Kurzfassung: The Entrepreneur in Youth offers one of the most comprehensive assessments to date of African American, Latino, and white high school students' aspirations, knowledge, opinions and educational views related to entrepreneurship and philanthropy. A key strength is its longitudinal approach to analysis and interpretations, made possible by extensive surveys of over 11,000 respondents from high school youth and other groups, including adults and business owners. The key findings exhibit an extraordinarily high level of interest in entrepreneurship among youth as well as a strong desire to give back to their communities. However, they lack the knowledge and experience to achieve their aspirations. The book's major recommendations and guidelines include challenges to education and other policymakers to expand and enhance opportunities to access entrepreneurship education and early entrepreneurship mentoring shadowing experiences - especially for those who demand it the most: African Americans and Latinos. Meeting these challenges not only will contribute to economic growth and social reform initiatives but also will increase economic and social mobility and access to opportunity for a still largely untapped pool of future entrepreneurs. This book will appeal to academics in entrepreneurship, economics, business and education, as well as policymakers, educators and business leaders

A significant part of this impact is due to growing numbers of minority women becoming entrepreneurs. This volume provides some of the most comprehensive data to date on the topic of women entrepreneurs across racial lines. It offers a systematic and conceptual framework for understanding issues of network structures and human and financial capital, analyzed through a comparative analysis of minority and white women entrepreneurs

Kurzfassung: This book focuses on recent financial market reforms, and their implications for social, economic and political exclusion. In particular it considers the hitherto under-researched question of whose interests govern the design of regulatory mechanisms and who influences the decision-making process. This process is set out as contested terrain, in which there are winners and losers, and in which there are inevitably circles of exclusion. The authors, comprising financial authority experts and academic specialists, expand the concept of exclusion beyond its typical social dimension to incorporate all actors, be they individuals or institutions not permitted to contribute to financial market regulation as a public good. As they point out, this may take the form of political, economic or indeed cultural exclusion. The book examines the conflicts that arise between various interests and how these are managed within the process of regulation

Kurzfassung: Enlargement of the EU increases economic diversity and inequality between countries and regions, making cohesion difficult. This book attempts to provide a deeper understanding of the interaction between investment, knowledge spillovers and entrepreneurship; a crucial factor in reducing the economic disparity caused by the geographic expansion of the EU. The book offers new empirical evidence regarding the spatial dimension of investment, entrepreneurship and knowledge spillovers, and features both individual and cross-country analyses. FDI in accession countries is examined, as is the effect of EU integration on own-country investment. Innovative methodologies and unique new models are then used to provide lessons and policy implications for economic growth prospects in the recently enlarged EU. Researchers and policy makers working in the fields of entrepreneurship, innovation, economic growth, economic integration and regional development will find this book to be of great interest. It will also be warmly welcomed by students and academics with an interest in European studies, international economics and regional and urban economics

Kurzfassung: Benefit transfer is the practice of estimating economic values at a target site by utilising the results of existing studies for different sites. It is commonly used to estimate values for changes in environmental conditions where time and cost factors constrain the direct application of non-market valuation techniques at the target site. The focus of this unique collection of case studies is the validity and accuracy of benefit transfer using choice modelling, rather than the traditional focus of transferring results from contingent valuation and travel cost models. The book includes a simple guide to using choice modelling results in a benefit transfer process, an overview of the theoretical issues involved, and a number of case studies from Australia, Finland, New Zealand, the UK and the US. The conclusion is that the benefit transfer process is not straightforward, but that use of the choice modelling technique allows for more 'automatic' adjustment of values by the factors that frame the case study of interest. This book will strongly appeal to a wide ranging readership, including academics, students and researchers involved in non-market valuation and benefit transfer research, policymakers requiring the use of benefit transfer in valuation studies, and consultants and researchers performing benefit transfer studies

Kurzfassung: Worldwide, postal and delivery economics has attracted considerable interest as the delivery sector undergoes rapid change and the debate on liberalization rages. This compendium of original essays has been selected from papers presented at the Rutgers University CRRI 14th Conference on Postal and Delivery Economics, May 31-June 3 2006. It explores the important new trends and issues in this rapidly changing field. The European Union's plan to open postal markets completely in 2009 has raised questions about t he role of regulation, funding for the Universal Service Obligation, the future of national Postal Operators and the principles that should govern the introduction of competition. The contributors - researchers, practitioners, lawyers and senior managers from around the world - address these questions in chapters that cover postal markets, pricing, efficiency and cost analysis, labor relations, and demand drivers. Examples are drawn from around the world. This timely book will be illuminating to practitioners and managers in the postal, express and delivery industry, as well as economists, regulators, competition lawyers, and marketers

Kurzfassung: This book is a critical review of current fiscal and monetary policy in Europe and presents results of both empirical research and a discussion of the theoretical framework behind the policy of the European Central Bank and the Stability and Growth Pact. Macroeconomic policy is often hotly debated within the EU. However, the majority of policy discussions have started from a shared view of how the economy works. This shared neo-classical view is also known as the 'Brussels-Frankfurt consensus'. According to that consensus, European labour markets are too rigid in comparison to the US labour market. Hence, the prevalent view is that the European unemployment problem can be solved by increasing incentives; improving the returns on schooling and redefining the role and the necessity of labour market institutions. In this volume the authors argue that it is not at all clear which institutions cause labour market rigidities and to what extent. They note that the problem of unemployment requires a much broader set of solutions, including active labour market policies, policies concerning schooling and the development of skills. Growth and Cohesion in the European Union also highlights that these microeconomic policies will not in themselves provide the solution to what is essentially a macroeconomic problem. First and foremost the role of aggregate demand in the determination of unemployment has to be placed at the forefront of the debate. The extensive discussion of a broad variety of topics in the field of macroeconomic policy will ensure this book finds a welcome readership amongst researchers and academics of European studies and macroeconomics. Policy advisors will also find much to engage them as the book provides a critical view on the Brussels-Frankfurt consensus, currently so dominant amongst European policymakers

