    Abstract: Welche Auswirkungen haben interne Migrationskontrollen auf Migrantinnen und Migranten ohne regulären Aufenthaltsstatus - auf Sans Papiers? Dieser Frage geht das Buch mit einem Vergleich zwischen den Vereinigten Staaten und Deutschland nach. Anhand von Expertengesprächen und vierzig qualitativen Interviews mit Sans Papiers werden polizeiliche Kontrollen und Kontrollen in den Bereichen Arbeitsmarkt, Gesundheitsversorgung, Wohnen sowie Schule und Kinderbetreuung eingehend untersucht. Das Buch diskutiert, ob globale ökonomische, politische und soziale Prozesse die Fähigkeit von Nationalstaaten einschränken, Migration zu kontrollieren. Es wird gezeigt, dass sich die Migrationspolitik der OECDStaaten in den vergangenen Jahren zwar auf der Ebene der Leitlinien und Gesetze angeglichen hat. Bei der Implementation von Kontrollen bestehen aber nationale Unterschiede fort. Die Interviews belegen, dass Sans Papiers in den USA weiterhin vielfältige Möglichkeiten zur gesellschaftlichen Partizipation haben. Im Gegenzug zeigt das Beispiel Deutschland, dass angesichts der weitgehenden Exklusion von Sans Papiers keine Rede von einem Kontrollverlust sein kann.
    Abstract: What are the effects of internal migration controls on migrants without a regular residence permit – on “sans papiers”? The book gives an answer to this question with a comparative study of the United States and Germany. Based on expert interviews and in-depth interviews with forty sans papiers, police controls as well as controls in areas such as labor market, health care, housing, schooling and childcare are carefully analysed. The book discusses whether global economic, political or social processes have restricted the ability of advanced capitalist countries to control migration. It argues that migration policy in the OECD countries has become more similar, but this convergence only takes place at the level of policy goals and legal norms. At the level of implementation, national differences persist. The interviews show that sans papiers in the U.S. continue to have many possibilities to participate in society. In contrast, the comprehensive exclusion of sans papiers in Germany confi rms that there is no general “loss of control”

    Abstract: Three paradoxes surround the division of the costs of social reproduction: * Women have entered the paid labour force in growing numbers, but they continue to perform most of the unpaid labour of housework and childcare. * Birth rates have fallen but more and more mothers are supporting children on their own, with little or no assistance from fathers. * The growth of state spending is often blamed on malfunctioning markets, or runaway bureaucracies. But a large percentage of social spending provides substitutes for income transfers that once took place within families. Who Pays for the Kids? explains how this paradoxical situation has arisen. The costs of social reproduction are largely paid by women: men have remained extremely reluctant to pay their share of the costs of raising the next generation. Traditional theories - neo-classical, Marxist and Feminist - can only provide an incomplete account of this, and this book offers an alternative analysis, based on individual choices but within interlocking structures of constraint based on gender, age, sex, nation, race and class.

    Abstract: Romance and Rights: The Politics of Interracial Intimacy, 1945-1954 studies the meaning of interracial romance, love, and sex in the ten years after World War II. How was interracial romance treated in popular culture by civil rights leaders, African American soldiers, and white segregationists? Previous studies focus on the period beginning in 1967 when the Supreme Court overturned the last state antimiscegenation law (Loving v. Virginia). Lubin's study, however, suggests that we cannot fully understand contemporary debates about "hybridity," or mixed-race identity, without first comprehending how WWII changed the terrain. The book focuses on the years immediately after the war, when ideologies of race, gender, and sexuality were being reformulated and solidified in both the academy and the public. Lubin shows that interracial romance, particularly between blacks and whites, was a testing ground for both the general American public and the American government. The government wanted interracial relationships to be treated primarily as private affairs to keep attention off contradictions between its outward aura of cultural freedom and the realities of Jim Crow politics and antimiscegenation laws. Activists, however, wanted interracial intimacy treated as a public act, one that could be used symbolically to promote equal rights and expanded opportunities.

    Abstract: Under what conditions are political elites responsive to social movements, and when do social movements gain access to political elites? This book explores this question with regard to the women's movement in the US, asking under what conditions are Congress and the presidency responsive to the women's movement, and when will the women's movement gain access to Congress and the presidency? The book systematically compares the relation between political leaders and each of the three waves of the women's movement, 1848-1889, 1890-1928, and 1960-1985, in light of the political dynamics that each wave faced. The author utilizes perspectives and methods from the fields of Political Science, Sociology, and History to illustrate the ways in which changing political dynamics impacted the battle for both women's suffrage and the Equal Rights Amendment. A significant addition to the study of women's history and American studies, Political Women illlustrates the important roles that political leaders played in the battle for women's suffrage and the ERA and demonstrates the political savvy among women suffrage activists who recognized the institutional barriers present in the US political system and fought to overcome them.

Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables that have shaped their evolution.     Abstract: Commonly portrayed in the media as holding women in strict subordination and deference to men, Islam is nonetheless attracting numerous converts among African American women. Are these women "reproducing their oppression," as it might seem? Or does their adherence to the religion suggest unsuspected subtleties and complexities in the relation of women, especially black women, to Islam? Carolyn Rouse sought answers to these questions among the women of Sunni Muslim mosques in Los Angeles. Her richly textured study provides rare insight into the meaning of Islam for African American women; in particular, Rouse shows how the teachings of Islam give these women a sense of power and control over interpretations of gender, family, authority, and obligations. In Engaged Surrender, Islam becomes a unique prism for clarifying the role of faith in contemporary black women's experience. Through these women's stories, Rouse reveals how commitment to Islam refracts complex processes-urbanization, political and social radicalization, and deindustrialization-that shape black lives generally, and black women's lives in particular. Rather than focusing on traditional (and deeply male) ideas of autonomy and supremacy, the book-and the community of women it depicts-emphasizes more holistic notions of collective obligation, personal humility, and commitment to overarching codes of conduct and belief. A much-needed corrective to media portraits of Islam and the misconceptions they engender, this engaged and engaging work offers an intimate, in-depth look into the vexed and interlocking issues of Islam, gender, and race.

    Abstract: This history of the poor of Sub-Saharan Africa begins in the monasteries of thirteenth-century Ethiopia and ends in the South African resettlement sites of the 1980s. Its thesis, derived from histories of poverty in Europe, is that most very poor Africans have been individuals incapacitated for labour, bereft of support, and unable to fend for themselves in a land-rich economy. There has emerged the distinct poverty of those excluded from access to productive resources. Natural disaster brought widespread destitution, but as a cause of mass mortality it was almost eliminated in the colonial era, to return to those areas where drought has been compounded by administrative breakdown. Professor Iliffe investigates what it was like to be poor, how the poor sought to help themselves, how their counterparts in other continents live. The poor live as people, rather than merely parading as statistics. Famines have alerted the world to African poverty, but the problem itself is ancient. Its prevailing forms will not be understood until those of earlier periods are revealed and trends of change are identified. This is a book for all concerned with the future of Africa, as well as for students of poverty elsewhere.

    Abstract: Why is English national identity so enigmatic and so elusive? Why, unlike the Scots, Welsh, Irish and most of continental Europe, do the English find it so difficult to say who they are? The Making of English National Identity, first published in 2003, is a fascinating exploration of Englishness and what it means to be English. Drawing on historical, sociological and literary theory, Krishan Kumar examines the rise of English nationalism and issues of race and ethnicity from earliest times to the present day. He argues that the long history of the English as an imperial people has, as with other imperial people like the Russians and the Austrians, developed a sense of missionary nationalism which in the interests of unity and empire has necessitated the repression of ordinary expressions of nationalism.     Abstract: Excerpt from book: Einleitung -- Kaum eine andere Autorin hat in der gegenwärtigen feministischen Theorie für so viel Aufsehen gesorgt wie Judith Butler. Und kaum eine andere Theoretikerin zu Geschlechterfragen war und ist derart umstritten. Ihr 1991 im Deutschen erschienenes Buch Das Unbehagen der Geschlechter hat tatsächlich ein gehöriges Unbehagen ausgelöst, sowohl innerhalb der Frauen- und Geschlechterforschung und in Teilen der politischen Philosophie als auch in der feministischen Öffentlichkeit. Butler gilt als Begründerin der »Queer Theory«, sie steht für den linguistic turn der Frauen- und Geschlechterforschung, und sie hat -- wie sich zeigen wird, nicht ganz zu Recht -- den Ruf einer typisch »postmodernen« Autorin. Judith Butler wurde im deutschsprachigen Raum zwar sofort nach Erscheinen ihres ersten deutschsprachigen Buches breit rezipiert (was keineswegs selbstverständlich ist) --, sie wurde dabei allerdings zunächst mit Skepsis, ja mit Ablehnung bedacht. Geradezu erbost reagierten manche gestandenen Wissenschaftlerinnen auf ihr Erscheinen auf der feministischen Bühne. Davon zeugen die ersten Auseinandersetzungen um 1993, etwa Carol Hagemann-Whites Feststellung, bei Gender Trouble (so der Originaltitel) handele es sich um ein »höchst oberflächliches und ärgerliches Buch« (Hagemann-White 1993, 69). -- Neben solchen Verärgerungen über die inhaltlichen Setzungen Butlers fanden und finden sich immer wieder zynische bis verzweifelte Klagen über ihren Stil. Rezensionen ihrer Bücher und ihrer Vorträge in den Feuilletons deutscher Tageszeitungen -- aber auch Bemerkungen mancher Kollegen und Kolleginnen an den Universitäten -- betonen immer wieder die schwer zugängliche Sprache von Judith Butler. Eine auch international viel beachtete Kritik der US-amerikanischen Philosophin Martha Nussbaum (1999) warf Butler unter anderem eine vernebelnde, hohle Sprache vor. Nicht zuletzt schrecken Studierende vor ihrem philosophisch-abstrakten Stil zurück -- auch wenn Butler gerade unter diesen ihre wohl größte »Fan-Gemeinde« hat. Die vorliegende Einführung will diese Frustrationen ernst nehmen und versuchen, die komplexen, interdisziplinären Ausführungen von Butler in eine zugänglichere Form zu »übersetzen«. Zugleich soll die Autorin aber auch anhand ihrer Sprache vorgestellt werden. Beispielsweise -- hilft es zu wissen, dass Butler sehr häufig Fragesätze als rhetorisches Mittel einsetzt, um die eigene Position im Kontext theoretischer Debatten zu markieren. So kommt es auch darauf an, sich mit gutem Willen in Butlers Texte einzulesen, um sie zu verstehen. Wie bei vielen anderen einflussreichen Autorinnen und Autoren in der sozial- und geisteswissenschaftlichen Theorie bedarf es einer gewissen Vorbildung ebenso wie einer gewissen Ausdauer, sich ihnen zu nähern. -- Ein weiterer Punkt, der die Butler-Lektüre erschwert, ist ihre Disziplinen übergreifende Ausrichtung und Rezeption: Judith Butler ist von Hause aus Sprachphilosophin und lehrt als Professorin für Rhetorik und Literaturwissenschaft an der University of California in Berkeley. Doch leben ihre Überlegungen vom produktiven Blick über den disziplinären Tellerrand, das heißt, sie greift im besonderen Maße auf Beiträge und Debatten anderer Disziplinen zurück. Psychoanalyse, Philosophie, Sprachtheorie, Geschichte und Sozialwissenschaften, Medientheorie sowie lesbische und feministische Theorien spielen in Butlers Texten eine so wichtige Rolle, dass sie auch in all diesen Disziplinen rezipiert werden -- was die Leser ihrerseits nötigt, sich interdisziplinär fortzubilden. Soziologinnen und Soziologen sind -- möglicherweise psychoanalytische oder subjektphilosophische Terminologien nicht vertraut, und diese wirken sich entsprechend als anstrengende Hürden bei der Lektüre aus. -- Literaturwissenschaftler werden womöglich bei den politiktheoretischen Ausführungen von Butler das entsprechende Buch genervt beiseite legen, und manche Feministin, die sich Impulse für ihre Praxis erhoffte, gibt bei den diffizilen Überlegungen zur Subjekttheorie -- resigniert auf. Positiv lassen sich diese Erfahrungen aber wenden als undramatische Effekte partikularer Lesarten einer ungemein vielseitigen und entsprechend breit rezipierten Autorin. Anders gesagt: Man muss zwar nicht alle Feinheiten aller Aspekte des -- Butlerschen uvres nachvollziehen, um sie in Teilen zu verstehen. Doch sollte man sich auf möglicherweise zunächst fremde (und befremdliche) Begriffe und Argumentationen einlassen wollen. Es lohnt sich. Und es ist machbar.

