    Abstract: Seit dem Ersten Weltkrieg galten Massenkommunikation und Propaganda als integrale Faktoren des politischen und militärischen Geschehens. Damit wuchs der Bedarf an systematischer Expertise und wissenschaftlicher Erforschung. Während des Zweiten Weltkrieges und im Kalten Krieg wurde die Planung, Beobachtung und Analyse von Propaganda zu einem wichtigen Feld strategischer Wissensproduktion. Im Wege einer dreiseitig verflochtenen Wahrnehmungs- und Beziehungsgeschichte untersucht Benno Nietzel, welche Rolle Kommunikationsexperten und Wissenschaftler in der Propaganda dreier Länder spielten: in den Vereinigten Staaten, in Deutschland und der Sowjetunion. Verschiedene Akteursgruppen konkurrierten jeweils um Gehör, Einfluss und Zuständigkeiten auf dem Gebiet der Propaganda. Aus ihren Erfolgen und ihrem Scheitern ergibt sich eine alternative Geschichte von Verwissenschaftlichungsprozessen und Expertentum im 20. Jahrhundert, die von Ungleichzeitigkeiten, Gegenläufigkeiten und Widersprüchen gekennzeichnet ist

    Abstract: Die Covid-19-Pandemie fordert die europäische Idee heraus: Denn nicht nur die EU-Außengrenzen, sondern auch Binnengrenzen innerhalb des Schengen-Raums wurden ab Frühjahr 2020 wieder verstärkt kontrolliert, durch an deren Überquerung anknüpfende Quarantäne- und Test-Vorschriften zum Hindernis oder auch zeitweise ganz geschlossen. Damit sind die geographischen Grenzverläufe für Berufspendelnde, für Ausflügler:innen oder für Einkaufende wieder ,real‘. Doch reichen die Auswirkungen über Transit, Tourismus und Handel weit hinaus: Mit den verstärkten Kontrollen, Quarantänepflichten und Schließungen verändert sich auch die Wirkung der territorialen Grenz(ziehung)en. Das betrifft schließlich auch die grenzüberschreitende Zusammenarbeit in binneneuropäischen Grenzregionen.     Abstract: What makes some multiethnic states integrate and others descend into civil war? Ishiyama and Breuning extend traditional explanations centered on socioeconomic, cultural, and historical factors to argue that the actions of leaders of ethnic segments-too often ignored-are also critical determinants of policy outcomes. Applying a framework derived from comparative politics and IR theory, the authors explore two sets of empirical cases: the emergence of new nationalisms in old European democracies (the United Kingdom and Belgium) and the reemergence of old nationalisms in several new democracies (Bulgaria, Slovakia, Estonia, and Latvia). Their work sheds crucially important light on an issue that is one of the most prominent in world politics today

    Abstract: Die vorliegende kumulative Arbeit untersucht, inwiefern lokale Aushandlungsprozesse im Umgang mit extrem rechten Mobilisierungen zu deren Normalisierung beitragen. Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy.     Abstract: Based on extensive interviews and oral histories as well as archival sources, Women and the Islamic Republic challenges the dominant masculine theorizations of state-making in post-revolutionary Iran. Shirin Saeidi demonstrates that despite the Islamic Republic's non-democratic structures, multiple forms of citizenship have developed in post-revolutionary Iran. This finding destabilizes the binary formulation of democratization and authoritarianism which has not only dominated investigations of Iran, but also regime categorizations in political science more broadly. As non-elite Iranian women negotiate or engage with the state's gendered citizenry regime, the Islamic Republic is forced to remake, oftentimes haphazardly, its citizenry agenda. The book demonstrates how women remake their rights, responsibilities, and statuses during everyday life to condition the state-making process in Iran, showing women's everyday resistance to the state-making process

    Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth. The book presents different ideas and perspectives about the present and the future, reflecting on four main fields of our economic reality: macroeconomics, governments, technology, and society. It discusses important topics for future economic scenarios, beginning with an estimation of the economic consequences of the absence of an equitable distribution of vaccines. Further topics discussed include the government’s debts sustainability, the probability of an inflation/deflation or of a stagflation scenario, as well as the impact of US and European economic policies on economic growth.     Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: In the Hobsbawmian long 19th century, gender and processes of sexualization and feminization have been crucial in the construction of the »Jewish Other«. Ulrike Brunotte explores how these processes came about by addressing imaginative, aesthetic, and epistemological questions. She analyzes how literature, psychoanalysis and the performing arts traverse and react to the ambivalence of racialized stereotypes. The »femininity puzzle« presents itself in two ways: first in the role of effeminization of the male Jew in antisemitic discourse, and then in the transgressive forms of femininity connected to Jewish women, especially the allosemitic Orientalization in the figure of the »Beautiful Jewess«

