    Abstract: Social work as a democratically constituted profession committed to human rights is currently facing cross-border encroachments and attacks by right-wing populist movements and governments. With the Bundestag elections in September 2017, the question of the extent to which right-wing populist forces succeed in influencing the discourse with xenophobic and nationalist arguments arises in Germany, too. The authors examine how social work can respond effectively to nationalism, exclusion, de-solidarization and a basic skepticism about science and position itself against this background. The book explores different conditions in Germany, France, Poland, Russia and the US.

    Abstract: Within the history of African American struggle against racist oppression that often verges on dystopia, a hidden tradition has depicted a transfigured world. Daring to speculate on a future beyond white supremacy, black utopian artists and thinkers offer powerful visions of ways of being that are built on radical concepts of justice and freedom. They imagine a new black citizen who would inhabit a world that soars above all existing notions of the possible.In Black Utopia, Alex Zamalin offers a groundbreaking examination of African American visions of social transformation and their counterutopian counterparts. Considering figures associated with racial separatism, postracialism, anticolonialism, Pan-Africanism, and Afrofuturism, he argues that the black utopian tradition continues to challenge American political thought and culture. Black Utopia spans black nationalist visions of an ideal Africa, the fiction of W. E. B. Du Bois, and Sun Ra’s cosmic mythology of alien abduction. Zamalin casts Samuel R. Delany and Octavia E. Butler as political theorists and reflects on the antiutopian challenges of George S. Schuyler and Richard Wright. Their thought proves that utopianism, rather than being politically immature or dangerous, can invigorate political imagination. Both an inspiring intellectual history and a critique of present power relations, this book suggests that, with democracy under siege across the globe, the black utopian tradition may be our best hope for combating injustice

    Abstract: This work studies the role of US media in presenting American values as principally different from and superior to those of Russia. The analysis focuses on the media's narratives, frames, and nature of criticism of the Russian side and is based on texts of editorials of selected mainstream newspapers in the United States and other media sources. The text identifies five media narratives of Russia - 'transition to democracy' (1991-1995), 'chaos' (1995-2005), 'neo-Soviet autocracy' (2005-2013), 'foreign enemy' (since 2014), and 'collusion' (since 2016) - each emerging in a particular context and supported by distinct frames.

    Abstract: Mazzarella examines the representational politics behind journalistic constructions of US girls and girlhood through a series of contemporary in-depth case studies which work to document a wider cultural moral panic about the troublesome nature of girls' bodies. The public concern and media fascination with youth so evident in the United States today is a century-old phenomenon. From the flappers of the 1920s to the bobbysoxers of the 1950s, from the hippies of the 1960s and on to the ever-present pregnant teens, this fascination has played out in the media and has consistently focused on (primarily White, middle-class, heterosexual) girls. A growing body of research has revealed the manner in which journalistic practice constructs such girls as problems. Girls, Moral Panic, and News Media takes a broad look at U.S. news media constructions of girls, girlhoods, and girl's bodies/sexualities through a series of contemporary in-depth case studies including news coverage of the 2008 Gloucester (MA) High School "pregnancy pact," teen gun control activist Emma Gonzlez, and the sexualization of "early puberty." In general, the news media constructs girls' bodies as troublesome and in need of adult surveillance and policing. These case studies document a cultural obsession with girls' bodies--an obsession that often approaches moral panic. This book will be key reading for researchers and instructors in the rapidly growing international and interdisciplinary field of Girls' Studies, and scholars of Media Studies, Cultural Studies, Gender Studies, Communication and Journalism.

    Abstract: Paid home care sits at the nexus of two of the United States' biggest social challenges: rising inequality and an aging population. Policy and advocacy initiatives typically treat poverty and care of the aged as distinct forms of vulnerability. They are seen as having separate social causes that require different solutions. Using rich ethnographic narrative based on fieldwork in Chicago, this text examines the diverse relationships generated by care and their connections to longer national histories, policies, and institutional contexts.

    Abstract: In this work, Paul Apostolidis asks what we can learn about social and economic precarity by considering the situation of Latin American migrant day laborers in the United States today. To do so, the author places Latino day laborers' commentaries in dialogue with critical social theory. Apostolidis sees these day laborers' circumstances both as exceptional and as synecdoches for precarious conditions that affect multitudes of workers. Through its combined approach to critical theory and field research with migrant workers, this text makes a case for a politics that is attuned to questions of time and advanced by precarious workers throughout society.

