    Kurzfassung: Dans une vision purement dialectique des droits de l’homme en Afrique, le droit au développement constitue désormais une réponse au sousdéveloppement sur le continent. Affirmer comme un droit inalienable de l’homme dans le contexte africain, le droit au développement avait au départ, fait l’objet de critiques acerbes. Il s’est d’ailleurs, construit sur fond de controverses depuis la Déclaration des Nations Unies sur le Droit au Développement de 1986 ; lesquelles ont écorné sa portée contraignante dans la perspective de sa concrétisation comme droits de l’homme. Or, il s’agit « d’un droit inaliénable de l’homme en vertu duquel toute personne humaine et tous les peuples ont le droit de participer et de contribuer à un développement économique, social, culturel et politique dans lequel tous les droits de l’homme et toutes les libertés fondamentales puissent être pleinement réalisés, et de bénéficier de ce développement ». Le droit au développement est ainsi un véritable droit vivant dans le système africain des droits de l’homme. Il est justiciable devant la Commission africaine des Droits de l’Homme et des Peuples, ainsi que devant la Cour africaine des droits de l’homme. Toutefois, la réalisation du droit au développement demeure préoccupant en Afrique. Il manque de concrétude et apparaît conditionné par des mesures actuelles et adéquates susceptibles de garantir le développement et le bien-être des populations. D’où la question de savoir : comment y parvenir ? Cet ouvrage apporte des solutions pratiques pour la concrétisation du droit au développement en Afrique et particulièrement au Cameroun. Les chapitres de cet ouvrage ont été publiés après une évaluation scientifique par les pairs suite à leur présentation au colloque multidisciplinaire organisé à Douala (Cameroun). Le Colloque était organisé par la Thabo Mbeki African Leadership Institute (University of South Africa), avec des partenaires universitaires et diverses institutions de développement en vue de contribuer à la concrétisation du droit au développement en Afrique et le Cameroun notamment.

    Kurzfassung: L'Afrique subsaharienne ne présente pas un ensemble homogène, traditions, ancestrales, facteurs historiques et géographiques produisent des physionomies originales. La place prise par les médias est récente et inégale toujours liées à des influences extra-continentales. On ne peut séparer les médias des sociétés dans lesquelles ils fonctionnent : l'observation des médias - surtout de la radio, mieux africanisée - fournit un bon indicateur de l'évolution des sociétés africaines, de leurs espoirs et de leurs illusions. André-Jean Tudesq dresse d'abord un constat des transferts et ruptures que les médias ont apporté aux sociétés africaines. Il les analyse ensuite comme porteurs d'espérance, liées actuellement aux aspirations à mieux vivre, mais aussi avec leurs effets pervers : aggravation de la dépendance au niveau international et des inégalités entre États et au sein des États ; espoir et illusion sont les deux faces contradictoires et néanmoins solidaires des médias. Ils conditionnent les processus d'acculturation (principalement la télévision) et les apports des progrès en matière de santé ou de développement économique. Les médias (surtout la presse écrite) sont au cœur du débat sur la démocratisation en Afrique ; ils sont nécessaires à la transparence des activités publiques et à la dénonciation des injustices mais leur libération (relative selon les États) ne saurait suffire pour assurer le respect des droits de l'homme et l'amélioration du niveau de vie.

    Kurzfassung: Ce recueil, réunissant des chercheurs beiges et congolais, témoigne du regain d'intérêt que suscite l'histoire du Congo en Belgique depuis quelques années. Par l'analyse croisée et contradictoire si nécessaire pour rendre compte de la réalité historique des événements survenus entre 1955 et 1960, il souligne les cinquante ans de la publication du manifeste Conscience africaine le 30 juin 1956 ou le 1er juillet 1956. En concentrant l'attention sur l'événement retenu dans la chronologie de la prise de conscience politique des Congolais, on réduit la complexité des courants ayant porté ce texte, comme le montrent à l'envi les contributions réunies ici. Cependant, la commémoration s'accommode difficilement des explications plus conjoncturelles et structurelles qui permettent d'interpréter l'événement dans sa cohérence, avec les contradictions inhérentes au jeu d'échelle géographique et temporel. Que s'est-il donc réellement passe le 30 juin 1956 ? Date symbolique de l'histoire récente du Congo, l'événement a été vécu et interprété de manière très différente. Une réappropriation univoque dans le cadre de la commémoration des cinquante ans ne témoigne pas de cette diversité. II convient dès lors de contextualiser ce « réveil », cette « première manifestation publique » d'une conscience d'appartenir à un groupe social distinct par l'analyse du contexte immédiat et de l'héritage, réel ou suppose, attribué à Conscience africaine.

