    Kurzfassung: This work provides an in-depth description of the juridical framework in which the Italian book trade operated during the Renaissance. It is a multi-authored work that discusses issues related to intellectual, literary and artistic proto-property by taking into account some of the main urban centers of pre-unitary Italy such as Venice, Milan and Rome. It investigates the different legal systems put in place by the states and the dynamics that generated around them.     Kurzfassung: This volume explores the issues of extremism and violent extremism in Serbia through research from a multitude of different interdisciplinary perspectives. The topic of violent extremism and radicalization leading to terror (VERLT) has grown as a field of policy and donor aid support, globally and in the western Balkans. This new focus has been manifest through both increased counterterrorism support as well as efforts to prevent and counter violent extremism (P-CVE)--activities which are often peacebuilding as well as democratization initiatives. The main manifestation of extremism of interest to foreign donors (and often domestic authorities) is ISIS-inspired Salafi jihadism. However, in many of the countries in the region, and in the case of Serbia, there are other forms of extremism--namely far-right nationalism, violent hooliganism, and neo-Nazi movements--that are considered to be more of a threat, particularly as they are often viewed as examples of 'normalized' political expression. In addition, these extremisms can magnify one another through a process of reciprocal radicalization and interconnected spirals of exclusion, marginalization, grievance, and perceived victimhood. This volume explores the issue as evident on the ground in Serbia in 2017 and 2018, using fresh and original research and perspectives that demonstrate that Serbia is at risk of many types of extremism, which are interconnected and can best be prevented by achieving the liberal, democratic, rights-based reforms that have remained elusive for more than two decades

    Kurzfassung: This article presents the main findings of two OECD Surveys of Senior Budget and Health Officials conducted in the Latin American and Caribbean region. The surveys help to understand the approaches to budgeting, and take account of the prominent role of agents in the health system across the region, including social health insurance agencies and subnational governments. The focus, however, is on the application of performance-orientated reforms to budgeting, and the extent to which countries in the region have adopted such reforms to improve the efficiency of health expenditure to achieve universal health coverage. The findings point to the use of performance and results-based budgeting in the region, along with new models of provider payment systems integrating performance measures.

    Kurzfassung: This article sheds light on the role of subnational governments in health systems across OECD countries. The views in this article show a move away from traditional measures of decentralisation, such as the share of subnational government expenditure of total expenditure, to measures capturing a range of responsibilities in the health sector. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that despite health representing a large sector of subnational government expenditure, central governments still have considerable decision-making power. This power applies to key policy-making and budgeting decisions.

    Kurzfassung: Measuring health care productivity is important as health is a large sector of the economy and with the majority of funding coming from public sources, the outlook for productivity growth is a critical factor in the debate about fiscal sustainability. The UK has over 20 years’ experience of measuring health care productivity. The UK measure of productivity is relatively comprehensive; measuring hospital, mental health and primary care services. It compares changes in the volume of quality-adjusted output with changes in the volume of quality-adjusted inputs. The productivity measure plays a role in budget setting, fiscal risk assessment and within the health system, hospital reimbursement. The UK experience has considerable strengths but also highlights some of the challenges of health care productivity measurement. Robust productivity measurement requires high quality, comprehensive data collected on a consistent basis over time. Even in a national health service this is challenging. The emerging evidence on allocative efficiency also highlights the importance of shifting the focus from the outputs of healthcare to outcomes. But, however productivity is measured, for fiscal sustainability the critical issue is how to realise potential productivity gains within the healthcare system and the mix of policy and managerial support needed to help the system optimise the trend rate of efficiency growth.

    Kurzfassung: This article looks at the application of performance measurement systems in the health sector across OECD countries. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that the majority of countries have national performance measurement systems in place, covering multiple aspects of the health system. Despite varying objectives, measurement systems are usually aimed at improving performance of the health system, rather than at containing costs.