Also examined are public institutional design, global economic institutions and partnership typologies. Individual papers address the financing, regulatory, organizational and legal aspects relating to services of general interest in Europe. The dynamics of global public good production, including monopolies, patents, scientific uncertainty and market failures, are discussed. Empirical research on the state, profit and non-profit sectors is presented. Providing numerous examples of specific public goods, the contributions also highlight the impact of macroeconomic policies on provision. The book presents a broad diversity of new approaches to global public goods within the framework of mixed economies, beyond the standard economic analysis of public services

Kurzfassung: Using spatially desegregated data on measures of pollution to derive economic damage estimates, the main purpose of the book is to gauge the environmental damage sustained as a result of economic activities and to offer an insight into how the information generated can be used in conjunction with conventional economic accounts. The first few chapters review recent developments in both green accounting and pathway analysis. The book goes on to evaluate the progress made in estimating dose response functions and valuing environmental damages. The authors discuss the methodology used for the estimation of damages caused by ambient air pollution and the cost of defensive expenditures. They also present the results of the analysis and draw important policy conclusions for environmental accounting, particularly in the EU

Kurzfassung: This book deals with the economic consequences of monetary integration, which has long been dominated by the Optimal Currency Area (OCA) paradigm. In this model, money is perceived as having developed from a private sector cost minimization process to facilitate transactions. Not surprisingly, the book argues, the main advantage of monetary integration in the OCA context is the reduction of transaction costs, yet the validity of OCA to analyze processes of monetary integration seems to be limited at best

Kurzfassung: Recent corporate governance scandals have brought to the fore the inherent contradictions of a capitalism dominated by financial markets. This challenging book by Michel Aglietta and Antoine Rebérioux argues that capitalism's basic premise--that companies must be managed in the sole interest of their shareholders--is incongruent with the current environment of liquid markets, profit-hungry investors and chronic financial instability. The authors advocate rather that a company should be managed as an institution where common objectives are developed for all stakeholders, and that this democratic principle should be extended to the management of collective savings to reduce macro-financial instability. These two conditions, they contend, could make contemporary capitalism a vehicle for social progress

Kurzfassung: CE Marking, the European system of mandatory product safety standards, has created major obstacles for US exporters to the European Union (EU). CE Marking, Product Standards and World Trade is one of the first books to analyze the nature and dynamics of this major non-tariff trade barrier. David Hanson looks at the patterns of EU decision-making through a functional comparative analysis with the US, and in the context of the institutional alliances and rivalries that shape outcomes. An increasingly important but little understood issue, CE Marking is also an example of a growing problem in international commerce - the impact of inconsistent domestic product requirements on international trade. The author examines the way in which the EU has implemented the CE Marking system, its impact on US exporters, the dynamic of US-EU trade and negotiations, and the political and administrative arrangements that support them. This comprehensive study will be of great interest to students and scholars of industrial economics and international business. Business people and policymakers will also find much of interest in this timely volume

Kurzfassung: This book explores the regional strategy and management of Japanese MNEs in Europe. Ken-ichi Ando investigates, using case studies of the auto and pharmaceutical industries, how these companies can, and do, overcome the inherent difficulties and opportunities of trading in Europe, including the problems posed by cultural differences and geography, alongside the opportunities of expanding markets. While these companies are global players, they must increasingly be aware of, and evolve in response to, European economic integration. The strategy setting and management are influenced by company- and industry-specific factors, and some common features can be found. The locational and entry strategies are based both on the multinationals' own resources and capability, and on the changing locational conditions, while pan-European management is conducted to achieve the benefits of 'multinationality' at the regional level. The mutual relationships between the location of subsidiaries, the entry mode, and the pan-European operation are clearly shown from the detailed analysis at the company level. The impacts and limits of the EU on multinationals are also confirmed in the book, and the importance of national characteristics is suggested. Scholars and graduate students studying international business and economics, as well as European integration will find this book of great interest

Kurzfassung: The book reveals that European product market integration has a significant impact on the conditions of competition, the strategies of companies and the structure of industry. It adds a quarter of a percentage to annual GDP growth rates and has not led to an increased exposure of the EU to asymmetric shocks. However, the book argues that further improvements in the functioning of European product markets are needed in order to improve the EU's growth performance over the next decade. Invaluably, the book provides not only current information about Europe's achievements in economic integration but also methodology to assess the outcome of economic integration in other regions of the World, such as NAFTA, MERCOSUR and ASEAN

Kurzfassung: In this book, Robert Boyer follows the origins, course and collapse of the "new economy" and proposes a new interpretation of US dynamism during the 1990s. He argues that the diffusion of information and communication technologies is only part of a story that also requires understanding of the transformation of the financial system, the reorganization of the management of firms and the emergence of a new policy mix. The book includes a long-term retrospective analysis of technological innovation, and an international comparison of OECD countries delivers an unconventional and critical assessment of the hope and the hype of the "new economy

