    Abstract: People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes - war, conflict, persecution, natural disasters and climate change - are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of world war drew up the landmark 1951 Refugee Convention. To mark this milestone, The State of the World's Forcibly Displaced traces the historic path that led to that definitive moment. It shows how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. The book maps the progress encountered on the journey started by the Convention, during which the principle of international protection has reached a much broader group of people than the founders could have envisaged in the 1950s. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Understanding why - at this important anniversary - is all the more crucial as the world faces unprecedented forced flight. Most is experienced in in low and middle income countries, and persists for generations. Everywhere, an effective response depends on the commitment to international cooperation set down by the Convention: a vision often compromised by efforts to minimise responsibilities. There is growing recognition that doing better is global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. The State of the World's Forcibly Displaced examines how and where investment in education, health and economic inclusion has improved lives and opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and substantiable responses. It is receiving deeper support. The State of the World's Forcibly Displaced looks at whether that is enough for what could - and should - help define the next 70 years

    Abstract: This book contains some of the richest written material in existence for precolonial West Africa with unique insights into daily life in an Afro-Atlantic coastal trade settlement. Presenting the complete translated and annotated text of the Inquisition trial of Crispina Peres, an African woman born in the Guinea-Bissau region, of a Portuguese father and an African mother, it documents the Portuguese Inquisition's religious persecution of Africans on African soil. Set in a slave port in 17th century West Africa, the trial focuses on the worldview of an African woman accused of engaging in African rites and witchcraft, who is imprisoned and brought before Inquisitioners in Lisbon. It highlights her resourcefulness, resilience and spirited defence of her innocence, providing precious details on her life, household, work, health and social and commercial networks in this understudied African region.

    Abstract: "From the deserts of Sudan to the jungles of Colombia, and from the streets of Belfast to the mountains of Kurdistan, paramilitaries have appeared in violent conflicts in very different settings. Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state. In doing so, they undermine the state's monopoly of legitimate violence, while at the same time creating a breeding ground for criminal activities. Why do governments with functioning police forces and armies use paramilitary groups? This book tackles this question through the prism of the interpenetration of paramilitaries and the state. The book interprets paramilitarism as the ability of the state to successfully outsource mass political violence against civilians that transforms and traumatizes societies. It analyzes how paramilitarism can be understood in a global context, and how paramilitarism is connected to transformations of warfare and state-society relations. By comparing a broad range of cases, it looks at how paramilitarism has made a profound impact in a large number of countries that were different, but nevertheless shared a history of pro-government militia activity. A thorough understanding of paramilitarism can clarify the direction and intensity of violence in wartime and peacetime. The book examines the issues of international involvement, institutional support, organized crime, party politics, and personal ties"--

    Abstract: This is a book about the multi-faceted notion of gender. Gender differences form the basis for family life, patterns of socialization, distribution of tasks, and spheres of responsibilities. The way gender is articulated shapes the world of individuals, and of the societies they live in. Gender has three faces: Linguistic Gender-the original sense of 'gender'-is a feature of many languages and reflects the division of nouns into grammatical classes or genders (feminine, masculine, neuter, and so on); Natural Gender, or sex, refers to the division of animates into males and females; and Social Gender reflects the social implications and norms of being a man or a woman (or perhaps something else). Women and men may talk and behave differently, depending on conventions within the societies they live in, and their role in language maintenance can also vary. The book focuses on how gender in its many guises is reflected in human languages, how it features in myths and metaphors, and the role it plays in human cognition. Examples are drawn from all over the world, with a special focus on Aikhenvald's extensive fieldwork in Amazonia and New Guinea

    Abstract: Can open society survive? Is Europe disintegrating? How to overcome the economic crisis? Will Europeans feel secure again. Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism. Populism has become a favourite topic within liberal circles and few have exposed populist deceptions and dangers better than liberal writers. Yet, liberals have shown themselves better at finger-pointing than at self-reflection. This book addresses the imbalance; it is a self-critical book by a life-time liberal. Counter-Revolution suggests that Europe and its liberal project need to be reinvented and recreated. There is no simple way back. Emmanuel Macron and Angela Merkel will not produce wonders. Europe failed to adjust to enormous geopolitical, economic, and technological changes that swept the continent over the past three decades. European models of democracy, capitalism, and integration are not in sync with new complex networks of cities, bankers, terrorists, or migrants. Liberal values that made Europe thrive for many decades have been betrayed. The escalation of emotions, myths, and ordinary lies left little space for reason, deliberation, and conciliation. This book examines these different aspects, proposing a way out of the labyrinth.

    Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism

    Abstract: Emotional Cities' offers an innovative account of the history of cities in the second half of the nineteenth century. Analyzing debates about emotions and urban change, it questions the assumed dissimilarity of the history of European and Middle Eastern cities during this period. The author shows that between 1860 and 1910, contemporaries in both Berlin and Cairo began to negotiate the transformation of the urban realm in terms of emotions. Looking at the ways in which a variety of urban dwellers, from psychologists to bar maids, framed recent changes in terms of their effect on love, honor, or disgust, the book reveals striking parallels between the histories of the two cities. By combining urban history and the history of emotions, Prestel proposes a new perspective on the emergence of different, yet comparable cities at the end of the nineteenth century.

    Abstract: "Our world is currently divided into territorial states that resist all attempts to change their borders. But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts.     Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Why is the Horn such a distinctive part of Africa? This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia.     Abstract: G. R. F. Ferrari offers a new framework for understanding different ways in which we communicate with each other. He explores the idea of "intimations": social interactions that approach outright communication but do not quite reach it. The metaphor from which he starts is that of a communicative scale or switch, which goes from "off" (no communication intended) to fully "on" (outright communication). Intimations lie in between. Three intermediate positions are identified: quarter-on, half-on, and three-quarters-on. Progression along the communicative scale is determined by the extent to which what comes across in the transmission is required to come across by recognition of the intention of the transmitting party. At a quarter-on, it is required not to; at half-on, it is neither required to nor required not to; at three-quarters-on, it is required to, but only partially; at full-on, it is required to, and the recognition is complete. The half-on intimation is primarily used for impression-management in social life. To illustrate it, the book concentrates on fashion and the "messages" we send with our clothes. With the quarter-on and three-quarters-on intimation, the focus of argument is on the fact that transmissions at the same position of the communicative scale have the same underlying structure, whether they are made in the formal arts or in daily life outside the arts. For the quarter-on intimation, the formal art is lyric poetry; for the three-quarters-on intimation, it is storytelling. The book discusses storytelling at length, and at the end investigates its connection to situational irony

    Abstract: Since the onset of the global economic crisis, activists, policy makers, and social scientists have been searching for alternative paradigms through which to re-imagine contemporary modes of thinking and writing about economic orders. These attempts have led to their re-engagement with fundamental anthropological categories of economic analysis, such as barter, debt, and the gift. Focusing on favours, and the paradoxes of action, meaning, and significance they engender, this volume advocates for their addition to this list of economic universals. It presents a critical re-interrogation of the conceptual relationships between gratuitous and instrumental behaviour, and raises novel questions about the intersection of economic actions with the ethical and expressive aspects of human life. Scholars of post-socialist politics and society have often used 'favour' as a by-word for corruption and clientelism. The contributors to this volume treat favours, and the doing of favours, as a distinct mode of acting, rather than as a form of 'masked' economic exchange or simply an expression of goodwill. Casting their comparative net from post-socialist Central, Eastern, and South Eastern Europe; to the former Soviet Union, Mongolia, and post-Maoist China, the contributors to this volume show how gratuitous behaviour shapes a plethora of different actions, practices, and judgements across religious and political life, imaginative practices, and local moral economies. They show that favours do not operate 'outside' or 'beyond' the economic sphere. Rather, they constitute a distinct mode of action which has economic consequences, without being fully explicable in terms of transactional cost-benefit analyses.

    Abstract: The Nuer people of South Sudan hold a special if unwanted place in imperial history as the object of Britain's last 'pacification' campaign in Africa. Territorial conquest was completed with the annexation of the independent sultanate of Darfur in 1916, but military pacification continued throughout the first thirty years of the twentieth century, culminating in 'the Nuer Settlement'. These campaigns are important for another reason: they were the cause of the Sudan government redirecting the anthropologist, E.E. Evans-Pritchard (against his will) to study of the Nuer, which he did in a succession of field visits between 1930 and 1936. The trilogy of monographs that he published were formative in the development of British social anthropology and are one of the main reasons why the Nuer are so well-known internationally today. This volume consists of twenty-five administrative reports, supplemented by transcripts of five interviews with Nuer and Dinka participants. Together these cover the significant events in the contact, conquest, and pacification of the Nuer from 1898 to 1930. The documents contain some of the earliest twentieth-century ethnographic descriptions of the Nuer and their Dinka and Mabaan neighbours. Together these sources provide an historical context for further understanding Evans-Pritchard's ethnography, as well as a more detailed understanding of the events that led to incorporation of the Nuer into the colonial state. The final document is an abstract of a talk given by Evans-Pritchard to the Oxford Summer School on Colonial Administration in 1938. This contained observations, based in part on his fieldwork among the Nuer, which are relevant today to understanding the post-independence history of South Sudan. This book is a significant contribution to the source materials on the history of South Sudan and for the study of the relationship between colonial states and the development of the discipline of social anthropology.

