Kurzfassung: While the US has traditionally been successful in commercialising new technologies, Europe is confronted with an increasing dependency upon fast developing technologies like biotechnology or ICT, despite having some of the best universities in the world. This book will explore the key attributes of commercialising academic knowledge, focusing on spin-offs. Bringing together the visions and best practices used by leading academics and professionals across Europe, Sven H. De Cleyn and Gunter Festel offer new and practical insights on technology transfer in an attempt to resolve the European Paradox. Innovative contributions provide new insights into the special approaches used by European institutes when it comes to fostering and supporting technology transfer activities and the creation of new academic spin-off ventures. This book illustrates the tools they have developed via compelling examples of successful corporate alliances with academic institutes and public research organisations. Practical and insightful, this book will appeal to researchers, policy-makers and educators interested in technology transfer and high-tech entrepreneurship. Investors will also gain from a greater understanding of the benefits of academic spin-offs and technology transfer offices will find a wealth of information to help improve operations for their creation

Kurzfassung: Europe and Latin America's social and economic stagnation is a direct result of the unresolved phenomena of the financialization crisis that broke out in 2008 in developed countries. Editors Noemi Levy and Etelberto Ortiz analyze the limitations of economic growth and development under capitalist economic organizations where financial capital is dominant, as well as explore alternative economic policies. This book argues that institutional settings based on the international monetary market, the global production organization and the international commerce arrangements need to be redesigned to improve countries' economic growth, job opportunities and salaries. In order for economic disequilibria to be reduced among regions, countries and social classes, economic surplus appropriation must be regulated. Divided into four distinct thematic sections, the chapters discuss how income distribution must be re-evaluated in order to halt the economic crisis of developing countries in Europe and Latin America, and to boost a new cycle of economic growth and development. This critical discussion will be of value to economic scholars and researchers, policymakers wishing to learn more about the limitations of economic growth, as well as journalists specializing in economic issues

Kurzfassung: While recent studies have highlighted the phenomenon and risks of increased inequalities between the top and the bottom of society, little research has so far been carried out on trends relating to the median income range that generally represents the middle class. This volume examines the following questions: what are the main transformations in the world of work over the last 20 years in terms of the labour market, social dialogue and conditions of work, wages and incomes that may have affected the middle class? How has the middle class been altered by the financial and economic crisis? What are the long-term trends for the middle class in Europe? This volume also investigates the potential risks and effects of the reshuffling, or even weakening, of the middle class. On the social side, it explores the ramifications of further retrenchment of the European Social Model, which to a great extent has traditionally been funded by the middle class. On the economic side, the book investigates whether this process - especially from the perspective of consumption and human capital - is endangering the long-term sustainability of the current economic model. While presenting evidence of a definite erosion of the middle class, this book assesses the specific situation in each individual EU member state on the basis of detailed statistics and case studies of professional categories that traditionally represent the middle class. This book issues a timely warning about the latest trends and prospects for the middle class in Europe. On this basis, it presents policy considerations and options that will be useful to policy-makers for ensuring the future of the middle class in Europe. Scholars and researchers of European studies and social policy, especially from a sustainability perspective, will find this volume to be an invaluable reference

Kurzfassung: This engaging book brings together leading ecological economists to collectively present a definitive case for looking beyond economic growth as the sole panacea for the world's ecological predicament. Grounded in physics, ecology, and the science of human behavior, contributors show how economic growth itself has become "uneconomic" and adds to a ravaging of both social and ecological cohesion. Guided by a clear moral vision that prioritizes sustainability and justice over profit, the authors provide a blueprint for an economy that replaces quantitative growth with qualitative improvement to enhance human welfare while restoring degraded ecosystems. They present solutions for many of today's challenges, ranging from global climate change and biodiversity loss to natural resource depletion. This interdisciplinary work not only relates ecological economics theory to the most urgent predicaments of the contemporary world, but also pays tribute to the work of Herman Daly, a leading pioneer of modern ecological economics. Researchers and faculty studying and teaching ecological economics and environmental studies will find value in this unprecedented book. It will also be of interest to practitioners working to solve a variety of global environmental issues

Kurzfassung: Human Capital Over the Life Cycle synthesises comparative research on the processes of human capital formation in the areas of education and training in Europe, in relation to the labour market. The book proposes that one of the most important challenges faced by Europe today is to understand the link between education and training on the one hand and economic and social inequality on the other. The authors focus the analysis on three main aspects of the links between education and social inequality: educational inequality, differences in access to labour markets and differences in lifelong earnings and training