Kurzfassung: What role will the current evolution of banking systems play in the newly adopted EU countries during the historic challenges following enlargement? This book, a blend of economics and political economy, offers a systematic analysis of the current trends in financial intermediation in the countries of the newly enlarged Europe, with particular focus on those policies taken by foreign banks on the one hand, and by regulatory and supervisory authorities on the other. The authors argue that their research has led to one conclusion; in order to enter the EU, the accession countries needed to increase the efficiency of their economic systems rapidly through liberalization and privatization. The book assesses whether the presence of foreign banks will contribute to long term economic growth and financial stability, and how the architecture of banking regulations and supervision should be designed. As a multidisciplinary work, though principally economics, the book will appeal to scholars and academics of politics and law. It also has particular relevance for regulators and supervisory institutions, as well as professionals including bankers, financial operators and also legal compliance officers

Kurzfassung: The IPO Decision is an exciting new book that clarifies how the initial public offering (IPO) process actually works. It separates fact from fiction and imposes a logical structure on the most up-to-date IPO-related research. All major topics pertaining to the going-public process are included: IPO timing, the financial, strategic, and corporate governance benefits and costs of public ownership, corporate restructuring, valuation, the role of the investment bank in the primary and secondary markets, the optimality of IPO mechanisms (book-building vs. auctions), analyst coverage, and the long-run performance of IPOs. IPOs garnered unprecedented positive attention in the 1990s for their spectacular returns and central role in entrepreneurial activity. Subsequent revelations of unscrupulous IPO allocation and promotion practices cast a less favorable shadow. The latest significant event in the IPO market is Google's unconventional use of an auction for its offering. Public discussion and debate about these developments has often taken place in an information vacuum, leading to misunderstandings and false conclusions. Unparalleled in its scope, The IPO Decision presents the findings from theoretical and empirical research in a rigorous yet accessible manner. In doing so, it develops the intellectual foundation necessary for a constructive dialogue about reforming the IPO process. Scholars, students and industry professionals interested in the economics of IPOs will find this volume a comprehensive and engaging addition to their library

Kurzfassung: The dramatic evolution of financial markets in the 1980s and 1990s, accompanied by increasing institutional integration between nations (most notably in the EU), have fostered a widespread belief that governments - particularly those of small economies - have essentially lost the power to pursue sovereign, independent economic policies. At the same time, it is widely assumed that the loss of monetary-policy control is a major opportunity cost for a country adopting a rigid exchange-rate regime or, in the European context, for countries joining the EMU This book sheds light on these arguments

Kurzfassung: Dick Netzer, a leading public finance economist specializing in state and local issues and urban government, brings together in this comprehensive volume essays by top scholars connecting the property tax with land use. They explore the idea that the property tax is used as a partial substitute for land use regulation and other policies designed to affect how land is utilized. Like many economists, the contributors see some type of property taxation as the more efficient means of helping to shape land use. Some of the essays analyze a conventional property tax, while others consider radically different systems of property taxation

Kurzfassung: From its launch in 1997, the Frankfurt technology stock exchange developed spectacularly as did other European technology exchanges. Many Europeans thought that a new age of entrepreneurship had dawned. Following the downturn, however, the search for blame began. Much of this blame was undifferentiated and subjective. Public policy lessons were not drawn. Written by a well-known commentator of the European venture capital community, this book analyses the rise and decline of European internet entrepreneurship. The effects of both the public promotion of venture capital investments as well as the timing of telecommunications reform are examined in detail in various European countries, in particular in Germany and Sweden. The book contains a wealth of unique data on the failure of European internet ventures and draws several technology and telecommunications policy conclusions

Kurzfassung: Contingent Employment in Europe and the United States examines the developments in labour markets in advanced economies in the 21st century, as regards contingent employment. This is defined as employment relationships that can be terminated with minimal costs within a predetermined period of time. This includes fixed-term contracts, temporary agency work and self-employment. Contingent employment has been the subject of much legislative activity in the last decade, at both the national and European level. Temporary agency work, in particular, has recently been extensively deregulated in most European countries and currently we await the fate of a proposed EU directive on agency work. The book is therefore highly topical

Kurzfassung: Working within the context of the evolutionary-institutional transformation of higher education, the authors trace the development of an economic model by which the behavioral tendencies of modern universities can be evaluated. That model is expanded to provide insights to the following questions: Why do universities compete and how do they develop and implement their competitive strategies? How do universities make critical institutional decisions about operational missions, academic policies, and internal resource allocation? Do universities efficiently and effectively pursue the special social functions assigned to them? Patrick Raines and Charles Leathers present an integrated, coherent theory to explain the behavior of universities and provide a realistic economic model that predicts how universities allocate their scarce educational resources. This alternative view is contrasted with the mainstream explanations of university behavior based on the maximization of student welfare or faculty influences. The authors extend the existing literature on the operation of universities by presenting a history of the evolution of the modern entrepreneurial universities as well as an explanation of academic capitalism. This absorbing volume will appeal to anyone interested in the history of economic thought or the history of education. Scholars of Veblen, Smith, and Malthus will be fascinated by their individual and comparative theories of the purpose and failures of higher education

Kurzfassung: Drawing upon evolutionary economics and resource-based approaches, the author utilises US patent data from 1930-1990 to examine the persistence of corporate technological competencies and their gradual erosion through diversifying incremental change. The book explores the changing nature of this diversification with respect to firm size, technological relatedness and technological complexity in 32 firms distributed across four broadly defined industrial sectors. The findings suggest that industry and corporate technological profiles remain strong but are becoming blurred by the pervasiveness of general-purpose technologies. Although historically, diversification is associated with an increase in firm size, the author argues that in recent times it results from technological relatedness and complexity. This book will appeal to industrial and business economists, historians of business and technology, and students and scholars of technology management

