    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: Young people from low socio-economic status (SES) backgrounds face additional barriers as they seek to convert their qualifications and experience into successful employment. They encounter particular challenges in seeking to enter high status jobs. The barriers they face can be productively conceptualised in terms of economic, human, social and cultural capital accumulation. Schools can help to build these resources through programmes of career guidance, but to be successful they must actively respond to predictable barriers relating to access to trusted information and useful experiences. PISA shows a need for socially focused interventions. Career uncertainty and confusion is shaped by SES. Low SES students are also less likely to engage in most commonplace career development activities. Equitable guidance systems will target greater provision at low SES students and aim ultimately to provide personalise provision to all students, encouraging and enabling understanding of and progression towards careers promising greatest personal fulfilment. Insights from longitudinal data provide new opportunities for more scientific and strategic approaches to delivering effective provision.

Career incentives currently tend to focus on – and favour – research output, often side-lining teaching, engagement, and other duties. Initial academic training generally fails to prepare academics comprehensively for their roles, and more continuous professional learning will likely be needed to support academics to exploit the potential of increasingly digitalised learning environments. Although flexibility in academic career paths has been promoted in some higher education systems, academics tend to remain in academia, with limited inter-sectoral mobility. The review highlights the persistent under-representation of – and challenges confronting – women and marginalised groups in academia. Despite the growth of international mobility and collaboration, the participation of academics in internalisation activities varies considerably within and between institutions and across higher education systems. Furthermore, a troubling decline in academic freedom over the past decade raises substantial concerns.

Building on data from the fifth edition of the SIGI, the SIGI 2024 Regional Report for Southeast Asia: Time to Care provides new evidence-based analysis on the progress and setbacks in eliminating the root causes of gender inequality in 11 countries of the region. It underscores how multiple personal status laws perpetuate gender-based legal discrimination. The analysis also shows that social norms governing gender roles and responsibilities worsened between 2014 and 2022, particularly affecting women’s educational and economic rights. The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries. The report advocates for the strategic development of formal care systems as a unique opportunity to accelerate women's economic empowerment, build inclusive societies and strengthen the region's resilience to external shocks – including those induced by climate change. To dismantle the barriers that prevent the emergence and expansion of such a formal care economy, it provides concrete recommendations to policy makers and other stakeholders.

In 2023, the government passed a new law on school education that sets out significant changes to how schooling is provided, governed and resourced. These changes come at a critical time for the country’s development. While Romania is one of Europe’s fastest-growing economies, its education outcomes remain among the lowest in the European Union. The measures in the new law are crucial for ensuring quality education, fostering economic growth and enhancing inclusivity. This policy perspective offers recommendations on how to take forward planned reforms. It focuses on four specific sets of policies that will be instrumental in improving school quality and equity: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. At the centre of these are proposals to make teaching a highly skilled and rewarding profession by better connecting performance, promotion and pay, and progressively strengthening schools’ pedagogical leadership through developmental school evaluations and support. At a strategic level, Romania will need a step change in how education policies are funded and evaluated. This implies more strategic planning and budgeting to align resources with long-term policy priorities, and much-expanded analytical capacities to monitor and evaluate implementation and outcomes and hold institutions accountable.

This report assesses the extent to which Croatia’s multi-level governance system is supporting its regional development objectives. In particular, it provides an overview of the country’s regional development performance on several demographic, economic and well-being indicators. From there, it considers how the regional development reforms adopted since 2014 affect the ability of national and subnational governments to design, implement, fund, monitor and evaluate place-based regional development plans. The region’s necessary transition towards greener growth could affect them in several ways: some sectors will create jobs and others will lose jobs or disappear altogether. Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.

Ce rapport vise à fournir au Maroc les outils nécessaires pour la mise en œuvre d'un système d'autoévaluation, de suivi et de soutien externe des établissements scolaires. Il propose un cadre d'indicateurs de la qualité qui peut fournir une vision commune et cohérente de ce qui constitue une « bonne école », et fournit des recommandations pour que les processus d’autoévaluation ainsi que le suivi et le soutien apporté aux établissements se concentrent sur l’essentiel.