    Abstract: Politische Attentate gehören zu den brennenden Themen unserer Gegenwart, aber sie haben auch ihre Geschichte.     Abstract: "Climate Changed is an honest and humane account about the rapid downsizing of the world's natural resources and the consequences this has for millions of people who, year after year, are displaced from their home countries because of politically-instigated and economically-justified war and conflict. Based on interviews with 110 refugees who arrived into Europe from 2015 to 2018 and observations of refugee camps, border crossings, inner-city slums, social housing projects, NGO and related refugee associations, it offers a moving insight into the refugee experience of leaving home, crossing borders and settling in Europe and sets this against the geo-political and commercial enterprise that dismantled their countries in the international chase for wilting quantities of the world's natural resources. Yet at every point of their journey to their new lives and in the resettlement process, the refugees are on the end of more perpetual victimisation and exploitation as there is always money to be made from them. Even if their labour is in demand, all this is further exacerbated by a European social climate of intolerance and stigma which jeopardises integration and counters their wellbeing and safety. The climate has changed. Students, lecturers and professors and other similar academic workers, policymakers, various practitioners, and voluntary workers within the sector of refugee frontlines as well as aid workers, town planners and welfare support staff would find relevance in this book"

    Abstract: Homogenization, Gender and Everyday Life in Pre- and Trans-modern Iran: An Archaeological Reading is actually an effort to investigate the interaction of power structure and gender in the context of everyday life in Iran in the 19th and early 20th centuries. The book pursues two main goals: situating gender in Iranian archaeology and calling for more consideration to daily life in archaeological gender researches. Drawing on a wide range of material culture, textual evidence, statistics and oral accounts, all chapters render the destruction of the everyday life of ordinary people. Events like parties and ceremonies, marriage and kinship, sexual practices, dress codes and even eating and drinking were gently regulated by the surveillance state. Accordingly, the term homogenization in the book's title refers to the policies of the Pahlavi government, the first Iranian modern centralized state. In this way, the book seeks to understand the process of gender and sexual transformation of Iranian society, the process which resulted in the production of deviants and negative gender and sexual lives. Being the first archaeological research on gender by native archaeologists, the authors state the fact that this book investigates the politics of gender while many other aspects of gender remain still uninvestigated

    Abstract: Blick ins Buch In Europa tritt verstärkt ein "neuer antizionistischer Antisemitismus" auf. Mit dem Verblassen der Erinnerung an die Shoah, Sekundärantisemitismus und dem Glauben an ein geeintes Europa, das nationalstaatliche Denkweisen überwindet, findet sich ein zunehmend kritisches Denken gegenüber dem Zionismus. Israel wird zum "Juden unter den Völkern". Antisemitische Kritik am Staat Israel kommt aus verschiedenen Richtungen: von rechts (Rassismus), links (Kapitalismuskritik und Antizionismus) und vom politischen Islam (Übernahme antijüdischer Polemik aus religiösen Schriften). Diese Mischung zeigt sich in sogenannten "Cultural Codes", in Form von teils christlich, teils muslimisch geprägten Motiven, die jedoch einen antisemitischen Hintergrund haben. "Auge um Auge, Zahn um Zahn", "Rache" oder "Wallstreet" sind solche codierten Schlagwörter, die sich regelmäßig auch in deutschsprachigen Medien finden. Raimund Fastenbauer vergleicht erstmals die Verwendung solcher antisemitischen Motive im Internet und anderen Medien islamisch geprägter Länder mit jenen in deutschsprachigen Printmedien und weist so den starken Einfluss nach, den diese "Codes" in der öffentlichen Wahrnehmung haben

    Abstract: Was können feministische Perspektiven für die kritische Erforschung von Sicherheit(spolitiken) leisten? Die AutorInnen zeigen mit theoretischen und empirischen Beiträgen die Stärke und Wichtigkeit einer geschlechtssensiblen Perspektive auf das Thema der Sicherheit, welche auch über die politikwissenschaftliche Debatte hinausreicht. Dabei hinterfragen die Autorinnen tradierte Sicherheitskonzeptionen und erweitern das Verständnis von Krieg, Gewalt und Sicherheit, indem sie die Geschlechterverhältnisse einbeziehen. Besonders die Bedeutung von Ökonomie, Recht und Flucht wird im Zusammenhang von Geschlecht und Sicherheit berücksichtigt. Ferner ergänzen sie die bislang verhaltene deutschsprachige Diskussion um internationale Perspektiven. Der Sammelband besteht aus einem einleitenden Teil und drei inhaltlich gegliederten Teilen: Die beiden einführenden Beiträge fächern die Themengebiete und Fragestellungen auf, die aus der Verknüpfung von Sicherheitsstudien und Geschlechterstudien hervorgehen. Im ersten inhaltlichen Teil des Bandes werden die Herausforderungen einer feministischen Perspektive auf Sicherheitsfragen aufgrund struktureller, vor allem politisch-ökonomischer Analysen deutlich. Unter dem Titel ‚Sicherheit, Recht und Advocacy’ widmet sich der zweite Teil des Bandes der Rolle des Rechts in der Umsetzung von Sicherheit in Konflikt- und Postkonfliktgesellschaften. Die Beiträge im dritten Teil beschäftigen sich mit Flucht, Migration und sexualisierter Gewalt.

