    Abstract: Conventional studies on the impacts of economic shocks using global input-output tables (sensitivity analyses) assume stable production structures and thus, only reveal the marginal impacts of changes in final demand. However, when economic shocks occur, whether at home or abroad, economic agents are expected to react to reduce the negative impact or amplify the positive effects. The ability of a country to contain economic losses can be defined as the resilience to economic shocks. Using the OECD's annual Inter-Country Input-Output (ICIO) tables, 1995 to 2011, this paper investigates the relationship between changes in final demand and production structures for 61 economies. Our findings are summarised as follows. Production and final demand structures tend to change to reduce the negative feedbacks from final demand shocks. During economic downturns, structures tend to change so that the dependence on domestic services increases, while the dependence on domestic demand for goods, and the dependence on foreign demand for domestic goods and services, both decrease. Therefore, the domestic service sector seems to play a key role in temporarily containing the negative feedback. Countries that are able to prop up their economy by domestic service sectors instead of domestic goods and foreign sectors are more resilient to negative economic shocks.

    Abstract: Growth has become more inclusive in recent years in Colombia. Strong growth and targeted social policies have reduced absolute poverty. Conditional cash transfers and education policies have increased attendance in schools. Universal health care is improving wellbeing of many Colombians. Reductions in non-wage labour costs have increased formal employment and access to social benefits. However, income inequality remains high with large disparities across regions. The causes are many. High informality keeps many workers in low quality jobs without social benefits or access to finance. Inequality is a gender issue as labour force participation rates and wages are lower for women than for men. Inequalities also reflect low social mobility as opportunities for education and jobs are influenced by socio-economic backgrounds. More targeted programmes are necessary to increase education enrolment rates of disadvantaged children in less developed regions. Further reductions in non-wage labour costs can raise formal employment. Better access to labour market programmes, early childhood education and elderly and disability care can boost female labour market participation. More resources are needed for targeted social programmes to achieve stronger outcomes. A comprehensive pension system reform is needed to extend coverage and alleviate old-age poverty.     Abstract: Productivity growth has slowed across most OECD economies since the mid-2000s. While important aspects of New Zealand’s economic performance have improved over this period, productivity growth is still comparatively low. This continues a long-run trend of poor productivity in New Zealand, which is the key reason why average incomes are still below the OECD average notwithstanding recent strong growth. Given that framework policy settings are often regarded as fit for purpose, this long-run track record has puzzled international and domestic economists for decades. The apparent disconnect between policy and performance naturally raises questions about the broad policy directions and institutions necessary to close New Zealand’s still-substantial productivity and income gaps relative to leading OECD economies. In an effort to provide some answers, this paper outlines the extent and nature of New Zealand’s long-run productivity underperformance and the broad economic reasons why lifting productivity has proven to be so difficult. On the basis of this diagnosis, the paper sketches out broad areas of policy reform that would help improve long-run growth in productivity and incomes. In some respects, this represents a new reform challenge with a focus on investing in the assets necessary to fully benefit from the important changes taking place in the global economy.

    Abstract: This paper explores the link between the design of insolvency regimes across countries and laggard firms’ multi-factor productivity (MFP) growth, using new OECD indicators of the design of insolvency regimes. Firm-level analysis shows that reforms to insolvency regimes that lower barriers to corporate restructuring are associated with higher MFP growth of laggard firms. These results are consistent with the idea that insolvency regimes that do not unduly inhibit corporate restructuring can incentivise experimentation and provide scope to reconfigure production and organisational structures in order to faciliate technological adoption. The results also highlight policy complementarities, with insolvency regimes that reduce the cost of entrepreneurial failure potentially enhancing the MFP gains from lowering administrative entry barriers in product markets. Finally, we find that reducing debt bias in corporate tax systems and well-developed venture capital markets are associated higher laggard firm MFP growth, suggesting that equity financing can also be an important driver of technological diffusion. These findings carry strong policy implications, in light of the fact that there is much scope to reform insolvency regimes in many OECD countries and given evidence that stalling technological diffusion has contributed to the aggregate productivity slowdown.