Kurzfassung: The expanding membership of the EU means significant changes for accession countries' international trade relations, affecting imports, exports, tax revenues, government expenditures and domestic regulatory regimes. There are also significant ramifications for the EU budget. This book is a valuable comprehensive tool kit for analysing the economic effect of EU accession, using examples from the most complex sector for both candidate countries and the EU itself - agriculture. The authors provide a complete set of market configurations with which to analyse harmonisation with the Common Agriculture Policy in both the long and short run. It also provides insights into the questions of regulatory harmonisation in areas of food safety, animal and plant health, the environment, animal welfare, technical standards and the protection of intellectual property. Background is provided on the EU and its policies, economic developments in transition economies and the accession process. The book also provides a unique insight into how negotiating positions can be developed. A wide audience will find this book of great value and interest including policymakers and analysts in governments and related think tanks, businesses and consultancy firms trading in the EU. Scholars and researchers of European studies, international trade and agriculture will also find the book invaluable

Kurzfassung: This valuable book examines the interaction between economic ideas and the policy-making process in Europe, centred around the creation of European Monetary Union. The essays cover three broad areas: early debates on European monetary integration, economic thought at the European Community institutions, and the establishment of Economic and Monetary Union (EMU) in Europe. Core elements of the book are analyses of Europe's quest for exchange rate stability and of the debates on the nature of EMU and the path towards it. With the aid of crucial case studies, Ivo Maes goes on to chart the growing awareness among policymakers of the increasing interdependence between Europe's economies and the rise of a new medium-term, stability-oriented policy conception - both vital and necessary factors in the genesis of EMU. Drawing on the extensive experience of the author, both as an academic and a senior official involved in European economic policy-making, this book undoubtedly contributes towards a better understanding of the role of economic ideas in the process of European monetary integration. It will be an important addition to the literature on EMU and will be required reading for scholars and policymakers in the fields of economics, European studies and the history of economic thought

Kurzfassung: In this book, leading experts in the field examine the effects of the recent growth in concentration in the European food retailing sector. In particular, the book develops a number of buyer power propositions and builds on the previous work of several of the authors, to consider how the growth of large supermarket chains affects competition in food retailing. The authors outline the theoretical and policy analysis underpinning the work and assess evidence on the size and growth of supermarket chains across the EU. Whilst not entirely critical, they suggest that there is strong evidence in some countries that supermarkets use their buying power to impose unfair terms and conditions on suppliers, particularly affecting small suppliers. The authors use case studies, to provide an in-depth analysis of four European countries, namely France, Germany, Spain and the UK. The book ends with a discussion of policy issues against a backdrop of likely future trends in concentration in this area. Academics working in the areas of microeconomics and industrial economics as well as those involved in European competition policy more generally, such as lawyers, civil servants and consultancy groups, will find this volume enlightening

Kurzfassung: During the past decade the issue of a general welfare double dividend (an improvement in environmental quality combined with a positive welfare effect) triggered by a tax shift from labour to energy resources has been extensively debated. In this book, Kurt Kratena studies the employment effects of revenue neutral tax shifts from labour to energy, and measures the impact on theoretical and empirical models of the European labour market. A common theoretical framework is devised to analyse the impact of environmental tax reform. Various 'labour market regimes' (competitive labour markets, union wage bargaining and efficiency wages) are derived and taken as the starting point for different specifications of the labour market. The theoretical outcomes of tax shifts in these different labour market regimes are then analysed and compared. The results reveal that whereas an econometric based multi-sectoral model yields significant double dividend effects, a general equilibrium model only finds employment double dividend effects. The book also highlights the potentially positive economic consequences of environmental tax reform such as a shift in demand from energy to non-energy goods. This book provides a concise appraisal of the general double dividend question combined with an innovative analysis of the employment double dividend effect. It utilises extensive empirical evidence and reveals the sensitivity of the various theoretical concepts surrounding the debate. This book will be of interest and relevance to academics in the fields of environmental economics, labour theory and fiscal studies

Kurzfassung: This book explores the most prominent economic explanations of the Great Depression and how it affected the lives, experiences, and subsequent thinking of economists who lived through that era. Presented in interview format, this collection of conversations with Moses Abramovitz, Morris Adelman, Milton Friedman, Albert Hart, Charles Kindleberger, Wassily Leontief, Paul Samuelson, Anna Schwartz, James Tobin, Herbert Stein and Victor Zarnowitz provides a record of their reflections on the economics of the Great Depression and on the major events which occurred during those critical years. This volume is also another chapter in the legacy of the interwar generation of economists and is intended as a token of gratitude for the contributions they have made to the economics profession. Randall Parker has given us a window into the lives of these gifted scholars and an important glimpse into the world that shaped them

Kurzfassung: Anthony Ellison cuts through conventional neo-classical interpretations to expose the indispensable contribution of entrepreneurs in driving the market process and, in particular, in accomplishing the deregulation of the transportation, trade, telecommunications and financial regimes both in North America and across the globe. Entrepreneurs have an important role in any economy, but in this seminal study, the author argues that they have played a crucial part in shaping the contemporary global market. Entrepreneurs and the Transformation of the Global Economy situates the emergence of the contemporary global market economy within an historical context

Kurzfassung: Nature and agriculture both shape the European countryside and one of the main challenges for the years to come will be to strengthen their interaction for the future development of rural areas. In this valuable and highly topical book, the authors demonstrate how economics and ecology can play a critical role in maintaining and sustaining this relationship. The book identifies the dilemmas facing European agriculture and explores their economic and ecological consequences. The authors believe a better understanding of these problems will be crucial in recognising the potential options for the future role of agriculture and nature policy and will guide the identification of suitable policy instruments

