    Abstract: Government policies to reduce environmental pollution and global warming are often criticized as damaging to the economy, particularly by reducing international competitiveness. This book addresses the issue by examining many of the policies concerned, and their effects on competitiveness. It demonstrates that well-designed, market-oriented environmental policies may be expected to improve both domestic and international competitiveness. The authors dismiss the fear that environmental policies will damage competitiveness by approaching the issue from four different perspectives: the economic analysis of competitiveness; a geo-economic approach to trade and foreign investment between Europe, NAFTA and Southeast Asia; studies of the effects of environmental policies on competitiveness; and the formal modelling of carbon taxation, international competitiveness and carbon leakage. The book also includes results from a global econometric model on the potential for carbon leakage, a detailed case study of German national policies, an examination of life cycle analysis and competitiveness, and an empirical study of green product development. This book will be of great interest to academics working in the field of environmental economics and researchers involved in environmental policy

    Abstract: This important new book presents a state-of-the-art assessment of how economic models can be used by different levels of government to combat environmental problems. It considers policies for climate change and transport that can be used at federal and confederal levels of government. The authors examine the unique aspects of environmental policy making in a multi-layered government using empirical case studies covering Europe and the US. They consider the causes of pollution at three levels - federal government, local government and industries and firms. Concentrating on greenhouse gas abatement and the transport sector, they use quantitative techniques to compare alternative policy solutions. This quantitative approach overcomes problems of some inconclusive theoretical prescriptions, which often depend on combinations of particular parameter values. In addition, this method makes it possible to investigate the costs and benefits of a particular solution, and the distribution effects between different groups. This approach also provides insights into the economic consequences of the application of local versus national or federal policies. Climate Change, Transport and Environmental Policy provides the necessary analysis required for environmental policy making in that it uses a quantitative approach to balance the costs and benefits of alternative policy options.     Abstract: Die Medien sind ein plastisches Beispiel für technisch-institutionelle Interdependenzen: Im Zuge der von technischen Neuerungen vorangetriebenen Marktdynamik werden tradierte institutionelle Arrangements obsolet, womit neue ordnungspolitische Herausforderungen entstehen. Wenn aber die Medien eine »vierte Gewalt« bilden, so kann der rasante Veränderungsprozeß nicht nur mit einem »laisser faire« beantwortet werden. Die ordnungspolitische Herausforderung ist also bei den Medien besonders groß und bedarf sorgfältiger wissenschaftlicher Reflexion. Die »Arbeitsgruppe Wettbewerb des Wirtschaftspolitischen Ausschusses« im Verein für Socialpolitik erörterte dieses Spannungsverhältnis zwischen Freiheit und Zwang eingehend mit Vertretern aus Politik, Verbandswesen und Unternehmenspraxis. Der Tagungsband beinhaltet die Referate sowie zusätzliche Beiträge: Dr. Werner Hippe, Präsident des Verbandes Deutscher Zeitschriftenverleger e. V., Bonn, verdeutlicht die Chancen und Risiken der Zeitschriftenverlage angesichts der veränderten technischen Möglichkeiten. Peter Voß, Intendant des Südwestdeutschen Rundfunks, Baden-Baden, erörtert die gegenwärtige und zukünftige Legitimation des öffentlich-rechtlichen Rundfunks in einer sich wandelnden Umwelt. Reinhard Klimmt, MdL, Vorsitzender der Medienkommission des SPDBundesvorstands, referiert über die sozialen Gestaltungspotentiale der Medienpolitik. Prof. eh. Dietrich Ratzke entwickelt eine grundlegende Kritik an den euphorischen Szenarien der Medienzukunft. Prof. Dr. Wolf-Dieter Ring, Präsident der Bayerischen Landeszentrale für neue Medien, München, und Dr. Norbert Schneider, Direktor der Landesanstalt für Rundfunk Nordrhein-Westfalen, Düsseldorf, gehen auf die unterschiedlichen Erfahrungen in den jeweiligen Bundesländern ein.

In this exciting book, Gene Rochlin takes a closer look at how these familiar and pervasive productions of computerization have become embedded in all our lives, forcing us to narrow the scope of our choices, our modes of control, and our experiences with the real world. Drawing on fascinating narratives from fields that range from military command, air traffic control, and international fund transfers to library cataloging and supermarket checkouts, Rochlin shows that we are rapidly making irreversible and at times harmful changes in our business, social, and personal lives to comply with the formalities and restrictions of information systems. The threat is not the direct one once framed by the idea of insane robots or runaway mainframes usurping human functions for their own purposes, but the gradual loss of control over hardware, software, and function through networks of interconnection and dependence. What Rochlin calls the computer trap has four parts: the lure, the snare, the costs, and the long-term consequences. The lure is obvious: the promise of ever more powerful and adaptable tools with simpler and more human-centered interfaces. The snare is what usually ensues. Once heavily invested in the use of computers to perform central tasks, organizations and individuals alike are committed to new capacities and potentials, whether they eventually find them rewarding or not. The varied costs include a dependency on the manufacturers of hardware and software--and a seemingly pathological scramble to keep up with an incredible rate of sometimes unnecessary technological change. Finally, a lack of redundancy and an incredible speed of response make human intervention or control difficult at best when (and not if) something goes wrong. As Rochlin points out, this is