    Kurzfassung: Aribinda : petite région burkinabé, dans le sud du Sahel. Chaque année, tous les groupes sociaux accomplissent un important rituel avant les pluies. Les hifuba, spécialistes des sacrifices et de la magie, entament une procession autour des massifs qui encadrent le bourg d'Aribinda, coeur historique et politique de la région ; leur circuit est ponctué de plusieurs haltes en des lieux déterminés où sont accomplis les sacrifices requis en bétail ou en biens. Par ce périple, les hifuba engagent un combat contre les puissances néfastes qui cherchent à s'emparer de « l'ombre » du mil et à menacer les récoltes. Dans ce rituel, les pratiques magiques rendent compte de l'enjeu crucial que représente l'agriculture. Or, depuis plus de deux décennies, la région, comme le reste du Sahel, connaît des difficultés dues à l'altération climatique et à la pression accrue de l'homme sur son environnement. Les paysans s'adaptent tant bien que mal à ces changements en opérant de nouveaux choix techniques et en adoptant de nouvelles stratégies de production. L'ouvrage, qui présente les résultats d'une recherche conduite sur le terrain entre 1982 et 1984, reconstitue la mise en place et le fonctionnement d'un système de production sahélien. La lente prise de possession d'un espace par des groupes humains de diverses origines, les mutations techniques, agricoles et pastorales sont évoquées dans une démarche qui montre l'interdépendance des phénomènes. Ce cheminement dans l'histoire et les différents domaines de la production permet de rassembler les éléments d'un diagnostic nuancé: sur le devenir de la région.

    Kurzfassung: Cette région du Sud a une personnalité à part en Thaïlande faite de nombreuses contradictions. Toute en longueur, il est clair qu'il y a peu de points en commun entre les provinces de Chumphon et de Yala, séparées par plus de 900 kilomètres. C'est une région parmi les plus dotées en richesses naturelles du pays (car on dit plus bas que c'est la région la plus pauvre) avec ses mines d'étain, ses plantations d'hévéa, sa pêche et sa crevetticulture, mais elle compte également des provinces parmi les plus pauvres. Elle est devenue la plus touristique de Thaïlande (avec le Sud-Est de Bangkok de Chonburi à Trat, mais ce n'est officiellement qu'une partie de la région Centre) mais elle est aujourd'hui la plus dangereuse avec la véritable guerre civile qui touche quatre provinces de l'extrême sud.
    Kurzfassung: Elle est depuis longtemps considérée comme une longue séquence de lieux paradisiaques, mais c'est la région la plus arrosée du pays et la plus menacée par les tempêtes, les inondations voire les Tsunami. Elle a, en politique notamment, une image de pureté et de sérieux que l'on oppose volontiers aux provinces du Centre et du Nord-Est, mais c'est une région de tous les trafics et de toutes les violences. Enfin, ses femmes sont tenues pour les plus réservées et les plus sages de Thaïlande, pourtant c'est la région du pays qui compte le plus grand nombre de prostituées, il est vrai importées des autres régions et même de l'étranger. Dans cette étude j'essaie de mettre le phénomène de la prostitution en perspective, de le contextualiser, d'adopter une approche globalisante.
    Kurzfassung: Ayant une connaissance directe d'à peine la moitié des quatorze provinces de la région, j'ai essayé de retrouver des recherches - publiées en langue thaï principalement - peu connues et peu utilisées par les chercheurs.     Kurzfassung: L'hétérogénéité profonde des réalités dont les sciences sociales ont à se saisir crée du trouble, mais elle laisse surtout entrevoir de nouvelles lignes de recherche. Ce que nous pointons, ce n'est pas la variabilité qui émerge nécessairement d'une enquête empirique, et qu'un chercheur s'attache en partie à réduire. Ce ne sont pas non plus les interdépendances entre des formes de matérialité non sociales et les objets que les sciences sociales ont placés au cœur de leur investigation (cultures, groupes, institutions, interactions sociales, dispositions). Par hétérogénéité profonde nous entendons cette consistance particulière des objets qui, associant les unes aux autres des entités aux capacités modulables relevant de catégories différentes, parfois au-delà de dualités fortement établies (matière et langage, nature et culture, technique et politique), obligent les chercheurs à imaginer les notions et les méthodes propres à les appréhender. En somme, des objets « composés ». Pointer cette hétérogénéité et s'y affronter a été une préoccupation de Michel Foucault, Gilles Deleuze et Félix Guattari, puis de la théorie de l'acteur-réseau, de la sociologie des régimes d'engagement, et plus récemment de l'anthropologie des agencements globaux. Mais les fronts aujourd'hui se déplacent. Venant de différents horizons de l'anthropologie et de la sociologie, issus des mondes anglophones et francophones, des chercheurs éprouvent le besoin de re-conceptualiser les notions et de redéfinir les enquêtes qui leur sont associées. Trois directions s'en dégagent, autour de trois concepts clefs - agencements, dispositifs, assemblages –, qui forgent un regard inédit sur les lieux où règnent les objets composés : des expériences de la vulnérabilité aux lieux d'énonciation du droit, des laboratoires scientifiques à l'expression des impératifs religieux, des milieux urbains, industriels et agricoles à l'exercice du pouvoir politique. Ainsi émerge un espace de recherches, dont ce numéro met en évidence les choix, les éclairages et les manières de faire.