    Abstract: What explains differences in the lobbying behaviour of interest groups? And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group types as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence

    Abstract: Tim Lewens aims to understand what it means to take an evolutionary approach to cultural change, and why it is that this approach is often treated with suspicion. Convinced of the exceptional power of natural selection, many thinkers—typically working in biological anthropology, cognitive psychology, and evolutionary biology—have suggested it should be freed from the confines of biology, and applied to cultural change in humans and other animals. At the same time, others-typically with backgrounds in disciplines like social anthropology and history-have been just as vocal in dismissing the evolutionary approach to culture. What drives these disputes over Darwinism in the social sciences? While making a case for the value of evolutionary thinking for students of culture, Lewens shows why the concerns of sceptics should not dismissed as mere prejudice, confusion, or ignorance. Indeed, confusions about what evolutionary approaches entail are propagated by their proponents, as well as by their detractors. By taking seriously the problems faced by these approaches to culture, Lewens shows how such approaches can be better formulated, where their most significant limitations lie, and how the tools of cultural evolutionary thinking might become more widely accepted.

    Abstract: "In the mid-nineteenth century, the American missionary James Butler predicted that Christian conversion and British law together would eradicate Indian ascetics. His disgust for Hindu holy men (sadhus), whom he called "saints," "yogis," and "filthy fakirs," was largely shared by orientalist scholars and British officials, who likewise imagined these religious elites to be a leading symptom of India's degeneration. Yet within some thirty years of Butler's writing, modern Indian ascetics such as the neo-Vedantin Hindu Swami Rama Tirtha (1873-1906) and, paradoxically, the Protestant Christian convert Sadhu Sundar Singh (1889-1929) achieved international fame as embodiments of the spiritual superiority of the East over the West. Timothy S. Dobe's fine-grained account of the lives of Sundar Singh and Rama Tirtha offers a window on the surprising reversals and potentials of Indian ascetic "sainthood" in the colonial contact zone. His study develops a new model of Indian holy men that is historicized, religiously pluralistic, and located within the tensions and intersections of ascetic practice and modernity. The first in-depth account of two internationally-recognized modern holy men in the colonially-crucial region of Punjab, Hindu Christian Faqir offers new examples and contexts for thinking through these wider issues. Drawing on unexplored Urdu writings by and about both figures, Dobe argues not only that Hinduism and Protestant Christianity are here intimately linked, but that these links are forged from the stuff of regional Islamic traditions of Sufi holy men (faqir). He also re-conceives Indian sainthood through an in-depth examination of ascetic practice as embodied religion, public performance, and relationship, rather than as a theological, otherworldly, and isolated ideal"--

    Abstract: "Our world is currently divided into territorial states that resist all attempts to change their borders. But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts. In a world in which there is continued pressure on borders and control over resources, from prospective migrants and from the desperate poor, and no coherent theory of territory to think through these problems, this book offers an original, systematic, and sophisticated theory of why territory matters, who has rights over territory, and the scope and limits of these rights.     Abstract: The European Union (EU) Commission champions a 'migrant-centred' approach to border security and 'irregular' migration management: it claims not only to observe human rights, but also to use surveillance to enhance the humanitarian protection of 'endangered' lives on land and at sea. Yet research presented by Non-Governmental Organizations and 'irregular' migrants' own testimonies reveal systemic border violence, dehumanization in spaces of detention, and exposure to death via abandonment in hostile environments. This book turns to conceptual resources found in biopolitical theory in order to move diagnoses of Europe's border crisis beyond that of a 'gap' between the policy 'rhetoric' of humanitarianism and the 'reality' of 'irregular' migrants' embodied experiences. It argues that both 'positive' and 'negative' dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government and what Roberto Esposito refers to as the paradigm of immunization. While bordering practices are designed to play a defensive role they contain the potential for excessive and often lethal security mechanisms that end up threatening the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to identify and interrogate diverse technologies of power at a range of border sites. Must border security always result in dehumanization and death? Are humanitarian discourses sufficient for critiquing contemporary forms of border violence? Is a more affirmative approach to border politics possible? 'Europe's border crisis' addresses these pressing questions and advances new research agendas for critical border and migration studies beyond existing debates about 'control' versus 'escape'

    Abstract: Political leadership has made a comeback.