    Abstract: This book explores how the rising numbers of refugees entering Europe from 2015 onwards played into fears of cultural, religious, and ethnic differences across the continent. The migrant, or refugee crisis, prompted fierce debate about European norms and values, with some commentators questioning whether mostly Muslim refugees would be able to adhere to these values, and be able to integrate into a predominantly Christian European society. In this volume, philosophers, legal scholars, anthropologists and sociologists, analyze some of these debates and discuss practical strategies to reconcile the values that underpin the European project with multiculturalism and religious pluralism, whilst at the same time safeguarding the rights of refugees to seek asylum. Country case studies in the book are drawn from France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom; representing states with long histories of immigration, countries with a more recent refugee arrivals, and countries that want to keep refugees at bay and refuse to admit even the smallest number of asylum seekers. Contributors in the book explore the roles which national and local governments, civil society, and community leaders play in these debates and practices, and ask what strategies are being used to educate refugees about European values, and to facilitate their integration.     Abstract: "When women took to the streets during the mass protests of the Arab Spring, the subject of feminism in the Middle East and North Africa returned to the international spotlight. In the subsequent years, countless commentators treated the region's gender inequality as a consequence of fundamentally cultural or religious problems. In so doing, they overlooked the specifically political nature of these women's activism. Moving beyond such culturalist accounts, this book turns to the relations of power in regional and international politics to understand women's struggles for their rights. Based on over a hundred extensive personal narratives from women of different generations in Egypt, Jordan, and Lebanon, Nicola Pratt traces women's activism from national independence through to the Arab uprisings, arguing that activist women are critical geopolitical actors. Weaving together these personal accounts with the ongoing legacies of colonialism, Embodying Geopolitics demonstrates how the production and regulation of gender is integrally bound up with the exercise and organization of geopolitical power, with consequences for women's activism and its effects"--

    Abstract: "European Memory in Populism explores the links between memory, heritage and populism in contemporary Europe and beyond. Focusing on circulating ideas of memory, especially European memory, in contemporary populist discourses, the book also analyses populist ideas in sites and practices of remembrance that usually tend to go unnoticed. More broadly, the theoretical heart of the book reflects upon the similarities, differences, and slippages between memory, populism, nationalism, and cultural racism and the ways in which social memory and heritage contributes to give substance to various ideas of what constitutes the 'people' in populist discourse and beyond. Bringing together a group of political scientists, anthropologists, and cultural and memory studies scholars, the book illuminates the relationship between memory and populism from different angles and in different contexts. The contributors to the volume discuss dominant notions of European heritage that circulate in the public sphere and in political discourse, and consider how the politics of fear relates to such notions of European heritage and identity across Europe and the European Union. Ultimately, this volume will shed light on how notions of a shared European heritage and memory can be used not only to include and connect Europeans, but also to exclude some of them. Investigating the ways in which nationalist populist forces mobilize the idea of a shared, homogeneous European civilization, European Memory in Populism will be of interest to scholars and students in the fields of European studies, memory and heritage studies, migration studies, anthropology, political science and sociology"--

    Abstract: Religions design specific gender images and transport them into society through a variety of visual media. Kristin H. Purfürst focuses on designs of female role models in Thai Buddhist temple paintings and inquires about the emergence of female stereotypes in a process of mutual influence between religion and society. At the same time, the volume provides a basic set of methodological tools for the analysis of visual non-verbal sources from a religious studies perspective. Because of the interdisciplinary nature of the problem, topics of gender studies, Southeast Asian religious and art history as well as the methodology of religious studies are linked for the first time.

    Abstract: From the French Revolution onwards, constituent power has been a key concept for thinking about the principle of popular power, and how it should be realised through the state and its institutions. Tracing the history of constituent power across five key moments - the French Revolution, nineteenth-century French politics, the Weimar Republic, post-WWII constitutionalism, and political philosophy in the 1960s - Lucia Rubinelli reconstructs and examines the history of the principle. She argues that, at any given time, constituent power offered an alternative understanding of the power of the people to those offered by ideas of sovereignty. Constituent Power: A History also examines how, in turn, these competing understandings of popular power resulted in different institutional structures and reflects on why contemporary political thought is so prone to conflating constituent power with sovereignty.

    Abstract: In the context of the ever-increasing political problematization of migration in Europe, agencies charged with migrant administration create diverse categories of difference to distinguish between the »deserving migrant« and the illegal one: They assess the detainability or the credibility of asylum seekers, the danger posed by Islamic organizations, and make situational decisions that determine whether migration or labour law applies to individual agricultural workers. In this book, each chapter analyses how organizational interpretations of the common good shape bureaucratic practices. Together, these ethnographic analyses reveal how migration policies in different European countries take shape in administrative practice.
