Damit wuchs der Bedarf an systematischer Expertise und wissenschaftlicher Erforschung. Während des Zweiten Weltkrieges und im Kalten Krieg wurde die Planung, Beobachtung und Analyse von Propaganda zu einem wichtigen Feld strategischer Wissensproduktion. Im Wege einer dreiseitig verflochtenen Wahrnehmungs- und Beziehungsgeschichte untersucht Benno Nietzel, welche Rolle Kommunikationsexperten und Wissenschaftler in der Propaganda dreier Länder spielten: in den Vereinigten Staaten, in Deutschland und der Sowjetunion. Verschiedene Akteursgruppen konkurrierten jeweils um Gehör, Einfluss und Zuständigkeiten auf dem Gebiet der Propaganda. Aus ihren Erfolgen und ihrem Scheitern ergibt sich eine alternative Geschichte von Verwissenschaftlichungsprozessen und Expertentum im 20. Jahrhundert, die von Ungleichzeitigkeiten, Gegenläufigkeiten und Widersprüchen gekennzeichnet ist

    Abstract: A new view of 20th-century US social movements, 'Rough Draft of History' examines how national newspapers covered social movements and the organizations driving them. Edwin Amenta and Neal Caren identify hundreds of movement organizations, from the Women's Christian Temperance Union to Occupy Wall Street, and document their treatment in the news. In doing so, Amenta and Caren provide an alternative account of US history from below, as it was refracted through journalistic lenses. Iconic organizations in the women's rights, African American civil rights, and environmental movements gained substantial media attention. But so too did now-forgotten groups, such as the German-American Alliance, Committee to Defend America by Aiding the Allies, and Peace and Freedom Party. Amenta and Caren show why some organizations made big news while others did not.

Dabei wird jedoch eine Dimension der Benachteiligung - die von Menschen mit bestimmtem sozio-ökonomischen Status - häufig ausgeblendet. Jekaterina Markow weist auf diese Leerstelle im Diskurs hin und zeigt Wege auf, wie sich strukturelle Diskriminierung innerhalb der akademischen Philosophie wirksam bekämpfen ließe. Dabei entwirft sie zugleich das Bild einer Philosophie, die auch Nicht-Philosoph:innen stärker als bisher zum Erwerb philosophischen Wissens befähigt.

    Abstract: Racism is once again an issue in Germany. Few studies have addressed the changing manifestations of racism in West Germany and in post-1990 Germany. The essays in this collection trace an arc of continuity from post-1945 völkisch ideology to the beginnings of right-wing terrorism, to the consequences of legislation concerning foreigners, and to issues of identity politics.
    Abstract: Rassismus ist ein vieldiskutiertes Gegenwartsthema – doch die spezifisch deutschen Aspekte und Brüche in der jüngeren Geschichte des Phänomens sind noch kaum erforscht. Nach einer ausführlichen Skizze und Analyse der westdeutschen Rassismushistorie durch den Herausgeber nimmt der Band in chronologischer Gliederung exemplarische Facetten in den Blick. Die Beiträge schlagen einen Bogen von den Kontinuitäten völkischen Denkens nach 1945 und den Anfängen des Rechtsterrorismus hin zu den Fragestellungen, die das frühe 21. Jahrhundert betreffen. Analysiert werden u. a. das sich verändernde linke wie rechte Rassismus-Verständnis nach 1968, die Aporien der frühen Rassismus-Forschung und des Multikulturalismus, sowie die Ära der "völkischen Ekstase" nach der Wiedervereinigung. Brennende Asylbewerberunterkünfte und die NSU-Mordserie zeigten, wie virulent der Rassismus in Deutschland noch ist, der in den identitätspolitischen Debatten jüngst unter neuen Vorzeichen thematisiert wird.