    Abstract: Over the past decade, sound macroeconomic policies and an improved business environment have helped generate relatively strong GDP growth. Investments in infrastructure are improving connectivity and trade integration has been facilitated by lower tariffs. Simplification in opening of businesses, getting construction permits, registering property and payment of taxes improved the ease of doing business. Nevertheless, labour productivity remains low with large differences between firms and regions, and the contribution of technological progress to growth has been negative in recent years. Low productivity growth reflects poor educational and managerial quality, still large infrastructure gaps, low investment in innovation and R&D and stringent regulations in some sectors. To raise productivity growth Colombia should focus on some key areas. First, reverse the drop in public investment and reduce high transport and logistics costs. Second, intensify trade links and participation in GVCs, by further improving trade facilitation, to encourage firms to adopt the best technologies and know how. Third, create better incentives for firms to invest on R&D, and strengthen the links between the business sector and research institutions to foster innovation. Fourth, increase competition and reduce regulation in specific sectors to promote investment and facilitate the allocation of resources towards most productive firms. And fifth, upgrade the quality of education to develop better skills and professional management to enhance the creation and diffusion of new technologies. In 2016, the government established the National Policy for Productive Development to address the impediments to increased productivity.     Abstract: Forecasts of GDP growth are typically over-optimistic for horizons beyond the current year, particularly because they fail to predict the occurrence or severity of future downturns. Macroeconomic forecasters have also long been under pressure to convey the uncertainty surrounding their forecasts, particularly since the financial crisis. The current paper proposes a method to address both these issues simultaneously by constructing fan charts which are parameterised on the basis of the historical forecasting track record, but distinguish between a "safe" regime and a "downturn-risk" regime. To identify the two regimes, use is made of recent OECD work on early warning indicators of a prospective downturn, relating to housing market or credit developments. Thus, when an early warning indicator is “flashing", the associated fan chart is not only wider to reflect increased uncertainty, but is also skewed to reflect greater downside risks using a two-piece normal distribution of the form used by central banks to provide fan charts around inflation forecasts. Conversely, in a safe regime, when the early warning indicators are not flashing, as well as being symmetric, the fan chart is narrower both relative to the downturn-risk regime and relative to what the fan chart would be if the dispersion was calculated with respect to the entire forecast track record with no distinction between regimes. The method is illustrated by reference to OECD GDP forecasts for the major seven economies made just prior to the global financial crisis, with fan charts calibrated using the track record of forecasts published in the OECD Economic Outlook. Fan charts which take account of early warning indicators in this way are much better at encapsulating the outturns associated with a downturn than a symmetrical fan chart calibrated indiscriminately on all forecast errors.

    Abstract: Higher living standards and well-being, as well as convergence with more advanced economies, will depend on achieving higher productivity, which in turn would be boosted by more investment in capital. In particular, investment in knowledge-based capital and greater inward FDI can help Slovenia develop its economy and improve global integration. Complementing such investments requires a workforce that is given the opportunities and incentives to continuously engage in upskilling and seek employment where they are most productive, in the process raising their incomes. Reskilling can be improved by boosting the links between educational institutions and local and foreign firms, helping Slovenia to overcome its problems of long-term unemployment and low employment rates of older workers. Improving life-long learning will allow workers to adapt to a changing economic environment and thereby contribute to their own well-being. Adjusting wage determination and broadening labour market activation measures can smooth these adjustments.     Abstract: Estonia is highly integrated into the global trade system: it exports approximately 80% of GDP and around half of domestic employment is sustained by foreign demand. Given that international trade and foreign direct investment are considered as major channels of technology diffusion and productivity growth, this bodes well for reviving income convergence. To capitalize on the country’s high trade intensity, policymakers need to remove remaining trade barriers and improve policies fostering knowledge diffusion as well as talent retention and attraction.     Abstract: The paper describes the fiscal framework used in long-term economic scenarios, with some emphasis on revisions made since the 2013 vintage of the long-term model. Long-term projections for public spending on pensions, health and long-term care are now separate from other primary expenditure and sourced from previous OECD work taking account of population ageing and other cost pressures. Other primary expenditure are assumed to remain constant in real terms on a per capita basis, rather than remaining stable as a share of GDP. This difference is important for long-term fiscal projections because government finances are sensitive to the employment rate, whereas expenditure is linked to the total population. A fiscal rule adjusts government revenue to ensure that public debt eventually stabilises as a share of GDP, making government revenue as a share of GDP the preferred indicator of future fiscal pressure.