    Kurzfassung: Les Touaregs Kel Ferwan nomadisent aux portes de la vieille ville d'Agadez, déplaçant leurs lourdes tentes en nattes de doum. La tente kel ferwan, avec sa base circulaire analogue au cercle de la terre, sa forme sphérique évoquant la voûte céleste, et ses quatre piquets d'angles semblables aux quatre piliers qui, dit-on, soutiennent le ciel aux quatre coins du monde, est censée être une réplique du cosmos. Dieu en donna autrefois le plan aux Touaregs et, depuis, ces tentes toujours reconstruites selon ce modèle immuable et céleste sont transmises de mère en fille. La tente en effet appartient à l'épouse, alors que l'époux, même s'il en est le « maître », n'y est qu'un hôte. Dès qu'il commence à devenir un homme, l'adolescent déserte la tente de sa mère et mène une vie incertaine durant laquelle il partage de précaires abris de nattes avec des compagnons d'âge. Il ne réintègre une tente que lorsqu'il se marie, et un divorce ou le veuvage peut toujours le ramener à la condition précaire de l'adolescent. Cependant, les tentes appartenant à des femmes, et auxquelles toute une symbolique attribue un caractère féminin, se regroupent autour d'hommes puisque chaque campement rassemble un homme, ses fils, son épouse et ses brus. Dans le paradoxe constitué par ces campements d'hommes vivant dans des tentes appartenant à des femmes s'inscrit l'essentiel de la vie sociale touarègue, dont ce livre décrit le déroulement rythmique. The Kel Ferwan Tuareg roam beyond the gates of the old city of Agadez, moving their heavy tents of palm mats. The tent of the Kel Ferwan is held to be a replica of the cosmos : its circular base is analogous to the earth circle, its spherical form recalls that of the celestial vault, and its four stakes are similar to the four pillars said to uphold the sky at the four corners of the earth. Grâce à la connaissance intime de ce milieu dont il est issu, ALI AMAHAN, dans le sillage de Robert Montagne, Jacques Berque, Paul Pascon, Pierre Bourdieu, aborde avec acuité, justesse et authenticité l'analyse des mutations sociales chez les Ghoujdama. Il révèle les mécanismes enfouis dans les structures sociales et mentales, dévoile la dynamique spécifique qui incite au changement mais aussi à la résistance, et montre que la confrontation entre changement et permanence n'est en fait que la juxtaposition de deux systèmes, l'un moderne et puissant, l'autre traditionnel et ancestral. Ces systèmes se complètent et ne s'opposent que rarement ; ils s'appuient mutuellement l'un sur l'autre pour perdurer et évoluer.

