greatest-ever beneficiary of US-led capitalism, dreams to replace America's supremacy as a new hegemonic power with a non-liberal world order. This third volume of the trilogy on reformulating the 'flying-geese' theory explains how capitalism has changed industrial structures across the world. It asks whether the 'flying-geese' formation will survive the changes that have produced the East Asian miracle, and - as hoped - spread to Africa. Terutomo Ozawa's reformulated 'flying-geese' theory explains structural changes as an innovation-driven, ratcheting-up process of economic growth and shows that market-driven multinational corporations are key players for a successful 'flying-geese' formation and structural transformation. The book argues that the 'ladder' of economic development must be conceived as a double-helix with inter- and intra-industry rungs, the latter embedding cross-border supply chains and adaptive innovations. A thorough exploration of the structural changes under Pax Britannica and Pax Americana - moving from 'kicking away the ladder' from emerging economies to then providing it - demonstrates that this trend engenders multinational corporations that can facilitate structural transformation, particularly in catching-up economies. Ozawa shows that China is now in the critical transitional period that requires more sophisticated institutional, socio-political setups, as well as more advanced knowledge and ethics to move from the lower to the higher rungs.     Abstract: The rate of economic growth in China over the last 50 years has been remarkable. However this has only highlighted the inequalities between regions in China, making for considerable disquiet at the highest levels of Chinese policy-making. Not everyone has benefited from the same levels of prosperity and this book examines the many and varied policy solutions and proposals that have been applied to this thorny problem. The authors find that the industrial core of China (the South East and the Changjiang and Yellow River regions) is reasonably well integrated but not well connected to the remainder of the country. Indeed, evidence suggests that development in coastal areas comes at the expense of that in the interior while much of the policy designed to boost the interior actually flows to the coastal provinces. This original analysis of the linkages between regions in China, and regional policy since 1949, will prove an invaluable and illuminating account to a wide readership. This will include academics and researchers of Chinese studies and regional economics as well as policy-makers in the region

    Abstract: This book surveys the competing, or sometimes complementary, roles of the state and the market in shaping China's pattern of regional development during the Communist era. The uneven pace of industrialisation across China's provinces during its economic transition raises numerous questions regarding spatial patterns of industrial development in a developing, transitional economy. This cohesive volume analyzes how country characteristics determine environmental rules, how those rules affect production costs, trade, and investment flows, how those flows affect pollution, prices, and incomes, and finally how all of these last considerations feed back into environmental rules.     Abstract: Technological change plays a crucial role in realizing energy efficiency improvements and, therefore, in ameliorating the conflict between economic growth and environmental quality. However, the diffusion of new technologies can prove a costly and lengthy process, meaning that many firms do not invest in best-practice technologies. The author offers important new explanations for this energy-efficiency paradox. This volume contributes to a better understanding of the interplay between economic growth, energy use and technological change, with particular emphasis on the adoption and diffusion of energy-saving technologies. In the theoretical section, the author examines how several characteristics of technological change and environmental policy affect the dynamics of technology choice. He demonstrates how technological complementarity, learning processes and uncertainty can help explain why the innovation and diffusion of new technologies is such a protracted and complex procedure. The empirical section explores long-run trends in energy and labour productivity performance, as well as patterns of substitutability and technological change across a range of OECD countries. The book concludes by integrating the results in an applied policy model of economy-energy interaction. This book is unique in applying insights from different perspectives to the field of energy economics, and by focusing on the diffusion of energy-saving technologies rather than their innovation.     Abstract: The economic system of 'high-growth-period' Japan was characterized by various properties such as its unique banking system, industrial policy and lifetime employment. Juro Teranishi argues that since the 'bubble period' and the subsequent severe downturn of the economy during the 1990s, Japan's economic system has been undergoing extensive changes. This book is informed by a historical evaluation of the 'high-growth-period' economic system in comparison with the preceding Meiji-Taishô economic system, set within a framework incorporating the role of the government and the private sector economic system as well as the government-private sector interface. Factors are identified that determined the emergence of the Japanese economic system, and the nature of, and reasons for, its transformation. Juro Teranishi reveals how the 'high-growth-period' economic system emerged because of the failure of the Meiji-Taishô economic system to adapt to changes in exogenous conditions, and that it is now obliged to change in order to accommodate those changes that took place during the 1990s. The book also includes a valuable evaluation of the performance of the Japanese economic system in terms of not only the growth of GDP, but also income distribution. They target low inflation rates, with no regard to monetary aggregates whatsoever, by acting upon short-term real rates of interest. This is the New Consensus in monetary economics, or simply the New Keynesian Synthesis. Yet, this synthesis still hinges on variants of the long-run vertical Phillips curve originally proposed by Milton Friedman, the father of old-line monetarism.     