Kurzfassung: This book summarises the latest achievements of researchers involved in the application of game theory to the analysis of environmental matters. It provides an overview of different methods and applications, and gives the reader new insights on the solutions to complex environmental problems. The authors investigate various game theoretic approaches, including cooperative and non-cooperative game theory, and analyse both dynamic and static games. They illustrate the application of these approaches to global and local environmental problems, and present novel but effective tools to support environmental policy making. In particular, they focus on three important issues; climate negotiations and policy, the sharing of environmental costs, and environmental management and pollution control

Kurzfassung: This book presents important and original studies of international trade and investment in relation to regional economic integration, with particular reference to the experiences of Europe and East Asia. The distinguished contributors illustrate and explain how the location decisions of firms, international trade and capital flows can form, stimulate and shape economic regions in the global economy. The authors address several important themes including: * the factors which determine the location choices of multinational firms * location decisions of multinational firms in relation to their global performance * the growing importance of East Asia as a recipient zone for foreign direct investment * the impact of foreign direct investment on Asian host countries * the role of trade and investment in regional economic integration. Economic Integration and Multinational Investment Behaviour will be welcomed by researchers with an interest in economic geography, international economics and business, European and East Asian studies, and globalization

Kurzfassung: This book focuses on modelling in ecological economics and offers a comprehensive overview of current and emerging methods of applying mathematical, computational and conceptual methods to environmental issues. Following a detailed introduction, the authors investigate various modelling techniques including: * evolutionary modelling * input-output modelling * neo-Austrian modelling * entropy in ecological economics * thermodynamic models * multi-criteria evaluation * agent-based modelling * the environmental Kuznets curve. In each of the specially commissioned chapters, the expert authors have tried to limit the level of complexity to create a unique and accessible resource. As such, this book should have a wide appeal amongst scholars, researchers and students with an interest in modelling techniques and their use in ecological and environmental economics

Kurzfassung: On the premise that pension provision in Europe will dramatically change over the next few decades, this book concentrates on the funded component of pension wealth, and specifically on annuities - financial products that, on the basis of actuarial equivalence, allow the conversion of wealth into a lifelong stream of income. Developing an Annuity Market in Europe provides an analysis of how longevity and return risks are dealt with, besides considering key features from both household and insurance company perspectives. It takes account of the fact that annuity markets are expected to attract much interest in future years given the prospective cuts in public pension expenditure. In order to fill the gap between shrinking pensions and desired retirement consumption, the authors argue, annuities must be well regulated and supplied with financially attractive products. These conditions hardly exist today: thin markets and scant interest prevail, information is incomplete and imperfect, products show significant disparities. The contributors to this book explore the causes of present malfunctioning and examine the changes that may give annuities a new and vital function, which, along with greater competition and greater regulation may significantly alter the present scene of pension finance. Finally, the book offers an overview of regulatory issues including transparency, prudential provisions, appropriate levels of guarantees, and administrative costs. This important and timely book will be invaluable to anyone interested in annuities, from practitioners through to students, researchers and academics concerned in financial or public economics

Kurzfassung: The increasing scarcity of water resources (in terms of quantity and quality) is one of the most pervasive natural resource allocation issues facing development planners throughout the world. This problem is especially prevalent in less developed countries where the management of this valuable resource has become a critical policy concern. This authoritative new volume outlines the fundamental principles and difficulties that characterise this challenging task. The authors begin by detailing the significant problems of water management which are specific to developing countries. In particular, they highlight the political economy of water management in the context of both pricing and institutional reform

Kurzfassung: Contingent Employment in Europe and the United States examines the developments in labour markets in advanced economies in the 21st century, as regards contingent employment. This is defined as employment relationships that can be terminated with minimal costs within a predetermined period of time. This includes fixed-term contracts, temporary agency work and self-employment. Contingent employment has been the subject of much legislative activity in the last decade, at both the national and European level. Temporary agency work, in particular, has recently been extensively deregulated in most European countries and currently we await the fate of a proposed EU directive on agency work. The book is therefore highly topical

Kurzfassung: Evolutionary Economic Thought explores the theoretical roots of the evolutionary approach, and in so doing, demonstrates how it fits squarely into the theoretical mainstream. Focusing on the institutions of evolutionary change and the processes - such as competition - that generate change, this book takes account of important European contributions to the discipline, hitherto overshadowed by the American paradigm. As such, the book serves to broaden the current discourse. Whilst evolutionary economics itself is a well-researched and widely documented field, this book will be credited with establishing a history of evolutionary economic thought