Kurzfassung: The future of European Monetary Union (EMU) stands as one of the most important economic issues of the era. The author argues that in the event of macroeconomic shocks, rather than acting as a cohesive force, EMU could give rise to disunity. As EMU is not an optimal currency area, asymmetric shocks affecting each country differently could be critical to its future. The success of EMU depends upon the ability of institutions in the EU to satisfy the monetary and fiscal policy demands of sufficient numbers of national constituents, interest groups, and multinational corporations. This book employs principles from public choice to analyze the EU institutions that participate in the monetary policy making process of EMU and assesses whether they have the mechanisms to cope with asymmetric macroeconomic shocks. In particular, it examines the European Council, Council of Ministers, European Commission, European Parliament and the European Central Bank. This book provides an invaluable critique of the EMU plan and will be of interest to scholars of European economics, macroeconomics and public choice

Kurzfassung: Monetary Policy and Taiwan's Economy questions whether the Asian crisis could have been avoided through the application of recommendations highlighted by the contributors. The conclusion reached is that in an abstract world, perhaps; but in the world in which we live; no. It is argued that the proposals made could certainly contribute to improved policy, albeit effecting marginal improvements rather than ground breaking changes. The contributors demonstrate that proficient monetary policy and banking regulation can be achieved through sound economic analysis that takes into account: * monetary aggregates in monetary policy * the role of exchange rate policies in the Asian crisis * the relationship between the exchange rate, capital flows and central bank intervention * similarities between the restructuring of banking systems in Asia and in Eastern Europe following the fall of communism. This book will appeal to academics and researchers of macroeconomics - especially those with a particular interest in monetary theory and policy. Economic analysts, commercial banks, financial institutions and specialists in financial crisis will also find the book to be a fascinating read

Kurzfassung: This book reprints 18 essays selected from almost 30 years of work by the author as a high level official at the UN Conference on Trade and Development, the US Treasury Department and the World Bank. These essays report some of the core analytical thinking behind positions taken by these agencies on major issues in international trade policy: e.g., the shift of view on 'trade and development' from the presumption that developing countries should receive 'special and differential treatment' to today's view that they should aggressively exploit opportunities that international trade offers. Other essays report analytical work at the US Treasury Department on proposals in the 1970s for a 'New International Economic Order' - findings that supported the more conservative line that the US government eventually took, even though the Kissinger State Department urged a more accommodating line. Some essays are highly critical, e.g., of antidumping and its use by developing countries as well as by the United States, and of the GATT/WTO system itself as a template for economic policy. Scholars and students interested in how the GATT/WTO works as a policy making system will find this collection revealing as will readers interested in a way to evaluate the impact of antidumping (and other 'trade remedies') on the national economic system and on how to construct policy mechanisms that more effectively bring the interests of all US citizens into the making of US trade policy. In addition, many of these essays are useful for courses in international economics, international relations and policy science

Kurzfassung: This book addresses a number of vital economic convergence issues in the European Union. These are both general and specific issues relating to financial and monetary matters as well as social and labour market concerns. The book opens with a discussion of problems of a general nature. Questions posed include: What is the convergence record in the EU so far? Is there a sign of Baumol and Quah's 'convergence clubs' and 'twin peaks'? Have the 'structural funds' of the European Commission made any difference? The authors then analyse questions of a fiscal and monetary nature: Can we expect the monetary policy of the ECB to have similar effects in the EMU member-states, or is it in itself a source of asymmetric shocks? Has EU membership made any difference, with respect to the initial differences in tax revenue structures? Finally the book focuses on questions regarding social and labour markets: Is global economic convergence compatible with sustainable differences in national social protection levels? Does European globalisation force labour markets to 'de-institutionalise' and do European labour markets converge to a 'Third Way' model? Academics and researchers of European studies and economic policy will find this up-to-date book of great interest, as will policymakers and business leaders both affected by and from within the EU

Kurzfassung: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization. As Europe expands and becomes more integrated it is being obliged to assume greater control over the development of its external economic relations. To effect this, the authors propose that member states play a more active and constructive role in the global political economy. They advocate the planning and implementation of major initiatives that could ensure greater stability in the world economy. Because of the magnitude of the economic bonds developing between the EU and the USA, special attention is paid to the trends and issues associated with the evolution of Atlantic relations. One of the greatest challenges the authors highlight, and a theme implicit throughout the book, is that the EU's external problems may receive inadequate attention due to the complexities of its decision processes. EU-level decision-making may become more introspective, rather than global, in outlook. Combining firm, industry, regional and country levels of analysis with the diverse and provocative views of the authors, this book will be essential reading for scholars of international economics, international political economy, and international business and finance

Kurzfassung: In order to control ever-increasing health care expenditure, Western and Asian countries are seeking to develop more efficient health care models. Studies on health care that focus specifically on Asian countries are rare, rendering this a unique and welcome addition to the literature. This book presents quantitative research on various aspects of health care reform and health policy in Asia-Pacific countries such as China, Indonesia, Japan, South Korea, Taiwan, and the US - nations diverse in their economic development, social demographic structure and health care expenditures. The book's main topic for discussion is the role of both government and health insurers in funding health care. The implementation of community-based, supplemental and national health insurance is explored, as are grants and the financing of hospitals and care for the elderly. The effectiveness of education as an input to health investment and the rehabilitation of patients are also examined. Aiming to close the gap between the existing economics research and the rapid pace of the development of Asian health care markets, this unique and timely book is a must read for policymakers, researchers, academics and students with a special interest in health economics, policies and services