    Kurzfassung: This article presents the findings of the OECD Survey of Senior Budget Officials on Budgeting Practices from a 2017 survey covering the Asia and Oceania, and Central, Eastern and South Eastern European regions. The survey is part of the ongoing engagement between health and budget officials in the OECD’s regional networks and provides an comparable set of data to analyse and benchmark good practices in health budgeting.     Kurzfassung: In light of the many discussions advocating the use of pay-for-performance and performance budgeting, this paper argues that discouraging experience with both approaches should temper expectations that performance measurement can be a reform that will make health care systems more "sustainable" or even more efficient. The link between sustainability and efficiency is tenuous, and attention to performance is not new. Measurement's accuracy tends to be overstated and its costs understated or ignored. Nor does it easily lead to changed behaviour. Yet some measurement is useful for managing any complex activity. In particular, there are situations in which measures are more accurate and the proper responses to shortfalls are generally agreed. Policymakers should look for those conditions and encourage the more limited, targeted improvement that measures then can make possible.

    Kurzfassung: In this article we give a presentation of the Norwegian quality based financing (QBF) mechanism and our experiences with this financing mechanism. The article outlines the main features of the Norwegian health care system, and its financing mechanisms. We then focus in on the QBF with a description of the system and the main considerations on which the system is based. We give a short theoretical framework on how to design quality based financing systems, and show how the consequences can vary depending on the design of the system. The Norwegian system has been evaluated, and the main findings of this evaluation is discussed together with some tentative predictions about the future developments.

Babb's 'Women's Place in the Andes' draws on long-term anthropological research to develop an analytical framework for reexamining the accumulated research of several decades-her own and that of others-on the complex and often ambiguous interworkings of gender, race, and indigeneity in Andean Peru. She deftly interweaves five new analytical chapters with six of her previously published works that exemplify changing currents in feminist and anthropological thought. She contends that discussion of ethnic and racial inequality in Peru has largely overlooked gender differences and draws on decolonial feminism to redress this problem and offer fresh new insights.

    Kurzfassung: This monograph explores the ways in which canonical Francophone Algerian authors, writing in the late-colonial period (1945-1962), namely Kateb Yacine, Mohammed Dib, Mouloud Feraoun, Mouloud Mammeri and Assia Djebar, approached the representation of Algerian women through literature. The book initially argues that a masculine domination of public fields of representation in Algeria contributed to a postcolonial marginalization of women as public agents. However, it crucially also argues that the canonical writers of the period, who were mostly male, both textually acknowledged their inability to articulate the experiences and subjectivity of the feminine Other and deployed a remarkable variety of formal and conceptual innovations in producing evocations of Algerian femininity that subvert the structural imbalance of masculine symbolic hegemony. Though it does not shy from investigating those aspects of its corpus that produce ideologically conditioned masculinist representations, the book chiefly seeks to articulate a shared reluctance concerning representativity, a pessimism regarding the revolution's capacity to deliver change for women, and an omnipresent subversion of masculine subjectivity in its canonical texts

    Kurzfassung: A Silent Place: Death in Mycenaean Lakonia' is the first book-length systematic study of the Late Bronze Age (LBA) burial tradition in south-eastern Peloponnese, Greece, and the first to comprehensively present and discuss all Mycenaean tombs and funerary contexts excavated and/or simply reported in the region from the 19th century to present day. The book will discuss and reconstruct the emergence and development of the Mycenaean mortuary tradition in Lakonia by examining the landscape of death, the burial architecture, the funerary and post-funerary customs and rituals, and offering patterns over a longue duree. 0The author proposes patterns of continuity from the Middle Bronze Age (even the Early Bronze Age in terms of burial architecture) to the LBA and, equally important, from the Late Bronze Age to the Early Iron Age,and reconstructs diachronic processes of invention of tradition and identity in Mycenaean communities, on the basis of tomb types and their material culture.     Kurzfassung: "Frank L'Engle Williams examines the anthropological record for evidence of the social behaviors associated with paternity, suggesting that ample evidence exists for the importance of such behaviors for infant survival. Focusing on the first three postnatal years, he considers the implications of father care--both in the fossil record and in more recent cross-cultural research--for the development of such distinctively human traits as bipedalism, extensive brain growth, language, and socialization. He also reviews the rituals by which many human societies construct and reinforce the meanings of socially recognized fatherhood--hormonal, physiological, and social changes incorporated into specific cultural manifestations of paternity. Father care was adaptive within the context of the parental pair bond, and shaped how infants developed socially and biologically. The initial imprinting of socially recognized fathers during the first few postnatal years may have sustained culturally-sanctioned indirect care such as provisioning and protection of dependents for nearly two decades thereafter. In modern humans, this three-year window is critical to father-child bonding--which differs so intrinsically from the mother-child relationship. By increasing the survival of children in the past, present, and quite possibly the future, father care may be a driving force in the biological and cultural evolution of Homo sapiens"--