Abstract: This book provides an in-depth analysis of the processes of innovation found in industrial clusters. The authors focus particularly on the characteristics of innovation clusters and their operation in the food industry. This is revealed through novel case studies, detailed research on the dynamic cluster relationship between academia and industry, and the role of competencies, resources, interactions and leadership. The results reveal that innovation processes are significantly different from product development processes and that many failures of innovation can be explained by a lack of distinction between the two.     Abstract: Despite the extensive body of literature on energy economics, very little economics research has been conducted that focuses specifically on dams and hydroelectric power. Brian Edwards addresses this deficiency by examining the multiple roles that dams play, as well as the role of hydroelectric power within the context of the energy industry. Brian Edwards provides an in-depth analysis of how dams are used in water management, flood control and irrigation, as well as the environmental impacts of their construction and operation. He examines the types of restrictions imposed on operators to mitigate impacts, and the resulting tradeoffs between achieving hydroelectric generation and environmental management objectives. Also covered is the role of hydroelectric power in both a regulatory framework and within the context of the energy industry deregulation that has occurred in the US and other countries. A simple dynamic model of a hydroelectric generating facility forms the basis for other models discussed. Case studies of dams operated by the United States Department of Energy are also included.     Abstract: This book provides coherent theoretical and empirical analysis of firms' investment and financing decisions. It assesses the role of uncertainty, financial imperfections, corporate governance and taxation. Evidence is obtained using several unique and high quality microeconomic data-sets, which explore features seldom addressed. Overall, the empirical results confirm theoretical precedents. Some firms are indeed financially constrained, for fixed investment as well as for R&D projects. The 'free cash-flow' hypothesis holds, that is managers divert excess funds away for their own interests, but less so in closely controlled companies. In accordance with the real option theory, the results suggest that uncertainty leads firms to adopt a 'wait and see' strategy which eventually reduces investment, especially for irreversible investment. Corporate governance features are shown to affect managers, discipline and companies' restructuring plans. Finally, different tax reforms are evaluated, and an alternative tax structure that would stimulate growth is proposed. Scholars, including those with an interest in microeconomics and econometrics, and staff within central banks and national and international organisations will also find the book of interest, as will policymakers and decision-makers concerned with the role of financing, corporate governance and taxation on firm's decisions

    Abstract: This book addresses the role of cooperation, networks and institutions in the context of regional innovation systems. It emphasises the importance of these factors in the emergence of local innovation systems, using detailed examples of clusters which have reached different stages of maturity. The authors address the topic from an empirical, theoretical and political perspective, and highlight the local mechanisms which are involved in the development of innovation systems. They offer a comprehensive overview of different approaches in the field and present numerous case studies which stress the influence of networks and local institutions. Significantly, they also introduce several new approaches to regional innovation systems, including contributions which explicitly discuss the design and potential of policy measures to promote regional development. The policy recommendations are based on sound theorising which, in turn, is based on extensive empirical research. This book is a valuable addition to a complex and growing literature which offers new perspectives and insights on cooperation, networks and institutions, and their role in the development of local systems of innovation.     Abstract: Knowledge, Technological Catch-up and Economic Growth investigates the relationship between knowledge diffusion and economic growth. Using a broad definition of knowledge - encompassing technology, production skills, know-how and firm capabilities - the central argument of the book is that the extent of knowledge diffusion is an important determinant of economic growth. Mark Rogers uses both neoclassical and endogenous growth models to construct testable hypotheses in order to gauge whether countries that are good at acquiring and diffusing new knowledge actually do achieve faster economic growth. His empirical analysis uses new data on communications, international business links, and study abroad in order to proxy absorptive capability and to test these hypotheses. Arguing that existing research on the role of knowledge is underdeveloped, the book aims to convince mainstream economists who perceive knowledge as conceptually vague and too difficult to measure, that the role of knowledge can in fact be analysed and quantified. Making new contributions to the understanding of economic growth, this book will appeal to students, researchers, economists and policy makers with a particular interest in economic performance and the growth process, and knowledge management and technology

    Abstract: During the past two centuries, major technological breakthroughs such as the steam engine and electricity have acted as the catalysts for growth and have resulted in a marked increase in material well-being. The dominant technology today - information and communication technology (ICT) - does not seem to drive growth as effectively and has coincided with an apparent increase in wage inequality. This book provides explanations of these two characteristics of modern economies and analyses them from both an individual and integrated perspective. Richard Nahuis explores and combines the seemingly separate phenomena of wage inequality between high-skilled and low-skilled workers, and the relatively low productivity growth experienced by most countries. The author provides a number of alternative theories for the increase in wage inequality as a result of new technologies, combined with an extensive review of the associated literature. He goes on to detail the technological revolution, describe why this does not necessarily result in high productivity growth and outline the best methods to measure productivity in the new economy.     