The Curriculum for Wales prioritises four key purposes, extending beyond academic achievements to include broader goals for learners to be ambitious, confident and creative members of society. This Policy Perspective suggests that achieving this vision and ensuring equitable access to the breadth of the Curriculum for Wales will require explicit expectations built into policy levers like programmes, certifications and education system monitoring.

    Abstract: If test-takers do not engage with the assessment, the reliability of test scores and the validity of inferences about their proficiency may suffer. Test-taker disengagement is particularly likely in low-stakes assessments and, according to prior research, for certain types of students. But levels of engagement may also be related to aspects that test developers can manipulate, such as item characteristics. This paper investigates which item characteristics are associated with two indicators of test-taker disengagement, rapid guessing and breakoffs, in an international assessment of reading. Analyses of data from almost 500 000 students from 67 countries and economies that took part in the 2018 Programme for International Student Assessment (PISA) show that rapid guessing was observed mainly on simple multiple-choice questions. Breakoffs were more likely in the presence of idiosyncratic selected-response formats, such as hot spot or matching tasks. Both rapid guessing and breakoffs were more frequent on tasks involving long and complex texts.

This report presents country findings from interviews with 15-year-olds, English-language teachers and school principals and wider background research, as well as a comparative chapter on key international insights. The report also explores how today’s digital technologies can support learners to develop foreign language proficiency. These findings support the forthcoming PISA 2025 Foreign Language Assessment through which the OECD will generate comparable data on students’ proficiency in English in different countries and on the factors related to it.

    Abstract: Social and Emotional Skills for Better Lives presents results from the OECD’s Survey on Social and Emotional Skills (SSES) 2023. SSES is the largest international effort to collect data on these skills among 10- and 15-year-old students. The report explores how the following skills differ by socio-demographic groups and how they relate to key life outcomes: task performance skills (persistence, responsibility, self-control and achievement motivation); emotional regulation skills (stress-resistance, emotional control and optimism); engaging with others skills (assertiveness, sociability and energy); open-mindedness skills (curiosity, creativity and tolerance); and collaboration skills (empathy and trust). The results show that students’ social and emotional skills – or 21st century skills – are linked to better life outcomes, including academic success, greater life satisfaction, healthier behaviours, less test and class anxiety, and more ambitious career plans. The Survey also finds that these skills are inequitably distributed among students by age, gender, and socio-economic background. SSES 2023 was conducted in Bulgaria, Chile, Peru, Spain, Mexico, Ukraine, Bogotá (Colombia), Delhi (India), Dubai (United Arab Emirates), Emilia-Romagna (Italy), Gunma (Japan), Helsinki (Finland), Jinan (China), Kudus (Indonesia), Sobral (Brazil) and Turin (Italy). Results are compared to SSES 2019, which took place before the COVID-19 pandemic.

    Abstract: Romania’s education system is at a turning point. In 2023, the government passed a new law on school education that sets out significant changes to how schooling is provided, governed and resourced. These changes come at a critical time for the country’s development. While Romania is one of Europe’s fastest-growing economies, its education outcomes remain among the lowest in the European Union. The measures in the new law are crucial for ensuring quality education, fostering economic growth and enhancing inclusivity. This policy perspective offers recommendations on how to take forward planned reforms. It focuses on four specific sets of policies that will be instrumental in improving school quality and equity: school evaluation and support; resources for education; the teaching profession; and the data and monitoring system. At the centre of these are proposals to make teaching a highly skilled and rewarding profession by better connecting performance, promotion and pay, and progressively strengthening schools’ pedagogical leadership through developmental school evaluations and support. At a strategic level, Romania will need a step change in how education policies are funded and evaluated. This implies more strategic planning and budgeting to align resources with long-term policy priorities, and much-expanded analytical capacities to monitor and evaluate implementation and outcomes and hold institutions accountable.

Catastrophe bonds (CAT bonds) can be an effective, market-based financing tool for the region. While the global CAT bond market has grown steadily since the 1990s, it remains weakly developed in Asia and the Pacific. Its successful development there requires robust purpose-built legal frameworks; developed general bond markets, especially in local currency; appropriate capacity building; and data-driven pricing models. This report explores each of these conditions along with policy suggestions for fostering them, and discusses the development of multi-country CAT bonds in Asia and the Pacific.

It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.