    Kurzfassung: "Since 1824, Bahians have marked independence with a popular festival that contrasts sharply with the official commemoration of Brazil's independence on 7 September. The Dois de Julho (2 July) festival celebrates the day the Portuguese troops were expelled from Salvador in 1823, the culmination of a year-long war that gave independence a radical meaning in Bahia. Bahia's Independence traces the history of the Dois de Julho festival in Salvador, the Brazilian state's capital, from 1824 to 1900. Hendrik Kraay discusses how the festival draws on elements of saints' processions, carnivals, and civic ritual in the use of such distinctive features as the indigenist symbols of independence called the caboclos and the massive procession into the city that re-enacts the patriots' victorious entry in 1823. Providing a social history of celebration, Kraay explains how Bahians of all classes, from slaves to members of the elite, placed their stamp on the festivities and claimed recognition and citizenship through participation. Analyzing debates published in newspapers--about appropriate forms of commemoration and the nature of Bahia's relationship to Brazil--as well as theatrical and poetic representations of the festival, this volume unravels how Dois de Julho celebrations became so integral to Bahia's self-representation and to its politics. The first history of this unique festival's origins, Bahia's Independence reveals how enthusiastic celebrations allowed an active and engaged citizenry to express their identity as both Bahians and Brazilians and to seek to create the nation they desired."--

    Kurzfassung: "Literature, literacy, and citizenship took on new and contested meanings in early twentieth-century Canada, particularly in frontier work camps. In this critical history of the reading camp movement, Jody Mason undertakes the first sustained analysis of the organization that became Frontier College in 1919. Employing an interdisciplinary approach, Home Feelings investigates how the reading camp movement used fiction, poetry, songs, newspapers, magazines, school readers, and English-as-a-second-language and citizenship manuals to encourage ideas of selfhood that were individual and intimate rather than collective. Mason shows that British-Canadian settlers' desire to define themselves in relation to an expanding non-British immigrant population, as well as a need for immigrant labour, put new pressure on the concept of citizenship in the first decades of the twentieth century. Through the Frontier College, one of the nation's earliest citizenship education programs emerged, drawing on literature's potential to nourish "home feelings" as a means of engaging socialist and communist print cultures and the non-British immigrant communities with which these were associated. Shifting the focus away from urban centres and postwar state narratives of citizenship, Home Feelings tracks the importance of reading projects and conceptions of literacy to the emergence of liberal citizenship in Canada prior to the Second World War."--

During the 1950s and 1960s, Birmingham gained national and international attention as a center of activity and unrest during the civil rights movement. Racially motivated bombings of the houses of black families who moved into new neighborhoods or who were politically active during this era were so prevalent that Birmingham earned the nickname "Bombingham." In this critical analysis of why Birmingham became such a national flashpoint, Bobby M. Wilson argues that Alabama's path to industrialism differed significantly from that of states in the North and Midwest. True to its antebellum roots, no other industrial city in the United States depended as much on the exploitation of black labor so early in its urban development as Birmingham. A persuasive exploration of the links between Alabama's slaveholding order and the subsequent industrialization of the state, America's Johannesburg demonstrates that arguments based on classical economics fail to take into account the ways in which racial issues influenced the rise of industrial capitalism"--

