    Abstract: Over the two decades since the adoption of United Nations Security Council Resolution 1325 on Women, Peace and Security, peacebuilding interventions around the globe have increasingly incorporated gender perspectives. Yet, the results have been uneven. In Building Peace, Rebuilding Patriarchy, Melissa Johnston explains why gender interventions often fail to help those who most need them, using the case of Timor-Leste, a country subjected to high levels of peacebuilding and gender interventions between 1999 and 2017.     Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: How does governing work today? How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are (not) democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of 'polycentrism', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today's world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.

    Abstract: Jonathan Fox and Lev Topor provide a new and innovative approach to answering the age-old question of why people discriminate against Jews. They examine anti-Jewish discrimination using a two-pronged approach. First, they combine and integrate ideas and theories from classic studies of anti-Semitism with social science theories on the causes of discrimination. Second, they use previously unavailable data on discrimination against Jews in 76 countries with significant Jewish minority populations to analyse the patterns and causes of discrimination.

    Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

    Abstract: This book explores how the rising numbers of refugees entering Europe from 2015 onwards played into fears of cultural, religious, and ethnic differences across the continent. The migrant, or refugee crisis, prompted fierce debate about European norms and values, with some commentators questioning whether mostly Muslim refugees would be able to adhere to these values, and be able to integrate into a predominantly Christian European society. In this volume, philosophers, legal scholars, anthropologists and sociologists, analyze some of these debates and discuss practical strategies to reconcile the values that underpin the European project with multiculturalism and religious pluralism, whilst at the same time safeguarding the rights of refugees to seek asylum. Country case studies in the book are drawn from France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom; representing states with long histories of immigration, countries with a more recent refugee arrivals, and countries that want to keep refugees at bay and refuse to admit even the smallest number of asylum seekers. Contributors in the book explore the roles which national and local governments, civil society, and community leaders play in these debates and practices, and ask what strategies are being used to educate refugees about European values, and to facilitate their integration. At a time when debates on refugees and European norms continue to rage, this book provides an important interdisciplinary analysis which will be of interest to European policy makers, and researchers across the fields of migration, law, philosophy, anthropology, sociology, and political science.     Abstract: With the rapid rise of China and the relative decline of the United States, the topic of power transition conflicts is back in popular and scholarly attention. The discipline of International Relations offers much on why violent power transition conflicts occur, yet very few substantive treatments exist on why and how peaceful changes happen in world politics. This Handbook is the first comprehensive treatment of the subject of peaceful change in International Relations. It contains some 41 chapters, all written by scholars from different theoretical and conceptual backgrounds examining the multi-faceted dimensions of this subject. In the first part, key conceptual and definitional clarifications are offered and in the second part, papers address the historical origins of peaceful change as an International Relations subject matter during the Inter-War, Cold War, and Post-Cold War eras. In the third part, each of the IR theoretical traditions and paradigms in particular Realism, liberalism, constructivism and critical perspectives and their distinct views on peaceful change are analyzed. In the fourth part papers tackle the key material, ideational and social sources of change. In the fifth part, the papers explore selected great and middle powers and their foreign policy contributions to peaceful change, realizing that many of these states have violent past or tend not to pursue peaceful policies consistently. In part six, the contributors evaluate the peaceful change that occurred in the world’s key regions. In the final part, the editors address prospective research agenda and trajectories on this important subject matter.

    Abstract: The authors analyse the reasons underlying the resurgence of communalism in the 2000s in Uttar Pradesh (UP) leading to riots in Mau in 2005, Gorakhpur in 2007, and Muzaffarnagar in 2013, but more importantly move beyond riots to analyse the new ways and means whereby communalism in the present phase is being manufactured by the Hindu right. They argue that UP is experiencing a post-Ayodhya phase of communalism markedly different from the late 1980s/early 1990s. The text employs a model of institutionalized everyday communalism whose defining feature is that rather than initiating major, state-wide riots, the strategy of the BJP-RSS currently is to create and sustain constant, low-key communal tension together with frequent, small, low-intensity incidents out of petty everyday issues that institutionalize communalism at the grassroots.

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers. Through its combined approach to critical theory and field research with migrant workers, this text makes a case for a politics that is attuned to questions of time and advanced by precarious workers throughout society.

    Abstract: This work studies the role of US media in presenting American values as principally different from and superior to those of Russia. The analysis focuses on the media's narratives, frames, and nature of criticism of the Russian side and is based on texts of editorials of selected mainstream newspapers in the United States and other media sources. The text identifies five media narratives of Russia - 'transition to democracy' (1991-1995), 'chaos' (1995-2005), 'neo-Soviet autocracy' (2005-2013), 'foreign enemy' (since 2014), and 'collusion' (since 2016) - each emerging in a particular context and supported by distinct frames.

    Abstract: Across the United States democratic professionals are creating innovative power-sharing arrangements in institutions that are usually hierarchical and non-participatory. Often involving laypeople who would not consider themselves activists or even engaged citizens, democratic professionals break down internal barriers, foster social proximity, encourage co-ownership of problems previously seen as beyond laypeople's abilities, and seek out opportunities for collaborative work. This text focuses on democratic professionals' efforts in participatory innovation in the fields of K-12 education, criminal justice, and city government