Abstract: This ambitious book seeks both to revive and revise the idea of 'functional finance'. Followers of this doctrine believe that government budgets should concentrate solely on their macroeconomic impact on the economy, rather than reflecting a concern for sound finance and budgetary discipline. Reinventing Functional Finance examines the origins of this idea and then considers it in a modern context. The authors explore the concept of NAIRU and argue that modern economies can operate at the level of full employment without provoking unmanageable inflation. They also contend that budget deficits do not have the deleterious effects commonly ascribed to them; the belief that they do rests on a misunderstanding of modern money. In this context, they highlight the relevance of Abba Lerner's famous dictum, 'money is a creature of the State'. The authors also debate the merits of various proposals for 'Employer of Last Resort' programs, which combine automatic stabilizers with the buffer stock principle

    Abstract: This book discusses the future of MERCOSUR, focusing on monetary union and macroeconomic policy co-ordination, and addresses a number of important questions including: is it possible, or even desirable, to achieve monetary integration?; what would the pre-conditions be for establishing such a union?; what would the convergence criteria be for joining the monetary union?; and what are the expected economic consequences for the member countries?     Abstract: This book examines the significance of technological, organisational and institutional change as crucial factors in the analysis of the turnover time of capital.     Abstract: The main theme of this study is the political economy of policy reform in less developed countries and post-socialist countries. Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure. This interdisciplinary study looks for ways of constructing effective market-enhancing governance structures that provide appropriate incentive systems to cope with such failures. No blueprint is offered, but the book provides a conceptual governance framework that can be applied in a comparative way to analyze economic, political, and social obstacles to policy and institutional reform. The concept is not only used to analyze the politico-institutional foundation of policy reform in East Asia and Eastern Europe, but it also allows to elaborate country specific strategies to craft institutional safeguards that help overcome impediments to development and transition.     Abstract: This book reprints 18 essays selected from almost 30 years of work by the author as a high level official at the UN Conference on Trade and Development, the US Treasury Department and the World Bank. These essays report some of the core analytical thinking behind positions taken by these agencies on major issues in international trade policy: e.g., the shift of view on 'trade and development' from the presumption that developing countries should receive 'special and differential treatment' to today's view that they should aggressively exploit opportunities that international trade offers. Other essays report analytical work at the US Treasury Department on proposals in the 1970s for a 'New International Economic Order' - findings that supported the more conservative line that the US government eventually took, even though the Kissinger State Department urged a more accommodating line. Some essays are highly critical, e.g., of antidumping and its use by developing countries as well as by the United States, and of the GATT/WTO system itself as a template for economic policy. Scholars and students interested in how the GATT/WTO works as a policy making system will find this collection revealing as will readers interested in a way to evaluate the impact of antidumping (and other 'trade remedies') on the national economic system and on how to construct policy mechanisms that more effectively bring the interests of all US citizens into the making of US trade policy.     Abstract: What makes the US different from other advanced economies is the opportunity for newcomers acting as entrepreneurs to start new companies, a few of which will then change the world. This book develops three points. First, the New Economy is real: part micro, part macro, and all digital. Second, its emergence around networked PCs propelled the US resurgence in the world economy during the 1990s. Third, rather than subsiding, the current US lead in information technology (IT) could well increase over the next decade. The reason lies in the clustered linking of venture capital and entrepreneurs in a system that can be stylized as 'the invention of the method of innovation'. The central theme of the book is the vital role played by newcomers, acting as entrepreneurs, to overthrow the old order and blast through the deep tendencies toward stagnation that afflict advanced, affluent economies. Related strands are (1) an update and reappraisal of Joseph Schumpeter's vision of capitalist development, (2) a regional focus on the rebirth of US computing, and (3) a detailed inquiry into the geography of innovation in strategic clusters of venture capital firms and IT knowledge workers. The author provides a sharply etched portrayal of the geography of the new economy. He lists specific case studies of the failure of established managerial corporations to capitalize on inventions, a failure remedied by newcomers. The book recounts traditional and new theories of the entrepreneur and of creative destruction. Primers on venture capital, IPOs, and internet business models are included, as are comparisons of theory and data on the emergence of new 'strategic cities'. Lastly, it offers a brief, readable, detailed, and company-specific history of the PC revolution and the coming of the internet.     Abstract: Growth Theory in Historical Perspective is a collection of thirteen carefully selected essays by Theo van de Klundert which demonstrate the development of growth theory over the past forty years. The sequence of chapters reveals the shifts in focus which have occurred since the first formal growth models of the 1940s and 1950s. He illustrates how the Keynesian paradigm was replaced by neo-classical models, which in turn have been superseded by theories of endogenous technical progress, the focus of growth theory in the 1990s. The author explains how the theory of economic growth is strongly shaped by ideas developed in the past.