    Kurzfassung: Spaces of Difference discusses the construction of transcultural spaces and the representation and negotiation of diversity through the analytical lenses of narratives, practices and politics of diversity. The multi-disciplinary contributions to this volume address four broader research fields: (1) the entangled and contested (hi)stories of diversity; (2) migration and the creation of transcultural spaces; (3) practices and politics of belonging; and (4) the dynamics of confrontation and cohabitation in spaces of difference. The research presented in this volume combines approaches from history, political science, sociology, migration studies and literature.
    Kurzfassung: In der Vergangenheit dominierten Migrationstheorien, die eine Vogelperspektive einnahmen und deren Erklärungen für komplexe Wanderungsentscheidungen begrenzt waren. Die Perspektive betroffener Menschen und ihrer Kontexte einzunehmen, bereichert die Diskussion und liefert interessante Ansätze zum Verständnis von Wanderungs-, Integrations- und Partizipationsprozessen.     Kurzfassung: La théorie de la reconnaissance constitue aujourd'hui un paradigme essentiel pour les sciences humaines et fait l'objet de multiples métamorphoses et controverses dans la pensée contemporaine, par exemple dans les domaines du droit, de la politique, de l'économie, de la morale, de l'éducation, de l'épistémologie. Le présent ouvrage de Hans-Christoph Schmidt am Busch offre l'exemple d'une réinterprétation active de la théorie envisagée aussi bien en rapport à l'exégèse de la tradition philosophique dont elle procède qu'au renouvellement du débat critique contemporain sur l'état de la société et du capitalisme. Le travail de Schmidt am Busch est représentatif de la façon dont une nouvelle génération de philosophes se confronte à la théorie de la reconnaissance en se rapportant à la fois aux textes fondateurs de Hegel et de Marx comme aux interprétations récentes d'Axel Honneth et Ludwig Siep, qui tous deux ont placé la philosophie hégélienne en général et la question de la reconnaissance en particulier au centre de leur investigation philosophique. The author shows why implementing the project of a critical social theory in the tradition of the Frankfurt School based on recognition theory can yield promising results. In this context, the category of recognition is of special value because by using recognition theory, social relationships can be both analyzed and criticized. This is shown in the exemplary interpretation of classical texts (Hegel, Marx, Habermas and others).

Pour dépasser les préjugés et les passions qui obscurcissent le débat, cet ouvrage présente une analyse permettant de comprendre les comportements des citoyens issus de l'immigration maghrébine. Leur installation définitive sur le sol national s'inscrit dans une double trajectoire : la revendication de lieux d'expression de l'identité musulmane qui n'empêche nullement l'émergence de comportements plus sécularisés. Elle marque aussi l'apparition d'une nouvelle génération d'acteurs sociaux et politiques. Quelles sont aujourd'hui les différentes manières d'être musulman en France ? Comment s'affirme le rapport de ces populations à la citoyenneté et à l'ethnicité ? Jocelyne Cesari s'attache à expliquer comment et pourquoi ces nouveaux acteurs se mobilisent aujourd'hui dans l'espace public français. Elle a pris le parti de décrire les paradoxes et les enjeux de leurs multiples stratégies - religieuses, culturelles ou politiques -dans les banlieues de Marseille, aussi médiatisées que mal connues.     Kurzfassung: Les migrations internationales constituent aujourd'hui, dans toutes les régions du globe, un enjeu majeur du politique. Elles font l'objet d'accords internationaux, engendrent des litiges diplomatiques et, surtout, défient en permanence l'ordre du « national ». L'immigrant se heurte à des frontières, spatiales et administratives ; l'émigrant renégocie en permanence ses relations à son pays d'origine. Aussi les migrations obligent-elles sans cesse à repenser les frontières, les manières de conceptualiser un territoire et, plus largement, la souveraineté politique d'un État-nation. Dans un Moyen-Orient arabe en pleine crise sociale, économique et politique, l'intensification des mouvements d'immigration et d'émigration, mais aussi celle des migrations de transit, est porteuse, en ce tournant de siècle, d'enjeux politiques spécifiques. L'implication accrue des diasporas dans les pays de départ, l'exploitation persistante des migrants dits « de travail », la présence des réfugiés de Palestine et, depuis peu, d'Irak ou du Soudan, les débats populaires que suscitent ces sujets, y posent de façon renouvelée la question du politique, des définitions de la nation à l'inscription régionale et internationale des États. Les principaux concepts forgés par Elias - et désormais largement utilisés dans les sciences humaines - sont soumis ici à un réexamen critique sans complaisance (processus de civilisation, homo clausus, autocontrôle des affects, configuration sociale, distanciation méthodique, etc.). Ce livre s'attache aussi à mettre à l'épreuve du monde d'aujourd'hui les théories d'Elias et interroge leur pertinence pour une compréhension anthropologique de nos façons d'habiter, d'éduquer nos enfants, d'éprouver nos corps, de faire de la politique, de lire des fictions, de mourir. En somme, le réel intérêt anthropologique de Norbert Elias est bien de nous aider à penser notre culture dans ses formes les plus incorporées et ses modes les plus institutionnalisés, mais aussi de nous encourager, souvent très concrètement, à penser cette pensée de l'interdépendance.