Kurzfassung: This book analyses the policy mixes that provide the best possible incentives for firms and governments to act on climate change and sign up to international climate agreements. In doing so, the authors address a multitude of related issues including the linkages between flexible mechanisms and voluntary agreements; regulation and taxation; the opportunities and barriers of the Kyoto Protocol for industry; and the incentives for firms to undertake climate-related R&D and investments. As well as illustrating the environmental benefits and cost-effectiveness of alternative policy mixes in reducing GHG emissions, the authors also offer sensible policy prescriptions for increasing the numbers of countries that ratify and implement climate agreements

Kurzfassung: From its launch in 1997, the Frankfurt technology stock exchange developed spectacularly as did other European technology exchanges. Many Europeans thought that a new age of entrepreneurship had dawned. Following the downturn, however, the search for blame began. Much of this blame was undifferentiated and subjective. Public policy lessons were not drawn. Written by a well-known commentator of the European venture capital community, this book analyses the rise and decline of European internet entrepreneurship. The effects of both the public promotion of venture capital investments as well as the timing of telecommunications reform are examined in detail in various European countries, in particular in Germany and Sweden. The book contains a wealth of unique data on the failure of European internet ventures and draws several technology and telecommunications policy conclusions

Kurzfassung: Over the last decade, economists have increasingly recognized the role of meta-analysis and value transfer in synthesizing knowledge and efficiently exploiting the existing pool of knowledge. Comparative Environmental Economic Assessment explores the potential significance of using these techniques, particularly in environmental economics. Both meta-analysis and value transfer constitute major research tools which efficiently use knowledge previously acquired from other studies. The book focuses on the potential role and usefulness of these tools in environmental economic research, and goes on to address their validity, relevance and applicability

Kurzfassung: Instruments for Climate Policy focuses on economic and political aspects related to the recent proposals and the debate on limits in flexibility, and discusses EU and US perspectives on climate policy instruments and strategies. This is followed by chapters on economic efficiency and the use of flexible instruments as well as contributions to the debate on 'when flexibility', on the arguments behind the EU ceilings proposal and on voluntary approaches to climate policy. One of the main conclusions reached with respect to proposals for limiting flexibility is the need to evaluate simultaneously their economic, ecological and international political consequences. The authors include both important policymakers and leading academics in the area

Kurzfassung: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization. As Europe expands and becomes more integrated it is being obliged to assume greater control over the development of its external economic relations. To effect this, the authors propose that member states play a more active and constructive role in the global political economy. They advocate the planning and implementation of major initiatives that could ensure greater stability in the world economy. Because of the magnitude of the economic bonds developing between the EU and the USA, special attention is paid to the trends and issues associated with the evolution of Atlantic relations. One of the greatest challenges the authors highlight, and a theme implicit throughout the book, is that the EU's external problems may receive inadequate attention due to the complexities of its decision processes. EU-level decision-making may become more introspective, rather than global, in outlook. Combining firm, industry, regional and country levels of analysis with the diverse and provocative views of the authors, this book will be essential reading for scholars of international economics, international political economy, and international business and finance

Kurzfassung: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market. These findings signal the importance of evaluating environmental policy using a general equilibrium framework - an approach that can capture interactions across industries, sectors or markets. General equilibrium analysis can fundamentally alter the evaluation of environmental tax policies, and can overturn conventional wisdom concerning the relative cost-effectiveness of environmental taxes, emissions quotas, or mandated technologies. This volume gathers together important papers on the general equilibrium impacts of environmental regulation in the presence of distortionary taxes. Topics include optimal environmental taxation,'green tax reform' and the 'double dividend', and the choice among alternative policy instruments. The volume will be of interest to environmental economists, public finance economists and researchers interested in the economics of regulation

Kurzfassung: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies. It will also be particularly relevant to policymakers within EU nations, as well as policymakers within the countries of Eastern and Central Europe who will be amongst the first to be admitted to the EU in the next wave of expansion

Kurzfassung: This outstanding collection of William Brock's essays illustrates the power of dynamic modelling to shed light on the forces for stability and instability in economic systems. The articles selected reflect his best work and are indicative both of the type of policy problem that he finds challenging and the complex methodology that he uses to solve them. Also included is an introduction by Brock to his own work, which helps tie together the main aspects of his research to date. The volume covers: * stochastic models and optimal growth * financial and macroeconomic modelling * ecology, mechanism design and regulation * nonlinearity in economics

Kurzfassung: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe. It will be welcomed by scholars of environmental law and political science, environmental economists, and environmental policymakers, advisors and consultants

