    Kurzfassung: How do conflicts escalate? This is one of the major questions in conflict research. To offer further answers, Richard Bösch follows a tripartite agenda: First, he develops a constructivist methodology for the study of conflict escalation embedded in a Luhmannian systems theoretical world society perspective. Bösch argues that conflicts can be observed as social systems and he looks at the process of conflict escalation by analysing communication. Second, this analysis offers two case studies: the Maidan protests in Ukraine 2013-2014 and Mali's crisis 2010-2012. Third, it gives insights on how systems theoretical research can be beneficial for Peace and Conflict Studies.

    Kurzfassung: Ansprüche auf Bürgerschaft steigen unter Bewohner:innen informeller Siedlungen Nairobis. Basierend auf Umfragedaten sowie Fokusgruppendiskussionen wird in diesem Buch gezeigt, dass Erwartungen auf den Zugang zu urbaner Bürgerschaft trotz der wiederholt erfahrenen Frustration eben dieser Erwartungen steigen, obwohl soziales Vertrauen in informellen Siedlungen gering bleibt und obwohl unter Bewohner:innen informeller Siedlungen meist keine starke Bindung an die Stadt empfunden wird. Es kann damit erstmals gezeigt werden, dass unter Menschen in Kenias urbaner Informalität nicht nur Erwartungen, sondern Ansprüche auf Zugang zu Bürgerschaft zunehmen. Urbane Informalität in Kenia prägt damit Bürgerschaft auf spezifische Art und Weise.
    Kurzfassung: Access to the social and political means of citizenship is a distinct expectation of those living and working in Nairobi’s urban informality. In an empirical analysis based on original survey data comparing rural and urban Kenya and focus-group discussions in informal settlements of Nairobi, this book shows that expectations of accessing public goods were high when people first arrived in the city and rose over time among dwellers in Nairobi’s urban informality, despite previous repeated frustrations of such expectations as well as strong attachments to rural areas. The book demonstrates that urban informality distinctly shapes citizenship.

    Kurzfassung: This volume is a collection of original essays prepared by colleagues, collaborators, and former students on the occasion of Helmut K. Anheier’s 65th birthday and retirement from the University of Heidelberg. An internationally recognized pioneer of nonprofit and civil society studies, Anheier focused his work on providing clarity around (1) civil society, local and global, observing its origins and trajectory and developing theories to explain it; (2) the nonprofit sector and institutions within and extending from it, including nonprofit organizations, philanthropy and social investment; and (3) culture as it relates to democracy and back to civil society.     Kurzfassung: In the last decade, digital media technologies and developments have given rise to exciting new forms of ludic, or playful, engagements of citizens in cultural and societal issues. Much feminist scholarship sees civil society and feminism as incompatible a result. But scholars and activists are currently trying to update this view by looking at women's positions in civil society and women's activism. This book contributes to this new research, arguing that civil society is a contested terrain where women can negotiate and successfully challenge dominant discourses in society. The book is based on 41 interviews with women activists from ten women's organizations in Turkey. Foregrounding the voices of women, the book answers the question 'How do women's NGOs contribute to civil society in the Middle East?". But history shows that community groups, businesses, NGOs, local governments, and even armed groups can respond to war by engaging in civil action. Characterized by a reluctance to resort to violence and a willingness to show enough respect to engage with others, civil action can slow, delay, or prevent violent escalations. This volume explores how people in conflict environments engage in civil action, and the ways such action has affected violence dynamics in Syria, Peru, Kenya, Northern Ireland, Mexico, Bosnia, Afghanistan, Spain, and Colombia. These cases highlight the critical and often neglected role that civil action plays in conflicts around the world.