    Kurzfassung: Die bisherigen Debatten um Intersectionality haben gezeigt, dass sich eine kontextunabhängige Definition von Intersektionalität nicht angeben lässt. Darüber hinaus bezeugt das ungebrochene Interesse an dieser Debatte, dass es eines kritischen Reflexionsinstrumentes von Ungleichheit und Differenz in Wissenschaft und Politik bedarf. Was also ist das Verhältnis von Intersektionalität und Kritik respektive kann Intersektionalität kritisch sein? Dieser Band behandelt die Frage in dreierlei Hinsicht: Erstens wird Intersectionality im Spannungsfeld von wissenschaftlichen und politischen Praktiken analysiert. Zweitens wird Intersectionality als Methodenreflexion, das heißt als Kritik an herkömmlichen Methoden der jeweiligen Disziplinen, präsentiert. Drittens werden Ansätze diskutiert, die Intersectionality als kritisches Instrument für die Reflexion von Geschichte und Gesellschaft fruchtbar machen.

    Kurzfassung: Die Beschreibung der alpinen Natur und Bevölkerung ist im Allgemeinen verbunden mit dem Selbstverständnis und sozialen Umfeld des Autors. Daraus folgt, dass der Alpendiskurs von Land zu Land stärker differiert als bisher angenommen. Dieser Forschungsbericht befasst sich mit der Wahrnehmung der Alpen in der europäischen Kulturgeschichte. Er schliesst auch die bisher vernachlässigten alpinen Stimmen in die Untersuchung ein. Wie ging die Bevölkerung im Berggebiet mit den Diskursen um, die von den Städten an sie herangetragen wurden? Legte sie sich Identitäten zu, die das Alpine zurückstellten oder gerade betonten? La description de la nature et de la population alpines est en général liée aussi bien à l’image que les auteurs se font d’eux-mêmes qu’à leur milieu social. Cela explique que le discours alpin diffère davantage selon les pays que ce qui a été considéré jusqu’ici. Ce recueil de contributions se penche sur la perception des Alpes dans l’histoire de la culture européenne. Il intègre dans la recherche les voix alpines négligées jusqu’à présent. Comment a réagi la population de ces régions aux discours sur la montagne et les montagnards tenus par les gens de la plaine ? Se construisait-elle une identité soulignant ou dénigrant plutôt le côté alpin ?...