Kurzfassung: The spatial dimension of international trade theory has been neglected during most of its history. Trade barriers such as tariffs have been deemed more important. However, in an increasingly integrated world economy seeking to abolish tariffs, spatial considerations have gained in stature. On the way to fostering a spatial trade theory this book supplies a comprehensive analysis of all the different impacts of the inclusion of space and transport costs, covering orthodox trade theory, new trade theories, and economic geography. Karl Steininger also expands spatial analysis to cover spatial preferences and spatial discounting and catalogues the result of spatial production structure and environmental quality in a global economy. Finally, an empirical account is given of the trade and macro-implications of full cost pricing in transport

Kurzfassung: Choice Modelling is a technique that has recently emerged as a means of estimating the demand for environmental goods and the benefits and costs associated with them. The aims of the book are fourfold: * to introduce the technique in the environmental context * to demonstrate its use in a range of case studies * to provide insights into some methodological issues * to explore the prospects for the technique. The authors contributing to the book show that choice modelling offers considerable potential for the evaluation of environmental goods and services. Its flexibility to cope with a wide range of applications is well demonstrated. The technique also presents numerous challenges to practitioners. A number of these are addressed in the book. Informed and innovative, this book will prove indispensable to all scholars, researchers and practitioners in the areas of environmental studies and environmental economics

Kurzfassung: The growth of international trade and travel means that more species are being introduced to more places than ever before. This book represents the first concerted effort to understand the economic causes and consequences of biological invasions. The volume discusses the theoretical and methodological issues raised by invasion, including control strategies, modelling options, and a study of the economic, institutional and policy conditions that predispose countries to biological invasions. Also included are case studies of fisheries, agricultural systems, tropical forests and protected areas affected by invasive species in locations such as the Black Sea, Australia and Africa, and an evaluation of control programmes

Kurzfassung: This study focuses in detail on the environmental compliance/competitiveness relationship with respect to the regulation of packaging waste. An important and innovative feature of the study is its emphasis on backward and forward linkages. An entire supply chain is considered: packaging manufacturers and suppliers, food processors and the food retail sector, to study the competitive effects of environmental standards on manufacturing companies and the vertical links and supply responses. A variety of regulatory regimes is represented by including within the study companies from Germany, Italy, the Republic of Ireland and the United Kingdom. While it is of note that the relatively strong regulation in Germany has indeed had effects on company behaviour, there is no evidence that environmental regulations hindered companies from achieving competitive performance. Analyses consider: the response of individual firms to different levels of regulation; the cost of compliance; impact on employment; the influence of the supply chain on environmental and competitive performance; the importance of firm size and ownership; and the impact of regulation on competitiveness, and firm competitiveness on the efficiency of adjustment to regulation

Kurzfassung: Market-based instruments are becoming the environmental management tool of choice and have provided a new perspective on the conventional wisdom about policy instruments. This book analyses the complexities of designing and implementing market-based instruments using case study experiences from the Nordic countries, Japan, France, The Netherlands, Germany and Britain, where a range of green taxes have been introduced. The contributors examine the role of political processes in designing, introducing and implementing green taxes and charges and analyse the extent to which political concerns complicate the approach favoured by environmental economists. The authors then focus on the implementation of market-based instruments to achieve environmental objectives and offer an ex-post evaluation of different countries' experiences with economic instruments. This volume brings together contributions from political scientists and environmental economists and will prove invaluable for academics, practitioners and policymakers interested in the experiences of countries where market-based instruments are well established

Kurzfassung: These volumes gather together a selection of autobiographical essays written by significant economists whose work is generally recognized to be at the forefront of the discipline as we enter the twenty-first century. The essays are largely based on introductions to volumes in the Edward Elgar series Economists of the Twentieth Century (which collects together the key papers of these economists). This volume focuses on leading economists who were born, or have spent the greater part of their lives, in Europe, Asia and Australasia. The main chapters are accompanied by an introduction in which the editors place the autobiographical essays in a wider context. Economists will be fascinated by: * the stories that lie behind familiar names * why economists approach problems the way they do * how careers develop * how economists view what they are doing. These are all points that are invisible to those who simply read the published output of economics, so readers will gain personal insights into the development of the field. The books will be a valuable resource for economists, particularly historians of economic thought, as well as sociologists concerned with the economics profession, and those interested in the creative process and the social and scientific development of economics

Kurzfassung: One of the most striking paradoxes of our time has been the growing importance of regions in the face of a globalizing economy. This insightful book explains the dynamics of regions in a global economy and sheds light on the role of knowledge in driving regional growth. The author examines the way in which regions grow by receiving knowledge from surrounding regions. Using evolutionary theory, she advances the argument that knowledge spillovers operate locally. Computer-simulations analyse the impact of knowledge spillovers on economic growth across European regions. Finally, the author uses new original data on, among others, patents and research and development to demonstrate differences in economic and innovative activity across regions