    Abstract: Pollsters and pundits armed with the best public opinion polls failed to predict the election of Donald Trump in 2016. Is this because we no longer understand what the American public is? In this book, Susan Herbst argues that we need to return to earlier meanings of 'public opinion' to understand our current climate. Herbst contends that the idea that there was a public - whose opinions mattered - emerged during the Great Depression, with the diffusion of radio, the devastating impact of the economic collapse on so many people, the appearance of professional pollsters, and Franklin Roosevelt's powerful rhetoric.     Abstract: "Republicans and Democrats increasingly distrust, avoid, and wish harm upon those from the other party. To make matters worse, they also increasingly reside among like-minded others and are part of social groups that share their political beliefs. All of this can make expressing a dissenting political opinion hard. Yet digital and social media have given people new spaces for political discourse and community, and more control over who knows their political beliefs and who does not. With Democracy Lives in Darkness, Van Duyn looks at what these changes in the political and media landscape mean for democracy. She uncovers and follows a secret political organization in rural Texas over the entire Trump presidency. The group, which organized out of fear of their conservative community in 2016, has a confidentiality agreement, an email listserv and secret Facebook group, and meets in secret every month. By building relationships with members, she explores how and why they hide their beliefs and what this does for their own political behavior and for their community. Drawing on research from communication, political science, and sociology along with survey data on secret political expression, she finds that polarization has led even average partisans to hide their political beliefs from others. And although intensifying polarization will likely make political secrecy more common, she argues that this secrecy is not just evidence that democracy is hurting, but that it is still alive; that people persist in the face of opposition and that this matters if democracy is to survive"--

    Abstract: This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics. Anastasia Likhacheva works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia. She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014. She also co-leads the ThinkArctic Project within the Program of Russian Chairmanship in the Arctic Councli 2021-2023.

    Abstract: This book is the first collection of scholarship featuring both Canadian and American scholarship on the resurgent right-wing extremist movement in the two countries. It is particularly timely given the recent rise in political populism that has engendered renewed activism from extreme right contingents. Trump’s right-wing populist and white nationalist political campaign has galvanized Canadian and American white supremacist ideologies, identities, movements and practices. Leading Canadian and American scholars are brought together to explore a contemporary array of current dynamics, patterns and characteristics associated with the movement in each country. Split into four sections, it provides an introduction to extremism in the 21st century, it examines studying extremism, forms of extremist activity and violence, and the responses. The collection allows comparisons to be drawn out from the distinct treatments of each country. It speaks to students as well as scholars in social sciences departments, including criminology, sociology, social justice, and terrorism, peace and security studies, and political-violence related programs.     Abstract: There is no group of individuals more iconic of 1960s counterculture than the hippies - the long-haired, colorfully dressed youth who rebelled against mainstream societal values, preached and practiced love and peace, and generally sought more meaningful and authentic lives. These 'flower children' are now over sixty and comprise a significant part of the older population in the United States. While some hippies rejoined mainstream American society as they grew older, others still maintain the hippie ideology and lifestyle. This book is the first to explore the aging experience of older hippies by examining aspects related to identity, generativity, daily activities, spirituality, community, end-of-life care, and wellbeing. Based on 40 in-depth interviews with lifelong, returning, and past residents of The Farm, an intentional community in Tennessee that was founded in 1971 and still exists today, insights into the subculture of aging hippies and their keys to wellbeing are shared.

    Abstract: Many governments face similar pressures surrounding the hotly debated topic of immigration. Yet, the disparate ways in which policy makers respond is striking. The Comparative Politics of Immigration explains why democratic governments adopt the immigration policies they do. Through an in-depth study of immigration politics in Germany, Canada, Switzerland, and the United States, Antje Ellermann examines the development of immigration policy from the postwar era to the present. The book presents a new theory of immigration policymaking grounded in the political insulation of policy makers. Three types of insulation shape the translation of immigration preference into policy: popular insulation from demands of the unorganized public, interest group insulation from the claims of organized lobbies, and diplomatic insulation from the lobbying of immigrant-sending states. Addressing the nuances in immigration reforms, Ellermann analyzes both institutional factors and policy actors' strategic decisions to account for cross-national and temporal variation.