    Abstract: This report explores how school-level career guidance systems can more effectively respond to social inequalities. It draws on new analysis of PISA and PIAAC data and builds on the OECD Career Readiness Indicators to review the impact of inequalities related primarily to socio-economic background, gender and migrant status/ethnicity on the character of education-to-work transitions. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

La violence à l’encontre des femmes, expression la plus abominable des inégalités entre les genres, reste un enjeu de portée mondiale. Cette publication analyse les évolutions et les mesures en faveur de l’égalité des genres, comme la prise en compte de la dimension du genre dans les politiques et les budgets, les réformes visant à accroître la participation des pères aux congés parentaux et à la garde des enfants, les initiatives en faveur de la transparence salariale pour lutter contre les inégalités de rémunération entre les genres, ou les systèmes de lutte contre les violences basées sur le genre. Elle vise à élargir la vision de l’égalité entre les genres, afin d’inclure l’investissement direct étranger, l’énergie nucléaire et les transports. Faire progresser l’égalité entre les genres n’est pas seulement un impératif moral : en cette période marquée par un vieillissement démographique rapide, des taux de fécondité en berne et des crises qui se multiplient, les actions dans ce domaine contribueront à favoriser une croissance économique et une cohésion sociale plus respectueuses de l’égalité des genres à l’avenir. In particular, it shows how African voices have shaped the design of the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy, and discusses its benefits for African countries and challenges for implementation. In addition, the report provides an overview of OECD's initiatives to support capacity building on tax in Africa, many of which are undertaken in partnership with other international and regional organisations. Finally, the report reflects on the broader tax policy agenda including VAT, tax transparency, tax and crime, digitalisation of tax administrations, and tax and informality. This report was prepared by the OECD to inform the discussions at the October 2023 Africa Roundtable in Marrakech hosted by G7 Finance Ministers and Central Bank Governors.

In 2020 and 2021, Ireland developed emergency measures to replace the country's historic Senior Cycle examinations, or Leaving Certificate. The global health situation, school closures and the challenges to continue teaching and learning in this context made it a particularly difficult time for students, teachers, school leaders, families and policy makers. Ireland's emergency solutions – the Calculated Grades System in 2020 and the Accredited Grades System in 2021 – provided recognised certification of student achievement and enabled Ireland's young people to progress to the next stage of life, into further education or employment. This policy perspective reflects on the experience for stakeholders of the solutions that were adopted in 2020 and 2021.

Realising successful educational change however is complex. Drawing from OECD's international knowledge base and expertise, this report presents an in-depth assessment and offers concrete recommendations for enhancing the design and implementation of the DoE school improvement and broader education reform agenda.

    Abstract: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

While resource banks have become an important curriculum and assessment tool in many OECD countries, information about them remains scarce. This policy perspective provides a framework to help educators plan, design and use resource banks. First, policymakers should have a thorough concept of the resource bank and carefully plan its governance and resourcing structure. Second, the definition and development of its content and the platform's underlying technology should be guided by quality, security and privacy principles that place users at the centre. Thirdly, once released, it is important to promote awareness of the resource bank to key stakeholders and maintain content and IT-support. This will ensure resource banks have a long-lasting and positive impact on educational practices.

It is highly valued as a champion for gender equality, provides strong support to local civil society and takes action to tackle spillovers from its economic footprint. This peer review provides recommendations to enhance the Netherlands' engagement in partner countries by putting its ambition for locally led development into practice, ensuring its thematic approach is adapted to context, and clarifying its risk appetite. Reversing the trend of decreasing budgets was a significant achievement, but effects of in-donor refugee costs on the broader Dutch development programme need to be managed.

    Abstract: The OECD AI Principles call for AI actors to be accountable for the proper functioning of their AI systems in accordance with their role, context, and ability to act. Likewise, the OECD Guidelines for Multinational Enterprises aim to minimise adverse impacts that may be associated with an enterprise’s operations, products and services. To develop ‘trustworthy’ and ‘responsible’ AI systems, there is a need to identify and manage AI risks. As calls for the development of accountability mechanisms and risk management frameworks continue to grow, interoperability would enhance efficiency and reduce enforcement and compliance costs. This report provides an analysis of the commonalities of AI risk management frameworks. It demonstrates that, while some elements may sometimes differ, all the risk management frameworks analysed follow a similar and sometimes functionally equivalent risk management process.
