    Abstract: Exposure to community and interpersonal violence is a public health crisis that adversely affects many children in American communities. After witnessing or experiencing trauma, many children experience symptoms of Post-Traumatic Stress Disorder and depression, behavioral problems, substance abuse, and poor school performance. The Support for Students Exposed to Trauma (SSET) program is a series of ten lessons whose structured approach aims to reduce distress resulting from exposure to trauma. Designed to be implemented by teachers or school counselors in groups of 8-10 middle school students, the program includes a wide variety of skill-building techniques geared toward changing maladaptive thoughts and promoting positive behaviors. It is also intended to increase levels of peer and parent support for affected students. Designed for SSET group leaders, the Group Leader Training Manual introduces the SSET concept and provides detailed information on selecting student participants, scheduling lessons, assuring confidentiality, coordinating with clinical backup, managing difficult situations and issues, and conducting group meetings. The Lesson Plans section supplies group leader preparation information and in-depth plans for each lesson, including agendas, example scenarios, suggestions for troubleshooting specific problems, homework assignment instructions, and cross-references to other program documentation. Take-home worksheets, letters to parents, forms, and other program materials are supplied in the section entitled Lesson Worksheets and Materials

Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations

    Abstract: Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source - the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today's international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas

    Abstract: The often tense relationship between Saudi Arabia and Iran has been at the center of many of the major political shifts that have occurred in the Middle East since the fall of Saddam Hussein in 2003. This volume documents a study of how relations between the two powers have unfolded in the Persian Gulf, Iraq, Lebanon, and Palestine from 2003 through January 2009. Wehrey et al. detail the complex and multidimensional relationship between Saudi Arabia and Iran and its implications for regional stability and U.S. interests. In doing so, the authors challenge conventional thinking about Saudi-Iranian relations, arguing, for example, that Sunni-Shi'a distinctions are not the key driver in dealings between the two nations, that the two states have a tendency to engage on areas of common interest, and that the notion of a watertight bloc of Gulf Arab states opposing Iran is increasingly unrealistic. The study concludes with U.S. policy recommendations for leveraging the Saudi-Iranian relationship, particularly in the context of a U.S. drawdown in Iraq, the Palestinian-Israeli conflict, and the Iranian nuclear issue

    Abstract: Research on real-world problems--like restoration of wetlands, the needs of the elderly, effective disaster response and the future of the airline industry--requires expert knowledge from a range of disciplines, as well as from stakeholders affected by the problem and those in a position to do something about it. This book charts new territory in taking a systematic approach to research integration using dialogue methods to bring together multiple perspectives. It links specific dialogue methods to particular research integration tasks. Fourteen dialogue methods for research integration are classified into two groups: 1. Dialogue methods for understanding a problem broadly: integrating judgements 2. Dialogue methods for understanding particular aspects of a problem: integrating visions, world views, interests and values.     Abstract: 'Consultation' has become something of a mantra in contemporary governance. Governments well understand that policy occurs in a highly contestable environment in which there are multiple, and often competing interests. They well recognise the political imperative to 'engage' stakeholders in order to manage potential conflict and, hopefully, obtain acceptance for their policies and programs. As a result, politicians and public officials frequently emphasise the need for consultation as an essential element of the deliberative processes underpinning the development of policy or the implementation of programs and services. But, moving beyond the rhetoric of consultation and engagement, how well is it done? In this monograph, Professor Jenny Stewart maps out the principal approaches used by governments to consult with and engage affected communities of interest. Stewart critically assesses the available literature and draws directly upon the experiences of political actors, bureaucrats and community sector organisations in order to identify the 'good, bad, and the ugly' of engagement. Through a judicious use of selected case studies, Stewart distils the essential dilemmas and contradictions inherent in many consultation strategies and highlights their relative strengths and weaknesses. This monograph is a probing and dispassionate analysis of the rationales, methodologies and outcomes of consultation and engagement. It is not intended to be a 'cookbook' or a 'how to' manual for those consulting or the consulted. Nevertheless, there is much here for the policy practitioner, the researcher and members of those 'communities of interest' who might, one day, find themselves the target of engagement