    Abstract: Switzerland makes more use of its human resources than most other OECD countries. Labour force participation is high and the unemployment rate low for most segments of society. This ensures a high standard of living for most Swiss people. Nevertheless, productivity growth is relatively slow. While this may in part be attributable to already being an advanced economy, it also means that Switzerland cannot be complacent with regard to education and skills. Its admirably low youth joblessness suggests that the transition from education to work is functioning soundly. However, there is mounting evidence that as the structure of industry is changing, due to globalisation and digitalisation for instance, vacancies and skills mismatches are spreading. The mix of skills being taught differs from those taught in most other high income OECD countries in which a common secondary school track predominates and the emphasis is on equipping young adults with academic tertiary qualifications. In this context, it is important that the system is flexible enough to respond to shifts in the demand for skills and that workers continue to learn. While the participation of women and immigrants in the economy compares relatively well, more can still be done to improve equity in the accumulation of skills.     Abstract: This paper investigates the effect of export entry on productivity, employment and wages of Latvian and Estonian firms in the context of global value chain (GVC). Like in many countries, exporting firms in Latvia and Estonia are more productive, larger, pay higher wages and are more capital intensive than non-exporting firms. While this is partly because firms that are originally more productive and have better performances are more likely to enter export, Latvian and Estonian firms also realise more than 23% and 14% higher labour productivity level as the result of export entry. Export entry also increases employment and average wages. Gains in productivity and employment are particularly large when firms enter exports that are related to participation in knowledge-intensive activities found in the upstream of GVC. For instance, Latvian firms that start exporting intermediate goods or non-transport services (which include knowledge intensive services) enjoy significantly higher productivity gains than those starting to export final goods or transport services. These findings underscore the importance of innovation policies that strengthen firms’ capabilities to supply highly differentiated knowledge-intensive goods and services to GVC.

Además, se requiere fortalecer algunas de las reformas recientes, mantenerlas actualizadas y promoverlas para garantizar su aplicación eficaz. La OCDE está lista para seguir acompañando a México en este camino.

    Abstract: Die Schweiz hat Schritte unternommen, um ihre Umweltleistungen im Landwirtschafts-, Energieund Verkehrsbereich zu verbessern. In Bezug auf die Treibhausgasemissionen zählt sie zu den Spitzenreitern unter den OECD-Ländern und sie verdient Anerkennung für ihren innovativen Ansatz zur Revitalisierung ihrer Fliessgewässer. Problematisch sind hingegen nicht nachhaltige Konsummuster und das hohe Siedlungsabfallaufkommen ebenso wie die hohen Anteile von gefährdeten Arten. Als wichtiges Finanzzentrum kommt der Schweiz zudem eine Schlüsselrolle in der Förderung von grünen Investitionen zu. Bei diesem Bericht handelt es sich um den dritten OECD-Prüfbericht für die Schweiz. Darin werden die Fortschritte in Bezug auf nachhaltige Entwicklung und umweltverträgliches Wachstum bewertet, wobei die Schwerpunkte auf der Wasserbewirtschaftung, der Erhaltung der Artenvielfalt und der nachhaltigen Nutzung von Ökosystemen liegen.