Du Bois (1868-1963), very little of it examines the contact between the two founding figures of Western sociology. Drawing on their correspondence from 1904 to 1906, and comparing the sociological work that they produced during this period and afterward, The Spirit vs. the Souls: Max Weber, W.E.B. Du Bois, and the Politics of Scholarship examines for the first time the ideas that Weber and Du Bois shared on topics such as sociological investigation, race, empire, unfree labor, capitalism, and socialism. What emerges from this examination is that their ideas on these matters clashed far more than they converged, contrary to the tone of their letters and to the interpretations of the few scholars who have commented on the correspondence between Weber and Du Bois. Christopher McAuley provides close readings of key texts by the two scholars, including Weber's The Protestant Ethic and the Spirit of Capitalism and Du Bois's The Souls of Black Folk, to demonstrate their different views on a number of issues, including the economic benefits of unfree labor in capitalism. The book addresses the distinctly different treatment of the two figures's political sympathies in past scholarship, especially that which discredits some of Du Bois's openly antiracist academic work while failing to consider the markedly imperialist-serving content of some of Weber's. McAuley argues for the acknowledgment and demarginalization of Du Bois's contributions to the scholarly world that academics have generally accorded to Weber. This book will interest students and scholars of black studies, history, and sociology for whom Du Bois and Weber are central figures"--

    Kurzfassung: "At what age does girlhood end and adulthood begin? This question vexes the modern practice of setting legal age standards for sexual consent. Societies across region and time have varied in defining when girls reach sexual maturity, and indeed they differentiate across contexts: laws on prostitution, rape, and marriage frequently contradict each other when demarcating an age of consent. Despite the variations, it is clear that a striking upward shift in the legal age of sexual consent has occurred around the globe over the course of the twentieth century. In this book, Ashwini Tamba explores the shifting legal age boundary between the "girl" and the "woman" in India across the twentieth century and into the present. Tambe investigates how age boundaries such as 18 years emerged as meaningful distinctions, and explores the transnational circulation of ideas about appropriate age standards for sexual activity. The stakes in defining age boundaries in India are particularly high because India has long been the most prominent site of child marriage in the world. It is also the site of some of the most dramatic shifts in the legal age of marriage, from 12 years in 1892 to 18 years in 1978. The book focuses on key conceptual shifts that shaped these changes-the rise of the idea of adolescence as a sheltered phase, which was critical for justifying the deferral of marriage and adulthood; the rise of population science; and understandings of moral hierarchies between nations in a changing geopolitical landscape. Ultimately, Tambe argues that legal changes were not always an organic reflection of shifting cultural norms about girlhood; they were frequently motivated by legislators' anxieties about appearing culturally backward, or protecting parents' interests, or achieving population control targets"--