    Abstract: The military operations in Iraq and Afghanistan have been the United States' longest military engagements since the Vietnam War and the most severe test of the all-volunteer force, with the possible exception of the Gulf War in 1991. More than 1.5 million service members were deployed between 2002 and 2007, many of them more than once, and the fast pace of deployment has been felt throughout the military. Soldiers and marines have faced a steady cycle of predeployment training and exercises, deployment itself, and postdeployment reassignment and unit regeneration. Service members not on deployment are nonetheless busy planning and supporting military operations, caring for injured service members, and attending to recruiting, training, and other responsibilities at home and abroad. Many service members are married, and deployments have disrupted their family routines and created stress from separation and reintegration. At the same time, the long hours, tension, uncertainty, and violence of deployments have stressed the service members sent to fight. Remarkably, despite the pressures from deployments on service members and their families, reenlistment rates have been stable since 2002. The purpose of this monograph is to enhance understanding of whether deployments affected service members' willingness to stay in the military, as the stress caused by deployments would suggest, and how it was that reenlistment held steady

    Abstract: An account of what bees actually detect with their eyes. Bees detect some visual features such as edges and colours, but there is no sign that they reconstruct patterns or put together features to form objects. Bees detect motion but have no perception of what it is that moves, and certainly they do not recognize "things" by their shapes. Yet they clearly see well enough to fly and find food with a minute brain. Bee vision is therefore relevant to the construction of simple artificial visual systems, for example for mobile robots. The surprising conclusion is that bee vision is adapted to the recognition of places, not things.

    Abstract: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993.     Abstract: Clinics have dealt with a range of victims' rights issues in trial courts, including the rights to be present, to be consulted about plea offers, to make an impact statement, to be notified of changes in defendants' detention status, to restitution, and to privacy. However, the principal issue has been victims' standing before the court to enforce their rights. In some states, standing has been acknowledged, at least in limited ways. In other states, clinics have made or are making steps toward such recognition or have been successful in representing victims without the issue being directly confronted. In one state, attorneys' ability to represent victims in criminal court is currently in serious question. This book discusses how some clinics have won significant gains at the appellate and federal court levels concerning victim standing, the rights to be consulted and heard, and the right to privacy. The authors conclude that the state clinics are beginning to fulfill the intentions of their architects and funders. All of the clinics have pushed the envelope of victims' rights in their state courts. Some have won significant victories in gaining standing for victims and expanding the definition of particular rights. Others are enjoined in the battle. But all have raised awareness of victims' rights with prosecutors, judges, defense attorneys, and police officials

Utilizing a variety of published memoirs and unpublished testimonies, the book argues that victims experienced train journeys as mobile chambers, comparable in importance to fixed locations of persecution such as ghettos and camps

    Abstract: The Treasury Executive Office for Asset Forfeiture (TEOAF) administers the Treasury Forfeiture Fund (TFF), which is the receipt account for the deposits of nontax forfeitures that result from law-enforcement actions against criminal enterprises, such as drug cartels, terrorist organizations, and individual embezzlers, by agencies that are currently, or were historically, part of the U.S. Treasury -- the Internal Revenue Service Criminal Investigation division, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and the U.S. Secret Service. High levels of forfeiture from the prosecution of these crimes serve to punish the individuals involved, help to dismantle the operations associated with the crime, may deter others from engaging in similar crimes, and provide funds to support future investigations among participating agencies. TEOAF commissioned the RAND Corporation to examine the relationship between targeted funding support of significant financial investigations and the forfeiture outcomes of such investigations. This report presents the findings of that analysis

First, investments in education benefit taxpayers because the investments produce more highly educated individuals, who tend to earn more income than those with lower levels of education and pay more in taxes, thus contributing more to programs such as Social Security. Second, more highly educated individuals are less likely to draw on social support programs, such as Medicare. And finally, more highly educated individuals are less likely to commit crimes, so increases in educational attainment reduce public spending on incarceration. Carroll and Erkut estimate the monetary value of these benefits over an individual's lifetime and how they vary as a result of education level

To help address this issue, in 2003-2004 the Centers for Medicare and Medicaid Services (CMS) awarded ten grants under the Demonstration to Improve the Direct Service Community Workforce; these grants funded initiatives to improve the recruitment and retention among DSWs. Funded initiatives included such efforts as increasing access to health care, training, mentoring, recognition, worker registries, and marketing campaigns. In 2005, CMS funded a national evaluation, by a consortium led by the RAND Corporation, to study the implementation and outcomes of the ten funded initiatives. As part of this evaluation, researchers reviewed grantees' records, interviewed project stakeholders, conducted site visits, and surveyed direct service agencies, DSWs, and consumers. In this volume, the authors present their findings on the implementation and outcomes from the ten grantees