    Abstract: This report, commissioned by the XIX Government of Portugal, provides an evaluation of the comprehensive labour market reforms undertaken in Portugal over the period 2011-2015. It describes reforms in the areas of employment protection legislation, unemployment benefits, activation, collective bargaining, minimum wages and working time. The report reviews the reforms in detail and assesses the available evidence on the impact they have had on the labour market. The report concludes that the Portuguese labour market reforms were a move in the right direction. However, despite the progress made, many challenges remain and some of the reforms may not have gone far enough. Unemployment remains high and this situation has fuelled an increase in both poverty and long-term unemployment The labour market remains highly segmented and, in the context of very low inflation, the presence of downward nominal wage rigidity is likely to remain a barrier to the competitiveness of the Portuguese economy – unless productivity growth is strengthened.

Enfin, le rapport prévoit d’apporter des modifications au Modèle de Convention fiscale de l’OCDE qui précisent que les conventions fiscales n’ont pas pour objet de créer des possibilités de non-imposition ou d’imposition réduite résultant de comportements de fraude ou d’évasion fiscale, imputables notamment au recours à des mécanismes de chalandage fiscal, et recense les considérations de politique fiscale que les pays doivent examiner avant de décider de conclure une convention fiscale avec un autre pays.

    Abstract: Avec derrière eux deux décennies de croissance soutenue du revenu disponible des ménages et, plus généralement, de leur niveau de vie, les Canadiens jouissent d’un bien-être enviable. Le PIB par habitant est plus élevé que la moyenne OCDE et le Canada se classe parmi les premiers pays membres de l’Organisation pour ce qui est des compétences des élèves. Ses habitants profitent d’un environnement plus préservé que la moyenne de l’OCDE et vivent par ailleurs en meilleure santé. Cela n’empêche pas que des disparités persistent – en effet toutes les catégories de population n’ont pas profité dans la même mesure de l’amélioration des conditions de vie par le passé. Le niveau des inégalités de revenu est proche de la moyenne OCDE et globalement stable depuis une quinzaine d’années, mais le système de prélèvements et prestations assure une redistribution moindre que ceux de la plupart des autres pays membres de l’Organisation. Parallèlement à cela, la croissance de la productivité marque le pas, réduisant d’autant la marge de progression du niveau de vie. Le défi transversal que constituent la persistance d’inégalités multidimensionnelles et la faible croissance de la productivité souligne la nécessité de revoir la fonction d’élaboration des politiques au Canada dans le but de favoriser une croissance plus vigoureuse et plus inclusive. À cet égard, on ne peut que se féliciter de la volonté affichée par le gouvernement de renforcer la classe moyenne et d’offrir à tous ceux qui travaillent dur la possibilité d’y accéder.

    Abstract: Hungary’s new energy strategy, the National Energy Strategy to 2030, published in 2012, was a major step in formulating a long-term vision for government policy in the sector. The main objective of the strategy was to ensure a sustainable and secure energy sector while supporting the competitiveness of the economy. Mindful of high energy costs and their impact on family incomes, the government initiated a policy of mandatory price cuts to reduce household energy bills. While the short-term impact has been a reduction in energy bills, in the long term, this policy may damage national competitiveness. Renewable energy production has increased significantly in the last decade but growth in the sector has slowed. Recent reforms and the introduction of a new support system for electricity from renewable sources could arrest this slowdown. On the other hand, measures that limit wind power developments are likely to have a negative impact on the sector. Greenhouse gas emissions have declined as the economy has become less carbon-intensive. Nonetheless, the country could adopt more ambitious targets for emission reductions. Energy security has been strengthened and there have been a number of large investments in oil, electricity and natural gas infrastructure. Further investments are expected, notably the construction of two new nuclear power generating units. This latest review of Hungary’s energy policies, the first since 2011, examines the current energy-policy landscape and makes recommendations for improvements. These recommendations are intended to guide the country towards a more secure and sustainable energy future.

    Abstract: After two decades of solid growth of household disposable income and living standards more generally, Canadians generally enjoy a high level of well-being. However, disparities persist – not all population groups have benefitted equally strongly from past improvements in living standards. Income inequality is close to the OECD average, but the tax and benefit system is less redistributive than those in most OECD countries. Despite high social mobility over a number of different dimensions such as health, earnings, social class or education, middle class self-identification has fallen in recent years. At the same time, productivity growth has slowed own, limiting the potential for further improvements in living standards. The slowdown in productivity growth is linked to a growing divide between high-productivity frontier firms and low-productivity laggards, as well as a weakening of business dynamism. The cross-cutting challenge presented by the persistence of multidimensional inequalities and weak productivity growth underlines the need for a reappraisal of Canada’s policy making process with the aim of fostering stronger and more inclusive growth.