    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

In Beiträgen ausgewiesener Experten werden zunächst die Rahmenbedingungen des Regierens analysiert, so etwa die strategische Positionierung von Regierungs- und Oppositionsparteien, das Abstimmungsverhalten im Bundestag, die Rolle des Bundesverfassungsgerichts, das Koalitionsmanagement, der Einfluss von Verbänden oder der Medientenor. In einem zweiten Abschnitt werden zum einen die größten Herausforderungen der insgesamt dritten Großen Koalition in Deutschland diskutiert, insbesondere die Flüchtlingsproblematik, aber auch beispielsweise die Reaktionen auf die verschiedenen Krisen auf europäischer Ebene. Zum anderen werden die wichtigsten Entscheidungen in allen relevanten Politikfeldern, von der Finanz- und der Sozial- bis zur Umwelt- und Außenpolitik systematisch beschrieben, erklärt und bewertet. Außerdem skizziert Felipe Böttcher das Zustandekommen, mögliche Erscheinungsformen sowie die Konsequenzen dieser Verzerrungsproblematik. Die empirische Erfassung hat schließlich zum Ziel, die Magnitude in unterschiedlichen staatlichen Kontexten quantifiziert darzustellen.     Abstract: The author examines the relationships between immigration policy, observed immigration patterns, and cultural differences between the United States and immigrants' source countries. The entirety of U.S. immigration history (1607-present) is reviewed through a recounting of related legislative acts and by examining data on immigrant inflows and cross-societal cultural distances. Prior to the Immigration Act of 1965, U.S. policy favored immigration from Europe, particularly Northern and Western Europe. Thus, American culture became similar to the cultures of European societies and of Canada, Australia and New Zealand. Changes in U.S. immigration policy during the past half century have resulted in American culture becoming more similar to the cultures of more recent arrivals' source countries (i.e., societies in Asia, Latin America, the Caribbean, and Africa). The period from the mid-nineteenth century to the early twentieth century is not only a critical era in modern Chinese history, but also the peak time of illustrated news reporting in the United States. Besides images from newspapers and journals, this collection also contains pictures about China and the Chinese published in books, brochures, commercial advertisements, campaign posters, postcards, etc. Together, they have documented colourful portrayals of the Chinese and their culture by the U.S. print media and their evolution from ethnic curiosity, stereotyping, and racial prejudice to social awareness, reluctant understanding, and eventual acceptance. Since these publications represent different positions in American politics, they can help contemporary readers develop a more comprehensive understanding of major events in modern American and Chinese histories, such as the cause and effect of the Chinese Exclusion Act and the power struggles behind the development of the Open Door Policy at the turn of the twentieth century.     Abstract: Resilience refers to the ability of individuals, groups and societies to withstand and recover from external shocks. This pioneering book-length comparative study examines resilience as it is experienced across different countries, such as the UK, US, France, Germany and EU. Furthermore it considers cases from policy sectors including national security, counterterrorism, civil protection, disaster risk reduction, critical infrastructure protection and overseas interventions. In doing so, Joseph provides an account of why it is that resilience has become such a popular policy topic, looking at its focus on complexity, the human and the role of resilient individuals and communities.     Abstract: Many citizens in the US and abroad fear that democratic institutions have become weak, and continue to weaken. Politics with the People develops the principles and practice of 'directly representative democracy' - a new way of connecting citizens and elected officials to improve representative government. Sitting members of Congress agreed to meet with groups of their constituents via online, deliberative town hall meetings to discuss some of the most important and controversial issues of the day. The results from these experiments reveal a model of how our democracy could work, where politicians consult with and inform citizens in substantive discussions, and where otherwise marginalized citizens participate and are empowered. Moving beyond our broken system of interest group politics and partisan bloodsport, directly representative reforms will help restore citizens' faith in the institutions of democratic self-government, precisely at a time when those institutions themselves feel dysfunctional and endangered

    Abstract: Why are unions weaker in the US than in Canada, two otherwise similar countries? This difference has shaped politics, policy, and levels of inequality. Conventional wisdom points to differences in political cultures, party systems, and labor laws. But Barry Eidlin's systematic analysis of archival and statistical data shows the limits of conventional wisdom, and presents a novel explanation for the cross-border difference. He shows that it resulted from different ruling party responses to worker upsurge during the Great Depression and World War II. Paradoxically, US labor's long-term decline resulted from what was initially a more pro-labor ruling party response, while Canadian labor's relative long-term strength resulted from a more hostile ruling party response. These struggles embedded 'the class idea' more deeply in policies, institutions, and practices than in the US. In an age of growing economic inequality and broken systems of political representation, Eidlin's analysis offers insight for those seeking to understand these trends, as well as those seeking to change them