    Abstract: Fieldwork extending over a thirty-year period provided materials for this book. Paths and Rivers offers an unusually deep and broad picture of the Sa'dan Toraja as a society in dynamic transition over the course of the past century. The Toraja inhabit the mountainous highlands of South Sulawesi, Indonesia, and are well known for their dramatic architecture, their unusual cliff burials, and their flamboyant ceremonial life, which places extraordinary economic demands on individuals and families. The analysis is informed, firstly, by a comparative perspective which sets Toraja social structure in the context of the Austronesian world. Secondly, the author delves deeply into Toraja social memory to show how people think about the past. She examines the usefulness of history and myth in the present as a source of identity, a template for action, or a resource by means of which to claim precedence. The book gives a clear picture of the structure and ethos of the indigenous Toraja religion, the Aluk To Dolo or 'Way of the Ancestors', with its complex cycle of rituals. The book concludes with an analysis of the ceremonial economy, which draws upon both domestic subsistence production and the global market economy. Paths and Rivers draws together a fascinating picture of one society's journey into modernity. Roxana Waterson is Associate Professor in the Department of Sociology, National University of Singapore.     Abstract: "From September 1990 to June 1991, the UK deployed 53,462 military personnel in the Gulf War. After the end of the conflict anecdotal reports of various disorders affecting troops who fought in the Gulf began to surface. This mysterious illness was given the name "Gulf War Syndrome" (GWS). This book is an investigation into this recently emergent illness, particularly relevant given ongoing UK deployments to Iraq, describing how the illness became a potent symbol for a plethora of issues, anxieties, and concerns. At present, the debate about GWS is polarized along two lines: there are those who think it is a unique, organic condition caused by Gulf War toxins and those who argue that it is probably a psychological condition that can be seen as part of a larger group of illnesses. Using the methods and perspective of anthropology, with its focus on nuances and subtleties, the author provides a new approach to understanding GWS, one that makes sense of the cultural circumstances, specific and general, which gave rise to the illness."--Publisher information

    Abstract: No previous full-scale study has been undertaken so far to study the polemical writings of the Muslim reformist Muḥammad Rashīd Riḍā (1865-1935) and his associates in his well-known journal al-Manār (The Lighthouse). Gemeenschappelijke waarden en normen worden meestal aangewezen als het antwoord op de pregnante vraag naar de binding (of sociale cohesie) van de samenleving. Toch is de auteur van deze nieuwe verzameling sociologische essays niet tevreden met dit standaardantwoord. De vraag moet immers gesteld worden wat een samenleving bijeen houdt als gemeenschappelijke waarden niet of niet meer aanwezig zijn en de samenleving verscheurd dreigt te worden door felle groepsconflicten en scherpe wij-zij-tegenstellingen. In die situaties heeft een samenleving, net als een grote kathedraal, een aantal steunberen nodig om niet volledig in te storten. In de loop van de geschiedenis zijn die steunberen inderdaad ontwikkeld: een eerlijk rechtsproces, religieuze tolerantie, het zoeken naar wetenschappelijke waarheid en tenslotte niet-gewelddadige conflictbeslechting. Een samenleving heeft deze historisch ontwikkelde sociale instituties hard nodig om met vele tegengestelde groepsbelangen en religieuze verschillen om te gaan zonder tot sociale wanorde of destructie te vervallen. Deze sociale instituties geven 'tegenkracht' tegen te veel en te weinig sociale binding. Vanuit dit perspectief zijn de hier overzichtelijk bijeengebrachte essays geschreven en hier voor het eerst bijeengebracht

    Abstract: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits.     Abstract: In the mid-1990s a joint research project was established between CASER (Bogor), CIES (Adelaide), CSIS ( Jakarta) and RSPAS (at ANU, Canberra) to examine interactions between agriculture, trade and the environment in Indonesia. Funded by the Australian Centre for International Agricultural Research (ACIAR Project No. 9449), the specific objective of the project was to assess the production, consumption, trade, income distributional, regional, environmental, and welfare eff ects in Indonesia of structural and policy changes at home and abroad. Particular attention was to be paid to those structural and policy changes that could aff ect Indonesia’s agricultural sector over the next 5-10 years. The implications of national and global economic growth, of regional and multilateral trade liberalisation initiatives, and of Indonesia’s ongoing unilateral policy reforms were the initial focus of the study. However, with the onslaught of the financial crisis that began in the latter part of 1997, the project leaders added that issue to the research agenda

Reproduced here is the story of the two Ngatyi, Rainbow Serpents, who travelled from the Paroo to the Flinders Ranges and back as far as Yancannia Creek, where their deep underground channels linked them back to the Paroo. Jeremy Beckett recorded these stories from George Dutton and Alf Barlow in 1957.