    Abstract: Demographic pressure and the youth bulge in the developing world pose a major employment challenge. This situation is exacerbated by insufficient job creation, scarce formal wage employment opportunities and vulnerability in the workplace. For these reasons, fostering youth entrepreneurship has gained importance in the global and national development policy agenda. This report aims to contribute to the ongoing debate on the role of youth entrepreneurship in generating employment in developing countries. It is based on the analysis of mixed labour force and enterprise surveys conducted in Côte d’Ivoire, Madagascar, Peru and Viet Nam, as well as evidence on the impact of entrepreneurship programmes. This report’s findings add to the global debate on youth entrepreneurship in three important ways. First, it constitutes an unprecedented effort to capture the real situations and multiple faces of young entrepreneurs in selected developing countries. Second, it provides new empirical evidence on the determinants of youth entrepreneurial performance. Third, it proposes a policy roadmap based on lessons learned from recent meta-analyses of the effectiveness of entrepreneurship programmes.

    Abstract: Since joining the OECD in 1996, Korea has made impressive progress in raising living standards. Over 1996-2016, the country closed the gross domestic product (GDP) per capita gap with the OECD average by 26 percentage points. Vibrant exports underpinned strong economic growth, with Korea becoming the eighth largest exporter in the world. The country’s focus on innovation (its R&D spending is the second highest in the OECD) combined with its highly skilled population (it is among the top performers in the OECD’s Programme of International Student Assessment) supported this success. However, the convergence of Korea’s living standards to those in the most advanced countries has stalled in recent years. Output growth has slowed from 4.4% annually over 2001-10 to 2.8% since 2011. The country faces strong competition from emerging economies, notably the People’s Republic of China in low- and medium-end markets, and with advanced economies in high-end markets. This makes it more difficult for Korea to further expand its global market share.

    Abstract: The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious action plan to improve the lives of people everywhere. On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

    Abstract: This is the OECD’s first Health System Review of Peru. It seeks to support Peru’s policy goal to attain universal health coverage by 2021, and build a high-performing health system with continuously improving accessibility, quality, efficiency and sustainability. Peru’s health care system is confronting a complex set of challenges. The population faces persistent rates of infectious diseases, alongside an increasingly heavy burden of non-communicable disease. Governance must simultaneously grapple with how to assure basic access – universal health coverage has still not been achieved, for instance – while prioritising efficiency and value for money, and improving care quality. This Health System Review of Peru makes a number of recommendations to strengthen performance of the health system, with a particular focus on the government-subidised health system – the Sistema Integral de Salud. Using examples of best practice drawn from OECD and Latin American health systems, the Review addresses how Peru can promote access to high quality care and achieve universal health coverage; take a more strategic approach to funding, budgeting, and purchasing; and become a data-driven health system that puts people at the centre.