    Abstract: "In the middle decades of the twentieth century, in the wake of economic depression, war, and in the midst of the Cold War, an array of technical experts and government officials developed a substantial body of expertise to contain and manage the disruptions to American society caused by unprecedented threats. Today the tools invented by these mid-twentieth century administrative reformers are largely taken for granted, assimilated into the everyday workings of government. As Stephen Collier and Andrew Lakoff argue in this book, the American government's current practices of disaster management can be traced back to this era. Collier and Lakoff argue that an understanding of the history of this initial formation of the "emergency state" is essential to an appreciation of the distinctive ways that the U.S. government deals with crises and emergencies-or fails to deal with them-today. This book focuses on historical episodes in emergency or disaster planning and management. Some of these episodes are well-known and have often been studied, while others are little-remembered today. The significance of these planners and managers is not that they were responsible for momentous technical innovations or that all their schemes were realized successfully. Their true significance lies in the fact that they formulated a way of understanding and governing emergencies that has come to be taken for granted"--

    Abstract: Deepfakes – manipulierte oder synthetische audiovisuelle Medien, meist erzeugt mit Hilfe von KI – finden in verschiedensten Kontexten Anwendung: von Politik über Pornografie und Kriminalität bis hin zu Wirtschaft, Strafverfolgung, Kunst, Satire, Bildung und Aktivismus. Die Studie bietet erstmals eine holistische Technikbewertung der gesellschaftlichen und ethischen Auswirkungen von Deepfakes in diesen Kontexten und untersucht mögliche Reaktionen auf die neue Technologie – von (supra-)nationaler Regulierung bis hin zu KI-basierter Deepfake-Detektion. Sie richtet zudem konkrete Handlungsempfehlungen etwa an Politik, Forschungsförderung und BürgerInnen. Die enthaltene interaktive Lehreinheit fördert die Medienkompetenz zu Deepfakes
    Abstract: Deepfakes—manipulated or synthetic audiovisual media, mostly created using AI—are employed in a wide range of contexts: from politics to pornography, crime, business, law enforcement, art, satire, education and activism. This study provides the first holistic technology assessment of the societal and ethical implications of deepfakes in these contexts and explores possible responses to the new technology—from (supra-)national regulation to AI-based deepfake detection. It also includes concrete recommendations for policymakers, research funding organisations and citizens, amongst others. The book’s additional interactive teaching unit promotes media literacy on deepfakes

Amid the Great Depression, World War II, and the Cold War, an array of experts and officials working in obscure government offices developed a new understanding of the nation as a complex of vital, vulnerable systems.     Abstract: In Show Time, Lee Ann Fujii asks why some perpetrators of political violence, from lynch mobs to genocidal killers, display their acts of violence so publicly and extravagantly. Closely examining three horrific and extreme episodes-the murder of a prominent Tutsi family amidst the genocide in Rwanda, the execution of Muslim men in a Serb-controlled village in Bosnia during the Balkan Wars, and the lynching of a twenty-two-year old Black farmhand on Maryland's Eastern Shore in 1933-Fujii shows how "violent displays" are staged to not merely to kill those perceived to be enemies or threats, but also to affect and influence observers, neighbors, and the larger society. Watching and participating in these violent displays profoundly transforms those involved, reinforcing political identities, social hierarchies, and power structures. Such public spectacles of violence also force members of the community to choose sides-openly show support for the goals of the violence, or risk becoming victims, themselves. Tracing the ways in which public displays of violence unfold, Show Time reveals how the perpetrators exploit the fluidity of social ties for their own ends.