Kurzfassung: The theme of this extensive book is the relationship between consumption and growth in the context of the long run theory of effective demand. Taking Schumpeter's views on economic development as a starting point, the author proposes an original framework for the analysis of consumption patterns as an element of growth in advanced market economies. The book examines the role of demand with respect to the theory of structural change and the theory of consumption at both the micro and macro level. The theoretical framework is employed to analyze the consumption-growth relationship and its implications for the process of structural evolution. The actual dynamics of consumption are examined in terms of the cycle of expansion in the US economy during the 1980s. The author concludes that there is a distinct shift towards a pattern of 'consumption deepening' that explains the consumption fuelled recovery of the 1980s and mirrors a process of 'intensive growth' of the market. This interpretation sheds light on the underlying process sustaining US expansion during the 1990s and the questions facing advanced market economies which have begun to experience the emergence of an 'internet scenario' in terms of development. In focusing on the relationship between consumption changes and the growth process, this book distinguishes itself from much of the literature on the subject which deals with these two aspects individually. Davide Gualerzi breaks genuinely new ground with his empirical and theoretical research. This book will appeal to economists interested in growth and economic development, scholars in related social sciences, and the wide base of economists and academics sympathetic to new approaches to the problem of economic growth

Kurzfassung: Potential new entrants to the European Union from Central and Eastern European countries face many challenges to achieve financial convergence with the existing EU nations. Using detailed case studies from Bulgaria, the Czech Republic, Latvia, Lithuania and Poland and analysis of cross country data from these regions, Financial and Monetary Integration in the New Europe looks at the key issues for applicant countries as they negotiate the terms of their membership in the European Union. Of major concern to these countries is the financial sector and its implications for economic growth and the conduct of macroeconomic policy. The book examines, in particular, monetary and exchange rate policies, banking regulation and financial market efficiency. The overall impact of building a market driven financial system on economic development is also explored

Kurzfassung: The authors offer a sustained argument that the single currency as currently implemented does not promise to deliver prolonged growth. They contend that the economic impact of the euro, and its accompanying institutions, is likely to be destabilising and deflationary; that the political impact is profoundly undemocratic and that the social consequences are likely to be deleterious. They do not reject the concept of a single currency but are highly critical of policy arrangements such as the Stability and Growth Pact which govern the euro. The authors propose alternative policy and institutional arrangements within which the euro should be embedded. They demonstrate that these would have the benefits of a single currency whilst avoiding many of the potential costs identified by detractors

Kurzfassung: The book compares the 1954-79 labour productivity record of 5 expanding public sector industries to that of 24 expanding, capital intensive, mass-production industries in the British private sector. The author shows that the public sector industries' labour productivity growth was significantly faster than that of the private sector industries. Strikingly, he also finds that the state-owned industries were narrowing their productivity gap with their US counterparts at a significantly faster rate than the private sector industries. Dr Iordanoglou concludes that it is possible that public ownership had--in the historical period investigated--a long-term positive effect on these industries

Kurzfassung: Entrepreneurial Competition and Industrial Location explores the notion of entrepreneurial competition from its theoretical foundations in early Austrian and contemporary evolutionary economics. Focusing on the structural development of the intangible factors of production such as labour skills, advertising and research and development, the book's empirical implications are tested in a comparative study of competitive performance in the EU, Japan and the USA. Typical mechanisms of external spillovers, shaping industrial location by means of Marshallian cluster formation, highlight the dimension of industrial location. Peneder finally employs the three evolutionary principles of variation, cumulation and selection to establish entrepreneurship, learning and fair markets as the main pillars of modern competitiveness policy. This volume paves the way for a better understanding of the market process, demonstrating the importance of intangible factors as sources of competitive advantage both by conclusive theoretical argument and careful empirical investigation

Kurzfassung: With air transport becoming an increasingly vital part of the economy, the regulatory reform of this market has been a major development in European political economy. This book focuses on two market failures within the airline industry - market power and environmental externalities - and analyses how they have been affected by deregulation. The author employs economic models complemented by extensive empirical research, to demonstrate how the introduction of competition, brought about by liberalization, has resulted in considerable consumer benefits. The author argues that these benefits, such as increased choice through the expansion of operations, must be off set against increased environmental costs including greater noise pollution and emissions, not to mention the reduction of profits that often accompany market liberalization. In the process the book tackles a number of important issues including the background and history of airline regulation in the EU, the basic policy trade-off between monopoly power and external costs, monetary valuation of externalities, and the relationship between airline scheduling and external costs. Perhaps surprisingly, the author concludes that even in the presence of environmental costs, the introduction of competition in airline markets has resulted in net welfare improvements. Policymakers, as well as practitioners and researchers of environmental and transport economics, should draw great value from this original and pertinent volume

Kurzfassung: Currently developed countries pay much more attention to harmfully addictive substances than developing countries. However, the experience of developed countries is very relevant to the developing world since substance abuse is likely to impose a continually increasing burden of disease in this region in the near future. This book extends the frontiers of research on the economics of substance use and abuse in a variety of extremely significant ways. It focuses on the determinants and consequences of the consumption of cigarettes, alcohol, betel quid, and illicit drugs in the United States, Great Britain and Taiwan. The authors use a variety of empirical techniques to examine the roles of price, advertising, risk perception, time preference and forward-looking behaviour in consumption decisions and the effects of these decisions on labour market outcomes, unintended pregnancies and criminal violence. Economic Analysis of Substance Use and Abuse will be required reading for scholars of economic development and health economics