    Kurzfassung: "Sophonisba Preston Breckinridge (1866-1948) was an activist, social reformer, and educator who spent most of her life in Chicago whose life and work extended from the Civil War to the Cold War. Though a contemporary and partner to Jane Addams, this will be the first comprehensive biography of Sophie Breckinridge. While nationally and internationally renowned during her lifetime, Breckinridge has only received brief entries in the histories of women activism and social history. In this project, Anya Jabor examines Breckinridge's entire life and work, which includes involvement in nearly every type of reform of the Progressive and New Deal eras, from legal aid for immigrants, civil rights for blacks, labor legislation for workers, and juvenile courts for youth. With an M.A. in political science and a PhD in political economy, Breckinridge was a champion of women's education and helped to professionalize social work, thereby creating new career opportunities for educated women. She also advocated for safe working conditions, minimum wage, and full citizenship rights for women and established the School of Social Service Administration--a feminist "think tank" that addressed all of these issues and made women key players in policymaking. Internationally, her work had an immense influence on the formation of the League of Nations and the United Nations. She cofounded the U.S. chapter of the Women's International League for Peace and Freedom and was the first woman to represent the U.S. at an international diplomatic conference.     Kurzfassung: From Boas to Black Power investigates how U.S. cultural anthropologists wrote about race, racism, and "America" in the 20th century as a window into the greater project of U.S. anti-racist liberalism. Anthropology as a discipline and the American project share a common origin: their very foundations are built upon white supremacy, and both are still reckoning with their racist legacies. In this groundbreaking intellectual history of anti-racism within twentieth-century cultural anthropology, Mark Anderson starts with the legacy of Franz Boas and Ruth Benedict and continues through the post-war and Black Power movement to the birth of the Black Studies discipline, exploring the problem "America" represents for liberal anti-racism. Anderson shows how cultural anthropology contributed to liberal American discourses on race that simultaneously bolstered and denied white domination. From Boas to Black Power provides a major rethinking of anthropological anti-racism as a project that, in step with the American racial liberalism it helped create, paradoxically maintained white American hegemony. Anthropologists influenced by radical political movements of the 1960s offered the first sustained challenge to that project, calling attention to the racial contradictions of American liberalism reflected in anthropology.     Kurzfassung: Queering Paradigms VIII brings together critical discourses on queer-feminist solidarity between Western, post-Soviet and post-socialist contexts. It highlights transnational solidarity efforts against homophobia, transphobia and misogyny. It engages grass-roots activists and community organizers in a conversation with scholars, and shows that the lines between these categories are blurry and that queer theorists and analysts are to be found in all spheres of queer-feminist culture. It highlights that queer paradigms and theories are born in street protests, in community spaces, in private spheres, through art and culture as well as in academia, and that the different contexts speak to each other.This anthology presents some of the radical approaches that emerge at the intersection of activism, community organizing, art and academia, through transnational exchange, migration and collaborations. It is a celebration of alliances and solidarities between activism, community building, art, culture and academic knowledge production. Yet, the collected work also brings forward the necessary critique of Western hegemonies involved in contemporary queer-feminist solidarity activism and theory between the ‘East’ and ‘West.’ It is an important thinking about, thinking through and thinking in solidarity and the East/West divide, setting new impulses to fight oppression in all its forms.

    Kurzfassung: "In Colonial Fantasies, Imperial Realities, Lenny Ureña Valerio offers a transnational approach to Polish-German relations and nineteenth-century colonial subjectivities. She investigates key cultural dynamics in the history of medicine, colonialism, and migration that bring Germany and Prussian Poland closer to the colonial and postcolonial worlds in Africa and Latin America. She also analyzes how Poles in the German Empire positioned themselves in relation to Germans and native populations in overseas colonies. She thus recasts Polish perspectives and experiences, allowing new insights into identity formation and nationalist movements within the German Empire. Crucially, Ureña Valerio also studies the medical projects and scientific ideas that traveled from colonies to the German metropole, and vice versa, which were influential not only in the racialization of Slavic populations, but also in bringing scientific conceptions of race to the everydayness of the German Empire. As a whole, Colonial Fantasies, Imperial Realities illuminates nested imperial and colonial relations using sources that range from medical texts and state documents to travel literature and fiction.     Kurzfassung: "This book explores Canadian history documentary and docudrama programming on CBC television since its beginnings in 1952. During this fifty-year period, television was a uniquely powerful medium --at once intimate and widely shared, reaching millions of people. CBC was the only Canadian broadcaster to consistently show history programming and has played a unique role in shaping Canadians' perceptions of their history. Analyzing the major works of Canadian history on CBC television over fifty years -- Explorations (1956-63), Images of Canada (1972-76), The National Dream (1974), The Valour and the Horror (1992), and Canada: A People's History (2000-02) -- reveals patterns and developments in content and presentation. As the author argues, these developments were not arbitrary but were impelled by a wide range of external factors: developments in broadcasting policy and regulation in Canada; television industry developments, including competition from a growing American market and for new Canadian broadcasters (such as CTV and Global) for viewers and for advertising revenue; the evolution of television itself, including the standards and financing of production and attention to ratings, technological change, and job creation; and the evolution of journalism and the role of journalists as supposed authorities. This book is both a critique of public history and a political economy of television production. The author has three major findings."--