    Kurzfassung: The public sphere, be it the Greek agora or the New York Times op-ed page, is the realm of appearances - not citizenship. Its central event is spectacle - not dialogue. Public dialogue, the mantra of many intellectuals and political commentators, is but a contradiction in terms. Marked by an asymmetry between the few who act and the many who watch, the public sphere can undermine liberal democracy, law, and morality. Inauthenticity, superficiality, and objectification are the very essence of the public sphere. But the public sphere also liberates us from the bondages of private life and fosters an existentially vital aesthetic experience. Reign of Appearances uses a variety of cases to reveal the logic of the public sphere, including homosexuality in Victorian England, the 2008 crash, antisemitism in Europe, confidence in American presidents, communications in social media, special prosecutor investigations, the visibility of African-Americans, violence during the French Revolution, the Islamic veil, and contemporary sexual politics.     Kurzfassung: Neue Verfahren, neue Organisationen oder neue Formen des Denkens sind alles Arten der Innovation. Trotz einer beschleunigten Verstärkung des Aufwands für Bildung in Brasilien startend in 2005 sind soziale Innovationen nur in Form von Bildungsinitiativen von kommunitären und Nichtregierungs-Organisationen (NGO) weit über das Land verteilt. In dieser Arbeit wird untersucht, inwieweit Bildungsinnovationen in Brasilien auf diese Vernachlässigung durch den Staat reagieren und welche Akteure Innovationen auf lokaler Ebene unterstützen. Besondere Aufmerksamkeit wird dabei der Rolle der Lehrer in Sozialinnovationen gewidmet. Durch einen historischem Ansatz wird in dieser Arbeit die Beziehung von Sozialinnovationen und großen radikalen Umbrüchen, Sozialbewegungen und Reformen in Brasilien beobachtet. Durch Nutzung von Interviews und Fokusgruppen werden zwei Fallstudien in São Paulo analysiert: eine an einer Schule am Stadtrand und eine in einer NGO im Stadtzentrum. Die Ergebnisse legen nahe, dass durch Innovationen neue Regeln und Verfahren eingeführt werden, die ein Subystem erzeugen, das die lokalen Machtverhältnisse verändert. Die NGO hat neue Verbindungen zwischen Schulen, privaten Akteuren, NGOs und der Kommunalverwaltung hergestellt und mit sozialen Netzwerken basierend auf Bildung und Kunst gearbeitet. die Schule hat ein neues Modell eingeführt bei dem Schule und Gemeinschaft zusammen die gemeinsamen Probleme von Unsicherheit und Bildung lösen. Sozialinnovationen umfassen die dringendsten Probleme in einer Gemeinschaft, die nicht auf ein Feld beschränkt sein müssen. Diese Forschung trägt zum besseren Verständnis von Sozialinnovationen, mit Fokus auf Brasilien, in den Sozialwissenschaften und in der Politikwissenschaft bei.
    Kurzfassung: New methods, new organizations or new forms of thinking are all forms of innovation. Despite the increased spending on education in Brazil from 2005 onwards, social innovations have only spread in the country in the form of community participation and non-governmental organization’s initiatives for education. This study investigates to what extent innovations in education in Brazil respond to omissions on the part of the state and the drivers that foster innovation at a local level. Particular attention is devoted to the role of teachers in social innovation. Through a historical approach this study observes the relationship between social innovation and major radical changes, social movements and reforms in Brazil. Drawing on semi-structured interviews and focus groups, two case studies in São Paulo were analysed: one in a school in the urban periphery of the city and an NGO in the city centre. The findings suggest that innovations introduce new rules and practices, creating a subsystem which modifies local relations of power. The NGO established new relations between schools, private actors, NGOs and local government and worked with social networks through education and art. The school implemented a new model that brought the school and community together to solve common problems of insecurity and education. Social innovations embrace the most urgent needs in a community, which are not limited to one field. This research contributes to sociology and political science for a better understanding of social innovations and community participation, specifically in the Brazilian context.

The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy.     Kurzfassung: The regulation of civil society provides the framework under which those organisations can most effectively provide services in education, health, social services, housing, development aid and so on. Civil Society in Europe identifies common principles of civil society law in two ways. First, the approaches of the Council of Europe and the European Union are explored. Next civil society regulation in twelve domestic legal systems are investigated on a broad range of substantive areas of law including internal organisation, registration, external supervision, public benefit organisations and international activities. From these, the authors distill a set of minimum norms and optimal conditions under which civil society can deliver its aims most effectively. This book is essential reading for policymakers and legislators across Europe and beyond

    Kurzfassung: In view of the unprecedented level of socioeconomic and political underdevelopment plaguing the African continent, there remains one key area in the polity with great potentials which remains largely untapped: civil society. What can it contribute to the alleviation of the burden of underdevelopment in Africa? What is the place of the Church in civil society, particularly in Nigeria? Can there be a sustainable cooperation between the Church and other civic groups in the country for the purpose of development? Using mainly literature-based methods, this work seeks to dig into the understanding of civil society from the ancient Aristotelian «polis» to its 21st century African idea. It discusses the place of the Church in relation to the social question. Some of the vital areas of the Church’s civil societal involvement ad intra and with other civil groups are examined, using the Caritas’ structural principle of approach. Some major challenges hindering the vital input of the two institutions towards sustainable socioeconomic and political development are x-rayed. It extensively exposes the immense potentials for development through the cooperation between the two institutions. Conversely, some enormous challenges facing civil societal cooperation for development are discussed. Finally, research goes on to put forward some vital insights, ideas and suggestions for the fruitful cooperation towards the realization of the potentials for national development