Kurzfassung: What makes the US different from other advanced economies is the opportunity for newcomers acting as entrepreneurs to start new companies, a few of which will then change the world. This book develops three points. First, the New Economy is real: part micro, part macro, and all digital. Second, its emergence around networked PCs propelled the US resurgence in the world economy during the 1990s. Third, rather than subsiding, the current US lead in information technology (IT) could well increase over the next decade. The reason lies in the clustered linking of venture capital and entrepreneurs in a system that can be stylized as 'the invention of the method of innovation'. The central theme of the book is the vital role played by newcomers, acting as entrepreneurs, to overthrow the old order and blast through the deep tendencies toward stagnation that afflict advanced, affluent economies. Related strands are (1) an update and reappraisal of Joseph Schumpeter's vision of capitalist development, (2) a regional focus on the rebirth of US computing, and (3) a detailed inquiry into the geography of innovation in strategic clusters of venture capital firms and IT knowledge workers. The author provides a sharply etched portrayal of the geography of the new economy. He lists specific case studies of the failure of established managerial corporations to capitalize on inventions, a failure remedied by newcomers. The book recounts traditional and new theories of the entrepreneur and of creative destruction. Primers on venture capital, IPOs, and internet business models are included, as are comparisons of theory and data on the emergence of new 'strategic cities'. Lastly, it offers a brief, readable, detailed, and company-specific history of the PC revolution and the coming of the internet. Economists, geographers, and regional scientists, students and readers interested in the digital economy, the internet, the history of economic thought, and the New Economy and investors will all find this book revealing and enlightening

Kurzfassung: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

Kurzfassung: These volumes gather together a selection of autobiographical essays written by significant economists whose work is generally recognized to be at the forefront of the discipline as we enter the twenty-first century. The essays are largely based on introductions to volumes in the Edward Elgar series Economists of the Twentieth Century (which collects together the key papers of these economists). This volume focuses on leading economists who were born, or have spent the greater part of their lives, in America. The main chapters are accompanied by an introduction in which the editors place the autobiographical essays in a wider context. Economists will be fascinated by: * the stories that lie behind familiar names * why economists approach problems the way they do * how careers develop * how economists view what they are doing. These are all points that are invisible to those who simply read the published output of economics, so readers will gain personal insights into the development of the field. The books will be a valuable resource for economists, particularly historians of economic thought, as well as sociologists concerned with the economics profession, and those interested in the creative process and the social and scientific development of economics

Kurzfassung: The 1964 Kennedy-Johnson tax cut is often cited as the single most successful application of Keynesian stabilization policy. The author challenges this orthodox historical view by exposing the haphazard planning, simplistic economic theorizing, irreconcilable numerical projections, and partisan political influences on the Council of Economic Advisers. The focus of the book is on the decisions, advice and actions of the three Chairmen of the Council during the 1960s: Walter Heller, Gardner Ackley and Arthur Okun. They were the authors of the ambitious and optimistic new economics that attempted to manipulate aggregate demand in the US economy to reach potential output. By 1965 this goal was achieved, but when Vietnam War spending and Great Society programs were added to the tax cut, the subsequent policy paralysis in the face of a surging economy clearly indicated a lack of symmetry in fiscal policy implementation. Much of the evidence for this revisionist view comes from the participants own statements in the form of White House memoranda and confidential reports as well as from counter-factual exercises that allow alternative policies or swifter responses. This book will be of great interest to macroeconomists as well as to scholars and students interested in economic history and in the formulation and implementation of economic policy

Kurzfassung: This study focuses in detail on the environmental compliance/competitiveness relationship with respect to the regulation of packaging waste. An important and innovative feature of the study is its emphasis on backward and forward linkages. An entire supply chain is considered: packaging manufacturers and suppliers, food processors and the food retail sector, to study the competitive effects of environmental standards on manufacturing companies and the vertical links and supply responses. A variety of regulatory regimes is represented by including within the study companies from Germany, Italy, the Republic of Ireland and the United Kingdom. While it is of note that the relatively strong regulation in Germany has indeed had effects on company behaviour, there is no evidence that environmental regulations hindered companies from achieving competitive performance. Analyses consider: the response of individual firms to different levels of regulation; the cost of compliance; impact on employment; the influence of the supply chain on environmental and competitive performance; the importance of firm size and ownership; and the impact of regulation on competitiveness, and firm competitiveness on the efficiency of adjustment to regulation

Kurzfassung: The formulation of a common European monetary policy offers an important challenge to policymakers both in Europe and around the globe. The analysis of monetary transmission mechanisms in Europe, and the US, provides insights of great importance as the institutional environment of monetary policy changes. Historically, it has been proved difficult to empirically establish the effects of monetary policy measures on the economy. This study of the monetary transmission mechanism pays close attention to the role of financial markets in the transmission process. The author analyses aspects of monetary transmission, such as interest rates and exchange rates, with evidence from several European countries including the Netherlands, UK and Germany as well as from the US. This research on monetary transmission greatly increases our understanding of the effect, or ineffectiveness, of monetary policy on economies in general. The author presents a comprehensive discussion of the outcomes of empirical research along with an extensive survey of the literature and a discussion of the methods used, since interest in the subject was renewed in the 1980s. This work will be invaluable to policymakers in central banks and government ministries as well as academic researchers and economists alike

Kurzfassung: This book examines the monetary integration of the group of countries which constitute the Economic and Monetary Union (EMU), signalling the emergence of a truly European economy. The authors devote their considerable expertise to the analysis of macroeconomic policies within EMU and the economic analysis underlying the conduct of these policies. The authors first analyse the development of the euro area from a historical perspective. They then examine the criteria for the first eleven countries to qualify for EMU and speculate whether the same countries would have joined if the qualification date had been a year later. The authors go on to examine purely macroeconomic aspects of the euro area including: * the degree of real convergence in the euro area * the short-run and long-run determinants of the euro area's current account * the euro area's financial markets and implications for the international role of the euro * the organizational structure and internal procedures of the European System of Central Banks * the Eurosystem's single monetary policy strategy * fiscal policy and the Stability and Growth Pact * exchange rate policy issues. This book will become required reading for scholars and policymakers in the area's of European studies, macroeconomic policy and financial economics