Vorgestellt werden zudem wichtige Vertreter einer Technikanthropologie seit der Frühen Neuzeit. Mit einer interdisziplinären Herangehensweise arbeitet das Handbuch verschiedene Problematisierungen von Menschen und Maschinen, die gerade heute virulent sind, historisch und systematisch auf. Dabei steht die klassische anthropologische Frage nach dem "Menschen" in den jeweiligen Ausprägungen und Wandlungen mit Blick auf Technik im Zentrum. Diese Betrachtung geht nicht von einem einzigartigen, unveränderlichen Wesen des Menschen aus, sondern untersucht die historischen Veränderungen des Menschen durch und mit Technik. Gerade im Zeichen neuer Technologien wie der Digitalisierung und Künstlicher Intelligenz-Forschung steht das Mensch-Maschinen-Verhältnis erneut auf der Agenda.     Abstract: This handbook provides an overview of approaches to, and methods and topics on a historical anthropology of technology. This includes basic concepts, the variety of human technical concepts, technicised practices and the technicisation of senses and skills. Furthermore, it presents important representatives of an anthropology of technology since the early modern period. With its interdisciplinary approach, this volume historically and systematically approaches various problems relating to humans and machines that are currently being debated. At the centre of attention is the quintessential anthropological question of what a ‘human being’ is with respect to technology. However, this consideration does not derive from the concept of a unique, unchanging essence of man, but examines the historical changes of man through and with technology. Particularly in light of new technologies such as digitisation and artificial intelligence research, the relationship between humans and machines is once again on the agenda, in which humans and humanity seem to be the subject of discussion

    Abstract: "In this book the author argues that we focus on the use of negative racial appeals by the Republican Party, while ignoring the incentives that exist for some Democratic candidates to use race as much as, if not more than Republican candidates. The conventional wisdom is that a Democratic candidate would never be incentivized to invoke race and activate negative racial predispositions. Yet, according to the author, Democratic politicians regularly invoke negative stereotypes about African Americans. On numerous occasions President Obama, for example, publicly chastised black audiences. And, while it might seem surprising that a Democratic politician would use rhetoric that disparages their most loyal constituency, Obama is just one of many Democratic politicians who have been criticized for invoking negative stereotypes about African Americans for political gain.     Abstract: In Virtual Pedophilia Gillian Harkins traces how by the end of the twentieth century the pedophile as a social outcast evolved into its contemporary appearance as a virtually normal white male. The pedophile's alleged racial and gender normativity was treated as an exception to dominant racialized modes of criminal or diagnostic profiling. The pedophile was instead profiled as a virtual figure, a potential threat made visible only when information was transformed into predictive image. The virtual pedophile was everywhere and nowhere, slipping through day-to-day life undetected until people learned how to arm themselves with the right combination of visually predictive information.     Abstract: Pursuing Citizenship in the Enforcement Era provides readers with the everyday perspectives of immigrants on what it is like to try to integrate into American society during a time when immigration policy is focused on enforcement and exclusion. The law says that everyone who is not a citizen is an alien. But the social reality is more complicated. Ming Hsu Chen argues that the citizen/alien binary should instead be reframed as a spectrum of citizenship, a concept that emphasizes continuities between the otherwise distinct experiences of membership and belonging for immigrants seeking to become citizens. To understand citizenship from the perspective of noncitizens, this book utilizes interviews with more than one-hundred immigrants of varying legal statuses about their attempts to integrate economically, socially, politically, and legally during a modern era of intense immigration enforcement. Studying the experiences of green card holders, refugees, military service members, temporary workers, international students, and undocumented immigrants uncovers the common plight that underlies their distinctions: limited legal status breeds a sense of citizenship insecurity for all immigrants that inhibits their full integration into society. Bringing together theories of citizenship with empirical data on integration and analysis of contemporary policy, Chen builds a case that formal citizenship status matters more than ever during times of enforcement and argues for constructing pathways to citizenship that enhance both formal and substantive equality of immigrants

    Abstract: "Waverly Duck and Anne Rawls propose in this book that when "tacit" racism becomes institutionalized in the expectations of ordinary interaction-in what the authors call "Interaction Orders of Race"--it creates vast amounts of largely invisible and unconscious inequality. Because of this, interactions can produce race inequality whether the people involved are aware of it or not. The resulting divisions and exclusions divide the nation, providing fertile ground for political manipulation around issues associated with race (e.g. welfare, health care and government as the guarantor of equality). The growth of tacit and overt racism that followed the election of Barack Obama, the first African American President, ushered in a level of intolerance that most Americans thought they had left behind in the distant past. It has been a nation-wide display of how overlooking tacit racism and supporting the fiction of a "color-blind" society damages not only the least advantaged but threatens the majority; it encourages the expression of overt forms of racism that deprives society of the contributions of minorities, and it threatens democratic public spaces. As such, the authors argue, tacit racism is a clear and present danger to the survival of our nation, the public civility it depends on, the autonomy of its sciences, and its democratic institutions as a whole."