    Kurzfassung: Quartiers « illégaux », « informels », « irréguliers » : les études sur l'urbanisme proche-oriental s'intéressent de plus en plus à ces lieux de la ville où l'habitat contrevient aux règles de la construction et de l'urbanisme. Ces désignations recouvrent en réalité une grande diversité dans les histoires et les enjeux socio-politiques présidant au développement de ces quartiers. Ce livre en étudie un exemple particulièrement révélateur. La banlieue sud-ouest de Beyrouth concentre la grande majorité des quartiers irréguliers du Liban : ceux-ci participent de la stigmatisation sociale de cette périphérie de la capitale, et les grands projets de reconstruction de l'après-guerre ont par ailleurs fait de l'irrégularité urbaine une question d'actualité. Les occupations de terrains pendant la guerre ou encore les extensions des camps de réfugiés sont liées à l'histoire récente du Liban. Mais en se plongeant dans l'histoire foncière des parcelles irrégulièrement construites et occupées, ce livre révèle que leur sort a également été marqué par des ambiguïtés juridiques remontant à l'époque ottomane ou au Mandat français. Cette profondeur historique remet en perspective le phénomène de l'irrégularité foncière. S'ajoutent des histoires particulières, celles de propriétaires plus ou moins bien placés pour protéger leur bien, qui montrent que les stratégies individuelles ou collectives sont souvent un facteur important pour expliquer la localisation et l'ampleur des irrégularités. Plan, réglementation, loi et norme sont des outils majeurs de l'urbanisme. lorsqu'il organise la ville. Aussi l'irrégularité, qu'elle soit définie en termes juridiques (illégalité) ou formels (désordre visible dans l'espace), fonctionne-t-elle comme un remarquable révélateur des tensions qui traversent l'aménagement urbain. Entretiens, enquêtes de terrain, travail sur des archives cartographiques et juridiques ou encore étude du cadastre mettent ici au jour les raisons qui rendent certains lieux...

    Kurzfassung: This study, emerging from workshop activity carried out as part of the course on ECONOMY AND ADMINISTRATION OF CO-OPERATION AND NON-PROFIT, represents an examination of the economic-financial dimension of the work of the Tuscan voluntary organisations. It is inserted within an articulated research process devoted to an analysis of the accountability of these third sector agents, in the awareness that voluntary work has always been an important factor in civil progress. More specifically, the economic and financial information made available to the provinces as a result of the obligation on the voluntary organisations to deposit the annual financial statement has been fully exploited. This compliance has thus been transformed from a mere bureaucratic procedure into an opportunity for a collective cognitive enrichment through collection at regional level, reclassification and the aggregate analysis of the economic and financial data relating to the management reports (profit and loss accounts) of the voluntary organisations for 2004-2005. This has made it possible to underscore the nature and provenance of the economic and financial resources that accrue annually to such bodies, as well as the principal productive factors "consumed" in the performance of their activities

    Kurzfassung: For over twenty years now, the agri-foodstuffs sector has been marked by an ongoing revaluation of the typical product. Such products encompass an increasingly intangible value connected, not only with their intrinsic qualities, but also with what is evoked by the production methods and the context from which they originate. The typical product is identified by a decided stability in the features, deriving from the concentration of a major historic tradition in geographically small territories by a relatively restricted human group. As a result, in general, the local identity tends to predominate over the image of the firm.     Kurzfassung: « J’ai une curiosité immense pour tout ce qui est inconnu », aimait à dire Norbert Elias (1897-1990). Tout lecteur qui partage cet enthousiasme intellectuel découvrira dans ce livre collectif les travaux fondamentaux d’Elias discutés par des anthropologues et des ethnologues, mais aussi par des historiens et des sociologues de notoriété internationale. Cette réflexion pluridisciplinaire interroge l’œuvre plurielle d’Elias pour en situer l’importance dans l’anthropologie contemporaine, aussi bien en Europe qu’en Amérique. Les principaux concepts forgés par Elias – et désormais largement utilisés dans les sciences humaines – sont soumis ici à un réexamen critique sans complaisance (processus de civilisation, homo clausus, autocontrôle des affects, configuration sociale, distanciation méthodique, etc.). Ce livre s’attache aussi à mettre à l’épreuve du monde d’aujourd’hui les théories d’Elias et interroge leur pertinence pour une compréhension anthropologique de nos façons d’habiter, d’éduquer nos enfants, d’éprouver nos corps, de faire de la politique, de lire des fictions, de mourir. En somme, le réel intérêt anthropologique de Norbert Elias est bien de nous aider à penser notre culture dans ses formes les plus incorporées et ses modes les plus institutionnalisés, mais aussi de nous encourager, souvent très concrètement, à penser cette pensée de l’interdépendance.