This is never more evident than in the field of health and medicine, where there are many questions about the causes and treatments of diseases we commonly encounter today, such as cancer, diabetes and degenerative age-related conditions. Are there genetic predispositions to these conditions? Are they a mirror of our modern lives driven by our fast-paced lifestyles or have they always existed but gone undetected? The archive of human skeletal remains at the Museum of London provides a large bank of evidence that has been explored here, along with other skeletal collections from around England, to investigate how far some of these diseases go back in time and what we can tell about the influence of living environments past and present on human health. 0The Industrial Period was a key period in human history where substantial change occurred to the population's lifestyles, in terms of occupations, housing and diet as well as leisurely past-times, all of which would have impacted on their health. London had become the most densely populated metropolis in the world, the beating heart of trade and consumerism, an unambiguous example of the urban experience in the Industrial age. 0Using up-to-date medical imaging technologies in addition to osteoarchaeological examination of human skeletal remains, we have been able to establish the presence of modern day diseases in individuals living in the past, both before and during Industrialisation, to compare to rates in UK populations today.     Kurzfassung: Rank and file soldiers were not 'the scum of the earth' but included a cross section of working-class men, who retained their former civilian culture. While they often exhibited pride in regiment and nation, soldiers could also demonstrate a growing class consciousness and support for political radicalism. The book will challenge assumptions that the British army was politically neutral, if privately conservative, by uncovering a rich vein of liberal and radical political thinking among some soldiers, officers and political commentators. This ranges from the Whig 'militia' tradition, through radical theories on tactics and army reform, to attempted ultra-radical subversion amongst troops, and the involvement of soldiers in riots and risings. Case studies are given of individual 'military radicals', soldiers or ex-soldiers who were reforming and later socialist activists. Popular anti-French feeling of the Napoleonic Wars is examined, alongside examples of rank and file bravery which fostered widespread loyalty and patriotism. This contributed to soldiers being used successfully in strike breaking, and deployed against rioters or Chartist revolts. By the late Victorian period, popular imperialism was an important part of working-class support for Conservatism. The book explores what impact this had on rank and file soldiers, whilst outlining minority support for socialism.

    Kurzfassung: "Within a few years of the invention of the first commercially successful photography process in 1839, American slaveholders had already begun commissioning photographic portraits of their slaves. Ex-slaves-turned-abolitionists such as Frederick Douglass also came to see how sitting for a portrait could help them project humanity and dignity amidst northern racism. In the first decade of the medium, enslaved people had begun entering southern daguerreotype saloons of their own volition, posing for cameras, and leaving with visual treasures they could keep in their pockets. And, as the Civil War raged, Union soldiers would orchestrate pictures with fugitive slaves that envisioned racial hierarchy as slavery fell. In these ways and others, photography powerfully influenced how bondage and freedom were documented, imagined, and contested. This book explores how photography altered, and was in turn shaped by, conflicts over bondage. Drawing upon an original source base that includes hundreds of unpublished and little-studied photographs of slaves, ex-slaves, and abolitionists as well as written archival materials, it puts visual culture at the center of understanding the experience of late slavery. It assesses how photography helped southerners to defend slavery, slaves to shape their social ties, abolitionists to strengthen their movement, and soldiers to imagine and pictorially enact an interracial society during the Civil War. With diverse goals, these peoples transformed photography from a scientific curiosity into a political tool. While this project sheds new light on conflicts over late American slavery, it also reveals a key moment in the much broader historical relationship between modern visual culture and racialized forms of power and resistance" ...

    Kurzfassung: Informed by critical race theory and based on a wide range of sources, including official sources, memoirs, and anthropological studies, this book examines multiple forms of racial discrimination in Jamaica and how they were talked about and experienced from the end of the First World War until the demise of democratic socialism in the 1980s. It also pays attention to practices devoid of racial content but which equally helped to sustain a society stratified by race and colour, such as voting qualifications. Case studies on the labour market, education, the family and legal system, among other areas, demonstrate the extent to which race and colour shaped social relations in the island in the decades preceding and following independence and argue that racial discrimination was a public secret - everybody knew it took place but few dared to openly discuss or criticise it. The book ends with an examination of race and colour in contemporary Jamaica to show that race and colour have lost little of their power since independence and offers some suggestions to overcome the silence on race to facilitate equality of opportunity for all.