    Abstract: This monograph reclaims neo-colonialism as an analytical force for making sense of poverty and the failure of ‘development’ strategies within many African states in an era of free market globalisation. Eschewing polemics and weaving three country case studies throughout each chapter (Ghana, Uganda and Zambia), the book offers a rigorous assessment of the origins of ‘neo-colonialism’ as a Marxian concept; provides an examination of two main varieties of neo-colonial intervention in the Africa state and highlights the complicity of certain African elites in perpetuating neo-colonial relations; examines some of the policy outcomes of both varieties of neo-colonialism; and last but not least examines the broader social and environmental consequences of neo-colonialism. The book provides an original contribution to studies of African political economy, demonstrating the on-going relevance of the concept of neo-colonialism, and reclaiming it for scholarly analysis in a global era

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Why do Americans have such animosity for people who identify with the opposing political party? Jaime E. Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically. The inherent features of Facebook, paired with the norms of how people use the site, heighten awareness of political identity, bias the inferences people make about others' political views, and foster stereotyped evaluations of the political out-group

    Abstract: These are questions Terry H. Anderson explores in The Movement and The Sixties, a searching history of the social activism that defined a generation of young Americans and that called into question the very nature of "America." Drawing on interviews, "underground" manuscripts collected at campuses and archives throughout the nation, and many popular accounts, Anderson begins with Greensboro and reveals how one event built upon another and exploded into the kaleidoscope of activism by the early 1970s. Civil rights, student power, and the crusade against the Vietnam War composed the first wave of the movement, and during and after the rip tides of 1968, the movement changed and expanded, flowing into new currents of counterculture, minority empowerment, and women's liberation.     Abstract: Empire of Hope asks how emotions become meaningful in political life. In a diverse array of cases from recent Japanese history, David Leheny shows how sentimental portrayals of the nation and its global role reflect a durable story of hopefulness about the country’s postwar path. From the medical treatment of conjoined Vietnamese children, victims of Agent Orange, the global promotion of Japanese popular culture, a tragic maritime accident involving a US Navy submarine, to the 2011 tsunami and nuclear disaster; this story has shaped the way in which political figures, writers, officials, and observers have depicted what the nation feels.Expressions of national emotion do several things: they construct the boundaries of the national body, they inform and discipline appropriate expression, and they depoliticize messy problems that threaten to produce divisive questions about winners and losers. Most important, they work because they appear to be natural, simple and expected expressions of how the nation shares feeling, even when they paper over the extraordinary divergence in how the nation’s citizens experience each incident. In making its arguments, Empire of Hope challenges how we read the relations between emotion and politics by arguing—unlike those who build from the neuroscientific turn in the social sciences or those developing affect theory in the humanities—that the focus should be on emotional representation rather than on emotion itself