    Abstract: Economy and Ecosystems in Change addresses ecological problems from an economic perspective, and provides policy suggestions for resource management and environmental sustainability based on integrated, multidisciplinary information, methods and applications. The book begins by introducing the different approaches and applications within ecological economics and clarifying new elements and fundamental principles. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems. The authors then examine the macroeconomy-ecosystem relationship with reference to national and global processes, focusing specifically on employment versus sustainability, trade, industrial transformation and rural development. In the third part there is an evaluation of whether ecosystems and economics can be treated independently; it is argued that the integration of these fields provides more complete insights and information for addressing the complex relationships between human activities and natural processes. Finally, the authors consider the institutional environment and policies affecting public ecosystems subject to economic uses. Using case study evidence, they conclude that public policy often supports an unsustainable use of resources. To counter this the authors propose policy and management options based on natural resource accounts, practical policy objectives and the precautionary principle.     Abstract: The »Bayreuther Blätter« periodical was founded by Richard Wagner in 1878. In the 61 years of its existence, it was the central literary vehicle of the cultural movement emanating from Bayreuth and as such represents a major source of information on mentalities prevalent in Germany in the late 19th and early 20th century. The study traces the origins and foundation of the publication and discusses its scope, design, conception, the audience it addressed itself to, and the contributors who wrote for it. A central focus is the discussion of the ideological role played by the periodical in connection with anti-Semitism, racism and Teutonicism.     Abstract: The dismissal of civil servants on racist or political grounds in April 1933 marked the beginning of a massive, forced exodus of mainly Jewish scholars and scientists from Nazi Germany - a phenomenon unprecedented in the modern history of academic life. The essays in this volume examine whether that 'exodus of reason' lead to significant scientific change, and if so, how that change should be characterised. The volume challenges the focus of earlier work on the 'intellectual migration' on losses (for German science) and gains (for British and American science). Instead, the authors proceed from the assumption that the sciences are open, dynamic, and historically contingent systems, and explore the multiple, complex interactions of biographical, social, and cultural circumstances with changes - or lack of change - in the émigrés' scientific thinking and research

    Abstract: Which level of government is most appropriate for environmental policy making in a confederal or federal system? How does the level of government at which policy is made and implemented affect the choice of policy instruments? This important new volume addresses these problems by comparing environmental policies and practices in the European Union and the United States. In Environmental Policy with Political and Economic Integration, a distinguished group of authors discusses how environmental policy in a federal or confederal system may differ both in theory and practice from that found in a unitary government system. After examining the framework for environmental policy in the EU and US, the authors present papers on their federal institutions, the economic forces affecting environmental governance, the choice of policy instruments, linkages between trade and environmental policy and environmental regulations within international trade negotiations. The final part brings together a series of case studies which sheds new light on the research questions formulated earlier in the book. Issues discussed include the regulation of agricultural pollution, global warming, ozone pollution and environmental security.     Abstract: Industrial Ecology is perhaps the first serious attempt to go beyond general statements regarding the desirability of 'clean technology' and to assess realistically and quantitatively the range of practicable possibilities for reducing materials extraction, consumption and waste. This major new book examines strategic options for reducing wastes and pollution and increasing the productivity of materials. Using an industrial ecology perspective, the authors analyse thirteen generic cases of material, beginning with four families of metals (aluminium, chromium, copper and zinc), several families of chemicals (phosphates and fluorine; suphur-based, nitrogen-based and chlorine-based), silicon and several different types of waste. Opportunities for creating 'industrial ecosystems' by deliberate design are discussed as well as the use of low-value by-products as feed stocks for useful products. In addition to surveying the technological possibilities, the authors also consider the public interest, institutional barriers and the range of possible alternatives that might be applicable.     Abstract: The Closed World offers a radically new alternative to the canonical histories of computers and cognitive science. Arguing that we can make sense of computers as tools only when we simultaneously grasp their roles as metaphors and political icons, Paul Edwards shows how Cold War social and cultural contexts shaped emerging computer technology--and were transformed, in turn, by information machines. The Closed World explores three apparently disparate histories--the history of American global power, the history of computing machines, and the history of subjectivity in science and culture--through the lens of the American political imagination. In the process, it reveals intimate links between the military projects of the Cold War, the evolution of digital computers, and the origins of cybernetics, cognitive psychology, and artificial intelligence. Edwards begins by describing the emergence of a "closed-world discourse" of global surveillance and control through high-technology military power. The Cold War political goal of "containment" led to the SAGE continental air defense system, Rand Corporation studies of nuclear strategy, and the advanced technologies of the Vietnam War. These and other centralized, computerized military command and control projects--for containing world-scale conflicts--helped closed-world discourse dominate Cold War political decisions. Their apotheosis was the Reagan-era plan for a "Star Wars" space-based ballistic missile defense. Edwards then shows how these military projects helped computers become axial metaphors in psychological theory. Analyzing the Macy Conferences on cybernetics, the Harvard Psycho-Acoustic Laboratory, and the early history of artificial intelligence, he describes the formation of a "cyborg discourse." By constructing both human minds and artificial intelligences as information machines, cyborg discourse assisted in integrating people into the hyper-complex technological systems of the closed world. Finally, Edwards explores the cyborg as political identity in science fiction--from the disembodied, panoptic AI of 2001: A Space Odyssey, to the mechanical robots of Star Wars and the engineered biological androids of Blade Runner--where Information Age culture and subjectivity were both reflected and constructed.     Abstract: This book compares resistance to technology across time, nations, and technologies. Three post-war examples - nuclear power, information technology, and biotechnology - are used in the analysis. The focus is on post-1945 Europe, with comparisons made with the USA, Japan, and Australia. Instead of assuming that resistance contributes to the failure of a technology, the main thesis of the book is that resistance is a constructive force in technological development, giving technology its particular shape in a particular context. Whilst many people still believe in the positive contribution made by science and technology, many have become sceptical. By exploring the idea that modernity creates effects that undermine its own foundations, forms and effects of resistance are explored in various contexts. The book presents a unique interdisciplinary study, including contributions from historians, sociologists, psychologists, and political scientists