Nachdem die zu Anfang vorherrschende Sichtweise von Globalisierung als Entwicklung einer homogenen Weltkultur zunehmend an Evidenz verlor, rücken die lokal unterschiedlichen kulturellen Praktiken und Perspektiven als Teil von Globalisierung ins Zentrum des Interesses. Diese Neujustierung des Fokus erlaubt auch längst überfällige neue Lesarten des vermeintlich einfachen Verhältnisses von »Amerikanisierung« und Globalisierung.     Abstract: Britain and France have developed substantially different policies to manage racial tensions since the 1960s, in spite of having similar numbers of post-war ethnic minority immigrants. This book provides the first detailed historical exploration of race policy development in these two countries. In this path-breaking work, Bleich argues against common wisdom that attributes policy outcomes to the role of powerful interest groups or to the constraints of existing institutions, instead emphasizing the importance of frames as widely-held ideas that propelled policymaking in different directions. British policymakers' framing of race and racism principally in North American terms of color discrimination encouraged them to import many policies from across the Atlantic. For decades after WWII, by contrast, French policy leaders framed racism in terms influenced largely by their Vichy past, which encouraged policies designed primarily to counter hate speech while avoiding the recognition of race found across the English Channel

Kellstedt explains the variation in Americans' racial attitudes over the last half-century, particularly the relationship between media coverage of race and American public opinion on race. The analyses reveal that racial policy preferences have evolved in an interesting and unpredicted (if not unpredictable) fashion over the past fifty years. There have been sustained periods of liberalism, where the public prefers an active government to bring about racial equality, and these periods are invariably followed by eras of conservatism, where the public wants the government to stay out of racial politics altogether.     Abstract: This book is intended to fill in a gap in the study of modern ethno-national diasporas. Thus, against the background of current trends - globalization, democratization, the weakening of the nation-state and massive transstate migration, it examines the politics of historical, modern and incipient ethno-national diasporas. It argues that unlike the widely accepted view, ethno-national diasporism and diasporas do not constitute a recent phenomenon. Rather, this is a perennial phenomenon whose roots were in antiquity. Some of the existing diasporas were created in antiquity, some during the Middle Ages and some are modern. An essential aspect of this phenomenon is the endless cultural-social-economic and especially political struggle of these dispersed ethnic groups that permanently reside in host countries away from their homelands to maintain their distinctive identities and connections with their homelands and other dispersed groups of the same nation. While describing and analyzing the diaspora phenomenon, the book sheds light on theoretical questions pertaining to current ethnicity and politics