    Abstract: This book explores how the rising numbers of refugees entering Europe from 2015 onwards played into fears of cultural, religious, and ethnic differences across the continent. The migrant, or refugee crisis, prompted fierce debate about European norms and values, with some commentators questioning whether mostly Muslim refugees would be able to adhere to these values, and be able to integrate into a predominantly Christian European society. In this volume, philosophers, legal scholars, anthropologists and sociologists, analyze some of these debates and discuss practical strategies to reconcile the values that underpin the European project with multiculturalism and religious pluralism, whilst at the same time safeguarding the rights of refugees to seek asylum.     Abstract: Die Covid-19-Pandemie hat zu radikalen Eingriffen in die Gesundheitsversorgung und das soziale Leben geführt, deren Effizienz und Angemessenheit aktuell immer stärker ins Zentrum von Auseinandersetzungen rückt. In diesem Sammelband reflektieren und kommentieren ausgewiesene Wissenschaftler/innen und Fachleute verschiedenster Disziplinen den Umgang mit der Pandemie. Thematisiert werden u.a. die Stellungnahmen nationaler Ethikkommissionen, die Triage-Problematik, die Vertretbarkeit von Eingriffen in Grundfreiheiten, die soziale Isolation Betroffener, der Umgang mit religiösen und spirituellen Bedürfnissen sowie tiefer liegende soziale Veränderungen in der Krise. Es wird damit ein wichtiger Beitrag zur Aufarbeitung der Corona-Krise geleistet.     Abstract: The Covid-19 pandemic has led to radical interventions in healthcare and social life, the efficiency and appropriateness of which are now increasingly at the centre of controversy. In this volume, renowned scientists, academics and experts from a wide range of disciplines reflect and comment on how to deal with the pandemic. Among other things, the following topics are discussed: the statements of national ethics committees, the issue of triage, the acceptability of interventions in fundamental freedoms, the social isolation of those affected, the handling of religious and spiritual needs as well as deeper social changes during the crisis. Overall, this publication makes an important contribution to the resolution of the coronavirus crisis.     Abstract: Es bricht etwas Neues beim ethischen Nachdenken an, welches vermehrt von der Empathie ausgeht. Aber es ist noch nicht so klar, wie eine empathische Grundhaltung die Ethik verändert und von welcher Art von Empathie man ausgeht. So kann der Ausgangspunkt einer gemeinsamen Menschlichkeit Empathie ganz anders verstehen lassen, als wenn man diese nur als mehr oder weniger sensible Perspektivenübernahme betrachtet. Mit der empathischen Grundhaltung wird für den reflexiven ethischen Prozess das Zuhören wichtig. Und unterfüttert von Empathie wird das Bewusstsein von Verletzlichkeit in das Nachdenken über Menschenrechte, Gerechtigkeit und Teilhabe hineingetragen. Auf Basis dieser Betrachtungen erfolgt in diesem Buch ein Entwurf für die Post-Corona-Zeit.
    Abstract: Something new is happening in ethical thinking, for which empathy is increasingly becoming the starting point. However, it is not yet entirely clear how this basic empathetic attitude is changing ethics and what kind of empathy is involved. In this respect, the point of departure for a form of empathy based on collective humanity can be understood quite differently than if one only considers empathy to be the act of adopting a more or less sensitive perspective. Along with a basic empathetic attitude, listening has become important in the process of ethical reflection. Moreover, underpinned by empathy, an awareness of vulnerability is influencing thinking about human rights, justice and participation. On the basis of these considerations, this book develops a blueprint for ethical thinking in the aftermath of the coronavirus.