    Kurzfassung: There is no single volume that encompasses an integrated social and cultural history of the Sámi people from the Nordic countries and northwestern Russia. Neil Kent's book fills this lacuna. In the first instance, he considers how the Sámi homeland is defined: its geography, climate, and early contact with other peoples. He then moves on to its early chronicles and the onset of colonisation, which changed Sámi life profoundly over the last millennium. Thereafter, the nature of Sámi ethnicity is examined, in the context of the peoples among whom the Sámi increasingly lived, as well as the growing intrusions of the states who claimed sovereignty over them. The Soviet gulag, the Lapland War and increasing urbanisation all impacted upon Sámi life. Religion, too, played an important role from pre-historic times, with their pantheon of gods and sacred sites, to their Christianisation. In the late twentieth century there has been an increasing symbiosis of ancient Sámi spiritual practice with Christianity. Recently the intrusions of the logging and nuclear industries, as well as tourism have come to redefine Sámi society and culture. Even the meaning of who exactly is a Sámi is scrutinised, at a time when some intermarry and yet return to Sámi, where their children maintain their Sámi identity

    Kurzfassung: This policy brief explores the benefits of incubators and accelerators, how they support inclusive entrepreneurship, what makes them successful and how the EU can learn from the experiences of other countries. While there are relatively few examples of business incubators and accelerators that are fully dedicated to supporting entrepreneurs from under-represented and disadvantaged groups, there is a small body of evidence that shows positive results (survival rates, jobs, revenue, etc.). Policy makers can support incubators and accelerators by providing funding, launching their own dedicated programmes and improving access to existing programmes.

    Kurzfassung: Productivity growth has declined in most advanced economies in the past two decades and there are signs that the pace of global value chain (GVC) integration has slowed in the post-crisis period. This paper explores the role of GVCs - international trade in intermediate inputs - for multi-factor productivity growth using a range of cross-country industry-level data sources. We find that greater participation in GVCs is associated with faster domestic productivity growth at the industry level. We estimate that if GVCs had continued to grow at their pre-crisis trend, productivity growth would have been around 1 percentage point faster over the subsequent five years in both manufacturing and services. We also find that the productivity-enhancing direction of trade differs between sectors. For manufacturing sectors, greater use of intermediate inputs from foreign sources (backward participation) is linked with faster productivity growth, reflecting the beneficial effects of having access to better quality or cheaper inputs. For services sectors, it is more the sales of intermediates (forward participation) that is associated with productivity gains, in line with the traditional role of services in foreign trade as providing inputs to other activities. Looking by partner country, GVC participation with higher productivity countries is particularly productivity enhancing. We also find that GVC integration spurs greater domestic innovation activity.

    Kurzfassung: The rapid emergence of gig economy platforms that use digital technologies to intermediate labour on a per-task basis has triggered an intense policy debate about the economic and social implications. This paper takes stock of the emerging evidence. The results suggest that gig economy platforms’ size remains modest (1-3 per cent of overall employment). Their growth has been most pronounced in a small number of services industries with high shares of own-account workers, suggesting that thus far they have been a substitute for traditional self-employment rather than dependent employment. New evidence provided in this paper is consistent with positive effects of platform growth on overall employment and small negative or insignificant effects on dependent employment and wages. While most empirical studies suggest that platforms are more efficient in matching workers to clients, reductions in barriers to work could offset such productivity-enhancing effects by creating employment opportunities for low-productivity workers. Fully reaping the potential benefits from gig economy platforms while protecting workers and consumers requires adapting existing policy settings in product and labour markets and applying them to traditional businesses and platforms on an equal footing.