À la différence des asymétries hybrides qui résultent de conflits dans le traitement juridique d’entités ou d’instruments, les asymétries impliquant une succursale exploitent plutôt les disparités dans la manière dont le siège et la succursale comptabilisent un paiement effectué par la succursale ou à son profit. Le présent rapport indentifie cinq sortes de dispositifs asymétriques impliquant une succursale qui donnent lieu à l’une des trois catégories d’asymétries suivantes: effet de déduction / non-inclusion, effet de double déduction, effet indirect de déduction / non-inclusion. Ce rapport évalue les données actuellement disponibles et conclut que d’importants obstacles empêchent une analyse économique de l’ampleur et des effets des pratiques de BEPS, soulignant le besoin d’améliorer ces données et méthodologies. Concernant les limitations propres aux données, un tableau de bord regroupant six indicateurs des pratiques de BEPS a été créé, afin d’analyser diverses stratégies de BEPS à partir de plusieurs sources de données. Selon ces indicateurs, la réalité des pratiques de BEPS ne fait guère de doute, et il semble même qu’elles aient pris de l’ampleur au fil des ans. De nouvelles études empiriques menées par l’OCDE permettent d’estimer que le manque à gagner subi par les États en recettes de l’impôt sur les bénéfices des sociétés serait compris entre 100 et 240 milliards USD chaque année aux niveaux de 2014. Le rapport présente également de nouveaux outils d’analyse pouvant aider les pays à mesurer l’efficacité des mesures prises au titre du projet BEPS. Ces recherches ont aussi souligné l’existence d’importantes distorsions, de nature non fiscale, générées par les pratiques de BEPS, et le rapport formule des recommandations pour utiliser au mieux les données disponibles et améliorer les analyses de suivi de ces pratiques à l’avenir.

    Abstract: Interrelations between Public Policies, Migration and Development in Costa Rica is the result of a project carried out by the Centro Centroamericano de Población (CCP) at the University of Costa Rica and the OECD Development Centre, in collaboration with the Dirección General de Migración y Extranjeria (DGME) and with support from the European Union. The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education, investment and financial services and social protection and health – and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of Costa Rica, but the potential of migration is not fully exploited. One explanation is that, despite the acknowledgement of the links between migration and development in recent legislation and policy, policy makers in Costa Rica do not sufficiently take migration into account in all respective policy areas. Costa Rica therefore needs to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation, to enhance the contribution of migration to development in the country.

    Abstract: This review of Corporate Governance in Colombia was prepared as part of the process of Colombia's accession to OECD Membership. The report describes the corporate governance setting for both listed companies and the state-owned sector (SOEs). The review then examines the legal and regulatory framework and company practices to assess the degree to which the recommendations of the G20/OECD Principles of Corporate Governance and the OECD Guidelines on Corporate Governance of State-Owned Enterprises have been implemented. The review finds that Colombia's framework for the corporate governance of listed companies is largely consistent with the Principles, although some companies have been reluctant to implement some of the good practices recommended in Colombia's national corporate governance code. For SOEs, the report recognises substantial reforms undertaken during the review process to adopt an ambitious national ownership policy. Reforms have included establishing an ownership co-ordination unit and more transparent reporting on SOE performance, and removing ministers from SOE boards and establishing more transparent board nomination processes aimed at enhancing the qualifications of board members. The report seeks continuing efforts to consolidate these reforms and to implement plans announced in the national ownership policy.

However, high productivity growth is possible in low-density regions. This report sets out policy recommendations at cross-border, national and regional scales to enhance prosperity and well-being across the NSPA. This includes closer co-operation with national governments to address shared challenges and opportunities such as improving east-west transport connections and reducing occupational and skills barriers to labour mobility, and addressing barriers to business growth such as access to finance.

Such repositories are also feasible to construct using current technologies. However, proving the technical merits and safety of repositories, while satisfying societal and political requirements, has been a challenge in many countries. Building upon the success of previous conferences held in Denver (1999), Stockholm (2003), Berne (2007) and Toronto (2012), the ICGR 2016 brought together high-level decision makers from regulatory and local government bodies, waste management organisations and public stakeholder communities to review current perspectives of geological repository development. This publication provides a synthesis of the 2016 conference on continued engagement and safe implementation of repositories, which was designed to promote information and experience sharing, particularly in the development of polices and regulatory frameworks. Repository safety, and the planning and implementation of repository programmes with societal involvement, as well as ongoing work within different international organisations, were also addressed at the conference.