    Abstract: Carmen Wunderlich geht der kontraintuitiven Frage nach, ob ‚Schurkenstaaten‘ – vermeintliche Gegner der westlich-liberalen Ordnung – auch ‚Normunternehmer‘ sein können, sich also proaktiv für die Förderung internationaler Normen einsetzen und ihnen zur Geltung verhelfen wollen, wie sie am Beispiel der Islamischen Republik Iran zeigt. Der Vergleich mit dem prototypischen Normunternehmer Schweden und dem notorischen Normbrecher Nordkorea macht deutlich, dass Normunternehmertum in unterschiedlichen Graden und Phasen des Normenzyklus auftreten kann und lässt Rückschlüsse auf die Erfolgsbedingungen von Normunternehmertum zu. Die Befunde legen außerdem nahe, ‚Schurkenstaaten‘ nicht länger ausschließlich als irrationale Gegner zur normativen Ordnung aufzufassen, sondern sie als legitime Teilnehmer an einer Auseinandersetzung über eine angemessene Herrschaftsordnung zu begreifen.     Abstract: Hendrik Lange untersucht basierend auf Theorien relativer Deprivation, allgemeiner Lebenszufriedenheit und sozialen Kapitals, den Zusammenhang zwischen Gehaltsniveau und Demokratiefeindlichkeit. Er kann zeigen, dass demokratiefeindliche Handlungen erst ab einem sehr hohen Maß an Unzufriedenheit zu erwarten sind. Allerdings wirken sich bereits kleinste Verschlechterungen des objektiven soziökonomischen Status deutlich auf die subjektive Beurteilung des eigenen Status aus. Derartige Befunde verdeutlichen, warum auch in gefestigten Demokratien demokratiefeindliche Bewegungen sehr plötzlich große Erfolge vorweisen können.     Abstract: Karina Strübbe untersucht einen bisher kaum erforschten Bereich der politischen Kommunikation: die politische Entschuldigung. Sie fragt danach, was es bedeutet, wenn sich ein Politiker entschuldigt und arbeitet die Funktionen von Entschuldigungen heraus. Dazu entwickelt die Autorin zunächst eine Theorie politischer Entschuldigungen sowie eine Typologie, um anschließend Äußerungen von Bundespolitikern analysieren zu können. Die empirische Analyse fußt auf einem breiten Datensatz aus Bundestag, Parteitagen und öffentlichen Diskursen. Sie zeigt unter anderem, dass politische Entschuldigungen immer auch eine machtpolitische Funktion besitzen und strategisch zur Erreichung inhaltlicher Ziele eingesetzt werden.     Abstract: Michael Dürr untersucht das Parteiorganisationsverständnis von Bündnis 90/Die Grünen Baden-Württemberg als führende Regierungspartei. Anhand von Eliteninterviews und einer Mitgliederbefragung wird gezeigt, dass mehrheitlich eine Mischung aus einer pragmatischen, wählerorientierten und einer prinzipientreuen, mitgliederorientierten Partei befürwortet wird. Diese Haltung erweist sich innerhalb der Partei als nicht kontrovers, da keine grundlegende Differenz zwischen den verschiedenen innerparteilichen Akteursgruppen existiert. Als wesentliche Einflussfaktoren für das Parteiorganisationsverständnis werden die politische Sozialisation der Mitglieder und ihre Wahrnehmung und Bewertung der Partei identifiziert.     Abstract: Das Buch analysiert den polarisierenden Konflikt zwischen Russland-Verstehern und Russland-Kritikern, der die öffentliche Meinung im Westen gegenüber Russland in den letzten Jahren prägte. Erstere betonen die Fehler des Westens, vor allem die Ausdehnung von NATO und EU. Die zweite Gruppe personalisiert den Konflikt auf Putins Machtstreben und verkennt dabei, dass Putin erst nach 2004, als er in der Weltpolitik nicht „in Augenhöhe“ behandelt worden war und 2010/11 als er sich durch Protestwellen von innen verunsichert fühlte, seine Position verhärtete. Die differenzierte Analyse berücksichtigt die Einwirkung historischer Konzeptionen und den politischen Wandel in der Ära Putin, der keineswegs nur auf die Ukraine-Krise zurückgeht.     Abstract: Martin Pfafferott untersucht die Rationalität und Logik von Minderheitsregierungen. Dazu entwirft er das Bild einer ‚idealen Minderheitsregierung‘ und skizziert anhand von Beispielen aus Sachsen-Anhalt und Nordrhein-Westfalen, welche parteienstrategischen Motive und institutionellen Rahmenbedingungen der Bildung von Minderheitsregierungen zugrunde liegen. Er kommt zu dem Schluss, dass Minderheitsregierungen in Deutschland zu Unrecht den Ruf haben, irrational und instabil zu sein, und – im Gegenteil – eine sinnvolle Alternative zur Mehrheitsfixierung der Regierungsbildung darstellen. Mehr noch: Minderheitsregierungen können den individuellen Interessen der beteiligten Parteien mehr entsprechen als Mehrheitsregierungen und gerade darin ihre Stabilität gründen.     Abstract: Christina Rentzsch analysiert in ihrer Fallstudie, wie Nonprofit-Organisationen (NPOs) einerseits mit veränderten Rahmenbedingungen umgehen und inwiefern sie andererseits ihre zivilgesellschaftliche Ausrichtung bewahren können. Ausgangspunkt ist, dass sich die Umwelt von NPOs nicht nur stetig wandelt, sondern immer stärker in Richtung Marktstrukturen verändert: Effizienz, Wettbewerb und Kostenreduktion sind moderne Markenzeichen des ‚New Public Management‘, das auch NPOs immer mehr in den Markt hineindrängt. Darunter ist nicht nur die innerorganisationale Übernahme ökonomischer Prinzipien zu verstehen - NPOs treten zunehmend selbst als Marktteilnehmerinnen auf. Vor diesem Hintergrund sind sie aufgefordert, Strategien zu entwickeln, wie sie Herausforderungen begegnen, um sich langfristig im immer stärkeren Wettbewerb als eigenständige (zivilgesellschaftliche) Akteurinnen strategisch positionieren zu können. Schließlich werden der Begriff der öffentlichen Verwaltung bestimmt und die methodischen Grundlagen einer empirisch-analytischen und normativen Verwaltungswissenschaft dargestellt. Die Zielgruppen Studierende der Sozial-, Wirtschafts-und Rechtswissenschaften sowie Praktiker in Verwaltung, Wirtschaft und Politik, die im „Verwaltungsmehrkampf“ erfolgreich sein wollen.