Kurzfassung: Firm Size, Innovation and Market Structure uses evolutionary dynamic theory, non-linear mathematics and computer simulation techniques to explore the relationship between firm size, innovation and market structure. The book begins by reviewing the connection between these variables from a theoretical and an empirical point of view, and goes on to illustrate how analytical tools may be used in order to explore Schumpeterian propositions regarding firm size, innovation and the specific role of idiosyncratic events. In the concluding chapter, Mariana Mazzucato focuses on the US automobile industry from 1900-1997, and uses empirical evidence in order to determine whether or not there is a relationship between market share instability and stock price volatility, and to what degree the relationship is connected to industry specific factors. This innovative new book will prove invaluable to researchers, lecturers and scholars of industrial organisation, technology and market structure

Kurzfassung: In recent decades the world economy has been characterized by deepening and widening integration. Throughout this time, there have been concerns that this process may foster the geographical concentration of industries, a view substantiated by contributions to the new economic geography. In this book, Barbara Dluhosch opposes this position and presents an entirely different view of the consequences of globalization. Barbara Dluhosch carefully identifies and analyses the main pillars of the new economic geography. She then presents an essentially new approach focusing on the decline of communication costs, and introduces cost competition and technological choice, which have largely been neglected. In doing so, she arrives at fundamentally different conclusions and provides new insights into the consequences of regional integration and the process of globalization. Finally, the policy implications of this are critically evaluated by drawing on experiences of European economic integration

Kurzfassung: One of the most striking paradoxes of our time has been the growing importance of regions in the face of a globalizing economy. This insightful book explains the dynamics of regions in a global economy and sheds light on the role of knowledge in driving regional growth. The author examines the way in which regions grow by receiving knowledge from surrounding regions. Using evolutionary theory, she advances the argument that knowledge spillovers operate locally. Computer-simulations analyse the impact of knowledge spillovers on economic growth across European regions. Kurzfassung: This book uses an institutional-evolutionary approach to analyse economic problems associated with developments in capitalism during the second half of the twentieth century. It argues that economics should centre on institutions - the durable fabric of the economy over time. Drawing on the foundations of Marxist and institutional political economy, the book traces the lineages of institutional themes, as well as considering feminist, post-Keynesian, holistic economics and Schumpeterian perspectives. The nature of institutions in the growth and instability of capitalism is then explored with reference to social structures of accumulation. Particular reference is given to the world economy, the family, the Keynesian welfare state and neo-liberalism, Fordism, the flexible mode of accumulation, and financial regulation and deregulation. The author concludes, using institutional-evolutionary themes of political economy, that the evolution of modern capitalism is likely to be unstable as we move into the next century

Kurzfassung: The role of the stock market in the recent global financial crisis has led many to question the way in which the modern international financial system operates. This highly topical book offers important insights into the stock market, contrasting the speculative explanation of stock market fluctuations with the conventional efficient markets hypothesis. After summarising economists' views on stock market behavior from the classical period to the present day, the authors focus on two particular explanations of stock price fluctuations. They examine in detail the mainstream neo-classical theory with its emphasis on the efficient markets hypothesis. They then compare this with the theories of Veblen, Galbraith and Keynes who consider markets as being inherently prone to speculation and crisis, in contrast to the neo-classical approach which largely ignores the instability of stock markets and particularly the crashes that have recently occurred. The authors go on to develop a speculative model to account for stock market fluctuations which provides a useful and realistic explanation of how stock price expectations are formed. This book will be welcomed by bankers, financial and monetary economists, historians of economic thought and all those interested in the causes of the recent market crashes

Kurzfassung: This unique book deals with the most serious macroeconomic failure experienced in the US in the post-war period and the great inflation of the late 1960s and 1970s. It is the first detailed analysis, using Federal Reserve documents, of the thinking behind the inflationary monetary policy during this period. The book examines documentary evidence, including minutes, memos and reports and interviews with people who were closely involved in making policy decisions, to explain the monetary policy that led to this inflation. Thomas Mayer considers forecasting errors and wage and price controls in his attempt to explain why the inflation occurred and places some of the blame on ineffective operating procedures, institutional inefficiencies, and political pressures on the Federal Reserve. The author concludes that much of the responsibility for the mistaken policies lies with academic economists who underestimated the dangers of inflation and encouraged the Federal Reserve to focus on an unattainable employment goal. Monetary Policy and the Great Inflation in the United States will be welcomed by economists, political scientists and economic historians interested in monetary policy

Kurzfassung: Do environmental regulations harm international competitiveness? In answer to this question, this book focuses on the impact of regulatory policies on competitiveness and employment at the firm level. It investigates the trade-off between environmental regulations and competitiveness across countries and regions throughout Europe, using the food processing industry as a case study. The authors compare and contrast the experiences of similar firms across Europe to examine the different costs firms face in applying environmental regulations and the different levels of competitiveness they achieve as a result. The investigation includes a detailed and thorough comparison of the European food processing industries using 67 company case studies. The results show that firms can achieve national or international levels of competitiveness even when they face a relatively unfavourable level of regulatory costs. These important findings will almost certainly have general application to small and medium sized firms in other industries. This book will be welcomed by policymakers, practitioners, researchers and academics interested in industrial economics, environmental management and environmental economics