This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally. A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

    Abstract: This report puts forward policy recommendations for strengthening the performance and sustainability of the health care system in Costa Rica. There is much to praise in Costa Rica’s health care system: institutional stability; a closely integrated but well-differentiated provider arm, with strong primary care; a degree of inter-sectoral co-ordination that serves as a model of good practice; detailed and effective dialogue between users and health service managers; and, innovation around professional roles and the use of ICT that other health systems could learn from. All this leads to health outcomes on a par with several OECD economies. Nevertheless, serious strains are evident: spending is rising steeply, fuelled by salaries, fees and facility payments based on last year’s outlay. These spending increases are not always associated with improvement in services: waiting lists are excessively long and growing. The system is perhaps too stable: institutional rigidity and vested interests have stalled vital reforms, meaning that Costa Rica still lacks systematic application of DRGs and health technology assessment, despite attempts to bring them in.

It contains several recommendations to tackle key challenges facing Costa Rica, including low labour utilisation, increasing inequality, high poverty and high-risk of economic exclusion especially of the low skilled and migrants. This report will be of interest in Costa Rica as well as other countries looking to promote a more dynamic and an inclusive economy.

School systems have limited financial resources with which to pursue their objectives and the design of school funding policies plays a key role in ensuring that resources are directed to where they can make the most difference. As OECD school systems have become more complex and characterised by multi-level governance, a growing set of actors are increasingly involved in financial decision-making. This requires designing funding allocation models that are aligned to a school system’s governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably.     Abstract: This report discusses the main results of a project on how to reduce air pollution from urban public transport in Kazakhstan, by providing an analysis for designing a green public investment programme in this sector. This sector represents an opportunity for Kazakhstan to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Kostanay and Shymkent and the second, all major urban centres in Kazakhstan. These investments are expected to result in significant air improvement.

    Abstract: This Review focuses on improving access to quality and timely services for citizens as a means to facilitate inclusive growth in the Dominican Republic. Despite its macroeconomic performance in the last decade, poverty and levels of inequalities remain high in the Dominican Republic. At the same time, citizens report limited satisfaction with the quality and access to services in the country, often reflected in less than optimal outcomes in areas such as health, transport or education. The review's focus on service delivery offers the opportunity to apply the concepts and tools of public governance at an operational level and with immediate implications for the government-citizen relationship. The inclusion of multidisciplinary good practices, collected through OECD work on public sector management, digital government, innovation or administrative simplification, allows a comprehensive but integrated assessment of the use of public policy levers for optimizing service design and delivery. By covering aspects relating both to the competence of government – in terms of the quality, timeliness and effectiveness of public services – and to the principles governing the provision of services – including engagement, accountability or inclusiveness, this review identifies policy recommendations to improve access, coverage and quality of public services, regardless of income levels, location and other social and economic factors – as a key lever to achieve more inclusive growth.

    Abstract: Activities carried out over the last three decades in relation to core-concrete interactions and melt coolability, as well as related containment failure modes, have significantly increased the level of understanding in this area. In a severe accident with little or no cooling of the reactor core, the residual decay heat in the fuel can cause the core materials to melt. One of the challenges in such cases is to determine the consequences of molten core materials causing a failure of the reactor pressure vessel. Molten corium will interact, for example, with structural concrete below the vessel. The reaction between corium and concrete, commonly referred to as MCCI (molten core concrete interaction), can be extensive and can release combustible gases. The cooling behaviour of ex-vessel melts through sprays or flooding is also complex. This report summarises the current state of the art on MCCI and melt coolability, and thus should be useful to specialists seeking to predict the consequences of severe accidents, to model developers for severe-accident computer codes and to designers of mitigation measures.

    Abstract: This report explores effective policy solutions to the current and future challenges related to food security in the countries of the Association of Southeast Asian Nations (ASEAN). While robust GDP growth, rising agricultural productivity and output, and strong growth in agricultural incomes have all contributed to vast improvements in the food security of the region, 60 million people remain undernourished. ASEAN governments have therefore justifiably kept food security as a policy priority. The regional policy architecture set out in ASEAN frameworks provides sound guidance, yet some of the current policies adopted by members are not helping to address food insecurity and its causes, including the formidable challenges related to climate change and the need for continued growth in sustainable food production to feed growing populations. This report puts forward a number of policy recommendations to ensure that the ASEAN agricultural and fisheries sectors contribute effectively and efficiently to ensuring regional food security.