    Kurzfassung: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Kurzfassung: The recent wave of popular protests across North Africa and the Middle East has stimulated debate on the meaning and strategies of resistance in the 21st century. One key factor to emerge has been the absence of formal organizations in effecting the transformation of these states. To date, the literature on resistance in civil society in Africa has been dominated by exploration of the dynamics of formal NGOs, but this fails to take account of the changinglandscape of social change unfolding on the continent and the importance of both the local and informal. This book takes as its starting point what is actually happening on the ground, the expressions of resistance in thenon-governmental sphere and the various socio-economic, political, and artistic praxes that animate it. It examines the variety of organized and unorganized ways in which Africans exercise agency and resist state power. The bookevaluates the meaning of resistance and the politics of citizen action in Africa today; the way in which resistant practices impinge on the state and the kinds of state formations that are emerging as a response to citizen action;the use of popular culture as modes of resistance; and the power of cultural belonging in the public sphere. The book does not merely explore these practices but how agency and resistance engage, transform, co-opt, undermine, reproduce or reinforce the post-colonial African state. Ebenezer Obadare is Associate Professor, Department of Sociology, University of Kansas; Wendy Willems is Lecturer in Media, Communication and Development in the LSE Department of Media and Communications. She was previously Senior Lecturer and Head of Department of Media Studies at the University of the Witwatersrand (2010-2012), where she remains affiliated as an Honorary Research Fellow.

    Kurzfassung: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making.     Kurzfassung: This book addresses the meanings and implications of self-organization and state society relations in contemporary Nigerian politics, This book addresses the meanings and implications of self-organization and state society relations in contemporary Nigerian politics. The conventional wisdom in public choice theory is that self-organization could generate collective action problems, via the tragedy of the commons, or the prisoner's dilemma, or a condition akin to Hobbes' state of nature, where selfish interests produce social conflict rather than cooperation. In the absence or unwillingness of the state to provide such services, entire communities in Nigeria have had to band together to repair roads, build health centers, repair broken transformers owned by the public utilities company, all from levies. Consideration of post-authoritarian state-civil society relations in Nigeria began in a situation where the state was deeply embroiled in a morass of economic and political crises, further complicating these relations, and lending urgency to questions about state capacity, as well as the nature of the relationship between state and civil society, and their implication for the social, economic and political health and well being of the democratizing polity and its citizens

    Kurzfassung: How can schools and the school curriculum contribute to building democratic citizens? This is a major question posed by governments, educational systems, schools, teachers and researchers around the world. One important way is to identify the competences needed for preparing democratic citizens and incorporate these within both the formal and informal school curriculum. Another question must then be posed- what competences do young citizens need to be considered as active and engaged in modern democracies? In 2011 an invited research symposium of leading civic and political educators, and social scientists from across Europe met in Hannover, Germany to consider this key concern facing Europe today. In examining the above questions the symposium addressed two significant issues: 1. Identify key competencies required for active citizenship of young people in Europe of the future. 2. Translate those competencies to school-based activities in the form of curricular and pedagogical strategies. The publication Civic Education and Competences for Engaging Citizens in Democracies addressed the first issue and this volume addresses the second issue. Through discussion in the invited symposium, previously prepared papers, and participation in a modified Delphi Technique the participants have prepared chapters for this book. The chapters of this book represent the contribution of the participants before, during and after the symposium with opportunities for review and reflection about competences for democratic citizenship and the role of schools and the curriculum. Murray Print and Dirk Lange are professors from the University of Sydney and Leibniz University of Hannover respectively and are national leaders in civics and citizenship education in their respective countries. They have brought together a group of leading European civic and citizenship educators from different academic fields to explore the key issue and to identify the competences for young people to become active and engaged European citizens