    Kurzfassung: Heavy involvement in international trade and global value chains has been an effective way for promoting Slovakia's economic and social catch-up. Large foreign direct investment inflows have helped develop a competitive export-led manufacturing industry, with a strong specialisation in the automotive and electronics sectors, fostering robust growth and productivity performance with good fiscal and external balance results. However, the benefits of this development strategy have diminished since the 2008-09 crisis and the subsequent slowdown in world trade growth. Moreover, over the years Slovakia’s integration into world trade has remained for a large part based on downstream activities of value chains that incorporate little domestic value added, such as the assembly of imported intermediate goods, and further expansion of this growth model is hindered by employers’ increasing difficulties in finding skilled labour. There is a need to help local firms to better benefit from foreign companies’ know-how, further prepare the workforce for the increasing digitalisation and automation of most industries, promote the diversification of the economy and, in particular, strengthen the role of the services sector. This assessment, which is derived from the first part of this chapter, is followed by a discussion of the changes required to better leverage Slovakia’s experience with global value chains. All in all, a broad range of well-coordinated policies is called for. This entails better adapting the skills of the workforce to the changing needs of the labour market, enhancing the business environment, improving transport infrastructure and stimulating firms’ innovation capacity.     Kurzfassung: A decomposition of changes to participation rates of 55-to-74 year-olds between 2002 and 2017 based on an estimated equation attributes more than two thirds of the median increase (of 10.9 percentage points) to rising life expectancy and educational attainment. About 1 percentage point is attributable to changes in statutory retirement ages, although part of the reason these effects are not larger is that in most countries, statutory retirement ages have not kept pace with life expectancy. Although difficult to incorporate in the empirical framework, evidence of falling disability pension rolls and reduced sensitivity of old-age participation to the level of unemployment suggests that the tightening of alternative early retirement pathways through unemployment or disability schemes has been a major factor in the turnaround in the participation rate of older workers. Projections indicate that participation rates for 55-to-74 year-olds should keep rising through 2030, by 3.4 percentage points for the median country. Rising life expectancy and educational attainment are projected to make the largest contributions, more than compensating for the negative contribution of population ageing in most countries.

    Kurzfassung: Portugal’s export performance over the past decade has been impressive, helping to reduce external imbalances. This partly owed to a sequence of structural reforms that benefited the productivity of the export sector and led to an increase in its size. Nonetheless, exports as a share of GDP and the stock of foreign direct investment remain below that of other comparable small European economies. Further shifting the orientation of the economy to the external sector is vital for Portugal given the strong link between trade openness and GDP per capita. To do this, policymakers must ensure that policy settings incentivise exporting firms to expand and improve their competitiveness, both through lower price and improved quality. For example, regulatory barriers that reduce competition in professional services should be lowered to improve the cost and quality of intermediate inputs. Increasing the efficiency of domestic infrastructure is also key, especially through competition-enhancing reforms to the port sector. To further differentiate and improve Portuguese export products, skills in the business sector need to be enhanced through better-targeted lifelong learning opportunities. At the same time, there is a need to focus innovation policies on raising the participation of small and medium enterprises in innovative activities.

    Kurzfassung: Education is a crucial determinant of labour market success. We investigate whether education is an appropriate means to cushion the negative consequences of job loss and study the role of age as a second major labour market factor. Using German Socio-Economic Panel (SOEP) data for the years 2000 to 2016, we analyse unemployment durations and unemployment-induced wage penalties for prime-age men. We show that individuals without formal qualifications face a significantly lower probability of finding a new job than workers with some kind of formal qualification, and hence face a higher risk of long-term unemployment. Furthermore, the duration of unemployment prior to finding a new job rises with age. This pattern is particularly pronounced for individuals with upper secondary education or no formal qualifications. Moreover, we find a negative relationship between unemployment and an individual’s subsequent wage. This depressing impact is significant only for unqualified workers and workers with intermediate vocational education. Yet, differences between educational groups are not statistically significant. Across all education groups, unemployment depresses subsequent wages more strongly at a higher age. However, the results suggest that this is due to longer unemployment spells of older workers, not age per se.