    Kurzfassung: This book examines how civil society actors operate under authoritarian constraints, and examines how this is linked to regime change. This book moves beyond traditional notions of civil society and explains the complexity of state-society relations in authoritarian contexts outside the framework of democratization. Rejecting a wholly normative approach, the contributors focus on the whole range of civic activism under authoritarianism, from resistance to support for the political system in place. They explain how activism under authoritarianism is subject to different structures, and demonstrate how active citizens have tried to claw back powers of expression and contestation, but also sought to create a voice for themselves as privileged interlocutors of authoritarian regimes. With a strong empirical focus on a wide range of countries and authoritarian regimes, this book presents cross-country comparisons on Spain, Portugal, Romania, Czechoslovakia, Poland, Hungary, Russia, Kyrgyzstan, Tajikistan, Cuba, Chile, Tunisia, Yemen, Jordan, Afghanistan and Burma.     Kurzfassung: Die Arbeit stellt sich die Frage, inwieweit es externen Akteuren möglich ist, zivilgesellschaftli-che Strukturen eines in der Transformation befindlichen Staates zu stärken, um damit einen Beitrag zur Konsolidierung nachkommunistischer Gesellschaften zu leisten. Resultiert die externe Förderung tatsächlich in eine „zivilere“ Gesellschaft, welche sich auf mündige und aktive Bürger stützt, oder führt sie zu einem bloßen Transfer von Strukturen in Form von Nicht-Regierungsorganisationen (NRO), welche jedoch keine gesellschaftliche Anbindung haben und bloße Zuarbeiter westlicher Geberorganisationen sind? // Um diese Frage zu beantworten, werden im theoretischen Teil der Arbeit ausgehend vom akteurszentrierten Institutionalismus zwei wesentliche Mechanismen identifiziert, durch wel-che die Aktivitäten der Geber Veränderungen bei den Nehmern erzielen: Ermächtigung und Lernen. Während Ersteres die Einsatzmöglichkeiten und Ressourcen einiger Akteure stärkt und damit vorhandene Akteurskonstellationen ändert, führt Letzteres dazu, dass neue Ideen Eingang in die politische Arena finden. // Die Arbeit stellt die Aktivitäten vier verschiedener Geberländer und –organisationen in Polen und der Slowakei in den 1990er Jahren vor; der Europäischen Union, Deutschlands, der Vereinigten Staaten von Amerika und dem privaten Netzwerk der Soros Stiftungen; und un-tersucht deren Beitrag zur zivilgesellschaftlichen Entwicklung beider Länder. Hierzu werden lokale NROs in den Blick genommen, welche maßgeblich von westlichen Gebern unterstützt werden und untersucht, inwieweit diese als Träger der Zivilgesellschaft fungieren, welche Legitimität sie bei der Bevölkerung besitzen und ob sie nach Rückzug der Geber weiter exis-tieren. // Die Arbeit kommt zu dem Schluss, dass westliche Zivilgesellschaftsförderung in beiden un-tersuchten Ländern einen positiven Effekt hatte in dem Sinne, dass maßgeblich geförderte NROs tatsächlich als Träger der Zivilgesellschaft fungierten. Sie bemühten sich um die Un-terstützung anderer NROs, erweitern gesellschaftliche Partizipationsmöglichkeiten und sind soweit in nationale Strukturen und in der Gesellschaft verankert, dass auch ein Fortbestand ohne westliche Gelder möglich ist.
    Kurzfassung: With the end of the communist bloc and the transformations taking place in Central and Eastern Europe the promotion and protection of democracy from abroad became a major field of assistance. Especially civil society assistance, understood as direct support granted to non-governmental actors of the target state with the explicit aim to promote the consolida-tion of democracy, became a major pillar of democracy aid. The dissertation analyzes civil society assistance and aims to tackle the question whether it is feasible to promote and strengthen civil society from abroad. Does civil society assistance result in more civil society or does it result in nothing more than the establishment of donor driven NGOs which are nei-ther voluntary nor independent but solely function as puppets of donors? // In order to answer this question and following the insights of actor-centered institutionalism, the dissertation identifies to modes of external intervention labeled „empowerment” and “learning. In the first case, donors may increase the action resources of chosen domestic actors, thus altering domestic actor constellations, by providing finances, technical equip-ment, information and know-how. In the latter case, external actors may impact upon the ori-entations, that is, the perceptions and preferences, of domestic actors. // The dissertation analyses the contribution of the activities of four different donors; the Euro-pean Union, the USA, Germany and the private network of Soros Foundations; to the devel-opment of civil society in Poland and Slovakia. In order to pinpoint outcomes of civil society assistance the dissertation focuses on recipients and their activities. The dissertation thus clarifies to what extent main recipient organizations act as carriers of civil society, whether they transmit the interests of their constituency into politics, whether they fulfill a watch-dog function and democratic functions attributed to civil society. It therefore analyzes main recipi-ents, their sustainability, legitimacy and effectiveness as carriers of civil society. // The dissertation jumps to the conclusion that externally driven civil society assistance had positive effects in both countries under investigation as supported NGOs acted as carriers of civil society.

    Kurzfassung: There is widespread concern that the growth of the Internet is exacerbating inequalities between the information rich and poor. Digital Divide examines access and use of the Internet in 179 nations world-wide. A global divide is evident between industrialized and developing societies. A social divide is apparent between rich and poor within each nation. Within the online community, evidence for a democratic divide is emerging between those who do and do not use Internet resources to engage and participate in public life. Part I outlines the theoretical debate between cyber-optimists who see the Internet as the great leveler. Part II examines the virtual political system and the way that representative institutions have responded to new opportunities on the Internet. Part III analyzes how the public has responded to these opportunities in Europe and the United States and develops the civic engagement model to explain patterns of participation via the Internet.
